Since the 1990s, South Africa, like many other countries from the Global South, has provided extensive social assistance for the poor. The literature on these policies, however, is largely dominated by structuralist accounts, and it largely overlooks political factors. We conducted quantitative analyses regarding the South African flagship Child Support Grant (CSG) program and investigated how contentious and electoral political dynamics jointly shape the provision of this program. Based on a logistic regression analysis, we measured the effect of protest participation, voting preference, and their interaction on the likelihood of CSG receipt. Our analysis showed that CSG receipt is much higher among “uncontentious supporters” of ANC and “contentious nonsupporters,” as well as those who join violent protests. This lends support for our argument that CSG is being used as a tool for electoral politics and containment of unrest, providing fresh evidence for political mediation theories of social policy.  相似文献

Austria has had much higher naturalization rates than Germany. Two arguments are made based on institutional regime theory and left political power. First, the imperial experiences of the Austro-Hungarian Empire that colonized 11 different nations explains Austria's relative openness, and the monocultural experience of the German Reich that tried to impose German language and culture on partitioned Poland casts light on Austria's open and Germany's rather closed approach to ethnic integration. This first argument covers initial state formation focusing on ethnicity, the Austrian colonization versus German occupation, different ethnicities and languages in the military and bureaucracy, and comparisons involving the partition of Poland and religion in Bavaria. The second argument is a political analysis of legislation concerning how institutionalized regime types and left/green party power influenced the naturalization policies that were enacted into law from 1946 to 2005. The post-World War II analysis shows the positive effects of left/green party power on naturalization, but the institutional regime hypothesis is still necessary to fully explain these differences. In the end, regime differences, and in the later period, left/green party power demonstrate why these two very similar countries have such different naturalization policies.  相似文献

Are electorally vulnerable politicians really less likely to support controversial legislation, such as pension reforms? While the literature on welfare state retrenchment has increasingly pointed to the role of electoral factors in the dynamics of social policy cutbacks, there are few studies that actually measure the magnitude of electoral pressure and its consequent impact on the politics of reform. To this end, the authors have developed a quantitative measure of the electoral vulnerability of politicians and tested its impact on pension reform outcomes using an original dataset comprising 16 Western European countries from 1980 to 2003. In line with expectations, the results show that the impact of electoral vulnerability on reform depends upon the system of interest intermediation. In corporatist systems, electoral vulnerability indeed impedes reform. But in pluralist systems, increased electoral vulnerability is associated with higher levels of reform. This is because unions in corporatist (but not in pluralist) systems can exploit electoral vulnerability in pre‐legislative bargaining, and thus pressure politicians. Consequently, this study has broader implications for the differential responsiveness of democracies to redistributive issues more generally.  相似文献

This paper describes the passage of the Family Support Act of 1988 (FSA), focusing on the politics of welfare reform. It considers especially the role played by the Manpower Demonstration Research Corporation's assessments of experimental state programs designed to move welfare recipients out of dependency. The paper argues that those assessments were pivotal to the passage of FSA and that they demonstrate the growing potential power of policy research. It also argues that achieving that potential required conditions not often found together: timely and clearly relevant findings based on convincing research methods employed by an organization regarded as impartial, and the lucid and persistent presentation of those findings in many forms and at many forums.  相似文献

Kaplan takes an in-depth look at the religious and cultic aspects of American national socialism in the post-war era. Beginning with the founder of the American Nazi Party, George Lincoln Rockwell, in the late 1950s, he follows the development of occult beliefs and practices in the tiny and fractious American neo-Nazi movement. He emphasizes as well the brief turn to revolutionary violence in the 1970s through an examination of the National Socialist Liberation Front, and, finally, examines the attraction of Charles Manson and his followers to the occult fringes of the national socialist 'movement'. The article is built primarily on fieldwork, in-depth interviews with adherents of occult national socialist beliefs, and primary source materials from the 1960s to the present.  相似文献

This article analyzes how sociopolitical dynamics within a state can help explaining foreign policy. We show that under certain conditions, the public can be involved in ways that extend beyond expressing opinions that act as constraints on policy makers, and also takes active initiatives that eventually shape foreign policies. The article explains how sociopolitical processes in Israeli society, which transformed the nature of citizen–politician relations from a top-down to a bottom-up orientation, gradually led to shifts in foreign policy regarding the conflict with the Palestinians. The Israeli public has adopted an approach to solving social problems by unilateral initiatives, as part of its attempts to shape foreign policy from the bottom up, due to continuous government failure to provide public services, combined with blocked influence channels. As long as Israeli politicians ignored these changes, they failed to mobilize support for policies imposed from the top down and lost their positions of power.  相似文献
