美国国会“台湾连线”成员分布决定因素实证分析

2002年成立的美国国会台湾连线已成为美国国会议员介入美国对华、对台政策的重要渠道。本文对台湾连线成员在第110届国会众议院的分布进行了实证研究，发现加入该连线的议员多来自美国南部，来自那些亚裔人口比重较大、与中国经济关系密切、“台独”组织FAPA活跃的选区。外交委员会成员、意识形态保守议员和共和党议员参与台湾连线几率较高。基于台湾连线分布的特点，本文提出理性处理台湾问题中美国国会因素的建议。

一、2020年2月20日,澜沧江-湄公河合作(以下简称“澜湄合作”)第五次外长会在老挝人民民主共和国万象市举行。老挝人民民主共和国外交部长沙伦赛·贡玛西、中华人民共和国国务委员兼外交部长王毅、柬埔寨王国副首相兼外交国际合作部大臣布拉索昆、缅甸联邦共和国国际合作部部长觉丁、泰王国外交部长敦·帕马威奈、越南社会主义共利国副总理兼外交部长范平明出席。老挝和中国外长共同主持了会议。

The eighth round of the China-U.S. Strategic and Economic Dialogue(SED) and the seventh round of the China-U.S. High-Level Consultatio on People-to-People Exchanges took place in Beijing on June 6-7. Prior to the most intensive annual dialogues between the two nations, China's Ministry of Foreign Affairs convened the 16 th Lanting Forum in Beijing on June 2, during which distinguished scholars and senior Chinese officials in diplomacy, economy and education gave opinions on the development of, and questions surrounding, China-U.S. relations.

The False Narrative On Basic Rights

Carter, seeking to improve the international image of the U.S. in the aftermath of the Viet Nam War, criticized human rights abuses and the lack of political freedoms in various U.S.-allied dictatorships, including Chile and Nicaragua. The Taiwan issue: A test of Sino‐U.S. relations

The available literature has overwhelmingly focused on the Taiwan issue as an obstacle and highlighted its negative role within the Sino‐U.S. relationship. Despite their historically sensitive and often acrimonious relations, it is still a puzzle why China and the United States continue their positive engagement and cooperation. We hope to contribute to the existing literature by systematically examining how and to what extent the Taiwan issue has influenced the Sino‐U.S. relationship. Therefore, this article examines the nature of Sino‐U.S. relations from perceptional, domestic, and international behavioral levels as observed through their reactions to the Taiwan problem. We argue that similarities between Chinese and American perceptions, relatively stable or peace‐favored domestic factors, as well as often restrained and cooperative behaviors by the two great powers may result in improved ties and greater regional stability and harmony. We conclude that despite its apparent negative impact, the sensitive Taiwan issue will not lead the overall Sino‐U.S. relationship into a state of comprehensive confrontation.

本文运用系统思维方法,从系统论的角度,用过程的观点对战后世界格局发展、演变的历史加以分析和研究,认为多极格局虽然尚未形成,但多极化趋势却是上升的历史大趋势.美国目前在政治、经济、军事等各个领域所拥有的优势只是阶段性优势,相对于美国实现其独霸全球的目标,并不具有胜势.其独霸全球的战略构想与行动是逆历史潮流而动的,单极霸权是与世界发展所要求的多元化、多极化格局格格不入的.

中美关系与两岸关系的大格局,决定了美国涉台关系的变化趋势.在政治上,美国乐见国民党连续执政和两岸关系的和平发展,但对于台湾被迫走向统一,存有疑虑,希望及时把握两岸和谈的具体进程.美方对台湾在“国防”、“外交”等领域予以多方面支持的目的,从短期看是同步强化美台关系,维护美国在台海地区的既有利益;从长期看则是增加台湾在两岸谈判中的筹码,谋取美国在台湾问题最终解决方案上的主动权.     

Provocation Doomed to Fail

Tensions across the Taiwan Straits have recently escalated due to actions on the part of several U.S. politicians as well as some pro-independence parties on the island. On October 26, U.S. Secretary of State Antony Blinken expressed his country's "support" for Taiwan joining the United Nations, a blunt violation of the one-China principle. At the same time, the Taiwan authority is increasingly, and recklessly so, challenging the bottom line of the Central Government in Beijing. In her CNN interview on October 28, Taiwan leader Tsai Ing-wen confirmed that U.S. troops are training local military forces on the island, making Tsai the first Taiwanese authority to admit to the presence of U.S. military on the island.
