Research on the political economy of immigration overlooks the specificity of human capital in skilled occupations and its implications for immigration preferences and policymaking. Conclusions that skilled Americans are unconcerned about labor market competition from skilled migrants build on a simple dichotomy between high and low skill migrants. In this article we show that natives turn to occupational licensing regulations as occupation-specific protectionist barriers to skilled migrant labor competition. In practice, high skill natives face labor market competition only from those high-skill migrants who share their occupation-specific skills. Licensure regulations ostensibly serve the public interest by certifying competence, but they can simultaneously be formidable barriers to entry by skilled migrants. From a collective action perspective, skilled natives can more easily secure sub-national, occupation-specific policies than influence national immigration policy. We exploit the unique structure of the American medical profession that allows us to distinguish between public interest and protectionist motives for migrant physician licensure regulations. We show that over the 1973–2010 period states with greater physician control over licensure requirements imposed more stringent requirements for migrant physician licensure and, as a consequence, received fewer new migrant physicians. By our estimates over a third of all US states could reduce their physician shortages by at least 10 percent within 5 years just by equalizing migrant and native licensure requirements. This article advances research on the political economy of immigration and highlights an overlooked dimension of international economic integration: regulatory rent-seeking as a barrier to the cross-national mobility of human capital, and the public policy implications of such barriers.  相似文献

This article identifies how labour migrants’ participation in undeclared work is triggered by a combination of voluntary exit from the formal labour market in the host country as well as structures that makes it more likely for this type of worker to be forced to accept unregistered work. The argument is built by examining how East‐West European Union migration can foster or reinforce reasons for participating in undeclared work. At the EU level, the issue of undeclared work is seen as a mounting challenge, and public discussion now associates a supposed increase in undeclared work with the EU's open borders. For this study, 74 semi‐structured interviews were conducted with Polish labour migrants in Norway – both temporary migrants and more settled ones. A substantial part of these interviews focused on undeclared work. The results indicate that immigration enhances as well as creates new reasons for participating in undeclared work. In particular, they highlight how decisions to participate in undeclared work are not just an effect of labour market dynamics, but also a question of social integration.  相似文献

This paper proposes a political economic analysis of public opinion in European Union countries toward migrants from poor countries. By focusing on redistributive policy, the analysis sheds light on specific determinants of public opinion. The theoretical analysis, based on the median voter framework, shows that one of the key variables affecting public opinion is the voting rights of migrants. Where migrants do not have the right to vote, their presence negatively impacts the poorest natives. In countries where migrants enjoy voting rights, they are able to vote on redistributive policy; therefore, the impact of migration on natives’ welfare is fundamentally different. After the theoretical analysis, the paper proposes an empirical analysis of Europeans’ attitudes toward non-Western migrants in European Union countries. This empirical analysis confirms the decisive impact of migrants’ voting rights. It shows that, in EU countries, the more educated natives are significantly less favorable to migrants from poor countries when the latter have the right to vote.  相似文献

Labor market competition theories explaining anti‐immigrant attitudes have received limited or no empirical validation in recent literature. This has led researchers to highlight education and cultural values as the main, if not the sole, drivers of attitudes toward immigration. We present a new labor market competition theory focusing on job availability rather than foreign labor supply. This theory predicts that individuals with low transferable skills in the labor market will articulate a subjective sense of job insecurity and higher hostility toward migrants. Our cross‐classified, longitudinal, and difference‐in‐differences models reveal that skill specificity is a strong driver of anti‐immigrant attitudes, and they suggest that economic competition theories cannot be dismissed. By shifting the attention from supply to demand in the labor market, and from actual to potential competition with migrants, we show that the highly educated are far from immune to anti‐immigrant attitudes.  相似文献

In times of increasing globalisation scholars put considerable efforts into understanding the consequences of immigration to the welfare state. One important factor in this respect is public support for the welfare state and redistribution. This article presents results from a unique survey experiment and a panel study in three European countries (Norway, Germany and the Netherlands) in order to examine whether and how individuals change their preference for redistribution when faced with immigration. Theoretically, citizens with high incomes should be especially likely to withdraw their support for redistribution because they fear the increased fiscal burden, whereas other types of citizens might ask for more compensation for the increased labour market risks caused by immigration. The empirical evidence reveals that only respondents with high incomes and those who face low labour market competition withdraw support for redistribution when faced with immigration.  相似文献

What explains variation in individuals’ opposition to immigration? While scholars have consistently shown cultural concerns to be strong predictors of opposition, findings regarding the labor‐market competition hypothesis are highly contested. To help understand these divergent results, we distinguish between the prevalence and conditional impact of determinants of immigration attitudes. Leveraging a targeted sampling strategy of high‐technology counties, we conduct a study of Americans’ attitudes toward H‐1B visas. The plurality of these visas are occupied by Indian immigrants, who are skilled but ethnically distinct, enabling us to measure a specific skill set (high technology) that is threatened by a particular type of immigrant (H‐1B visa holders). Unlike recent aggregate studies, our targeted approach reveals that the conditional impact of the relationship in the high‐technology sector between economic threat and immigration attitudes is sizable. However, labor‐market competition is not a prevalent source of threat and therefore is generally not detected in aggregate analyses.  相似文献

How do the economic effects of immigration affect radical right support? The evidence in support of the labour market competition theory — which posits that the economic threat posed by immigration to jobs and wages leads to radical right voting — has been mixed. On the one hand, individual-level surveys underreport economic drivers because of social desirability bias. On the other hand, contextual studies show contradictory findings due to an over-reliance on units of analysis that are too aggregated to meaningfully capture the competitive threat posed by immigrants. This paper identifies the influence of labour market competition on radical right voting at a local level in contexts where native workers are directly affected by the arrival of immigrants who have similar or higher skillsets. Using an original longitudinal dataset of fine-grained municipal electoral, demographic and economic data from France over the 2002–2017 period, the paper provides empirical evidence of local contextual influences of economic competition between natives and immigrants of any skillset. Under local conditions of material deprivation, measured by the local unemployment rate, the effect of labour market competition on municipalities’ radical right vote share is amplified. Moreover, higher radical right support is observed in municipalities with a higher share of any one of the following groups: low-skilled natives, medium-skilled immigrants or high-skilled immigrants. This supports the hypothesis that immigrants with higher qualifications are compelled to accept lower-skilled jobs, and are thus perceived as a competitive threat to low-skilled natives. By reconciling radical right contextual studies and research on the political economy of immigration policies, this paper highlights the importance of a local analysis in detecting the effect of labour market competition on radical right support. This paper also explains why some local areas are more prone to radical right support than others over time.  相似文献

This article engages debates about Muslim integration in Western societies by analyzing trust in government among British Muslims. A central finding of the article is that British Muslims are more likely than Christians to have high levels of trust in government. To account for these outcomes, I highlight the importance of general political satisfaction and political efficacy as opposed to the more specifically assimilation and segregation-related variables identified by the literature on minority attitudes. In addition, I posit that Muslims are more likely to have positive political attitudes because they are more likely than Christians to be migrants and migrants are more likely than natives to have optimistic evaluations of British society. I claim that these migration dynamics help account for much of the attitudinal differences between Muslims and Christians.  相似文献

Theorists concerned about the distributive effects of skilled emigration (‘brain drain’) often argue that its harmful effects can be justly mitigated by restricting emigration from sending countries or by limiting immigration opportunities to receiving countries. I raise moral and practical concerns against restricting the movement of skilled migrants and contend that conceptualizing the moral issue in these terms leads theorists to neglect the moral salience of institutions that determine the distributive effects of migration. Using an analogy to skilled migration in a domestic context, I argue for locating brain drain in a more holistic, institutional context that includes the reform of global institutions and of policies affecting migration.  相似文献

As immigrants constitute a large and rising share of both the population and the electorate in many developed democracies, we examine aspects of immigrant political behavior, a vital issue that has gone largely unexplored outside of the U.S. context. We focus on Germany and Great Britain, two countries that provide good leverage to explore both within-country and cross-national variation in Europe. Our overall aim is to assess the impact of the immigration context. As a first step, we investigate whether immigrants and natives have systematically different attitudes on two issues that have dominated postwar European politics: social spending and redistribution. With controls in place, we observe that immigrants are no more likely to support increased social spending or redistributive measures than natives and find support for hypotheses highlighting selection effects and the impact of the immigration regime. Where we do find an opinion gap, immigrants tend to have more conservative preferences than natives. As a second step, we explore the determinants of immigrant partisan identification in Britain and find that the salience of the immigration context helps explain immigrants' partisan attachment to the Labour Party.  相似文献

This article analyzes the formation of citizenship in today's multi‐ethnic Sweden in light of the inclusion of ‘people with foreign background’. Particular focus is put on how ethnicity and migration renders visible existing citizenship ideals, defined in terms of similarity and difference on the basis of ethno‐cultural background. The formation of citizenship is analyzed in the case of labour market projects targeting racialized migrants. The point of departure is an understanding of citizenship as an ongoing process of citizen formation, highlighting the formation of citizens as rights‐bearing subjects, belonging to the societal community – in contrast to those not bearing these rights and not belonging to the societal community. The analysis illustrates how norms of Swedish‐ness condition the membership in the Swedish societal community, forming a particular kind of racialized citizenship, including certain subjects, under certain conditions, while excluding others. One conclusion is that in addition to the formal dimensions of citizenship, the ability and willingness to adapt to norms of Swedish‐ness is essential for accessing and using social rights – that is, for becoming employable and included on the labour market. In the projects analyzed, racialized migrants have the duty of becoming employable by embracing certain values – the good, working citizen, the free, independent individual, able to make choices – all constituted as being part of an ideal Swedish citizenship.  相似文献

Rapid urbanization is among the major processes affecting the developing world. The influx of migrants to cities frequently provokes antagonism on the part of long‐term residents, manifested in labor market discrimination, political nativism, and violence. We implemented a novel, face‐to‐face survey experiment on a representative sample of Mumbai's population to elucidate the causes of anti‐migrant hostility. Our findings point to the centrality of material self‐interest in the formation of native attitudes. Dominant group members fail to heed migrants' ethnic attributes, yet for minority group respondents, considerations of ethnicity and economic threat crosscut. We introduce a new political mechanism to explain this divergence. Minority communities facing persistent discrimination view in‐migration by coethnics as a means of enlarging their demographic and electoral base, thereby achieving “safety in numbers.” Our article sheds light on the drivers of preferences over internal migration. It also contributes insights to the international immigration literature and to policy debates over urban expansion.  相似文献

What effect do pro‐market economic policies have on labour rights? Despite significant debate in policy and academic circles about the consequences of economic liberalisation, little is known about the labour rights effects of pro‐market policies. Extant literature has focused only on the possible outcomes of market‐liberalising policies, such as trade and investment flows, rather than directly assessing market‐friendly policies and institutions. Moreover, this line of research has found mixed results on how these outcomes influence labour conditions. To provide a comprehensive assessment of this linkage, this article combines data on five distinct policy areas associated with economic liberalisation with data on labour rights for the period 1981–2012. The results indicate that pro‐market policies – except the ones involving rule of law and secure property rights – undermine labour rights. Thus while there are some positive economic and political outcomes associated with market‐supporting policies, economic liberalisation comes at the cost of respect for labour rights.  相似文献

The European Union's Eastern Enlargement of 2004–2007 triggered a large wave of migration. While the influence of Central-Eastern European (CEE) migrants on Western European politics has been studied, the impact of outward migration and political remittances “sent” by expatriates remain unexplored, despite the salience of democratic backsliding and populist politics in the region. We ask how external voting among migrants differs from electoral results in homelands over time, drawing on an original dataset gathering voting results among migrants from six CEE countries in fifteen Western European host countries. Using models estimated with Bayesian ordinary least squares regression, we test three hypotheses: two related to the disparity of diaspora votes from homeland party systems over time; and one to the ideological leanings of diasporas. We observe a growing discrepancy and note that diaspora votes follow the ideological fluctuations in the country of origin but distort it, with CEE migrants voting for more liberal and more economically right-wing parties than voters ‘at home’.  相似文献

European labour markets are often described as rigid with comparatively high levels of job protection that do not allow for the flexible adjustment of employment to economic fluctuations. This interpretation overlooks important sources of flexibility, however. Research has shown that recent labour market policy reforms have allowed for the creation of two‐tier labour markets consisting of insiders in standard employment relationships and outsiders in non‐standard employment. This outcome has typically been explained by pointing to the representational interests of unions or social‐democratic parties. It has been argued that rather than protecting all labour market participants, unions and social‐democratic parties focus on the interests of their members and their core constituency, respectively, most of whom are in standard employment relationships. In contrast, it is argued here that unions' institutional power resources are the crucial variable explaining this outcome. In difficult economic times, when unions are asked to make concessions, they will assent to labour market reforms, but only to those that do not fundamentally threaten to undermine their organisational interests. In the context of job security legislation, this means that unions defend the protection of permanent contracts while they compromise on the regulation of temporary employment. This ‘second best solution’ allows them to protect their organisational interests, both by retaining their institutional role in the administration of dismissals and by living up to their institutional role as one of the organisations responsible for the direction of labour market policy reform. Using fsQCA this article shows that unions' institutional power resources are more apt to explain the observed two‐tier reform pattern than the unions' or the social‐democratic parties' representational interests.  相似文献

Attempts to enforce immigration laws in the U.S. interior have proliferated in recent years, yet the effects of these laws on immigrants are largely unknown. This paper examines whether increases in immigration‐related law enforcement since 2001 have adversely affected the labor market outcomes of low‐education male immigrants from Latin America, a group that comprises the bulk of undocumented workers in the U.S. The crackdown on the use of fraudulent Social Security numbers, increased requirements for government‐issued identification, and other changes associated with greater focus on national security likely lowered the demand for undocumented foreign‐born workers in the years following the 9/11 terrorist attacks. Using Current Population Survey data and a difference‐in‐differences estimation technique, we find strong evidence of worse labor market outcomes among recent Latin American immigrants in the post‐9/11 period relative to natives and prior Latin American immigrants. The results indicate a decline in employment, hours worked, and earnings among recent male Latin American immigrants relative to similarly low‐skilled black and Hispanic natives and vis‐à‐vis Latin American immigrants who have been in the U.S. longer. Our findings are consistent with firms increasingly substituting legal workers for undocumented labor in the years following 9/11. © 2009 by the Association for Public Policy Analysis and Management.  相似文献

Scandinavian party competition has incorporated divisions over European integration to a greater degree than most West European party systems, but with considerable variation in Norway, Sweden and Denmark. From a comparative politics perspective this raises questions about the relatively high salience of Euro‐scepticism in Scandinavian politics, the differences between the three cases and changes over time. The central argument in this article is that Europeanisation of party politics ‐ the translation of issues related to European integration into domestic party politics ‐ is driven by the dynamics of long‐ and short‐term government‐opposition competition, and the key driver of change is party strategy. Whether at the centre or extremes of the party system, Euro‐scepticism is a product of party competition — and is, both in its origins and development, ‘the politics of opposition ‘.  相似文献

Typically, associations between being unemployed and policy attitudes are explained with reference to economic self-interest considerations of the unemployed. Preferences for labour market policies (LMP) and egalitarian preferences are the prime example and the focus of this study. Its aim is to challenge this causal self-interest argument: self-interest consistent associations of unemployment with policy preferences are neither necessarily driven by self-interest nor necessarily causal. To that end, this article first confronts the self-interest argument with a broader perspective on attitudes. Given that predispositions (e.g., value orientations) are stable and influence more specific policy attitudes, it is at least questionable whether people change their policy attitudes simply because they get laid off. Second, the article derives a non-causal argument behind associations between unemployment and policy attitudes, arguing that these might be spurious associations driven by individuals’ socioeconomic background. After all, the entire socioeconomic background of a person is simultaneously related to both the risk of getting unemployed (‘selection into unemployment’) and distinct political socialisation experiences from early childhood onwards. Third, this article uses methods inspired by a counterfactual account on causality to test the non-causal claims. Analyses are carried out using the fourth wave of the European Social Survey and applying entropy balancing to control for selection bias. In only two of the 31 analysed countries do unemployment effects on egalitarian orientations remain significant after controlling for selection bias. The same holds for effects on active LMP attitudes with the exception of six countries. Attitudes towards passive LMP are to some degree an exception since effects remain in a third of the countries. Robustness checks and Bayes factor replications showing evidence for the absence of unemployment effects support the general impression from these initial analyses. After discussing this article's results and limitations, its broader implications are considered. On the one hand, the article offers a new perspective on the conceptualisation and measurement of unemployment risk. On the other hand, its theoretical argument, as well as its treatment of the resulting selection bias, can be broadly applied. Thus, this article can contribute to many other research questions regarding the (ir)relevance of individual life events for political attitudes and political behaviour.  相似文献

The European debt crisis has uncovered serious tension between democratic politics and market pressure in contemporary democracies. This tension arises when governments implement unpopular fiscal consolidation packages in order to raise their macroeconomic credibility among financial investors. Nonetheless, the dominant view in current research is that governments should not find it difficult to balance demands from voters and investors because the economic and political costs of fiscal consolidations are low. This would leave governments with sufficient room to promote fiscal consolidation according to their ideological agenda. This article re‐examines this proposition by studying how the risk of governments to be replaced in office affects the probability and timing of fiscal consolidation policies. The results show that governments associate significant electoral risk with consolidations because electorally vulnerable governments strategically avoid consolidations towards the end of the legislative term in order to minimise electoral punishment. Specifically, the predicted probability of consolidation decreases from 40 per cent after an election to 13 per cent towards the end of the term when the government's margin of victory is small. When the electoral margin is large, the probability of consolidation is roughly stable at around 35 per cent. Electoral concerns are the most important political determinant of consolidations, leaving only a minor role for ideological concerns. Governments, hence, find it more difficult to reconcile political and economic pressures on fiscal policy than previous, influential research implies. The results suggest that existing studies under‐estimate the electoral risk associated with consolidations because they ignore the strategic behaviour that is established in this analysis.  相似文献

The political economy literature has gathered compelling evidence that labour market risks shape political preferences. Accordingly, insecurity fuels support for redistribution and left parties. This article analyses this argument for temporary workers, a so far neglected risk category which has increased dramatically in the past two decades. Temporary workers also have been in the focus of recent insider‐outsider debates. Some authors in this line of research have argued that temporary work leads to political disenchantment – for example, non‐instrumental responses such as vote abstention or protest voting. This contradicts risk‐based explanations of political preferences. The article discusses both theoretical perspectives and derives conflicting hypotheses for the empirical analysis of temporary workers' policy and party preferences. The review reveals considerable ambiguity regarding the questions which parties temporary workers can be expected to support and what the underlying motives for party choice are. Synthesising arguments from both perspectives, the article proposes an alternative argument according to which temporary workers are expected to support the ‘new’ left – that is, green and other left‐libertarian parties. It is argued that this party family combines redistributive policies with outsider‐friendly policy design. Using individual‐level data from the European Social Survey for 15 European countries, the article supports this argument by showing that temporary, compared to permanent, workers exhibit higher demand for redistribution and stronger support for the new left. Neither the risk‐based nor the insider‐outsider explanations receive full support. In particular, no signs of political disenchantment of temporary workers can be found. Thus, the findings challenge central claims of the insider‐outsider literature.  相似文献
