In the literature on post-Suharto Indonesia, an increasingly dominant stream has portrayed the political system as being hijacked by predatory elite interests associated with the fallen New Order regime. While such characterisations describe important elements of the post-1998 polity, they do not tell the full story. At the same time that patronage-driven career politicians have staked their claims in the newly democratic state, a large number of civil society activists also started to play an active role in formal politics. This article illustrates how human rights advocates, women activists and labour leaders have tried to promote their causes not from the margins of civil society, but from within the power centre of political institutions. To be sure, some activists-turned-politicians have failed in this effort, but others have initiated key pieces of legislation that led to ground-breaking reforms. In comparative terms, the article demonstrates that Indonesian activists have created an effective political niche for themselves, avoiding both the patterns of state co-optation so prevalent in South Korea and the anti-system attitudes of activist politicians in Malaysia.  相似文献

Racial politics in Brazil have changed dramatically: the nation-state that once denied racism now enacts racial policies for Afro-Brazilians. The discourse of race has also changed: it is now common for the media to discuss Afro-Brazilians as a voting bloc. Using qualitative methods, this article tests the hypothesis that Afro-Brazilian politicians seek a racial vote from the Afro-Brazilian electorate. Analyzing campaign advertisements from select candidates in Salvador and São Paulo, this study finds that most Afro-Brazilian politicians use racial cues, and interviews show that most Afro-Brazilian politicians address racial issues during their campaigns. Not all of them seek racial votes, however: at the federal level, Afro-Brazilian politicians believe that this strategy would not get them elected. Many use campaigns nevertheless to raise racial consciousness among the electorate.  相似文献

The Sino-Japanese relations have again reached to the lowest point since Koizumi’s rule. Contrary to the conventional literatures which explaining the dynamic relation from the international dimensions, this special issue highlights the different domestic actors in Japanese politics who contribute significantly to the foreign policy-making process, notably regarding Japan’s Chinese policies. While there is a significant rightward shift in domestic politics and a growing discrepancy between central and local level politicians, the quest for discursive power between the opposing camps in the relevant areas will heavily determine future Sino-Japanese relationships.  相似文献

This article explores the process of political deactivation in Chile which has taken place since the military coup of 1973. Its stresses a series of political, social and cultural factors which have produced an increasing depoliticisation of the Chilean population under both the Pinochet regime and the current Concertaciòn governments. The forced depoliticisation generated by repression and fears under the military government marked the genesis of political deactivation. Since the late 1970s the marketisation of Chilean society and its increased consumerist orientation have weakened even further the readiness and interest among Chilean citizens to participate actively in party politics. In addition, in recent years politicians and politics in general have experienced in Chile a growing decrease of prestige and credibility. The media, and particularly the television, have become the main arenas in which new style politicians sell their electoral products to a depoliticised mass who expect quick and concrete solutions to their particular problems and demands.  相似文献

How does the state ensure the implementation of national policies in a context of decentralized political authority? This article identifies a new strategy utilized by national bureaucrats to regulate the behavior of subnational politicians: mobilizing civil society as government watchdog and political advocate. In the context of decentralized governance, in which local politicians administer most social sector programs, reform‐minded bureaucrats often find that they have little control over the implementation of their progressive policies. In Brazil's AIDS policy sector, however, bureaucrats have ensured the successful implementation of their policies by developing allies outside government. These state actors—here called activist bureaucrats—have been largely overlooked in the English‐language literature, yet they form a new layer of politics in Latin America.  相似文献

This exploratory study describes the experiences of female politicians with political violence in Jamaica and the effect these encounters have had on them. The findings indicate that female politicians in Jamaica are affected by political violence before, during, and after an election, and even when they are in political office. Most of the violence experienced is of a gendered nature and can be defined as violence against women in politics. This study contributes to the growing body of scholarship on violence against women in politics by presenting and discussing findings from the Anglo Caribbean, an understudied region.  相似文献

Scholars of black South African popular music have established important connections between music and society. Lara Allen’s studies of pennywhistle-kwela, Christopher Ballantine’s research on marabi and African jazz/mbaqanga,and David Coplan’s social history of black city music, among others, have underwritten the new literature in South African musicology and cultural studies. Previous neglect of black popular culture has made oral testimony crucial to the writing of these musical pasts. Recent investigations in the field, which are preoccupied with the articulation of black struggle to music, and the expression of struggle through music, have adopted a more popular format. Within these, the autobiographies of Miriam Makeba and Hugh Masekela are integral, as is Lee Hirsch’s documentary film, Amandla!. The popularity of these studies and their subjects, and their foregrounded debt to oral testimony and veneration of ‘the Struggle’ has tended to foreclose scrutiny of their representational politics. This article questions whether their homological substitution of music and musicians for anti-apartheid struggles in a postapartheid South Africa enables the radical stories they would tell of that past.  相似文献

Analysing the careers of members of the Bundestag Standing Committee for Labour and Social Affairs, the paper demonstrates that the ties between social politicians and social policy organisations such as trade unions, faith-based social policy organisations, independent charity organisations, works councils and social insurance institutions have become blurred. Since the 1990s social politicians have become more focused on political careers in the party and in parliament than on social policy. The new social politicians are party politicians who have distanced themselves from the interest groups. The qualitative change in parliamentary personnel is explained by changes in electoral politics, parties and interest groups. The author argues that the weakening linkages confirm contemporary research results on change in German neo-corporatism.  相似文献

This article analyses the disputed election of President Park Geun-hye and her administration’s confrontation of left-nationalist politicians and other social movements during her first year in office. We argue that the Park administration’s policies resonate with contemporary discussions of “post-democratisation,” a process whereby social rights are increasingly subordinated to market logics and state power insulated from popular challenges. Under the conservative governments of Lee Myung-bak and Park Geun-hye, this process has been animated by a mode of confrontation known in South Korea as “politics by public security.” This politics targets social conflict and political dissent as threats to national security and has involved both illegal interventions by state institutions – such as the 2012 electoral interference by state agencies including the National Intelligence Service – and a cultural politics that affirms but revises the narrative of Korean democratisation by obfuscating the nature of the democracy movement and by attempting to restore the honour of conservative forces associated with former dictatorships. In order to better understand this conjuncture, we explore its origin within a tacit alliance between both former public security prosecutors-cum-conservative politicians and a movement of conservative intellectuals known as the New Right.  相似文献

PRD politicians and officials widely use clientelism to structure their relationships with citizens. This is due not only to the entrenchment of clientelism in Mexican politics or to high rates of poverty and inequality, but also to the limited institutionalization of democratic rules inside the party. The last stems largely from the party's electoral strategy in its formative years, and has resulted in uncontrolled factional battles that play out through clientelism. The Brazilian PT faced external and internal conditions quite similar to those of the PRD, but its early focus on organization building and policy change allowed it to avoid clientelism to a greater degree. This analysis problematizes the trend of using minimalist definitions that assume clientelism to be nondemocratic because these approaches result in conceptual stretching and decreased explanatory power.  相似文献

In recent years, both the individualisation and the mediatisation of politics have accelerated a process of political personalisation, a process which has attracted considerable attention from empirical analysts. But in comparison with media-related and citizen/voter-related studies, studies focusing on political actors are rare. As a consequence, little is known about the perceptions of politicians or their attitudes towards personalisation. These perceptions are presumed to be vital for the relationships between citizens and MPs, specifically with regard to leadership, representativeness, and responsiveness. Against this backdrop, an empirical analysis was conducted of the perceptions of German and Austrian MPs regarding the politics- and public performance-related attributes of ‘ideal’ politicians. Differences were found related to age, sex, and country and, foremost, an amalgamation of attributes which are labelled ‘role-near’, political attributes, and ‘role-distant’, that is media and communication skills.  相似文献

During the period of political and economic crisis in Italy, the President of the Republic became the central institutional actor of the Italian parliamentary government. This led to a debate among party politicians and scholars of Italian politics concerning the role of the Head of State in Italian democracy. Focusing on the period from 2010 until the beginning of 2014, the article explains the growing power of the President by examining the conditions that allowed presidential powers to increase. It concludes by discussing the potential effects of the increase in presidential powers on the evolution of Italian parliamentary government.  相似文献

Contemporary politicians face immense rhetorical and communicative challenges. Performing on the intertwined stages of politics, media (including Internet) and everyday life, they need to master diverse and contrasting repertoires of talk. Political communication research, at present, has ignored the question of how politicians face and experience these challenges, and how they reflect on the new communicative field. In this article, we begin to redress this situation by analysing and comparing the motives, experiences and reflections of politicians who appeared in the British satirical TV show, Have I Got News for You, and its Dutch adaptation, Dit was het Nieuws. Based on in-depth interviews with seven Dutch and 14 English MPs, we conclude that they draw from three repertoires to legitimise and reflect on their participation: a strategic, indulgent and anti-elitist repertoire. The first repertoire is predictable in the context of current political communication research, whereas the latter two add new dimensions of pleasure and bottom-up representation to it.  相似文献

This article discusses the nature of political leadership in Hong Kong in general and the dilemmas facing politicians in the process of decolonization in particular. The politicians are certainly not performing “public service” as in a colonial administration. They are competing for political power and control in the government during the transition of Hong Kong from a British colony to a Chinese Special Administrative Region. Some politicians adopt a mobilization style of leadership to draw public support; some maintain an elitist style to preserve the status quo; some use a confrontational style to push for a democratic government and to resist Chinese intervention in the internal affairs of Hong Kong; some take a cooperative and compromising approach in resolving conflicts and dealing with China; and some attempt to adopt a moderate style by emphasizing rational and workable solutions to political dilemmas. The dilemmas of transition include: (1) the choice between democracy and conservatism; (2) the proper relationship between Hong Kong and China after 1997; (3) the conflict as to whom the politicians represent: the Hong Kong people or the Chinese leaders. The choice of any two polarized positions in the dilemmas will result in devastating consequences for Hong Kong. The task of the politicians is therefore to balance, rather than to accentuate, the divergent tensions between the antagonistic political forces. In the final analysis, the politicians will have to play the role of balancer between the future sovereign master and various political actors.  相似文献

Today the proportion of German politicians who are female is at an all time high. This has largely been achieved via quotas and most of the main parties now operate some kind of quota system. But have quantitative improvements in female representation in been matched by qualitative improvements? This article seeks to answer this question by looking not only at the number of women in parliaments and other collective bodies, but also in the highest echelons of power. It outlines each party's policies regarding the promotion of women and the factors which enhance or hamper their impact. A brief comparison of female political representation in eastern and western Germany is also provided. The author argues that measures such as quotas have increased the number of female German politicians but still do not guarantee them equal access to positions of real power. Furthermore, the incorporation of pro-equality principles into party statutes has not automatically led to their assimilation into party cultures, especially in the case of well-established parties which only recently addressed the gender imbalance in their ranks.  相似文献

Yet there has been an unquestionable surge in history's political influence over the last twenty or thirty years, as the various history wars that have broken out around the world attest. Australia has been no exception: disputes over its national story continue to generate considerable controversy in the media, in politics and in public debate. But how has this politicisation of the past affected Australian political history in the present? The collapse of the Banda regime in 1994 has led to a renewedinterest in the nature of the Malawian political tradition.This paper seeks to contribute to the debate by focusing onthe political beliefs of nationalist politicians in the decadeleading up to the cabinet crisis of 1964 which marks, in someviews, the true origin of the Banda dictatorship. It suggeststhat early nationalist politicians like James Frederick Sangalaand Levi Mumba combined a belief in the importance of unitywith a democratic awareness of the virtues of civil society.As Congress grew in popularity, however, elements of a totalitarianideology, deeply intolerant of dissent, began to appear, notonly in Dr Banda's speeches but in those of his lieutenantsand subsequent opponents such as Masauko Chipembere and KanyamaChiume. This tendency increased with the founding in 1959 ofthe Malawi Congress Party which developed as an absolutist bodyboth in terms of its own internal structure and in the demandsit made on Malawian society. Some politicians drew on the autocratictradition of the colonial era to produce justifications forthe establishment of an African-controlled dictatorship. OnlyDunduzu Chisiza provided a coherent democratic alternative tothese views. And even Chisiza had difficulty in reconcilinghis belief in strongman government with the need to protectindividual rights. A totalitarian strain, deeply intolerantof dissent, had thus entered Malawian politics prior to 1964.But this strain coexisted with a democratic tradition, articulatedin particular by Mumba and Chisiza.  相似文献

Franz Josef Strauβ died in October 1988, exactly two years before German unity. He was undoubtedly one of Germany's most dynamic and controversial post‐war politicians, who aroused very strong emotions in the electorate, ranging from great support to condemnation. During his political career Strauβ had tremendous power and influence. As the tenth anniversay of his death approaches, this article sets out to assess his contribution to both Bavarian and German politics. Why do politicians in Mexico switch parties? The party‐switching literature suggests that politicians generally switch parties for office‐seeking or policy‐seeking motives, whereas literature on the Mexican party system suggests that switching may be related to party system realignment during the democratic transition. Using data on party switching across the political careers of politicians who served as federal deputies between 1997 and 2009, this study argues that party switching in Mexico can primarily be explained by the office‐seeking behavior of ambitious politicians. Only in rare instances do politicians switch parties because of policy disagreements, and party system realignment fails to explain a large number of party switches. This article also suggests that the ban on consecutive re‐election encourages party switching; after every term in office, Mexican politicians have the opportunity to re‐evaluate their party affiliation to continue their careers.  相似文献

A distinguished American specialist on Soviet and Russian politics addresses the lessons of the seven years leading to Russia's crash of 1998 for how US scholars, journalists, and politicians have analyzed Russia under Yeltsin. Citing a wide range of academic and journalistic sources, including materials published from October 1998 to January 1999, the article surveys and criticizes the mainstream concepts employed for comprehending social, political, and economic life in that country.
