How can we explain the rise in diffuse political support during the Covid-19 pandemic? Recent research has argued that the lockdown measures generated political support. In contrast, I argue that the intensity of the pandemic rallied people around political institutions. Collective angst in the face of exponentially rising Covid-19 cases depresses the usual cognitive evaluations of institutions and leads citizens to rally around existing intuitions as a lifebuoy. Using a representative Dutch household survey conducted over March 2020, I compare the lockdown effect to the dynamic of the pandemic. I find that the lockdown effect is driven by pre-existing time trends. Accounting for non-linearities in time makes the lockdown effect disappear. In contrast, more flexible modelling techniques reveal a robust effect of Covid-19 infections on political trust. In line with an anxiety effect, I find that standard determinants of political trust – such as economic evaluations and social trust – lose explanatory power as the pandemic spreads. This speaks to an emotionally driven rally effect that pushes cognitive evaluations to the background. 相似文献

The COVID-19 pandemic provides a unique opportunity to study which factors drive compliance and how the evolving context in society –virus fluctuations and changing government measures – changes the impact of these factors. Extant literature lists many factors that drive compliance – notably enforcement, trust, legitimacy. Most of these studies, however, do not look across time: whether a changing context for citizens changes the impact of factors driving compliance. In this study, we use Lindenberg's Goal Framing Theory to explain the dynamics of these drivers of compliance during the COVID-19 pandemic. We formulate hypotheses for pro-socialness, trust in government, observed respect for rules, rule effectiveness, rule appropriateness, fear of COVID-19 (severity and proximity), opportunities for pleasure and happiness, as well as worsened income position. We test our hypotheses with data collected at three different moments during the beginning of the COVID-19 crisis in Flanders, Belgium. Findings show that over time the constellations of factors that drive compliance change and, later in the pandemic, more distinct groups of citizens with different motivations to comply are identified. The overall conclusion is that the voluntary basis for compliance becomes more fragile over time, with a more differentiated pattern of drivers of compliance emerging. Public policy and communication need to adapt to these changes over time and address different groups of citizens. 相似文献

This paper focuses on educational decision-making in a Chinese context, but starts from a critique of distributed leadership educational theory as an instrumentalist and Western device of analysis. It is based upon a 2012 research project which reports on the academic insights of 51 Chinese school leaders who were also students studying "Masters of Educational Leadership" at an Australian university. The project explored these Chinese school leaders' perceptions of decision-making in education settings. It considered who would make decisions and how those decisions would be made in various hypothetical education scenarios. A unique feature of this research is the significant number of female school leaders from China who were in the participant cohort, so this study offers a rare insight into their thinking. Overall, this research offers an important first step in broadening out the theoretical discussions on leadership decision-making into a non-Western education environment. It also shows how educational research in the 21 st century is shifting away from Western---only analysis and instead broadening out to explore what the unique and important trends are in an Asian nation that is a global powerhouse. 相似文献

The pandemic outbreak has dealt consequences on global engagements and structures. With the ongoing search for pandemic-mitigating measures and the excesses (notably corruption) erupted in its wake, concerns have been raised about the decline in public trust, transparency and satisfaction – particularly in Ghana. This situation has spurred multilevel governance discussions regarding pandemic management. Ensuingly characterising policy makers' propositions in this regard is the civil society's salience as a control valve to governance deficits like corruption. Therefore, transcending the anecdotal claims on civil society's efficacy, this study takes a state-society perspective to probe its relevance in fostering trust, transparency and satisfaction, relative to corruption-stricken pandemic governance. The current study engages the general systems theory as a conceptual lens. The structural equation modelling technique was used in analysing data (n = 519) gathered through the questionnaire survey approach. Though results of data analysis affirmed the negative effects of corruption on trust, transparency and satisfaction, the civil society received affirmation as an enhancer of trust, transparency and satisfaction. In view of these study findings, implications and future research suggestions are delimited. 相似文献

The main purpose of this paper is to explore the effect of empowerment, participation and feedback as antecedents of interpersonal trust and organizational commitment and productivity as consequences of interpersonal trust. This study also attempts to find the influence of empowerment, participation and feedback on positive organizational outcomes such as organizational commitment and productivity. A quantitative research design was employed. Data were collected through survey instrument from 186 participants comprising professional, administrative and support staff working in one municipality of Istanbul (Turkey) government. The research results indicate that interpersonal trust is vital to positive organizational outcomes such as organizational commitment and productivity and to enhance the interpersonal trust and positive organizational outcomes, which are characterized by empowerment, participation and feedback are very important. 相似文献

Major crises can act as critical junctures or reinforce the political status quo, depending on how citizens view the performance of central institutions. We use an interrupted time series to study the political effect of the enforcement of a strict confinement policy in response to the COVID-19 pandemic. Specifically, we take advantage of a unique representative web-based survey that was fielded in March and April 2020 in Western Europe to compare the political support of those who took the survey right before and right after the start of the lockdown in their country. We find that lockdowns have increased vote intentions for the party of the Prime Minister/President, trust in government and satisfaction with democracy. Furthermore, we find that, while rallying individuals around current leaders and institutions, they have had no effect on traditional left–right attitudes. 相似文献

Although claimed as an important value assimilating factor within public administration, transformational leadership's effect over value congruence receives limited empirical investigation. Furthermore, the underlying mechanism and boundary condition of this effect are underspecified. Drawing from an interactionist perspective whereby value congruence is the joint product of situational influence and individual characteristic, this study investigates the relationship between transformational leadership and value congruence focusing on the mediating role of goal clarity and the moderating role of public service motivation (PSM). The analysis of data collected from a sample of 420 Chinese police officers indicates that goal clarity partially mediates the relationship between transformational leadership and value congruence. In addition, PSM moderates the relationship between goal clarity and value congruence such that the relationship is stronger when PSM is high. The purpose of this study was to investigate empirically the impact of transformational leadership on organizational outcomes (OCB---organizational citizenship behavior, OC---organizational commitment, and job satisfaction), and the mediating role of trust in the leader in the relationship between transformational leadership and organizational outcomes in Vietnamese employees. The results showed that, first, transformational leadership had a significant relationship with organizational citizenship behavior, organizational commitment, and job satisfaction. Second, there was a positive relationship between transformational leadership and trust in the leader. Third, trust in the leader was positively and significantly related to OCB, affective organizational commitment, and job satisfaction. Fourth, a moderating role of trust in the leader was identified in the relationship between transformational leadership and organizational outcomes. Finally, some practical recommendations for developing leadership competencies in Vietnamese managers are suggested. 相似文献

In his recent memoir, William Waldegrave wrote that no country run by John Major and Robin Butler was likely to be in much danger of systemic corruption. The fact remains that a quarter of a century ago, John Major, with the guidance and support of his cabinet secretary, decided to establish the Committee on Standards in Public Life under the chairmanship of Lord Nolan. The apparent prevalence of ‘sleaze’ issues in public life—most notably the ‘cash for questions’ scandals involving Tory MPs—provoked the decision. Lord Nolan's committee immediately enunciated seven principles of public life: honesty, accountability, integrity, selflessness, openness, opportunity and leadership. Over the years, many of the Committee's recommendations have been accepted. There is today vastly greater transparency. The principles have been widely accepted; it is clear the public expects that they should be observed by public servants, including, perhaps especially, MPs. Yet it is equally clear that there is a widespread and still deepening mood of public cynicism on standards matters. The Committee is determined to defend the Nolan principles, but without more help from the political class it will be like Mrs Nupkins in The Pickwick Papers: inculcating moral lessons of great importance and generally ignored. 相似文献

We use a natural experiment to study how the announcement of the UK COVID-19 lockdown affected citizens' attitudes towards the pandemic and the government's response to it. On the day of the lockdown announcement, YouGov ran a survey that captured responses before and after the announcement. Comparison of these responses suggests that the lockdown announcement made people more supportive of the government's response to the crisis but also (perhaps surprisingly) more concerned about the pandemic. Analysis of heterogeneous treatment effects suggests that the announcement narrowed gaps in perceptions of the crisis, increasing support for the government's response especially among those who had been least supportive and increasing concern about the pandemic especially among those who had been least concerned. Overall, the findings highlight a tension inherent in governing during times of crisis: actions that increase people's confidence in government and induce compliance with government directives may also tend to increase anxiety among the population. 相似文献

Major government emergency interventions demand, and generally receive, independent scrutiny. This article looks back at reviews of the Australian government's economic stimulus measures introduced in the aftermath of the 2008 Global Financial Crisis (GFC), in anticipation of reviews of responses to the COVID-19 emergency, noting similarities and differences between the two crises. We examine 10 independent reviews of the Australian government's response to the GFC with a particular focus on their nature and the context in which they occurred. As a result, we identify five themes: when and how often reviews are conducted; recognition of context; the need for clear program objectives; explicit design principles; and governance. We develop a typology of independent reviews that has three key and interrelated dimensions: purpose, timing, and reviewer. We observe that there was patchwork coverage of the GFC measures, with no single report providing a holistic assessment of what was achieved or lessons learnt. We contend that, notwithstanding differences between crises, the typology will aid understanding of the role, key issues, and contributions of reviews that have already been, or will be, commissioned into COVID-19 and future emergency economic stimulus measures. 相似文献

Despite considerable attention, helping agencies to work more effectively together is one of the most important contemporary challenges of public administration theory and practice. The New Zealand Better Public Services (BPS) Results program has been an unexpected success in this area and provides a positive case study. In 2012, the New Zealand government set targets for solving 11 important social problems where responsibility crossed agency boundaries and has made significant measurable progress in all 11 problems. This paper explores the conditions that may have enabled the most progress and possible management adaptations when these initial conditions are not fully met. In particular, the case demonstrates how goal commitment can be supported where there exist a large number of potential actors and how interagency trust can be built in the absence of existing relationships. 相似文献

During a crisis, the public expects the government to handle the situation. In parliamentary democracies, these expectations are directed to the cabinet and its ministers. Cabinet ministers are expected to be highly involved in policy making under their jurisdiction and in general. During periods of politics as usual, ministers differ in their policy involvement. This paper asks whether that changes during a crisis. Based on an analysis of cabinet ministers in Israel during the first wave of the COVID19 crisis, this paper finds that ministers’ policy involvement during a crisis is relatively low. Most ministers are little involved in issues outside their jurisdiction. Ministers less central to the crisis management are also little involved in issues under their jurisdiction. Ministers central to the crisis management are highly involved in introducing decisions on issues under their jurisdiction, but not necessarily in other aspects of policy making. This study explored the experiences of working from home among women in the United Arab Emirates (UAE) during the lockdown. Adopting the interpretative philosophical approach, this study conducts semi-structured interviews with sixteen (16) randomly selected women actively employed in different sectors in the UAE economy. The analysis was carried out using the thematic analysis to derive the themes and sub-themes emerging from the coded data. The research finds that most of the challenges are associated with spillover from work, affecting family time, and invading personal space. The research concluded that women working remotely faced issues linked to glitches, malfunctions, and knowledge deficiencies. The third most identified challenge to working from home was the distractions that come with the conscious attempt to divide attention between work and family, trying to stop one from interfering with the other. However, the research observed some notable advantages including workplace flexibility and control, as well as the opportunity to work from the comfort of the home. The findings also revealed the mixed feelings to continue working from home and its impact on the career progression of women in the UAE. 相似文献

New Zealand's response to the health risk of COVID-19 has been acclaimed as a success story compared to other nations. Yet, the impact of the pandemic on New Zealand businesses and the resulting shift in business operations and priorities remained least known. The aim of this study is to identify major concerns in business-related news in mainstream newspapers in New Zealand that impacted the businesses during the COVID-19 pandemic. A qualitative content analysis technique was employed to analyse the news content of a total of 134 newspaper articles from the major online mainstream newspapers published in New Zealand during the pandemic. The major themes identified from the content analysis were: Business, Subsidy, Lockdown, People. Further analysis of these themes disclosed that Business and People were the predominant themes in the news content during the pandemic. The findings reveal that the concerns of businesses extended beyond operational and financial performance, also encompassing the health and well-being of the employees and customers. The findings offer valuable insights for future research and bear significant implications for both management and policy-making. 相似文献

During the COVID-19 pandemic, many rumors and conspiracy theories spread in various media outlets. The purpose of this study is to reveal the nature of the misinformation detected by fact check platforms that spread in the Fragile Five countries. To determine the themes of misinformation about COVID-19 and from which media it is disseminated are a possible way to prevent it. The data of the study were obtained from International Fact-checking Network's CoronaVirusFacts database. One thousand seven hundred thirty-four piece of misinformation collected by web scraping method during the period January 24, 2020 to November 14, 2020 and analyzed with MAXQDA Analytics Pro 2020. As a result of the research, it was found that rumors (96.3%) spread more in the Fragile Five countries than conspiracy theories (3.7%). While the main theme of the rumors is about illness (26.9%) and diagnosis-treatment (25%), conspiracy theories are mostly related to the cause of the disease (68.8%). 53.06% of misinformation was spread through the Facebook platform. 15.32% on Twitter; 13.34% on WhatsApp. Misinformation has been heavily false (85.12%) in both rumor and conspiracy theories. We examine the effect of testing and social distancing measures on the severity of COVID19 across Indian states during the 68th day nationwide lockdown period. We also explore whether pre-existing socio-economic factors such as quality of health care and the ability to practice social distancing influences the effect of these policy measures across states. Using daily level data between April 1 and May 31 for 18 of the major states, we find that both testing and social distancing have a negative effect on COVID-19 fatalities in India. Further, testing is more helpful in reducing CFR for states with lower per capita health expenditure and weaker medical infrastructure. This highlights how ramping up testing can aid states that have a weak health care system through the detection of infection, contact tracing and isolation. In contrast, social distancing measures are more effective in states that are less populous and have lesser people dwelling in single-room houses. Our results confirm the role of pre-existing institutional factors in shaping the effect of policy actions on health outcomes. 相似文献

It is commonly said that the lockdowns and social distancing necessary to control coronavirus pandemics will only work if the general population trusts its government, believes the information it provides, and has confidence in its policies. This article traces the British government’s record in providing information about its policies and performance, and compares this with the public’s use of the mainstream news media. It then considers how these two sources of information affected trust in government and public compliance with social distancing and lockdown rules. Lastly, it compares Covid-19 with Brexit and draws conclusions about how beliefs and behaviour are formed when individuals are personally faced with a serious threat. 相似文献
