This study uses an online survey experiment to test whether the pairing of profit-seeking with mission-related programs in the social sector attracts or deters donations from individual donors. We test individuals’ response to three types of profit incentives allowed under current U.S. public policy: (1) non-distributed profit to an organization, which is allowed for nonprofit entities; (2) profit to the organization's equity investors and owners, which is allowed under for-profit social enterprise governance charters; and (3) profit to lending investors, which is introduced by social impact bonds, a pay-for-success policy tool. We test trust theory, under which profit incentives deter donors against entrepreneurial orientation (EO) theory, which suggests that donors are attracted to organizations that use innovative, market-driven programs. Findings indicate support for both theories, but the support depends on how the specific profit incentive is structured. Donors support organizations that use profit-generating social enterprise programs—but only when the profits are non-distributable; donors’ support is significantly lower for social enterprises in which owners and equity investors may profit. Importantly however, this negative effect is not found for pay-for-success policy tools where lending investors, rather than equity investors and owners, receive profits.  相似文献

Abstract

One of the great obstacles to liberation and social change is the one-dimensional focus of many liberation movements. By “one-dimensional,” we mean the narrow reductionist approach to social change by many oppressed groups. In this article, we examine Marcuse’s notion of catalyst groups and connect that to the concept of intersectionality. We argue that critical theory must become a theory of intersectionality. While various forms of oppression have their own distinct logic of operation and specific target group, the continuation of each form of oppression is supported by other forms of oppression. One of the goals of this plenary was to help participants focus on the theme of the conference, critique and praxis, by envisioning new possibilities for theory, critique, praxis, and pedagogy in our time. To this end, we attempted to rethink Marcuse’s notion of one-dimensional thinking by linking it with Rene Girard’s concept of mimetic rivalry and the black feminist concept of intersectionality.  相似文献

Since the mid-1980s, and particularly throughout the first decade of the twenty-first century, the imperative of capitalist competition has become a totalizing and all-pervasive logic expanding to ever more social domains and geographical areas around the world. Sustained by neoliberal competition regulation and other regulatory provisions, excessive competition (over-competition) in the process of capital accumulation has become a major global force with highly detrimental social and environmental downsides. From the vantage point of a historical materialist perspective, the article provides an explanatory critique of capitalist competition and the atomistic and reductionist social scientific precepts that serve to legitimize the neoliberal type of competition regulation. By critically engaging with principles and values central to anarchism, such as equity, solidarity, cooperation, mutual aid, and environmental sustainability, the article seeks to outline an alternative vision to the ideas and social practices that have sustained the existing competition order thus far.  相似文献

Researchers suggest that inequity and disparities in public participation in the policy‐making process will go hand in hand unless public managers and community leaders are attentive to these concerns when they are designing participation opportunities. Previous research has considered how the design of participatory opportunities can address inequity, but it has provided few insights into what is behind design choices. This article provides a theoretical framework that links public managers' and community leaders' perspectives on their own political efficacy and sources of their efficacy, yielding four types of “designers.” The research hypothesizes that these types have different narratives of social equity in participation that affect their design choices. Data from more than 100 public managers and community leaders provide preliminary support for these relationships. Findings suggest that inequitable public participation will persist unless designers consider what is behind their choices, focusing first on understanding the problem setting, or their narrative of equity in public participation.  相似文献

Public administration upholds four pillars of an administrative practice: economy, efficiency, effectiveness, and social equity. The question arises, however, how do administrators balance effectiveness and social equity when implementing policy? Can the values contributing to administrative decisions be measured? This study leverages the expansion of medical cannabis programs in the states to interrogate these questions. The awarding of dispensary licenses in Pennsylvania affords the ability to determine the effect of social equity scoring on license award decisions, relative to criteria that represent the other pillars. The results show that safety and business acumen were the most important determining factors in the awarding of licenses, both effectiveness concerns. Social equity does not emerge as a significant determinant until the second round of licensing. This study then discusses the future of social equity provisions for cannabis policy, as well as what the findings mean for social equity in public administration.  相似文献

Abstract

There is a growing body of literature on intersectionality and citizenship, with scholars positing a need to analyze multiple identities simultaneously in order to understand both the legal incorporation and embodied experience of citizenship for marginalized groups. Building upon this central insight, I contribute to this literature by articulating the components of an intersectional citizenship framework to better understand the way multiple identities mediate citizenship, with particular reference to black lesbians in South Africa. Based on in-depth interviews with eighteen members of the black lesbian organization Free Gender, in Khayelitsha, Cape Town, I argue that Free Gender’s organizational goals can usefully be understood as asserting the commensurability of the identity “black lesbian” with “community member,” “African,” and “woman.” In applying a theoretical framework of intersectional citizenship to South Africa, it becomes clear that Free Gender’s activism reveals differential access to identities necessary to be seen as citizens entitled to rights. More than just extending juridical citizenship, black lesbians must have socially and politically legitimate access to multiple identity categories simultaneously in order to live free of violence.  相似文献

在中国经济持续30多年高速发展中,地方政府是发展的主要动力,但从上世纪90年代末以来,地方政府在发展经济中所产生的负面效果越来越明显,中央出台了一系列政策去调整和引导地方政府行为,促使地方政府增加社会保障开支以促进社会公平。采用1998—2006年中国省级面板数据进行定量分析以考察地方政府行为的影响因素和变化。研究显示,地方政府在社会保障的财政开支上主要受当地经济发展状况和中央政府的重视程度影响;地方政府在回应中央政府政策调整的过程中,其行为并不同于"晋升锦标赛"所归纳的以GDP增长为主要目标的一元竞争模式,而是演变为在社会公平和经济发展的双重目标下,地方政府分别参与不同目标竞争的二元竞争模式。在既往对中国地方政府行为考察的政治激励和财政激励基础上提出了影响地方政府行为的激励结构、中央与地方的互动关系和地方所处的社会经济情况的分析框架,通过对地方政府行为变化的分析提出二元竞争模式以弥补"GDP晋升锦标赛模式"对地方政府行为解释力的不足。  相似文献

Managing for social equity performance has long been a goal without much guidance for public managers. We examine social equity performance in the context of indirect governance through the administration of grant programs and, more specifically, the matching of policy responses (grant funding) to social needs. Grant program managers must allocate funding to match needs while also ensuring accountability, but common administrative models that rely on competition can undermine social equity performance. We develop a unique framework to analyze the relative social equity performance of four models of grant administration in general. These models are defined by whether competitions or formulas are used to select grantees and to allocate funding. We test the implications of the framework in an analysis of funding distributions from the nonentitlement Community Development Block Grant program in four states. Our findings suggest that social equity in grant programs is better served when grantors do not rely solely on competitive grant contracting in the selection and distribution of grant funds, which is typical in grant administration. However, policy makers and managers can design institutional arrangements that utilize competition, but in a manner that does not create a bias against more socially equitable funding decisions.  相似文献

During the 75th anniversary of Public Administration Review (PAR), this article examines the social equity scholarship published in PAR from 1940 to 2013. Less than 5 percent of all articles published in PAR since its inception focus on social equity. The articles published in PAR are primarily concentrated within the areas of personnel and public policy. Very few articles were published in the areas of budgeting or ethics. While social equity scholarship published in PAR has made a valuable contribution to understanding the career inequities of women and minorities in the public sector, scholars and professionals need to more thoroughly examine the black box of agency practice and structural inequities to examine why they persist. The challenge for future social equity research in public administration is to examine broader dimensions of equity and to understand how social inequities in administration can be mitigated.  相似文献

How do public administrators understand social equity toward lesbian, gay, and bisexual (LGB) individuals and communities? To better understand social equity, this study uses data on the views of public and nonprofit administrators in 33 countries in Africa on LGB people. Based on these responses, we gain a better understanding of homophobia in public administrators. Furthermore, this data helps public administrators to explore how social equity might look differently to public and nonprofit administrators in different countries. Building on this foundation, this study proposes understanding social equity from both a Micro (individual) and a Macro (cultural)-perspective. Bringing in this micro- and macro-perspective can help public administrators and researchers to discuss how individuals and organizations identify “vulnerable” populations and appropriate ways to support vulnerable groups.  相似文献

The widespread use over the past two decades of Michigan's PA 198 Industrial Tax Abatement program provides an opportunity to assess the inter‐urban equity impacts of this economic development tool. Not only has PA 198 been used relatively more often by suburban municipalities, local governments at the metropolitan periphery are more likely to use abatements to attract new plants and new jobs. The older central cities primarily use the program to retain existing jobs, albeit at high cost of lost tax revenues. On balance, it appears that PA 198 has done little to alter the location decisions of participating firms.  相似文献

This article describes in detail a variety of home equity conversion plans and discusses their relevance for social security beneficiaries, as well as for the aged in general. Under these plans, a dormant asset--accumulated home equity--is converted into current retirement income. The plans vary: Some are debt instruments; others involve the sale and leaseback of the residence. Some provide income for a fixed term; others offer a lifetime annuity. Some include a public subsidy; others are free of governmental involvement. The advantages and disadvantages of these plans, as well as examples of how they operate and their respective income potential, are discussed in this article. The relevance of home equity conversion plans for social security beneficiaries is illustrated by means of data from the Retirement History Study. These data allow comparison of various demographic groups in terms of their dependence on social security benefits. Each group is examined in terms of available home equity and home equity potential under several conversion plans.  相似文献

Beyond its ability to enhance the generation of goals and objectives, understanding an organization's brand equity is a key driver in communicating values to consumers and end‐users. In a very competitive marketplace, it is high time universities ditched the traditional means of communication and comply with the trending social media communication forms so as to better capture both the virtual as well as the real social space of their students who, in turn, are ambassadors of the institutions. Using data solicited from 317 university students, this study found that universities can better position themselves to compete when they employ both user‐generated and firm‐generated social media communication in building their brand equity. Our study also validates electronic word of mouth as a mediator of the relationship between social media communication and higher education brand equity. Recommendations for practice were also suggested.  相似文献

Bureaucratic discretion continues to be one of a public administrator's primary powers while at the same time being one of their most controversial. Used in a positive way, bureaucratic discretion can enhance social equity; however, this practice can create administrative legitimacy dilemmas. As such, this paper conceptually discusses the theoretical position of public administrators that contributes to their engagement in legitimacy dilemmas, which is further complicated by the tenets of New Public Service. We argue that if public administrators are engaged in authentic interactions with the public and use their discretion to reflect the interests of the public, then they are engaged in truly democratic governance. We place this argument in the context of achieving social equity and highlight an avoided question in public administration. Finally, recommendations for future research are offered as a means progressing the social equity agenda in public administration.  相似文献

Since the establishment of the Chinese Public Administration Society (CPAS) in 1988, public administration (PA) research and practice have grown considerably after a gap of more than 30 years. Emerging universities and local research institutes have established specialized departments/centers for PA. This study reports on mainland China’s performance in PA research by examining publication size, impact, and scientometric indicators, including China’s global publication share, growth rate, citation impact, and leading journals based on the last 15 years of publications data, as retrieved from the Social Science Citation Index (SSCI) database; recognized international collaborators and domestic contributors are also considered. Findings suggest that the quantity and quality of mainland China’s PA research has increased steadily, with mainland scholars playing equally as important roles as their international peers. Evidence suggests that mainland China scholars will continue to achieve international publishing success. Finally, opportunities and challenges brought about by internationalization are also discussed.  相似文献

This article unearths the salient factors that trap the aspiring middle class in their progression towards a stable middle class in the City of Johannesburg, South Africa. The study utilises a quantitative case study design, drawing on a sample of 449 aspirants and 578 middle-class heads of households from the 2021 Gauteng City-Region Observatory Quality of Life Survey. A binary logistic regression model was used to analyse these salient factors (key determinants) and their impact on the social mobility of the aspirant middle class. Findings reveal a significant relationship between social mobility and education, racial inequality, asset ownership, access to economic opportunities and proximity to amenities. We suggest local government policies that positively influence the conditions of these determinants for sustained mobility of the aspirant middle class over time.  相似文献

Frances Harriet Williams was an unsung social equity pioneer in the field of public administration. Long before the Minnowbrook I Conference convened in the 1960s to discuss the importance of fairness in the provision of public services, Williams successfully promoted values of social equity and racial fairness within public administration scholarly and practitioner communities. Raised by progressive parents in the South, Williams was the only high‐ranking African‐American woman in the federal government during President Franklin D. Roosevelt's administration. She was directly involved in leading the Office of Price Administration to a staff that was at least 13 percent black when the rest of government was no more than 1 percent black. This work was the focus of her 1947 article in Public Administration Review, the first publication on racial equity to appear in the field's flagship journal. Her efforts and accomplishments undergird many of the ideals and practices that constitute the concept of social equity in public administration today.  相似文献

The paper analyses the evolution of collective identities from a critical geographical perspective, and argues that certain territorial practices associated with nation‐building and state‐building projects may actually sow the seeds of social and ethnic fragmentation. The analysis focuses on the impact of ‘internal frontier’ settlement in settler societies and highlights the key role of space, place and social control policies in the formation of ethnic and social identities. These identities are shown to be shaped, reshaped and reproduced during the processes of settlement, migration, segregation and inter‐group territorial conflict. Within that theoretical framework, the paper explores the case of Israel, and the impact of the settlement and spatial planning in the Galilee region on the formation of regional collective identities. The analysis shows that the process of settling the frontiers has given rise to ethnic, social and institutional fragmentation, particularly between Palestinian‐Arabs, Mizrahi Jews and Ashkenazi Jews. These divisions may— paradoxically—undermine the very nation‐building and state‐building projects that had instigated the settlement of the internal frontier.  相似文献

The hostile media effect (HME) has generally been tested in terms of in-groups and out-groups, with a “neutral” story in between. This ignores the nature of many social groups as comprising subgroups, often but not always sharing feelings of connectedness and purpose. In cases when bounded subgroups are at odds with one another, HME provides little guidance. A contested partisan primary provides such a case. This study takes identity centrality, candidate favorability, and perceived social network homogeneity as measures of partisanship and involvement, hypothesizing relationships between each and perceived bias against one’s candidate and party. Findings show that markers of candidate-focused social identity predict greater perceived bias against one’s candidate during the 2016 primary season, while party-focused identity fails to predict perceived bias against one’s party. This suggests that candidate support identity overrides plain partisanship during primaries, supporting concern that a heated primary might damage general election party unity. Subsequent postconvention findings suggest that the salience of candidate-focused identity fades, while homogeneity of one’s network regarding party support helps to make perceived hostility toward one’s party identity more salient. However, as campaigns become more candidate-centered, the contestation between nested candidate and party identities may grow fiercer.  相似文献

This study is an attempt to explain the relationship between corporate social responsibility (CSR), corporate reputation, and brand equity in India's banking sector. The study uses Carroll's Pyramid of CSR and the ‘triple bottom line concept’ as the theoretical bases for proposing a conceptual model. The data pertaining to 482 saving bank customers were analysed using structural equation modelling for this study. The integrated effect of CSR and corporate reputation on brand equity has been examined using the analyses of both the direct and indirect model paths. The findings show that corporate reputation partially mediates the relationship between CSR and brand equity, and that there exists a direct relationship between CSR and brand equity. This research has significant implications for CSR managers seeking to gain a competitive advantage in the industry by focusing upon the CSR activities that help an organisation build a positive corporate reputation, leading to a high level of brand equity.  相似文献
