ABSTRACT

Under the statutory obligations of the Prevent strategy, British schools have greater responsibility to counter terrorism and extremism than ever before. However, research has yet to fully explore how schools tackle such a complex issue in the classroom. This research critically examines the discourses of terrorism and extremism found within British secondary school textbooks to deepen understanding of how terrorism and extremism are taught in schools. This article deploys a mode of critical discourse analysis to assess and critique the ways in which the political realms of terrorism and extremism are constructed. I argue that these discourses construct an ethical proximity between the text, the reader and the state, while rendering voiceless both the “terrorist” and the civilian living in states prioritised by British foreign policy. As such, this article argues that British school textbooks construct a normative perspective through which the violence of states is sanitised and normalised. It raises concern regarding the role of contemporary schooling in perpetuating a global politics of violent foreign policy.  相似文献

Featuring the comedian Hagimoto Kin'ichi as on-screen father, the hybrid drama-variety show Kinchan no doko made yaru no! (How far will Kinchan go! 1976–1986) won a loyal following of viewers and critics who praised the ‘warmth’ of its parodic television family, describing it as affectively more real and compelling than depictions of the family in traditional dramatic portrayals. Through close readings of scenes from the show and the critical discourse surrounding it, I consider how the show created a consensus that its laughter was tonally warm, and thus well fitted to the domestic space in which television would be viewed. Further, I argue that the show's producers created this impression by inserting the show and Hagimoto's public persona within contemporary discourses on laughter, domesticity, and normative femininity. In doing so, my analysis highlights the ascendant role commercial television played in shaping and harnessing these discourses, and re-assesses, through the lens of the affective experience of 1970s and ’80s media culture, the cultural shifts taking place in Japan during these decades.  相似文献

ABSTRACT

This special themed issue of Communicatio explores the profound transformation of the political, cultural and intellectual contours of Africa from the vantage point of African film and grounded within the theoretical and epistemological discourses of trauma studies, memory studies, postcolonial studies, and decolonial studies. The contributors are particularly interested in exploring the relational flows between African cinematic works and the social and imaginary circumstances of their production, engagement and representation. Through an explication of the screen and viewing cultures from Africa, this themed issue wishes to make three contributions. The first is to the already established but on-going scholarly work of trauma studies, but specifically from an African, cinematic vantage point. The second contribution is to the theoretical body of work on African cinema (and in this context, “cinematic” includes both film/television). And the last contribution is to the emerging view that culture is a “two-way street,” to put it colloquially: a reversal of the dominant “Western” direction of culture, with an emphasis on different tones of social values and contexts, that have been marginalised in mainstream popular culture discourses.  相似文献

In this article it is postulated that normative media theory has lost its heuristic value in the new digital media landscape with its ensuing mediatisation of life, society and the world. The reason for this is that normative media theory is based on the principles of media ethics which are mainly concerned with journalism. In the new media landscape the media involves far more than journalism and journalism as the cognitive paradigm for current thinking about media. The media has infiltrated almost every aspect of human communication, it is omnipresent and pervasive. For this reason the principles of ethical communication instead of media ethics are proposed as being more appropriate for normative media theory. This proposition is expanded in the rest of the article with a discussion of “traditional” normative theory as a yardstick for the measurement of ethical media practice and performance against the appropriateness and applicability of “traditional” normative theory in the digital media landscape. Outstanding features of the new media landscape, including the move from mass communication to network communication, and the emphasis on interactivity and interconnectivity contributing to the conversion of the media user into a media producer, are discussed, and presented as a motivation for the proposition to move from media ethics to communication ethics as the epistemological foundation of “new” normative theory.  相似文献

Abstract

In this article the need to revisit South African normative media theory and communication policy against the background of fundamental audience research is emphasised. This is done in view of the postmodemist argument that ‘classic’ normative media theory is no longer suitable as a yardstick for the measurement of media performance, quality and ethics in postmodern societies, in a changing media landscape. Bearing in mind that South Africa cannot be fully characterised as a postmodernist and advanced capitalist society, but based on the nature of its First World media system functioning in a multi-cultural, multi-racial, multi-ethnic and multi-linguistic society, the tendency to see ubuntuism as a point of departure for such revision is questioned. This is done in favour of an approach in which difference and diversity are acknowledged, including the different roles the media can play and the different forms in which it can (and do) contribute to social responsibility. As far as policy research is concerned, it is emphasised that such research should be based on normative theory about the role of the media in South African society. If not, South African communication policy will continue to be fragmented and responsive to mainly technological developments and opportunities, instead of being based on communicative goals and needs. This article concludes by emphasising that both normative theory and policy should be based on fundamental audience research, which is argued to be neglected in South African communication research.  相似文献

Counterterrorism responses in Australia have mirrored trends in other nations with a focus on pre-emption, including the criminalisation of activities defined as preparatory offences. Security-based transnational approaches to combat terrorist activity and propaganda alone are ineffective. Sometimes security measures can actually damage efforts to counter the appeal and take-up of violent extremism. While such measures should be used in domestic contexts where threats are critical or imminent, robust soft power initiatives are needed. Even though governments recognise the importance of soft power approaches, public discourse and commentary frequently reproduces negative stereotypes of young Muslim people linking them, through their religion, in negative ways to radicalisation and terrorism. This article describes empirical research investigating the impact of such discourses on the lives of young Muslim Australians. It demonstrates how dominant public discourse and counter-narratives add to feelings of marginalisation, even in those who are well integrated into Australian society. It argues that such social marginalisation contributes to the conditions of possibility for radicalisation and concludes by discussing some of the ways that young Muslim Australians maintain resilience in an environment that could easily be perceived as increasingly hostile and divisive.  相似文献

This article analyses how British discursive representations of Muslims during the last decade were utilised in a local context during the planning stages of a proposed mosque in the West Midlands town of Dudley. Locating the central narratives in dominant national discourses of community cohesion and counterterrorism, this article analyses how correspondents to a local newspaper re-articulated national representations of Muslims as culturally dysfunctional in a local context and used these representations to argue against construction. By critically analysing the local expression of dominant national discourses of threat and blame, in terms of both inherent contradictions and ideological effects, this article highlights the ways in which these discourses worked to exclude Muslims while simultaneously reprimanding them for failing to integrate into a national and local culture that regarded them as inherently ‘other’.  相似文献

This article analyses public–private partnerships (PPPs) in the field of sustainable development from an international relations perspective with insights from the business and ethics literature. We argue that the role of business in these types of arrangements has not been sufficiently explored. After presenting three ways of approaching PPPs to stress the many facets of partnerships across the public–private divide, we discuss the emergence of these novel forms of governance from a demand side and contrast such a functionalist reading with the supply side. Then we look at the micro-economic incentives for corporations to engage in such endeavours. We develop arguments derived from the dominant literature to provide an analytical framework for explaining business participation. Finally, we discuss the role of PPPs in light of input and output legitimacy. We conclude by alluding to the emergence of an expectation-capacity gap and normative issues related to the global PPP architecture.  相似文献

Abstract

In South Africa the African moral philosophy ubuntuism is periodically raised as a framework for African normative media theory. At this stage, the ubuntu discourse cannot be described as a focused effort to develop a comprehensive theory on the basis of which media performance could be measured from ‘an African perspective’. It should rather be seen as an intellectual quest to rediscover and re-establish idealised values of traditional African culture(s) and traditional African communities. Yet, given South Africa's history of apartheid in which Christian nationalism was misused as a moral philosophy to mobilise a patriotic media in the service of volk (nationhood) and vaderland (fatherland), it is not too early to ask critical questions about ubuntuism as a possible framework for normative media theory. Such questioning is the purpose of this article. Against the background of postmodern and postcolonial perspectives on normative theory, questions related to the following are raised: the expediency of ubuntuism in the context of changed African cultural values, the distinctiveness of ubuntuism as an African moral philosophy, the vulnerability of moral philosophy to political misuse, ubuntuism in the context of the future of normative theory in a globalised world and changed media environment, and the implications of ubuntuism for journalism practice. It is concluded that ubuntuism may pose a threat to freedom of expression. Given the nature of contemporary South African society and its media system, the postmodern emphasis on diversity and pluralism as the cornerstone of future normative theory, is supported.  相似文献

As peacebuilding discourses increasingly stress the importance of including women, to what degree have security-related practices taken heed? It has been over 10 years since the United Nations Security Council passed Resolution 1325 on Women, Peace, and Security, yet it remains a “confused and confusing” tool for scholars and practitioners in assessing women's inclusion in peacebuilding. This article adds to our understanding on women and peacebuilding by engaging 1325 as an operationalizable concept and then applying it to peace agreements to understand how women's security is addressed as part of formal peace processes. Given previous difficulties in operationalizing 1325’s mandate, this article engages it as a three-level concept useful for studying the ways in which women are “brought into” security, called (en)gendered security. Using this concept of (en)gendered security, I assess intrastate peace agreements between 1991 and 2010 to elucidate where and how women are included in peace processes. This article illustrates the potential of a systematized and practical approach to security embodied in 1325 and a preliminary discussion of what accounts for better approaches to (en)gendered security during peacebuilding.  相似文献

SUMMARY

In the era of postcolonialism the idea of an ‘African mind’ is tempting. However, constructing a notion such as the decolonised mind is theoretically problematic, as ‘African’ thought is located within the Western discourses of modernity. In order to theorise ‘African’ thought in its positivity, it is necessary to move beyond the binary oppositions of coloniser: colonised and West:Africa, and thus outside the Western teleological discourses of modernity that provided the conditions for colonial expansion in the first place. This article argues that an approach which takes local culture seriously is possible in a theory of articulation. It is necessary to realise that ‘Africa’ itself is a political, economic and cultural construct, and that this construction is the effect of complex articulations of political, economic, cultural and other discourses and practices. This entails that the very enabling conditions of postcoloniality, and the application of the term, have to be examined. A cultural studies using a theory of articulation would look at the way in which ‘Africa’ and ‘African thought’ are mobilised within the conditions of global capitalism.  相似文献

ABSTRACT

The complexities which beset any attempts to ascribe a foundational ethic to matters of a political stripe are well known, and continue to provoke fierce debate within studies of international relations, geopolitics and security studies. Unsurprisingly, these questions have taken on crucial import within the sub-field of critical terrorism studies (CTS), as authors grapple with the range of counter-terrorism, counter-radicalisation and counter-extremism practices enacted by the Western state as part of an ongoing ‘War on Terror.’ And while much of this scholarship has been invaluable in problematizing the concept of ‘terrorism’ per se, normative questions have proven somewhat more elusive. Through a reading of the film Eye in the Sky, along with its take on the controversial counter-terrorism practice of targeted drone assassinations, this article reiterates the case for an ethical approach which takes radical difference as the basis for any engagement with the Other. Moreover, and following international relations authors of a poststructuralist lineage, it will be argued that supplementing Levinasian ethics with Derridean deconstruction can open up new and useful ways of approaching such seemingly intractable ethical conundrums.  相似文献

Abstract

This article takes as its point of departure the recent massacre of striking miners at the Lonmin mine at Marikana in North-West Province, South Africa. The shooting, in which 36 mine workers were killed, was an attack on civilians by state forces unprecedented in the democratic era. The incident received wide local and international coverage. In this article the author argues that the reporting of the event demonstrated how the professional routines of journalism and the orientation towards audiences are related to the position of the mainstream news media within social and political discourses in the country. The author goes on to explore the normative questions raised by the reporting of the event, against the background of the role of the news media in a new democracy. The concept of ‘listening’ is proposed as an ethical alternative to the current dominant normative frameworks for journalism in the country.  相似文献

Using Russian survey data from 2011 to 2012, this article examines public understanding of and support for democratization in a semi-authoritarian context. When knowledge of democracy is weak, and conceptual understanding of democracy is mixed—as in Russia—traditional measures of democratic support inadequately capture demand for democratization; that is, for more democracy than currently perceived. Contrary to conventional wisdom, Russians who adhere to “textbook” political definitions of democracy are more, not less, likely to advocate democratization. Residence in global cities increases support for democracy and democratization, while education fosters the latter but not the former. Other traditional indicators of middle-class status, such as income and urbanization, lack consistent effects. Based on these results we re-evaluate the mechanism linking modernization and support for democracy in developing, non-democratic societies. Rather than exert social-psychological or normative effects, modernization works primarily by raising exposure to global political discourses that define and promote democratic government.  相似文献

This paper examines how the staff exercise informal governance over lending decisions of the International Monetary Fund (IMF or Fund). The essential component of designing any IMF program, assessing the extent to which a borrowing country is likely to fulfill its policy commitments, is based partly on informal staff judgments subject to informal incentives and normative orientations not dictated by formal rules and procedures. Moreover, when country officials are unable to commit to policy goals of the IMF, the IMF staff may bypass the formal channel of policy dialogue through informal contacts and negotiations with more like-minded actors outside the policymaking process. Exercising informal governance in these ways, the staff are motived by informal career advancement incentives and normative orientations associated with the organization’s culture to provide favorable treatment to borrowers composed of policy teams sympathetic toward their policy goals. The presence of these sympathetic interlocutors provides the staff both with greater confidence a lending program will achieve success and an opportunity to support officials who share their policy beliefs. I assess these arguments using a new dataset that proxies shared policy beliefs based on the professional characteristics of IMF staff and developing country officials. The evidence supports these arguments: larger loan commitments are extended to countries where government officials and the Fund staff share similar professional training. The analysis implies informal governance operates in IOs not just via state influence but also through the evolving makeup, incentive structure, and normative orientations of their staffs.  相似文献

The central argument of this article is that the global expansion of sovereign nation- states has been accompanied by the emergence of a particular type of modern individual, homo nationis. The general significance of this argument lies in the fact that this personality type, which is either taken for granted (untheorised) or ignored, constitutes an integral component of modern social order. That is, in addition to the constitutional and institutional foundations of the state and its political economy, the nation-state has a psycho-social foundation--a "national habitus". The concepts of homo nationis and national habitus underscore the notion that modern individuals are historical individuals, i.e. they have personality structures that are unlike those of individuals in other historical epochs, and that they should be explicitly conceptualised as such, rather than as a transhistorical homo oeconomicus or homo sociologicus. Many fundamental social processes, including those discussed under globalisation, can be better explained with such a conception. The historical- structural context for homo nationis is the world order of nation-states that has only recently finished formally incorporating all other social formations from tribes to the remnants of empires, as well as the specific state-society to which the individual belongs. The article notes the interest that Durkheim and Weber had in habitual behaviour and draws on the exemplary work of Norbert Elias on national habitus to sketch its conception of homo nationis. The article then assembles further evidence for the existence and significance of national habitus by perusing a diverse set of scholarly literatures, including national culture in business studies, national economies and economic nations, nationalism, comparative sociology, and normative political theory.  相似文献

Abstract

There are debates on the relevance of Eurocentric normative frameworks for studying the media in post-colonial Africa. Emerging from these debates is a rebuttal of the dominant Western-derived paradigms for the conceptualisation of journalistic norms, values and practices. Given that the dominant Western liberal models for normative media ethics are incongruent to the needs of Africa, there is a growing call to reconceptualise media ethics anchored upon alternative epistemologies and moral foundations such as ubuntuism. Although there is existing scholarship on ubuntuism as a framework for media ethics in Africa, none of these studies has focused particularly on Zimbabwe. Using the 16 August 2019 (hereafter August 16) protests as a photojournalistic “moment” as a frame, this article explores the views and perspectives of Zimbabwean journalists on their understanding of media ethics and professionalism. Further, it probes the possibilities of ubuntuism as a moral foundation of journalistic practice in the country. Journalists’ views are diverse and contested on the nature and practice of media ethics in the country. Although ubuntuism is touted as a normative framework for media ethics, the Western liberal perspectives remain dominant. As such, post-colonial theory offers a useful approach to understanding the interconnections, contradictions and tensions underpinning media ethics in post-colonial Zimbabwe.  相似文献

This article offers an explanation for the use of gender essentialisms in transnational efforts to advocate for the protection of war-affected civilians. I question why human rights advocates would rely upon such essentialisms, since they arguably undermine the moral logic of the civilian immunity norm on which their normative claims are based. This can be understood, I argue, as part of a strategic framing process in which pre-existing cultural ideas, filtered through an environment characterized by various political constraints, impact the rhetorical strategies available to advocates. In-depth interviews with civilian protection advocates reveal that many believe that warring parties, the global media, transnational constituencies and partners in the international women's network will all be more receptive to their message if it is couched in terms of protecting "women and children" specifically. Network actors believe that while this may undermine the protection of adult male civilians and while it may reproduce harmful gender stereotypes, these problems are outweighed by the gains in access to needy populations and the benefits of getting "civilians" on the international agenda. I conclude by considering the extent to which this cost/benefit analysis is being contested and reconsidered by some actors within the civilian protection network.  相似文献
