This essay engages with Henry Bernstein's critical survey of food regime analysis, focusing on the claim that my interpretation of the food regime takes a misguided ‘peasant turn’. I argue Henry's representation loses sight of my reformulation of the ‘agrarian question’, as more than analysis of the uneven process by which capital subordinates landed property, and therefore of the class fate of the peasantry, as such. Rather it is about social and ecological fate on a global scale, involving questions of ecosystem survival, precarious labor circuits, urban slum proliferation, privatization of states, financialization, intellectual (property) rights, climate change mitigation and so on. Significantly, global recognition of these connections to processes of agro-industrialization and enclosure was informed by a ‘peasant’ mobilization that would be unthinkable within the terms of the classical agrarian question. Peasant organizations catalyzed challenge to the neoliberal food order institutionalized in the World Trade Organization (WTO) regime, in a time of massive dispossession. Politicizing neoliberal ‘food security’ as an agribusiness project, the ‘food sovereignty’ counter-movement used a politics of strategic essentialism to unmask the undemocratic and impoverishing architecture of the ‘free trade’ regime privileging corporate rights over state and citizen rights. In effect, this counter-movement performed a food regime analysis from within, importantly reaching beyond a peasant project. This essay revisits the comparative-historical method by which the food regime trajectory can be understood, as a contradictory set of interacting forces and relations that complicate and shape and reshape its politics, and yet allow identification of emergent possibilities. 相似文献

Although they receive little recognition for their contribution, peasant farmers in the global South play a fundamental role in securing the long-term global food supply. Via their self-sufficient agricultural practices, they cultivate the crop genetic diversity that enables food crops to adapt to changing environmental conditions. In this paper I draw upon empirical data from the Guatemalan center of agricultural biodiversity to investigate the concern that market expansion will displace peasant agriculture and undermine a cornerstone of the global food supply. I find that even though peasants' livelihoods involve multiple forms of market provisioning, they also engage in a Polanyian ‘double movement’ to protect their subsistence-oriented agricultural practices from the potentially deleterious effects of markets. I also investigate the so-called ‘agrarian question’ about the effects of market expansion on the viability of peasant agriculture, finding that although new forms of market provisioning are likely exacerbating rural inequality, the income from market activities actually enables rural Guatemalans to reproduce the conditions for peasant agriculture. Ultimately, I observe that the conservation of agricultural biodiversity and, consequently, global food security are contingent upon the ‘food sovereignty’ of peasant farmers. 相似文献

This two-part article surveys the origin, development, and current meaning of the ‘agrarian question’. Part one of the survey explores the history of the agrarian question, elaborating its origin in the work of Marx, Engels, Kautsky, and Lenin, and its development in the work of Preobrazhensky, Dobb, Brenner, and others. Part two of the survey identifies seven current variants of the agrarian question and critically interrogates these variants in order to understand whether, and if so, how, the location of small-scale petty commodity food and farm production within contemporary capitalism has been reconfigured during the era of neoliberal globalisation. Together, the two parts of the survey argue that the agrarian question continues to offer a rigorously flexible framework by which to undertake a historically-informed and country-specific analysis of the material conditions governing rural production, reproduction, and the process of agrarian accumulation or its lack thereof, a process that can now be located within the law of value and market imperatives that operate on a world scale. 相似文献

This article examines the complicated histories of two competing development tropes in postwar Honduras: food security and food sovereignty. Food security emerged as a construct intertwined with land security and national food self-sufficiency soon after the militant, peasant-led movement for national agrarian reform in the 1970s. The transnational coalition, La Vía Campesina, launched their global food sovereignty campaign in the 1990s, in part to counter the global corporate industrial agro-food system. Cultural and political analysis reveals challenges for each trope. Food security resonates with deeply held peasant understandings of seguridad for their continued social reproduction in insecure social and natural conditions. In contrast, the word sovereignty, generally understood as powers of nation states, faces semantic confusion and distance from rural actors' lives. Moreover, Honduras's national peasant unions, weakened by funding cuts and neoliberal assaults on agrarian reform, diverted by their own efforts to help establish the transnational La Vía Campesina, have been unable and, in some cases, unwilling to campaign effectively for food sovereignty. In addition, a parallel network of NGO-supported sustainable agriculture centres has largely embraced the peasant understandings of food security, while remaining skeptical of ‘mismanaged, modernist’ agrarian reform and the food sovereignty campaign. Attention turns to structural analysis of the steady decline of agriculture, economy and social life in the Honduran countryside, while also identifying potentially hopeful local-national solidarities between peasant union and sustainable agriculture leaders within the popular resistance movement to the recent military coup. This article finds that transnational agrarian movements and food campaigns tend to ignore local peasant understandings, needs, and organisations at their own peril. 相似文献

Amidst increasing concerns about climate change, food shortages, and widespread environmental degradation, a demand is emerging for ways to resolve longstanding social and ecological contradictions present in contemporary capitalist models of production and social organisation. This paper first discusses how agriculture, as the most intensive historical nexus between society and nature, has played a pivotal role in social and ecological change. I explore how agriculture has been integrally associated with successive metabolic ruptures between society and nature, and then argue that these ruptures have not only led to widespread rural dislocation and environmental degradation, but have also disrupted the practice of agrarian citizenship through a series of interlinked and evolving philosophical, ideological, and material conditions. The first section of the paper thus examines the de-linking of agriculture, citizenship, and nature as a result of ongoing cycles of a metabolic rift, as a ‘crucial law of motion’ and central contradiction of changing socio-ecological relations in the countryside. I then argue that new forms of agrarian resistance, exemplified by the contemporary international peasant movement La Vía Campesina's call for food sovereignty, create a potential to reframe and reconstitute an agrarian citizenship that reworks the metabolic rift between society and nature. A food sovereignty model founded on practices of agrarian citizenship and ecologically sustainable local food production is then analysed for its potential to challenge the dominant model of large-scale, capitalist, and export-based agriculture. 相似文献

This paper provides an overview of what we call ‘agroecological revolution’ in Latin America. As the expansion of agroexports and biofuels continues unfolding in Latin America and warming the planet, the concepts of food sovereignty and agroecology-based agricultural production gain increasing attention. New approaches and technologies involving the application of blended agroecological science and indigenous knowledge systems are being spearheaded by a significant number of peasants, NGOs and some government and academic institutions, and they are proving to enhance food security while conserving natural resources, and empowering local, regional and national peasant organizations and movements. An assessment of various grassroots initiatives in Latin America reveals that the application of the agroecological paradigm can bring significant environmental, economic and political benefits to small farmers and rural communities as well as urban populations in the region. The trajectory of the agroecological movements in Brazil, the Andean region, Mexico, Central America and Cuba and their potential to promote broad-based and sustainable agrarian and social change is briefly presented and examined. We argue that an emerging threefold ‘agroecological revolution’, namely, epistemological, technical and social, is creating new and unexpected changes directed at restoring local self-reliance, conserving and regenerating natural resource agrobiodiversity, producing healthy foods with low inputs, and empowering peasant organizations. These changes directly challenge neoliberal modernization policies based on agribusiness and agroexports while opening new political roads for Latin American agrarian societies. 相似文献

The central disagreement between McMichael and Bernstein boils down to how each of them analyses food and agriculture in relation to capitalist dynamics. McMichael thinks the main contradictions of capitalism now stem from agriculture, and any positive future will be guided by farmers. Bernstein thinks capitalism has fully absorbed agriculture (including farmers not expelled from the land) into circuits of capital, turning agriculture into simply one of many sectors of accumulation and a major font of surplus labor. They have arrived by different paths to the same deeper question: Granted its illumination of the past, does the food regime approach remain useful for interpreting present contradictions, and if so, how? To invite a wider exploration of this very real and important question, I have tried to shift the debate towards a conversation about the complexity of the current transition. I start by widening the frame of the debate to include other writings by McMichael (his method of incorporated comparison) and Bernstein (his distinction between farming and agriculture). I conclude that food regimes and agrarian changes must be located in a wider set of analyses of agrarian and capitalist transitions, each of which misses something important. Older agrarian thought about urban society has much to offer but misses larger food regime dynamics; socio-technical transitions and new commons literatures offer critical analysis of technics, but lack appreciation of the centrality of food and farming; recent works recovering Marxist thought about human nature in a possible transition to a society of abundance and collaboration also ignore food and farming. Connecting with literatures outside the frame of food regimes and agrarian questions offers a way forward for those literatures and for ours. 相似文献

Food sovereignty, as a counter-movement to the food regime, includes a range of struggles, and is evidently quite elastic as a discourse and practice. Because the food regime itself is evolving and restructuring, food sovereignty embodies movement. In its ‘second generation’ phase it operates on both rural and urban fronts, separately and together, connecting producers, workers, consumers and various activist organizations. Nevertheless, it is important to recognize food sovereignty's origins in the global agrarian crisis of the last three decades. Small producers (peasants, farmers, pastoralists, fishers, forest-dwellers) continue to experience massive displacement by World Trade Organization (WTO)-style ‘free trade’, overlaid with new displacements by fiat, force and finance as land grabbing in various forms proceeds apace. This is a key theme in a response to Henry Bernstein's questions about the character of the food sovereignty movement. 相似文献

The origin and evolution of the transnational peasant movement La Vía Campesina is analysed through five evolutionary stages. In the 1980s the withdrawal of the state from rural areas simultaneously weakened corporativist and clientelist control over rural organisations, even as conditions worsened in the countryside. This gave rise to a new generation of more autonomous peasant organisations, who saw the origins of their similar problems as largely coming from beyond the national borders of weakened nation-states. A transnational social movement defending peasant life, La Vía Campesina emerged out of these autonomous organisations, first in Latin America, and then at a global scale, during the 1980s and early 1990s (phase 1). Subsequent stages saw leaders of peasant organisations take their place at the table in international debates (1992–1999, phase 2), muscling aside other actors who sought to speak on their behalf; take on a leadership role in global struggles (2000–2003, phase 3); and engage in internal strengthening (2004–2008, phase 4). More recently (late 2008–present, phase 5) the movement has taken on gender issues more squarely and defined itself more clearly in opposition to transnational corporations. Particular emphasis is given to La Vía Campesina's fight to gain legitimacy for the food sovereignty paradigm, to its internal structure, and to the ways in which the (re)construction of a shared peasant identity is a key glue that holds the struggle together despite widely different internal cultures, creating a true peasant internationalism. 相似文献

As White farmers in the United States retire en masse, the racial and ethnic demographics of US farming are shifting to now include a significant number of Latino farm owner-operators. Yet this population of new farmers, contributing specific technical expertise and knowledge, is not represented in current discussions concerning agrarian transitions. This paper draws on interview-based research conducted in the states of California, Maryland, New York, Minnesota and Washington, with first-generation Latino immigrant farmworkers who have transitioned to farm ownership. The majority are practicing small-scale and diverse crop production, with limited synthetic inputs and mostly family labor, as this form of farming allows them to reclaim control over their own labor and livelihoods, while also earning a cash income. The farmers included in this study, and their rationale for farming despite race- and citizenship-based challenges, cannot be understood simply through a lens of class transition. This contribution provides evidence that Latino immigrants’ ascendancy to farm ownership is instead a result of their struggle to redefine their relationship to land and labor in a country where their race and citizenship status have relegated them to the working poor. 相似文献

ABSTRACTSocial movements increasingly embrace agroecology as an integral part of food sovereignty. This essay has two related aims: first, to highlight the barriers to agroecology and explore how these can be overcome; second, to deepen understandings of how agroecology can strengthen movements for food sovereignty or extend neoliberal governance. I ground these questions by examining state and social movement agroecological programs in Guatemala. I argue that strict rejection of conventional inputs and market production, in addition to insufficient state investment and redistribution, creates barriers to participation among a rural peasantry whose livelihoods have been transformed by decades of scientific, market-led development. Facing these limits, agroecology can work to strengthen food sovereignty movements, but can also reinforce the neoliberal food regime by promoting resilience and indigenous agriculture as sufficient to resolve the food crisis. 相似文献

This paper provides a selective survey of food regimes and food regime analysis since the seminal article by Harriet Friedmann and Philip McMichael in 1989, and further traced through their subsequent (individual) work. It identifies eight key elements or dimensions of food regime analysis, namely the international state system; international divisions of labour and patterns of trade; the ‘rules’ and discursive (ideological) legitimations of different food regimes; relations between agriculture and industry, including technical and environmental change in farming; dominant forms of capital and their modalities of accumulation; social forces (other than capitals and states); the tensions and contradictions of specific food regimes; and transitions between food regimes. These are used to summarise three food regimes in the history of world capitalism to date: a first regime from 1870 to 1914, a second regime from 1945 to 1973, and a third corporate food regime from the 1980s proposed by McMichael within the period of neoliberal globalisation. Questions of theory, method and evidence are noted in the course of the exposition and pulled together in a final section which criticises the ‘peasant turn’ of the ‘corporate food regime’ and the analytical and empirical weaknesses associated with it. 相似文献

This contribution reviews recent critiques of the food sovereignty framework. In particular it engages with the debate between Henry Bernstein and Philip McMichael and analyzes their different conceptualizations of agrarian capitalism. It critically identifies tendencies in food sovereignty approaches to assume a food regime crisis, to one-sidedly emphasize accumulation by dispossession and enclosure and thereby to overlook the importance of expanded reproduction, and to espouse a romantic optimism about farmer-driven agroecological knowledge which is devoid of modern science. Alternatives to current modernization trajectories cannot simply return to the peasant past and to the local. Instead, they need to recognize the desires of farmers to be incorporated into larger commodity networks, the importance of industrialization and complex chains for feeding the world population, and the support of state and science, as well as social movements, for realizing a food sovereign alternative. 相似文献

The renewed commitment of African states to modernising agriculture has reignited longstanding debates about different models of agricultural commercialisation. Which forms of commercialisation models will reduce land dispossession and the impoverishment of smallholders, and transform smallholder agriculture and the wider economy? Of the three broad models of agriculture commercialisation in this debate – plantation, contract farming and medium-scale commercial farming – contract farming has been identified as central to the future of Africa’s commercial agriculture. This paper provides empirical evidence from Ghana on the impacts of these three models on land, labour/employment, livelihoods and local economic linkages. Our findings show that the plantation and the commercial farming areas have highly commercialised land relations, land scarcity and high land prices, compared to the outgrower area where traditional systems of accessing land still dominate, enabling families to produce their own food crops while also diversifying into wage labour and other activities. Food insecurity was highest in the plantation area followed by the commercial area, but lowest in the outgrower area. Here, semi-proletarianised seasonal workers combine self-provisioning from their own farms with wages, and this results in better livelihood outcomes than for permanent workers in plantations and commercial farms. Due to the processing units in the plantation and the outgrower models, they provided more employment. However, the casualisation of labour and gender discrimination in employment and access to land occur in all three cases. All three models generated strong economic linkages mainly because they combined attributes such as processing, provided markets for nearby farmers, induced state infrastructural development and diffused technology in competitive ways. The effects of the models on household and local development are coproduced by their interaction with pre-existing conditions and wider national economic structures. 相似文献

Borderland regions in Southeast Asia have increasingly been reimagined as resource-rich, unexploited ‘wastelands’ targeted for large-scale development schemes for economic integration and control. Common and overlapping features of these regions are processes of resource extraction, agricultural expansion, population resettlement and securitization, and the confluence of these dynamic processes creates special frontier constellations. Through the case of the Indonesian-Malaysian borderlands, I explore how processes of frontier colonization through agricultural expansion have been a recurrent product of Indonesian development and security policies since the early 1960s. I argue that frontier development accelerates and intensifies when national discourses of security and sovereignty and state-led agrarian expansion intersect along national borders. The study generates new insights into how contemporary state-capitalist processes of agricultural expansion in the borderlands of Indonesia and other parts of Southeast Asia are justified through discourses of national sovereignty and notions of ‘untamed’ and ‘wild’ resource frontiers. I highlight the multiple meanings and notions associated with regions where resource frontiers and national borders interlock. The study offers an explanation of how frontiers as discursive constructs and material realities play out along national borders. 相似文献

Agrarian reforms do not constitute linear processes: rather, they are based on the interconnection between the crystallization of land governance in formal tenure rules and the way societies organize around a set of identities and power mechanisms. This paper focuses on how the misinterpretation of this two-way relationship, in setting up a new normative framework, can generate unintended consequences in terms of conflict. The recent wave of land conflicts in Bolivia shows how changes in the allocation of strategic resources inspired by the so-called ‘politics of recognition’ triggered processes of political ethnicization and organizational fragmentation, eventually contributing to fuelling new tensions between indigenous groups and peasant unions. 相似文献

ABSTRACTMarxism has been the name increasingly given by friend and foe to contemporary radical revolutionary movements in the last couple of centuries. That opens the seldom-asked question, what about the radical revolutionary movements and ideas which could not be so described? For them the collective term often used negatively was ‘vulgar’, or, less negative but still unacceptable to Marxists, ‘utopian’ and ‘vernacular’. That last turn indicated spontaneous radicalism of the lower classes, which lack the incise language (polish?) of academic debate. The Oxford Dictionary defines ‘vernacular’ as the ‘language spoken in particular area by a particular group especially one that is not the official or written language’. It introduced often a history-passed-and-third-worldly accentuation. Experience has shown that most effective revolutionary movements were led by a group representing a mixture (interdependence?) of Marxism with vernacular radicalism, often described as Marxism with a ‘xxxx’ face (Chinese or Czechoslovak or something else). One can even conclude that for Marxism to make way it must link with radical local tradition, definitely not-Marxist. Moreover, it doesn’t quite ‘work’ singly, for its success depends on the mixture of Marxism and non-Marxism. It seems that particular role in that confrontation is defined by a conceptual (ideological?) set of collectively dominant ideas or ‘idols’. If so, a major blocking force to the advance of Marxist movements is, on top of the power of the existing state and political economy, some prevailing ideological elements accepted by the ‘masses’ since the Second International. Those would be ‘purism’, ‘scientism’, ‘progressivism’ and ‘statism’. We shall eventually touch in that context on supporting the revolutionary vernacular of the People’s Will party of Russia, its implications and its relations to Marx’s own Marxism. 相似文献

This article addresses the potential for food movements to bring about substantive changes to the current global food system. After describing the current corporate food regime, we apply Karl Polanyi's ‘double-movement’ thesis on capitalism to explain the regime's trends of neoliberalism and reform. Using the global food crisis as a point of departure, we introduce a comparative analytical framework for different political and social trends within the corporate food regime and global food movements, characterizing them as ‘Neoliberal’, ‘Reformist’, ‘Progressive’, and ‘Radical’, respectively, and describe each trend based on its discourse, model, and key actors, approach to the food crisis, and key documents. After a discussion of class, political permeability, and tensions within the food movements, we suggest that the current food crisis offers opportunities for strategic alliances between Progressive and Radical trends within the food movement. We conclude that while the food crisis has brought a retrenchment of neoliberalization and weak calls for reform, the worldwide growth of food movements directly and indirectly challenge the legitimacy and hegemony of the corporate food regime. Regime change will require sustained pressure from a strong global food movement, built on durable alliances between Progressive and Radical trends. 相似文献

Soybean production in South America has become a symbol of commodity crops produced on a large scale for the agribusiness geared to global markets. However, in practice, there are diverse styles of farming, ranging from the very large scale to the small scale, associated with different social relations of production. This diversity of farm types is often overlooked within the focus on the stereotypical large-scale farm. Any understanding of the social dynamics of relations of production and farming practices, and so insights into longer term trajectories of agrarian change, must also go beyond a simplistic dichotomous vision of large-scale versus small-scale farming. 相似文献

This paper contributes to debates about the potential of re-peasantization and its contribution to food sovereignty with a case study from the global North, where such questions are relatively under-studied. I examine how Euskal Herriko Nekazarien Elkartasuna (EHNE)-Bizkaia, a Vía Campesina member organization from the Basque Country (Spain), advances food sovereignty through re-peasantization. I also analyze the motivations of new peasants engaged in agroecology, their understandings of food sovereignty, and the challenges that they face. Using a Gramscian political ecology framework, I argue that whereas re-peasantization contributes to a shift from corporatist to counter-hegemonic struggles, the political-economic and biophysical contexts structure agroecological production in ways that limit the extent to which new peasantries can become ‘agents of their own history’. I conclude that closer attention to peasants’ messy practices of making a living is needed to address questions of political agency. 相似文献
