While race is often discussed in relation to police, there is still little empirical evidence on the role of race in shaping citizens’ evaluations of government performance. Using an experimental design, this study examines how different levels of police performance affect perceptions of police trustworthiness and to which degree observed effects vary by individual race and across communities with different racial makeups. Specifically, we study the effect of different levels of performance on perceived trustworthiness in two communities—one predominantly African American and one predominantly White—and replicate across two samples: a sample consisting of primarily White participants and another consisting of only African American participants. Results indicate that the interaction between the racial composition of a community and individual race plays a critical role in shaping the effects of performance among White participants, who appeared more sensitive to community context than African American participants. Implications for research and practice are discussed.  相似文献

This article explores immigrant protest, citizenship and their relationship, through an account of a ‘naked protest’ by a group of mothers, refused asylum seekers and ‘illegal immigrants’ at Yarl's Wood immigration removal centre in England and ends with an account of the use of the ‘naked curse’ in a protest by an indigenous group of mothers against global oil corporations in the Niger Delta. Woven together from activist materials, news reports, interviews, documentaries and historical data, I recount and mobilise these protests to think about ‘the scaling of bodies’ (Marion-Young 1990) and citizenship under neoliberalism, and the routes through which motherhood is mobilised as a site of political agency and resistance to processes of disenfranchisement. I argue that these maternal protests challenge the ‘catastrophic functionalism’ of Agamben-inspired accounts of ‘bare life’, and offer an alternative lens through which to perceive the ethical and political claims made by abject populations (Papadopoulos et al. 2008, p. 198). In thinking through and with these naked protests, this article reframes the sexual politics of citizenship and brings questions of maternity and natality to bear on citizenship studies.  相似文献

This article links the consequences of the Great Recession on protest and electoral politics. It innovates by combining the literature on economic voting with social movement research and by presenting the first integrated, large-scale empirical analysis of protest mobilisation and electoral outcomes in Europe. The economic voting literature offers important insights on how and under what conditions economic crises play out in the short-run. However, it tends to ignore the closely connected dynamics of opposition in the two arenas and the role of protests in politicising economic grievances. More specifically, it is argued that economic protests act as a ‘signalling mechanism’ by attributing blame to decision makers and by highlighting the political dimension of deteriorating economic conditions. Ultimately, massive protest mobilisation should, thus, amplify the impact of economic hardship on the electoral losses of incumbents and mainstream parties more generally. The empirical analysis to study this relationship relies on an original semi-automated protest event dataset combined with an updated dataset of electoral outcomes in 30 European countries from 2000 to 2015. The results indicate that the dynamics of economic protests and electoral punishment are closely related and point to a destabilisation of European party systems during the Great Recession.  相似文献

How are citizenships and nationalisms constructed, connected, and contested in the post-9/11 USA – performatively, affectively, and visually – and how do their relationships figure ‘Americanness’? This article takes up this question (1) by tracking how Americanness was advertised in the American Ad Council's ‘I am an American’ campaign and (2) by introducing the multimedia project ‘I am an American’: Video Portraits of Unsafe US Citizens, which engages the Ad Council's campaign as a practice-based protest of the Ad Council's advertised ‘Americanness’. The article traces how the Ad Council's campaign advertises what Evelyn Alsultany calls ‘diversity patriotism’. It also constructs a complex, mobile system of differentiation that marks some citizens as ‘safe’ and others as ‘unsafe’, which runs counter to the idealized notion of a unified ‘Americanness’ that it advertises. The article then examines how the practice-based protest project ‘I am an American’ takes these ‘unsafe citizens’ – US citizens who either will not or cannot make their differences normatively conform to the national ideal of the ‘One’ composed of the ‘Many’ propagated by the Ad Council's campaign – as its point of departure to reflect upon how citizenship protests function for and against citizenship, nationalisms, and various figurations of Americanness.  相似文献

Police violence is not uncommon in America, and the risk of civilians' being killed by police is considerably higher here than in similar countries, making it a major public health issue. For Black Americans the risk is significantly higher. In this study, we analyze the political determinants of police killings of Black Americans, with a specific focus on corruption in American states. Our evidence suggests that police can kill Black Americans with impunity because of a lack of accountability—exemplified by corruption—that is largely determined by political influences. Our findings point to ways in which the responsibility for police violence and killings is deeply rooted and influenced by the values of the wider society.  相似文献

The last decade has witnessed an explosion of ‘immigrant protests’, political mobilizations by irregular migrants and pro-migrant activists. This special issue on ‘immigrant protest’ has emerged in response to this rise in the visibility of immigrant protests, and its central aim is to contribute to the growing body of scholarship on migrant resistance movements and to consider the implications of these struggles for critical understandings of citizenship. This introduction maps out some of the central issues and themes emerging from the contributions to this issue, exploring the tensions between integrationist and autonomous approaches and theories of migrant activism and resistance and between migrant and activist strategies of invisibility and visibility. By bringing immigrant protests to the heart of debates about citizenship, we hope to further extend discussions about the limits and the possibilities of citizenship as the material and conceptual horizon of critical social analysis and political participation and practice today.  相似文献

Why does election fraud trigger protest in the aftermath of some competitive authoritarian elections but not others? It is often argued that post-election protests occur when information about fraud confirms and reinforces mass grievances against the regime. However, grievances are not universal in autocracies. By focusing on whether government spending primarily benefits the ruling coalition or the masses—thereby affecting economic inequality and mass grievances—the theoretical argument in this article demonstrates how fraud both can lead to post-election protests and work in the autocratic government's favor. I find evidence for the theoretical argument in an analysis of 628 competitive elections in 98 authoritarian regimes (1950–2010). More broadly, the article advances our understanding of competitive elections in autocracies by focusing on how autocratic governments pursue multiple election strategies to promote regime stability and how combinations of strategies affect popular mobilization.  相似文献

Land protests account for a large proportion of all protests in China, but existing scholarship on the topic does not explain the conditions under which large-scale land protests succeed or fail. Focusing on the role of domestic media in four of the largest land protests in China from 2012 to 2017, we argue that protests are more likely to succeed –i.e., to accomplish some or all publicly stated goals—when the domestic media side with villagers; conversely, if the domestic media adopt the government’s framing of the events or if they do not report on them, protests are less likely to accomplish their goals. This article makes two theoretical contributions to the literature on media and protests: first, we show that domestic media may function as catalysts or watchdogs in protest outcomes in authoritarian states; and second, we differentiate between short-term and long-term protest outcomes, highlighting how initial short-term concessions are often reversed or followed by repression some months or years later, after unrest dies down.

This article analyzes a Kurd refugee sit-in protest staged in front of the United Nations offices in Tokyo in July–September 2004 and its implications for the interaction between political society and civil society. The refugees' protest is viewed as a moment where the line between citizens and non-citizens is redrawn. Citizens possess an exclusive right to political speech and action. Protests by refugees undoubtedly question citizens' monopoly of this right. By organizing protests, refugees, who do not have citizenship status, raise their voices, make demands, and thus request a right to speech and action. In doing so, they blur the line between citizens and non-citizens. In this process, how do citizens and refugees interact with each other? By using Partha Chatterjee's concept of political society, I examine the different tactics employed by the refugees, who are part of political society, and the citizens of civil society. The case shows that when different voices meet, the voice of civil society drowns the voice of political society: the refugees' tactics were de-legitimized by the citizens. This interaction suggests that encounters between citizens and refugees are not simply events where the refugees claim a right to speech and action, but that such encounters also involve citizens in effect struggling to secure their monopoly of the same rights.  相似文献

Do protests sway public opinion? If so, why and how? To address these questions, we examine the impact of the 2006 immigration protests on immigration policy preferences. We use the 2006 Latino National Survey coupled with protest data to examine whether temporal and spatial exposure to the protests are associated with policy preferences. Our findings lend evidence that protest activity influences Latinos’ immigration policy preferences. However, the findings suggest the effect of protest on immigration policy preferences is not uniform across the population, but rather contingent on generational status and the intensity of protest activity at the local level.  相似文献

The consensus based hypothesis that trust in political authorities is a major determinant of system stability has received less empirical support in the protest literature than its theoretical appeal once promised. We propose a major revision of the leadership-trust approach—one which integrates the conflict and consensus approaches by considering both public trust in established elites and public trust in challenging elites. Recognizing the importance of opposition leadership, we reason that thedifference between these two types of trust, which we conceptualize astrust differential, should explain protest orientation better than other trust-variable alternatives. The new trust differential variable suggests a distinctive typology of trust orientations which predict the degree of protest endorsement somewhat differently than the traditional authority-trust model. Using survey data collected in Madison, Wisconsin, in 1973, we test the integrative differential approach against and controlling for its classic competitors and find it to be a more powerful, independent predictor of protest orientation.This paper draws on findings and insights from papers that we presented at the American Sociological Association meeting, San Francisco, September 1978, and at the annual Western Social Science Association meeting, Denver, April 1978.  相似文献

Abstract. The article focuses on the cycle of protest that developed in Italy during the late 1960s and early 1970s. Some hypotheses on the evolution of the repertoires of action are tested with the aim of explaining the emergence of political violence during a cycle of protest. Newspaper-based data are presented on the proportional presence of violent forms of action, on the social and ideological groups involved in political violence, and on the grievances expressed during violent protests. The widespread political violence that developed in Italy in the early 1970s is explained as an internally differentiated strategic adaptation within the social movement sector, during a cycle of protests that was disorderly but far from violent.  相似文献

As Sri Lanka's civil war escalated in the spring of 2009, protests led by the Sri Lankan Tamil diaspora in Toronto appealed for an immediate ceasefire agreement between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE). Held simultaneously in Chennai, London, and Oslo, the protests called for an end to the hostilities in Sri Lanka as well as recognition of the legitimacy of Tamil Eelam, a separate nation state for Tamils in Sri Lanka. Based on interviews and media coverage in Toronto, this article investigates how these ‘immigrant protests’ constituted ‘transnational acts of citizenship’. I examine the Toronto protests through three acts in the protest that challenged the exclusions of national citizenship by moving from Toronto's streets, statist discourses of Canadian citizenship, and the violence of war in Sri Lanka. Although these transnational acts of citizenship were rendered inaudible in public culture, the article concludes by exploring the possibilities of citizenship and belonging in the Sri Lankan Tamil diaspora following the defeat of the LTTE.  相似文献

This article challenges the depiction of bureaucracy as a hurdle to democratic responsiveness. It proposes that senior civil servants' (SCSs) dual position as professionals and citizens may enhance government permeability to salient public agendas. Building on social identity theory, we argue that salient public agendas may arouse SCSs' social identification with in‐groups and thereby elicit their motivation for policy change within their task domain. Employing a mixed‐methods design, we analyze SCSs' social identification with the participants of the large‐scale social protests that took place in Israel during the summer of 2011, and their motivation for policy change in response to the protest agenda. We find that SCSs' social identification with the protesters enhanced their motivation for policy change. In addition, SCSs' perception of a conflict between responsiveness to the protest agenda and their organizational or professional identities shaped their preferences for policy solutions more than their motivation for policy change.  相似文献

Abstract

With the recent surge of college protests against various forms of economic, political, social, and racial injustice, there have been persistent and pernicious reactions from other students, administrators and public figures that function to undermine the emancipatory impulses animating these demonstrations. The reactions are often justified under the banners of tolerance, chastising students to listen instead of protest. This article, focusing on Marcuse’s concepts of repressive toleration and counterrevolution, evaluates the reactionary responses to these events, as well as the critical potential of this fledgling student sensibility, a burgeoning refusal represented by protest events at American universities. We maintain that many of the calls for tolerance are actually demands for silence and belong to a wider counterrevolutionary phase of late capitalism observed by Marcuse. Bedrock liberties are dialectically inverted whereby speech and toleration are repressively deployed against demands for justice. This article concludes by arguing that it is crucial to the success of this resurgent sensibility for justice—and progress toward a radical socialist movement that coincides with the emancipatory vision of Herbert Marcuse—that the counterrevolutionary character of the responses are demystified.  相似文献

Abstract

Scholarship has explored how representation influences policing services, but little is known as to what effect officer and citizen race influences outcomes related to police misconduct cases. This analysis of the Indianapolis and New Orleans police department applies representative bureaucracy theory to create expectations on how race impacts citizen complaint cases. The findings indicate that Black citizens are more likely to have their complaint sustained when filed against a White officer compared to a White citizen. Moreover, male citizens are less likely to have their complaint sustained compared to females.  相似文献

The detention of non-status migrants is now commonplace in developed countries. Detention has been justified on such grounds as security, the welfare of non-status migrant populations, and as a way to speed up processing asylum claims. Drawing from the artist Krzysztof Wodiczko's sustained interest in themes of migration and belonging, this article examines the relationships between technologies of government in detention and accommodation facilities, and the possibilities and constraints of protest that these settings and practices give rise to. The analysis highlights paradoxes of freedom as well as opportunities for protest that imbue these spaces. Using Foucault's discussion of technologies of government, we draw on empirical research to highlight how orientation booklets, classes, and legal self-representation manuals are technologies that compel asylum seekers to become ideal detainees in hopes of being understood as ‘liberal subjects’ worthy of inclusion in a small number of evermore tightly policed Western European states. We conclude with the suggestion that asylum seekers' paradoxical encounters with technologies of liberal government deliver a challenge to the accepted framework of citizenship within liberal societies.  相似文献

In the aftermath of the Arab Spring, a crucial question is whether popular protest is now likely to be a permanent part of Middle Eastern politics or if the protests that have taken place over the past two years are more likely to be a “one‐shot deal.” We consider this question from a theoretical perspective, focusing on the relationship between the consequences of protests in one period and the incentives to protest in the future. The model provides numerous predictions for why we might observe a phenomenon that we call the “one‐shot deal”: when protest occurs at one time but not in the future despite an intervening period of bad governance. The analysis focuses on the learning process of citizens. We suggest that citizens may not only be discovering the type or quality of their new government—as most previous models of adverse selection assume—but rather citizens may also be learning about the universe of potential governments in their country. In this way, bad performance by one government induces some pessimism about possible replacements. This modeling approach expands the formal literature on adverse selection in elections in two ways: it takes seriously the fact that removing governments can be costly, and it explores the relevance of allowing the citizen/principal to face uncertainty about the underlying distribution from which possible government/agent types are drawn.  相似文献

To understand why political protests show the effects of tipping over into revolution – effects that stun observers, participants, and even the opposition or incumbent government – scholars have constructed threshold models of revolt to illustrate that an important feature of collective rebellion is people deciding to join based on knowing how many others have already participated. I conduct equilibrium analyses to observe the effects of normal, bimodal, and skewed distributions of thresholds upon the dynamics of opposition movements. The results shed some light on how various patterns of domestic confrontation affect the outcome of collective dissent.  相似文献
