This paper argues that current Western-backed approaches to conflict resolution in Kosovo have failed to alter Serbia's policy toward the region and have contributed to the exacerbation of political tensions between Belgrade and Brussels, while deepening ethnic cleavages between Serb and Albanian communities. While there is no possibility of Kosovo returning to Serbia's control, there is an equal unlikelihood that Serbian-populated regions of Kosovo, especially the north, will submit to Pristina's authority. Most importantly, there is little hope that Kosovo can gain full international recognition and membership in international organizations without a compromise settlement with Serbia. While territorial partition has long been a suggested option, I conclude that the best possible solution for Kosovo, given the positions of all parties involved, is a process of significant decentralization beyond the internationally supported measures in the Ahtisaari Plan. A model of consociational power sharing is one in which Serbian and Albanian municipalities are granted high levels of autonomy similar to arrangements made for Bosnia. While this solution may not be ideal and further weakens central authority, I argue that consociationalism reduces the problems of ethnic conflict, encourages local self-government, and preserves the overall territorial integrity of Kosovo.  相似文献

This article takes a subjective approach to studying norm compliance in order to determine how EU conditionality and Russia's activism have affected elite attitudes toward minority policies, majority–minority relations, and language use in Estonian society in the post-accession period. The results of a Q method study and semi-structured interviews with integration elites in spring 2008 reveal four distinct viewpoints. The study casts doubt upon the success of EU conditionality in Estonia by demonstrating that European minority rights norms remain contested and have not been internalized by a substantial portion of elites. In addition, the study points to an important role for Russia's activism in the development of a more inclusive society. Russia's activism actually works against minority integration by reinforcing pre-existing domestic norms that are not compatible with European minority rights standards and by aggravating tensions over history and language, which frustrate integration efforts. This article ultimately contributes to studies on the effects of international pressure on minority integration by pointing to the need for greater attention to the ways in which multiple actors at both the international and domestic levels structure the influence of EU conditionality.  相似文献

The state of democracy in post-communist Europe has been subject to some debate in recent years; but it needs to take account of longer-term trends. The focus here is on how far the EU's political conditionality has contributed to democratic consolidation using an in-depth case study of post-Soviet Latvia. The record of the impacts of conditionality up to EU entry is examined and then attention turns to whether post-accession tendencies have demonstrated any significant changes after the end of Brussels' monitoring. Using a comparative framework, this article shows that the outcome after four years of EU membership is mixed with both positive and negative results. It is concluded that there is no automatic locking-in effect of European integration; and that conditionality assists democratic consolidation more in structural than in attitudinal or behavioural terms.  相似文献

The European Neighbourhood Policy (ENP) is modelled on the institutional and procedural experience of the EU's eastward enlargement, although it explicitly excludes a membership perspective. It thus aims to define an alternative incentive for domestic reform in neighbouring countries, referred to as ‘a stake in the internal market’. This article suggests that the ENP amounts to a form of ‘conditionality-lite’ for non-candidate countries. Within the ENP the key defining elements of conditionality—clear incentive and enforcement structures—are vague for both the EU and its neighbouring countries. Thus, the ENP is conceptually and empirically weak when measured against a simple, rationalist conditionality model. In line with the alternative understanding of conditionality as a process rather than a clear-cut variable, the main function of the ENP is twofold: it provides an external reference point which domestic political actors in the ENP countries can choose to utilise when it fits their agenda (both pro-EU or anti-EU); and a loose framework for socialisation. This process of socialisation involves both the EU and the ENP countries. Through an analysis of the ENP process in Ukraine and Moldova it concludes that while the ENP tries to prevent a repeat of the EU's ‘rhetorical entrapment’ in further eastward enlargement, it paradoxically paves the way for a ‘procedural entrapment’ in ENP countries that harbour membership aspirations and provides a momentum, though not a guarantee, for conflict resolution.  相似文献

Theoretical debates about multilateralism positively juxtapose it to unilateralism or bilateralism, because it is seen as a natural ideational fit with the growth of global governance. The major schism on the concept is between normativists who emphasise shared values and the realists' concerns with strategic interactions and power asymmetries. The Kosovo crisis beginning in 1999 could be seen as the first major crisis of multilateralism in the international system after the end of the Cold War. It was a crisis about the role and interests of a hegemonic USA and a weakened Russia. As a case, Kosovo demonstrates the paradoxes and limitations of multilateralism in the field of international security, when there are different types and levels of multilateralism interacting. The US and EU leaderships saw Kosovo as essentially a regional problem which could be manipulated to rejuvenate and enhance Western multilateral cooperation in NATO. This view found support among an upper echelon of officials in the UN, surrounding Secretary-General Kofi Annan, which favoured a multilateral intervention in Kosovo as proof of commitment to the developing norm of ‘right to protect’. Russia, however, saw its multilateral engagement over Kosovo as a strategic interaction to counterbalance and compensate for its weakness vis-à-vis NATO. The multilateral interactions by these three parties appear to have deepened mistrust as the process failed to resolve the final status of Kosovo, leading to its unilateral declaration of independence in 2008. The case demonstrates the importance of shared interests for successful multilateral interactions.  相似文献

Previous studies have established strong and robust effects of EU political conditionality on democracy in the neighbouring countries. We test these effects against the claim that historical legacies condition the likelihood of successful democratisation—and possibly the EU's political conditionality as well. Based on a panel study of 36 countries of the Eastern and Mediterranean neighbourhood of the EU between 1988 and 2004, we show that cultural legacies of religious civilisation are indeed conducive to or inhibit democratisation, and reduce the effects of political conditionality, but they do not explain away the EU's role in promoting democratic consolidation.  相似文献

This article employs the concept of rhetorical action in an analysis of the recent developments in Czech-Russian political relations. Through the discourse analysis of key Russian political speeches and official documents related to the Czech Republic, as well as Czech speeches tackling the same issues, we look at two different rhetorical actions employed by Russia to induce changes in Czech policy. The attempts to make Czech policy unacceptable in the wider community of European democracies were only partially successful. While the first rhetorical action aimed against Czech NATO membership failed, the new diplomatic strategy stressing the need for a “normalization” of relations was successful in transforming Czech policy towards Russia.  相似文献

This article seeks to examine constraints and challenges that the Association of Southeast Asian Nations (ASEAN) states are confronted with in formulating and implementing their strategies in response to evolving regional environments represented by the rise of China. It argues that China's southern neighbours have adopted purposeful strategies in order to mitigate potentially negative effects from China's growing capabilities in East Asia. These strategies led to the expansion of membership in the East Asia Summit (EAS) and positive involvement in the Trans-Pacific Partnership (TPP) agreement, encouraging America's substantial commitments to the Asia-Pacific. However, ASEAN has failed to form the unified front on the EAS and TPP because its members have adopted diverse stances on and policies towards the two institutions. Moreover, an identity issue constitutes a crucial impediment to promoting cooperation between ASEAN members and the USA. While Washington has intensified diplomatic linkages with ASEAN, the US identity shown in its adherence to the results-oriented approach still provokes some concerns among the ASEAN members.  相似文献

Using cross-national governance indicators and evidence from a recent Bulgarian survey, this essay examines political reforms in Bulgaria and Romania since EU accession and, in particular, the ‘backsliding’ hypothesis—that these countries have abandoned or reversed the reforms they introduced in order to qualify for membership of the European Union. It finds no systematic evidence either that these countries have been backsliding or that their trajectories differ significantly from their first-wave Central and East European neighbours, though governance reforms have slowed after accession. The second part of the essay focuses on the mechanisms responsible for the lack of significant backsliding, emphasising the role of continued conditionality through the safeguard clauses, EU funding and increasing linkage between new and old EU members, including opportunities for East Europeans to work and travel in Western Europe.  相似文献

Kosovo, a largely ethnically Albanian province of the Serbian republic, played an important role in Yugoslavia's troubles in the last two decades of the twentieth century. Shortly after Tito's death in 1980, disturbances in Kosovo set the Albanians and the Serbs on a collision course and also polarized the country politically. Ironically, when Yugoslavia began to disintegrate in 1991, and as it fell into four years of warfare, Kosovo remained relatively calm. Only after the Dayton peace, in late 1995, did Kosovo's Albanians opt for a militant policy toward the Serbs. Meanwhile Serbs escalated their oppression of the local population. International diplomatic intervention failed to defuse tensions, and ultimately, NATO initiated military action to stop Serbia. NATO prevailed in the seventy-eight day engagement in 1999, while Kosovo acquired greater autonomy and was put under UN protection.  相似文献

In instances of international negotiations over state recognition, the way the violence sustained by a given group is categorised becomes a critical factor in the international community's decision to support independence or not. This essay argues that the recognition of Kosovo in February 2008 was made possible by the use of justifications based on Kosovo Albanians' collective status as victims of ethnic cleansing. The essay bridges the gap between two bodies of literature that have not been used in conjunction up to now, namely normative theories of ‘remedial’ secession and works on the logic of mass violence against ethnically defined groups. It finds that the international community has used the ‘remedial argument’ for Kosovo's recognition because it allowed it to minimise the risk of further unilateral declarations of independence in a volatile region.  相似文献

This paper examines the 15-point agreement on normalization of relations between Kosovo and Serbia. Two mainstream discourses have prevailed since the agreement was ratified by both countries: on one hand, the Government of Kosovo has branded this agreement as historic, given the fact that in the last century no agreement has ever been reached between Kosovo and Serbia. On the other hand, Kosovo's political opposition has critiqued this agreement stressing that the 15-point agreement devastates Kosovo's statehood. Beyond both extreme stances, we argue that an enhanced autonomy for four northern Serb municipalities ought to be seen as a tool for integration, rather than disintegration of Kosovo statehood. This paper concludes that the dialogue between Kosovo and Serbia as a top-down arrangement lacks transparency, and this might jeopardize the achievements reached through this process. Moreover, the EU position should be clearly articulated that redrawing and rearranging the borders of Kosovo and Serbia might overturn the EU's and USA's immense investments in stability, peace, and prosperity in the Western Balkans.  相似文献

This paper addresses the question of world order by considering how Western military actions in Yugoslavia were perceived from a different cultural perspective. It traces how the NATO-led bombing campaign during March–June of 1999 affected various visions of world order that had existed in Russia before the campaign and describes the discursive change this campaign produced. The argument is made that Russia's foreign policy elites, from Westernizers to Neo-Communists and Expansionists, perceived Western goals in Yugoslavia differently from their counterparts in the West. However, they differed in their recommendations regarding Russia's response and lessons to be drawn from the Kosovo crisis. The paper also identifies several points where the different perspectives can converge. More specifically, all Russian schools of thought viewed the NATO campaign as a dangerous precedent potentially destabilizing the existing world order. They also shared the conviction that Russia should play a larger role in world affairs and that without Russia's involvement there could be no peace and stability in the Balkans and in Europe. They point to the United Nations as the only forum for debating the legitimacy of military interventions and for preventing interventions carried out without the approval of the UN.  相似文献

Visegrad inter-state cooperation among the Czech Republic, Hungary, Poland and Slovakia has faced numerous near-death experiences since its official birth in 1991. Furthermore, it has faced two challenges since the four member-countries’ accession to the EU in 2004. Then Visegrad was eulogized, considered deceased by many precisely for having achieved the apparently ultimate aim of EU membership. Second, having purposefully stated rumours of its death, Visegrad has since 2008 been confronted by issues from outside and ones well beyond its size – the Obama presidency and its apparent abandonment of Central and Eastern Europe in its “reset” strategy towards Moscow; a post-Lisbon EU agenda; strategic reorientations in NATO; and both the general, that is, global, financial crisis and particularly within the EU and regarding the Euro.This article, by contrast, contends that the fundamental changes and challenges that Visegrad has faced enhanced the Group's clear and successful strategy. It identifies and elaborates that strategy, drawing also selectively and thematically on the Group's historical experience since 1991. These strategies include targeted rather than broad selection of aims; retaining an exclusive membership while also inventing variable and flexible mechanisms for adding non-member countries to help them pursue specific initiatives. Through a study of annual Group Presidency agendas and reports, high-level and ministerial meeting declarations and media and secondary source analysis and interviews with National Coordinators, the article contends that the Group continues to promote realistic aims, and provides a unique platform for exercising them. This study concludes that Visegrad, despite the outside challenges remains effective in raising awareness, advancing smaller-scale policies and influencing EU policy towards the Western Balkans and European Partnership (EaP) countries, as well as achieving specific Visegrad initiatives with those states.  相似文献

Joining a society of some kind requires the fulfillment of certain standards. In international society, states acknowledge the need for certain collective standards of international conduct if international order is to be maintained. The first truly global application of international norms took place during the nineteenth century through the process of the expansion of the European society of states and its gradual transformation to the contemporary global international society. In this process, the standard of ‘civilization’ played an essential role in determining which states would join the expanding European society and which ones would not. Despite the major changes that have occurred, the standard of ‘civilization’ has remained an international practice as well as a benchmark against which the attitudes and policies of states are assessed. Nowhere can this be seen more clearly than in the EU policy of ‘membership conditionality’. Although many explanations for EU expansion have been put forward rather absent from debate has been the civilization dimension which is embedded in membership conditionality and which should be given more emphasis.  相似文献

Although no war faction escapes controversy, it is often said that the Kosovo Liberation Army (KLA) is one of the most successful guerrilla movements in recent history. This article suggests that KLA's success can be attributed to the symbiosis between national and international legitimacy. The guerrilla's mission should be understood in the context of persistent oppression of the Kosovo Albanians by Serbian governments. Whilst failure of peaceful resistance enabled KLA's national legitimation, its tactics and strategy acted as a force multiplier for its recognition and success. KLA's resilience in the face of vicious Serbian suppression of Kosovo Albanians raised international awareness and prompted NATO's support, an act that contributed to guerrillas’ endorsement at the international level.  相似文献

During the process of visa liberalisation Serbia made significant and unexpected adjustments in its Kosovo policy, which demonstrate the European Union's leverage. Serbia's compliance on Kosovo cannot be explained either by rational institutionalism, which accounts for domestic change based on cost–benefit calculations, or sociological institutionalism, which predicts domestic adaptation based on convergence of norms and identities. Applying discursive institutionalism, this empirical study of Serbia's Europeanisation identifies discursive denial as a strategy of the Serbian elite in pursuing costly policy implementation. It contributes a novel perspective on ‘shallow’ Europeanisation by highlighting a lack of discursive reinforcement of adopted rules.  相似文献

This article investigates the rationale behind compliance and non-compliance with EU conditionality in Georgia’s hybrid regime. Following the literature on competitive authoritarianism, it argues that the survival strategies of hybrid regime incumbents compel them to dodge conditionality in those policy areas that are crucial for maintaining the uneven political playing field. On the other hand, specific self-preservation tactics dictate that they should embrace neighbourhood Europeanisation in policy domains capable of generating votes. Taken together, these hypotheses alert us to the possibility that hybrid regime governments in the European Neighbourhood Policy (ENP) countries are cherry picking conditionality.  相似文献

Why are leftist parties in government abandoning their state-led, redistributive economic development models in favor of market-determined neoliberal ones? Conventional explanations emphasize conditionality of international financial institutiosn. This argument, though, fails to account for differences in economic policy choices across countries or within a country over time. Analyzing the social democratic People's National Party of Jamaica during two periods when it accepted IMF-mandated neoliberal economic reform measures (1977–80 and 1989-present), an alternative approach is presented to illuminate why and how leftist governments switch economic policy programs. The two time periods show that IMF conditionality might be a necessary motivation for the adoption of neoliberal economic measures, but it is not sufficient motivation. I argue that the actual policies the PNP governments employed reflect changes in the relative influence of competing factions within the party. This approach, focusing on domestic actors rather than international ones to account for economic policy shifts, highlights the ways in which politicians can manipulate institutional rules to change the relative weight of different factions within the party to gain support for policy decisions that contradict the party's traditional social democratic ideology.  相似文献
