There are some accusations stigmatizing China made by the international media recently.Coming from a sense of superiority,adopted by some American politicians and media agencies since the outbreak of the pandemic to demonize and stigmatize China,they are now describing Westerners as victims of discrimination in China.Those reports even said that Africa ns,who historically have a deep f「ien dship with the Chinese,have been subjected to acts of'Yacism,*in China.The fact is that some of China's supermarkets,gyms,bars,hotels and other public places do not allow people to enter in groups,neither Chinese nor foreigners,as a measure of pandemic prevention and control.Also,a quarantine period is in place for people entering the country,including Chinese and foreigners.

The Beijing Organizing Committee for the Games of the XXIX Olympiad (BO- COG) has organized five Olympic cultural festivals to further the Olympic spirit. We have also organized publicity activities,such as a global tour of the Fuwa mas- cots,and an Olympic family tour of Beijing,to enhance foreigners' understanding of China and the Beijing Olympic Games.Cooperating with the Chinese Minis- try of Education,we have established 556 Olympic education teachers' schools. Meanwhile,we have organized 207 primary and middle schools in Beijing to con- duct international exchanges,to strengthen mutual understanding and friendship between Chinese young people and their counterparts from around the world.

On the Criminal Protection of the Right to Education of Chinese Citizens——With a Review on Article 32 of the Amendment to the Criminal Law(Ⅺ)

The Amendment(Ⅺ) to the Criminal Law of the People's Republic of China responds to the institutional needs of civic education,and supplements the clause of the Criminal Law on protection of citizens' right to education nuy means of Article 32.Imposing legal responsibility in the form of internal punishments,administrative punishments,and economic compensation have failed to prevent infringements on citizens' right to education.Its role as a "secondary protection law" is the conceptual obstacle that hinders the Criminal Law from effectively intervening in the field of citizens' right to education.The equivalence between the legal interests of people to the right to education and the rights protected by the existing charges in the Criminal Law is the legitimate basis for it to intervene in disputes over the right to education.Based on Article 32 of the Amendment(Ⅺ) to the Criminal Law of the People's Republic of China,it is suggested to further clarify the prepositional law,improve the liability provisions for the right to education,change the modest and restrained view of the Criminal Law regarding protection of the right to education,and expand the behavior types of Article 32 provided in the Amendment(Ⅺ) in due time.
