The role of anthropology in law enforcement involves three aspects of law enforcement activity; forensic anthropology, police-community relations research, and legal ethnographic research on the law enforcement agencies themselves. The first of these contributions to law enforcement by physical anthropologists faces competition from other closely related fields. Police-community relations research is a potential growth area for the application of anthropological efforts, as is legal ethnographic analysis of police organizationa. These latter two areas are within the realm of social anthropology, while the former is a specialty of physical anthropology. This article reviews the contributions of anthropologists and the applications of anthropological methods to law enforcement. It contends that criminal justice educators and police practitioners alike can benefit from knowing more about how these anthropological specialties have contributed and can continue to contribute to law enforcement.  相似文献

One of the most controversial issues in policing concerns allegations of police abuse of members of minority groups. This article examines African Americans' and whites' perceptions and experiences of three types of police misconduct: unjustified street stops of citizens, verbal abuse, and use of excessive force. The study is based on in-depth interviews with residents of three neighborhoods in Washington, DC, which vary in racial and class profile. Findings support the thesis that neighborhood context conditions residents' attitudes and reported experiences with the police. Residents of both the white and the black middle-class neighborhoods were less likely to perceive or experience police abuse in their neighborhoods than were residents of the black lower-class neighborhood. Neighborhood class position thus may be an important, but often overlooked, factor shaping citizens' attitudes and experiences. In encounters with the police outside the neighborhood, however, individuals' race becomes salient. Implications are discussed for understanding the role of race, class, and neighborhood context in police-citizen relations.  相似文献

Citizen calls for police service represent direct demands on government. It is the job of police phone operators to translate these demands into official, bureaucratically recognized inputs. As “street-level” bureaucrats, police phone operators enjoy considerable discretion in how they recieve, process, and transmit information. Operators screen all calls, categorize the citizen's problem, and by that process they determine much of the initial police response to that call. This article analyzes data on citizen requests and operator responses coded from a sample of over 26,000 phone calls to police in 21 jurisdictions in three metropolitan areas. The data indicate that most citizen calls to police involve the provision of information or assistance, nuisance abatement, traffic problems, or the regulation of interpersonal disputes. Citizen calls cover a wide range of topics, but only about 20 percent involve predatory crime of any type. The typical operator response to the problems described by most citizens was to promise the dispatch of a patrol unit, although this varied by problem type and by the apparent seriousness of the call. Complaint operators seem to follow a decision rule that a patrol unit will always be sent to the scene except in those situations where it is clear that none is needed. The article concludes with a discussion of the possible impact of operator demeanor on policy-community relations.  相似文献

Previous research has examined elements of police performance impacting community policing and police-citizen relationships, but no study has considered the impact of police use of profanity during arrest on public rating of force. Police profanity may negatively bias police-citizen interactions, and this bias could shape later interactions with community members, impact the quality of police-community relations, or even result in public outcry over excessive use of force. The aim of this study was to determine whether officer use of profanity during arrest led to public perception of excessive force and to examine whether gender of the officer or subject affected this relation. Force was evaluated as more excessive when profanity was used, when the subject was a female, and when the officer was a female. Participants who rated force as excessive had significantly more negative attitudes about police and police use of force. These findings have direct implications for police training and suggest that if police avoid the use of profanity, this could result in more positive relationships with the public and fewer allegations of excessive force. Future researchers should further evaluate the nature and impact of gender biases against female police, as they may contribute to reduced opportunities, less frequent promotion, and reduced self-efficacy in female officers.  相似文献

This article focuses on the consequences of increasing patron–client relationships between manufacturers of Conducted Energy Weapons (CEWs) and Canadian police. It explicates the potential for institutional isomorphism in Canadian police. Four markers of isomorphic change in the policing field generated by the growing dependency of police on CEW manufacturers are highlighted. The article argues that the role CEW makers assume is intrinsically complex and contradictory and constitutes a gatekeeping, legitimizing, and ideationally (re)structuring process.  相似文献

Objectives

We examine the extent to which individuals' knowledge of an advanced police technology (license plate recognition or "LPR") may impact perceptions of police. Technologies with the capacity to track individuals' movements are becoming increasingly common in police practice. Although these technologies may yield positive benefits, their use may also heighten community concerns about increased surveillance, data storage, and data security, thereby potentially negatively impacting community-police relationships.

Methods

We utilize a survey-based experiment with randomized assignment of participants (n=405) to investigate the impact of individuals' knowledge of LPR use on a variety of police perceptions, including trust in police, community approval, respect for citizens, and respect for individual rights.

Results

Most respondents were unaware of LPR use prior to the survey. When compared with a control group, respondents who encountered brief mentions of LPR functions on the survey expressed significantly lower levels of trust in police. Additionally, "strong agreement" with other positive statements about police also appears to have declined in this sample in response to LPR information. Notably, the sample contained high pre-existing levels of trust and support for police, factors which may have moderated the impacts of LPR information.

Conclusions

These results support the hypothesis that awareness of LPR use may negatively impact perceptions of police, including trust in police. More generally, although technologies like LPR represent technological innovations, they may also yield unintended consequences, including the potential to undermine police-community relations if adoption decisions are not accompanied by sufficient transparency or community support.

Niederhoffer, following Durkheim, proposed a linear causal model to explain police anomia. Using data from an availability sample of New York City police, he breaks into the chain of variables at frustration and terminates the analysis with cynicism measured by a twenty-item scale. This study replicates Niederhoffer's research with a population of urban police, examines the nature and incidence of cynicism, and tests the relationships between various indices of frustration, cynicism, and anomia. Contrary to Niederhoffer's expectations, cynicism is not prevalent among police outside New York City; cynicism my be described adequately only with reference to three dimensions; most indices of frustration do not significantly correlate with two subscales of cynicism; and cynicism does not intervene in the relationships between a number of independent variables and anornh. An alternate model based on Merton's conceptualization of anomin as the result of a discrepancy in cultural values and institutionalized means for attaining such goals was tested. It was found that perceived means-goals discrepancy vis-à-vis legal norms and goals intervened in the relationships between rank and anomia and years on force and anomia.  相似文献

This article is a reflection upon the challenges facing police reform in developing countries. In doing so it explores the usefulness of complexity theory both to understand the evidence of relative failure and to reconsider the explanations offered for that failure in terms of unique individual factors or the complex nature of the environment. The article suggests that the nature of police organisations as complex social systems may be a principal reason for failure. The article outlines some of the key features of complex systems and illustrates these from actual police reform. The article then turns to whether complexity theory can be of any practical use in police reform programmes. It concludes that greater success may be forthcoming if the insights of complexity theory are taken on board by reformers.  相似文献

This article analyses the interprofessional dynamics of communication production in the criminal justice system. Through 26 in-depth interviews, we investigate the production of media information on prosecutorial work in Chile, tracking the relationships between internal communication agents, prosecutors, and external legal journalists. Previous scholarship has shown the success of police organizations in defining the content of crime communication based on asymmetrical power relations with the media. By contrast, our study reveals that legal journalists can bypass attempts to control the flow of information from the prosecutorial office and impose extra-organizational goals. Lawyers regularly dismiss the work of journalists, particularly those working as strategic communication advisors with prosecutors, but the asymmetrical relationship between the criminal justice agency and the media plays in favour of external legal journalists. Our article considers several explanations for this configuration, including interprofessional values, transactional relationships between journalists and prosecutors, and local legal culture.  相似文献

Substantial growth in private policing has been documented in countries throughout the world, and the division of responsibilities for policing between public and private authorities has become increasingly blurred and contested during the last three decades. Because private policing is so frequently assessed on the basis of criteria established with respect to the public police, substantial myths have developed about the powers and accountability of private police; specifically, it is commonly asserted that private police have no significant power(s), and are essentially not accountable, in comparison with the public police. The author argues that such assertions misrepresent the very substantial coercive power of private police as well as the variety of mechanisms through which they may be held accountable, and also commonly exaggerate the effective accountability of the public police. The author concludes that a greater appreciation of the actual power and accountability of private police will provide an improved basis for the development of sound public policy with respect to both private and public policing, and with respect to appropriate relationships between private and public policing organisations.  相似文献

Objectives

Prior research indicates that public assessments of the manner in which the police exercise their authority are a key antecedent of judgments about the legitimacy of the police. In this study, the importance of context in influencing people’s assessment of police wrongdoing is examined.

Methods

A randomized factorial experiment was used to test how respondents perceive and evaluate police–citizens interactions along a range of types of situations and encounters. 1,361 subjects were surveyed on factors hypothesized to be salient influences on how citizens perceive and evaluate citizen interactions with police. Subjects viewed videos of actual police–citizen encounters and were asked for their evaluations of these observed encounters. Contextual primes were used to focus subjects on particular aspects of the context within which the encounter occurs.

Results

Structural equation models revealed that social contextual framing factors, such as the climate of police–community relations and the legality of the stop that led to the encounter, influence citizen appraisals of police behavior with effects comparable in size to and even larger than demographic variables such as education, race, and income.

Conclusions

These results suggest that the understandings and perceptions that people bring to a situation are important determinants of their assessment of police fairness. The police can positively influence citizen interpretations of police actions by striving to create a climate of positive police–community relationships in cities.  相似文献

Although the police have long been recognized as a community health resource in the United States, this role has expanded significantly over the past several decades as a result of the deinstitutionalization movement. From a critical perspective, this article provides an analysis of the relationship between this enlarged police role and the current American socio-political order, in general, and the welfare state in particular. It is argued that in the course of handling the mentally ill the police carry out a number of functions for both the welfare state and the socio-political order, and in doing so, shore-up the social conditions which have inhibited the development of a positive, long-term care policy for the mentally ill. This article discusses three such functions and identifies an alternative social arrangement; one in which the police would not have to serve as a support for liberal-capitalism and its attendant inadequate welfare state.  相似文献

If creating a safer community is merely reduced to controlling and disciplining the most vulnerable groups, their opportunities for participation and emancipation are blocked. Installing such a crime prevention model leads to the further exclusion of these groups. Starting from research that focuses on the interagency relationships within community crime prevention, this article offers a model of creating some possibilities to create a safer community on the one hand and that holds back the dynamics of social exclusion on the other. It focuses on the relations between (community oriented) welfare agencies on the one hand and police agencies on the other hand. Starting from the empirical data, two polarising models are put forward in order to analyse the evaluate this co-operation: a consensus model and a conflict model. Referring to a normative framework, it will be argued that a conflict model has to be preferred in order to develop a socially just crime prevention model.  相似文献

While the literature has extensively documented popular discontent with various types of police misconduct, little is known about popular support for corrective measures. Such information, however, would be valuable for public policy and has the potential to enhance public confidence in the police. This article, using data from a recent national survey, reports public attitudes toward several specific reforms in policing. Findings indicate, first, that race is a predictor. Blacks and Hispanics are the most supportive of reform. Second, support for reform is strongly affected by the perceived frequency of police misconduct in one's city and neighborhood and by exposure to media reports of police misconduct. Respondents who believe that police corruption, unwarranted stops, and verbal and physical abuse of citizens are common are more likely to favor reforms. The same is true for those who are frequently exposed to news media coverage of incidents of police misconduct. The findings are consistent with the group‐position theory of race relations.  相似文献

This research paper explores barriers to communication between police and residents of socially disadvantaged neighbourhoods (SDNs). Using a participant observation approach, research in a poor, high-crime, muiti-ethnic neighbourhood in Vancouver, Canada examined communication between police and neighbourhood residents. Communication problems that were apparent included one-way dialogue between police and neighbourhood residents, the inability of police to effectively communicate with minority and special needs groups, and the promulgation of community policing as a purposive rational model which obfuscates an empathetic dialogue between police and SDN residents. These communicative problems limited the success of community policing and crime prevention in this neighbourhood and perpetuated the asymmetrical relations between many residents and the police. Indeed, traditional community policing models have generally failed SDNs because they do not recognize how police communication with residents can continually reproduce an asymmetrical power relationship between the two. The infusion of Habermasian critical theory into community policing represents one means to overcome the communicative obstacles that perpetuate the asymmetrical power relations between police and SDN residents. lt does so by emphasizing a communicative action that attempts to expose and deconstruct asymmetrical social and personal power relationships and replace them with modes of communication that result in a more empathetic relationship. The communicative emphasis in a critical theory of community policing is a commitment to forward policing in SDNs as a democratic and empowering process. This article focuses on the immigration‐related demands currently being placed on local police in the United States and the emergence of what we call a “multilayered jurisdictional patchwork” (MJP) of immigration enforcement. We report results from nationwide surveys of city police chiefs and county sheriffs and intensive fieldwork in three jurisdictions. The enforcement landscape we describe is complicated by the varying and overlapping responsibilities of sheriffs and city police, and by the tendency for sheriffs to maintain closer relationships with federal Immigration and Customs Enforcement (ICE) authorities. We conclude by reflecting on the implications of the MJP—for immigrants, for their communities, and for the evolving relationship between levels of government in the federal system.  相似文献

Although strain in police–prosecutor relationships may be built into the criminal justice system’s checks and balances, the administration of criminal justice can benefit from the adoption of practices which improve these working relationships. A first step towards the adoption of such practices can be taken by first adding to the knowledge base regarding this understudied topic. Using a survey of a state-wide sample of Texas police chiefs, this exploratory study identifies which aspects of police–prosecutor interaction styles are predictors of police chiefs’ satisfaction with police–prosecutor relationships. Results indicate that perceived level of police input in prosecutors’ plea bargain and charging decisions, perceived directness of felony trial preparation communication method, and perceived frequency of decision-maker interactions predict police chiefs’ satisfaction with police–prosecutor relationships. This exploratory study examines relationships between the police and Hispanics in Texas. Specifically, data were collected on Hispanic evaluations of police performance, expectations of police performance, and overall satisfaction with the police. A sample of 500 Hispanics throughout the state of Texas were surveyed on their experienced and perceived relationships with three levels of police agencies: local (municipal) police, sheriff's officers, and the state's Department of Public Safety. Findings are reported based upon overall ratings of the police, victim-related data, and data from individuals who had any form of contact with the police. Significant findings show that any form of contact with the police appeared to lower the rating of police performance. This appears to be a product of the interaction between high public expectations and qualitatively poor police performance. Further findings indicate that an increase in the fear of crime among Hispanics lowered evaluations of local police. Similarly, victimization lowered the evaluation of local police, the county sheriff, and the Department of Public Safety. Hispanics also perceived that officers have a “bad attitude,” that the police need to patrol and investigate more, that response time should be improved, and that there should be less discrimination against Hispanics. These findings appear to be largely influenced by ineffective communication (both symbolic and linguistic) and cultural conflict.  相似文献
