Abstract This paper examines the extent to which conditions for the 'representative party government' model of representation exist in the EU. It suggests that, although application of the model is obviously limited, there is some support for its relevance. Using surveys of voters and candidates for the European Parliament the paper shows that some policy positions of representatives are constrained more by their party group than their nationality, and to some degree there is obvious congruence between the opinions of candidates and their voters. This is particularly so with respect to left–right orientation; far less with respect to European Monetary Union where elites appear much more enthusiastic than their electorates.  相似文献

Congruence is greater for some countries than others. MEPs are even less representative of their voters than are candidates in general, and all are more pro–integrationist than the electorate. Abstract. In Britain, both local elections and European elections can be regarded as second–order. However, voters believe that even less is at stake in European elections than in local elections, and their behaviour is congruent with this: voters are more likely to turn out in local elections, they are more likely to 'split their ticket' they are more likely to report that they vote on issues specific to the second–order arena. Logistic regression of party choices in the local, European and national contexts confirms this. National considerations played less part in the local election and there was some evidence that voters were influenced by the record of the locally–incumbent party. It appears that voting in the European elections has more of an expressive character, and is less instrumental than that in either local or national elections.  相似文献

For a long time the question of to what extent party choice in the European Parliament (EP) elections is primarily dependent on voters’ orientations towards the European Union (EU) or just a mere reflection of orientations towards issues and actors in national politics has been debated. By combining insights from individual‐level models of party choice in second‐order elections with theories of sequential decision making this article investigates if, how and at what stages in the decision process attitudes to European integration matters for party choice. In line with previous work on first and second decision rule criteria in EP elections, this article develops and tests hypotheses about how voters’ orientations work at different stages of the voter decision process. The findings, based on Swedish data from a probability‐based three‐wave Internet campaign panel, indicate that many voters are in fact considering more than one party to vote for in the beginning of the election campaign. As expected, left‐right orientations function as a main decision rule with respect to which parties voters even consider voting for, while proximity on the European integration dimension mainly matters as a second decision rule in the final stage of the decision process. Using a sequential model with consideration and choice stages, the article reveals a much larger complimentary effect of EU proximity on party choice than has generally been found in previous research. This serves as a distinct contribution to the emerging research field of individual party choice in second‐order elections.  相似文献

Efforts to educate citizens about the candidates and issues at stake in elections are widespread. These include distributing voter guides describing candidates’ policy views and interactive tools conveying similar information. Do these voter education tools help voters identify candidates who share their policy views? We address this question by conducting survey experiments that randomly assign a nonpartisan voter guide, political party endorsements, a spatial map showing voters their own and the candidates’ ideological positions, or both a spatial map and party endorsements. We find that each type of information strengthens the relationship between voters’ policy views and those of the candidates they choose. These effects are largest for uninformed voters. When spatial maps and party endorsements send conflicting signals, many voters choose candidates with more similar policy views, against their party’s recommendation. These results contribute to debates about citizen competence and demonstrate the efficacy of practical efforts to inform electorates.

The debate on personalization in electoral politics is inconclusive. There is confusion about the concept of personalization. Moreover, the fact that party evaluation and person evaluation are interrelated complicates the debate. This paper focuses on the latter problem by employing counterfactual thought experiments in which voters are asked to simulate their vote with their candidate lower on the party list or nominated by another party. The results show that most voters put party above person and less than ten percent put person above party. A sizeable third category has a preference for an individual candidate as long as that candidate does not leave the party. Also, personalization is slightly more important with regard to (the leaders of) populist parties, and individual candidates are more important for voters with less education, less political knowledge and a less deeply rooted party preference.  相似文献

This paper presents a new approach to spatial models of legislative elections in which voters have preferences over the bundles of roll call votes implied by candidate locations rather than over the locations themselves. With such preferences, voters with single-peaked, symmetric preferences and perfect information can sincerely prefer a distant candidate to a more proximate candidate. Moreover, negative agenda control in Congress makes such preference orderings inevitable, so party agenda control can allow majority party extremists to defeat more centrist minority party candidates. The model has implications for theories of parties in Congress, and spatial modeling more broadly.  相似文献

This research considers how reference dependence impacts choice in a primary election. The normative advice is to weigh personal political preference against the greater ability of a more electable candidate to win the later general election. Here a behavioral view of primary elections is developed by adding reference dependence to a Hotelling model of political competition. The model details the impact of references on voter choice and generates recommendations as to the reference marketers for any candidate would like primary voters to employ. The advice to a more electable, that is, moderate, candidate is to encourage voters to compare the primary candidates to the extremes of the opposite party. A less electable candidate should encourage voters to compare the candidates to positions within their own party.  相似文献

Previous research has argued that representatives in mixed-member electoral systems adjust their behavior to the mode of their election, the so-called mandate divide. MPs elected in single-member districts focus on their district, whereas those elected through closed party lists focus on their party. Yet this ignores that candidates in mixed-member systems can run in a district and on their party's list concurrently. This paper presents a model of how the prospects of re-election in the district and through the party list affect the relationship between voters, candidates, and parties. It is shown that the dual candidacy option results in candidates focusing on their party in most instances. The model is applied to a novel data set on the allocation of federal road construction projects in Germany.  相似文献

This article focuses on whether styles of representation influence policy congruence. Style of representation is defined at the party level as the proportion of representatives within parties who are partisans, delegates or trustees. Policy congruence refers to how close on the left–right scale the mean position of a party as placed by its candidates is compared to that of party voters. The article concludes that where there are higher proportions of trustees within parties, there is a greater degree of policy congruence, whereas a higher proportion of partisans results in less policy congruence. The proportion of delegates has no significant impact on congruence after taking account of other party and country measures. This indicates that party constraints on representatives are applied at the cost of congruence with voters, and that when representatives enjoy more flexibility to follow their own opinions, the party displays greater congruence with its own voters.  相似文献

Prior work finds that voters punish candidates for sponsoring attack ads. What remains unknown is the extent to which a negative ad is more effective if it is sponsored by a party or an independent group instead. We conducted three experiments in which we randomly assigned participants to view a negative ad that was identical except for its sponsor. We find that candidates can benefit from having a party or group “do their dirty work,” but particularly if a group does, and that the most likely explanation for why this is the case is that many voters simply do not connect candidates to the ads sponsored by parties and groups. We also find that in some circumstances, a group‐sponsored attack ad produces less polarization than one sponsored by a party. We conclude by discussing the implications our research has for current debates about the proper role of independent groups in electoral politics.  相似文献

Is there a relationship between party leader gender and voters' assessments? The answer is ‘yes’ according to theses on gender identity and stereotyping. A voter survey during the 2011 Danish general election allows for a comprehensive analysis of a less likely case with four male and four female party leaders. Female party leaders are assessed more positively by female voters than male voters both in regard to general party leader sympathy and assessment of specific characteristics, whereas it is not the case that male party leaders are assessed more positively by male voters than female voters. The impact of gender does not increase with age; in fact, the opposite is the case among men since younger male voters have less sympathy for female party leaders. Furthermore, there is no support for the expectation that voters with more education or with higher levels of political interest and knowledge are more positive towards party leaders of their own gender than voters with less education. Also, the relationship between gender and voter assessment is not stronger prior to an election campaign than immediately after an election. Hence, in sum, gender identity does not seem to require a higher level of political sophistication, nor does it decrease with higher levels of information.  相似文献

Although prior research establishes the important effect perceptions of compassion have on vote choice, no systematic research examines why some candidates are perceived as more caring than others. In an era where television and social media put candidates’ personalities front and center, the lack of research on this topic is problematic. In this article, I explain why voters view some candidates as more caring than others. I argue that voters view politicians as compassionate when there is a commonality to link them. A commonality demonstrates an empathetic connection, or the ability to understand another’s feelings. This, in turn, convinces voters that the politician is sympathetic, or willing to do something to help. Without an empathetic connection, claims of sympathy by politicians will be viewed with greater levels of skepticism. I generate a classification system for the sources of commonality that link voters with politicians, including shared experiences, shared emotions, and shared identities. Using three survey experiments, I show how candidates can build empathic bonds with voters and better their chances of election.

Abstract.  One of the most influential explanations of voting behaviour is based on economic factors: when the economy is doing well, voters reward the incumbent government and when the economy is doing badly, voters punish the incumbent. This reward-punishment model is thought to be particularly appropriate at second order contests such as European Parliament elections. Yet operationalising this economic voting model using citizens' perceptions of economic performance may suffer from endogeneity problems if citizens' perceptions are in fact a function of their party preferences rather than being a cause of their party preferences. Thus, this article models a 'strict' version of economic voting in which they purge citizens' economic perceptions of partisan effects and only use as a predictor of voting that portion of citizens' economic perceptions that is caused by the real world economy. Using data on voting at the 2004 European Parliament elections for 23 European Union electorates, the article finds some, but limited, evidence for economic voting that is dependent on both voter sophistication and clarity of responsibility for the economy within any country. First, only politically sophisticated voters' subjective economic assessments are in fact grounded in economic reality. Second, the portion of subjective economic assessments that is a function of the real world economy is a significant predictor of voting only in single party government contexts where there can be a clear attribution of responsibility. For coalition government contexts, the article finds essentially no impact of the real economy via economic perceptions on vote choice, at least at European Parliament elections.  相似文献

This article constructs a rational choice model of the intergenerational transmission of party identification. At a given time, identification with a party is the estimate of average future benefits from candidates of that party. Experienced voters constantly update this expectation using political events since the last realignment to predict the future in accordance with Bayes Rule. New voters, however, have no experience of their own. In Bayesian terms, they need prior beliefs. It turns out that under certain specified conditions, these young voters should rationally choose to employ parental experience to help orient themselves to politics. The resulting model predicts several well–known features of political socialization, including the strong correlation between parents' and children's partisanship, the greater partisan independence of young voters, and the tendency of partisan alignments to decay.  相似文献

Research on the relationship between the quantity of information that voters possess and their party voting behavior in partisan elections has produced mixed and confusing empirical results. In an effort to provide a broader perspective, this paper explores that relationship in nonpartisan elections contested by candidates of opposing parties. The paper analyzes survey data on two 1984 contests for seats on the Ohio Supreme Court, using the presidential race for comparison. Despite a highly partisan campaign, party defections by voters were far more common in the supreme court races than in the presidential race, reflecting the importance of party designations on the ballot as a source of information on candidates' party affiliations. At the individual level, levels of information had differing effects in the two supreme court races and for Democratic and Republican voters; this finding suggests that the impact of imformation levels on voters' choices is conditioned by the content of information in particular campaigns.  相似文献

Do parties respond to voters’ preferences on European integration in elections to the European Parliament (EP)? Following recent research that shows political party responsiveness to Eurosceptic attitudes during EP elections is conditioned by party characteristics, this article seeks to understand how party unity on European integration affects party responsiveness to Euroscepticism. It argues that when Eurosceptic attitudes among voters are high and the parties are divided in their position on European integration, parties will be more responsive to voters and take a more Eurosceptic position. To test the theoretical expectations, the study uses data from the Chapel Hill Expert Survey, the Euromanifestos Project, and European Election Study for 1989–2009 for over 120 parties across 20 European Union member states. The findings have important implications for understanding the nature of democratic representation in the European Union.  相似文献

This paper focuses on the effect of disgruntlement among those primary voters who supported U.S. presidential nomination losers. It analyzes the general election voting behavior of primary voters in the last five presidential elections in order to determine if differences exist between those supporters of the winning nominee in each party and backers of other candidates who also sought the nomination. A multivariate analysis of the determinants of voter turnout shows significant results only for the Democrats in 1972, when primary voters who supported candidates other than George McGovern were more likely to abstain in the general election. Taking into account the option of defecting to another party in November, both parties appear to have been plagued by a considerable amount of disloyalty on the part of supporters of candidates who failed to win the nomination, although for the Republicans this type of response is confined to the 1980 election. This article analyses what makes political candidates run a party‐focused or personalised election campaign. Prior work shows that candidates face incentives from voters and the media to personalise their campaign rhetoric and promises at the expense of party policy. This has raised concerns about the capacity of parties to govern effectively and voters’ ability to hold individual politicians accountable. This article builds on the literature on party organisation and considers the possible constraints candidates face from their party in personalising their election campaigns. Specifically, it is argued that party control over the candidate nomination process and campaign financing constrains most political candidates in following electoral incentives for campaign personalisation. Using candidate survey data from the 2009 EP election campaign in 27 countries, the article shows how candidates from parties in which party officials exerted greater control over the nomination process and campaign finances were less likely to engage in personalised campaigning at the expense of the party programme. The findings imply that most parties, as central gatekeepers and resource suppliers, hold important control mechanisms for countering the electoral pressure for personalisation and advance our understanding of the incentives and constraints candidates face when communicating with voters. The article discusses how recent democratic reforms, paradoxically, might induce candidate personalisation with potential negative democratic consequences.  相似文献
