Abstract

This article examines the interplay between security sector developments and national unity in East Timor since the Indonesian occupation ended in 1999. Particular attention is paid to the regional distinction between Loromonu and Lorosae – people from the west and east of East Timor, respectively. In 2006, East Timor experienced a crisis that saw the disintegration of the military and police forces, and widespread violence that led to massive internal displacement. It was during this crisis that the Loromonu–Lorosae distinction first emerged as a major societal cleavage. The article argues that the independence cause and the guerrilla force Falintil had been an important focus of East Timorese national unity in 1999. In the years that followed, however, the implementation of flawed security policies led to new military and police forces that were politicized, factionalized and lacking in cohesion. Prior to the 2006 crisis, the LoromonuLorosae distinction was primarily an issue within the army. As the crisis escalated, however, the violence was to a large extent framed by the east–west dimension, and popular perceptions of the military as ‘eastern’ and the police as ‘western’ hardened. A year after the crisis, little if any progress had been made towards reducing the increased salience of the LoromonuLorosae distinction in society. The main internal security challenges – gang activity, the unresolved issue of the so-called ‘petitioners’, and the destabilizing role played by fugitive former head of military police Alfredo Reinado – all had an east–west dimension. The article also finds that new initiatives aimed at reforming East Timor's military and police forces appeared to be lacking in both depth and relevance for addressing the country's new level of internal division, and its immediate, internal security challenges.  相似文献

This essay explores humanitarian action, and by effect post-conflict state-building, in the so-called new wars of the post-cold war period – especially the targeting of civilians, the proliferation of non-state actors, and the perils of war economies. The host of reactions by aid agencies, termed ‘new humanitarianisms’, has called into question traditional operating principles of neutrality, impartiality and independence while the system has experienced dramatic increases in the number of organizations and available funds. Arguing that too little institutional learning has yet occurred, the authors call for changing the culture of aid agencies and investing in information gathering and sharing, policy analysis, and planning. In an era when reflection time is as valuable as reaction time, they stress the need to develop a humanitarian equivalent of military science.  相似文献

Abstract

Transitional justice and security sector reform are critical in post-conflict settings, particularly regarding the reform of judicial systems, intelligence services, police, correctional systems, the military, and addressing systemic massive human rights abuses committed by individuals representing these institutions. Accordingly, the relationship between security sector reform and transitional justice mechanisms, such as vetting, the representation of ethnic minorities in key institutions, the resettlement and reintegration of the former combatants deserve special attention from scholars. This article presents a comparative analysis of the reform of police and security forces in Kosovo, and explores the causes of different outcomes of these two processes.  相似文献

ABSTRACT

While academic debate on the political control of military forces tends to oppose the poles of ‘integration’ or ‘separation’, the French military tradition is most often described as a case of subordination to political authorities. I examine the indicators of the rebalance of power in favour of the military by adopting an inductive approach based on the observation of the institutionalization of Civil-Military Cooperation (CIMIC). The focus on o?cers’ professional trajectories and collective resources, gives an alternative explanation of the adaptation of the military organizations to the security environment, that no longer only relies on usual realist and functionalist theories.  相似文献

Abstract

While resilience has been recognized as a new strand in the government of security, little attention is paid its associated subjectivities and technologies of the self. One of the key sites for such development has been the military. A principal attribute of traditional military subjects has been fortitude, an assemblage of moral strength, will-power and courage deeply inscribed in the soul. In the new military, fortitude is now seen as of only conditional value to the latest configuration of the ‘liberal way of war’. Instead, resilience is centred as appropriate to ‘warriors’, and resonates with an advanced liberal political environment. Resilience appears as a set of cognitive skills that anyone can develop with correct training. Founded in cognitive behavioural therapy, resilience centres innovativeness, enterprise, responsibility and flexibility. It now takes its place as part of a complex of scientifically grounded techniques of the self necessary to optimize autonomous subjects in an age of high uncertainty.  相似文献

Abstract

Recent military interventions, both peace operations authorized by the United Nations and actions by individual countries, have aimed at helping build new or reconstituted states. The legitimacy and success of these state-building interventions are often contested by local actors. Yet state-like structures are needed to ensure the rule of law and economic growth. This paper argues for a new approach: to direct the use of foreign force toward roles that helped states emerge as the most successful governance structures in historical Europe, by defending populations from outside attack, protecting them from banditry and violence, and enforcing predictable rules for commerce and civil life (while training local forces to assume these duties). This approach focuses attention on the practical need to prepare military forces for both traditional defence and police-like roles.  相似文献

The Pivot towards the Asia Pacific has been a key component of the grand strategy of the Obama administration. Militarily, the main challenge is represented by the Chinese capacity to erode the American ‘command of the commons’.

The United States have been developing a new operational concept, labelled ‘Air-Sea Battle’ (ASB) aimed at maintaining the capacity to project military power even if adversaries are able to deploy a sophisticated anti-access area denial strategy.

Abstract

Traditional analyses of Taiwan crises have relied mainly on deterrence theory for their explanatory power. This approach fails to account for China's risk-taking behavior, which can be explained by prospect theory. We suggest that Chinese leaders are more likely to use more risky military coercion against Taiwan's pro-independence movements within a domain of losses, i.e., when their regime faces serious domestic and international challenges to its security. Conversely, Chinese leaders are more likely to employ less risky political pressure to oppose Taiwan's pro-independence forces if their decision making takes place in a domain of gains, i.e., when the security of China's regime is not challenged. We conclude that maintaining a good US–China relationship is the best strategy for the United States to help prevent military crises in the Taiwan Strait.  相似文献

Abstract

Despite global trends towards military reform characterized by processes of professionalization and democratization, militaries in Southeast Asia have continued to play prominent roles in domestic politics since 11 September. This suggests that wider patterns of global military reform have not had as great an impact on the control, capacity and cooperative functions of armed forces in Southeast Asia as they may have elsewhere. In order to explore why the security sector reform agenda has had so little impact in the region, we investigate recent patterns of civil–military relations in Southeast Asia by focusing on the experiences of four of the region's militaries: Malaysia, Thailand, the Philippines and Indonesia. We argue that the security sector reform agenda is informed by a predominantly North American approach to civil–military relations based on a number of core assumptions that do not reflect Southeast Asian experiences. Hence, we ask whether the reform agenda itself could be modified to better suit the Southeast Asian context. We suggest that although the regional military sector has not reformed along a ‘Western’ path it is nonetheless possible to see other types of, and potential for, reform.  相似文献

Abstract

The police restructuring efforts in Bosnia and Herzegovina driven by the international community, using in particular the leverage of European integration, attempted to achieve a reform that would transform a very fragmented police system into a de-politicized single structure and ended in the signing of a rather weak political agreement. The main reason why the process proved to be so difficult was that police restructuring touched upon the fundamentals of a delicate ethno-political power-sharing model in a post-conflict situation. But also, the approach chosen by the international community had serious deficiencies as the international community was far from speaking with one voice, thereby limiting its leverage.  相似文献

At the end of the twentieth century (after a long history of coups d’état, a military uprising, a civil war, and a four-decade dictatorship) the Spanish public had serious doubts about the democratic nature of the armed forces. In 1989, the Spanish armed forces first took part in an international mission. Now, after 25 years of continuous active participation in overseas missions, public opinion polls rank the armed forces as the second most trusted institution in the country. International missions have contributed to (1) modernizing the Spanish armed forces; (2) changing the mentality of the Spanish military; and (3) improving Spanish society’s perception of the armed forces’ role. All in all, the armed forces’ performance abroad has helped improve domestic civil–military relations.  相似文献

ABSTRACT

The study of post-conflict justice and peace incorporates ideas from many disciplines and on a range of topics including justice, reconciliation, democratization, and peace. While diversity is valuable, it can also lead to confusion in theory and practice and so requires close evaluation of how diverse ideas interact, and to what end. This paper begins the systematic examination of such interactions by using new bibliometric software to track citations between two particularly influential literatures contributing to post-conflict theory: the legal and the psychosocial. The paper describes how these traditions interact and the impact on the post-conflict literature as a whole.  相似文献

Abstract

Security, economic recovery, democracy and statebuilding are seen as tenets of post-conflict peacebuilding in the academic literature. In Rwanda, 15 years of post-genocide peace were built through security, economic recovery and statebuilding, but without democratisation. The result was a repressive peace. The Rwandan case suggests that post-conflict peacebuilding does not require democracy; that elections can reinforce authoritarian tendencies; and that statebuilding can lead to a repressive peace. It also suggests that the repressive peace can be durable, at least in the short to medium term.  相似文献

Abstract

This paper examines the potential importance of externally-facilitated peace dividends and donor coordination in sustaining peace after the signing of an accord. We extend our previous research on US performance after civil wars to learn if adversary assumptions on peace dividends have additional positive impact when a wider sample of major Western European donors is included. Was the lack of US follow-through compensated for in whole or in part by the extension of development assistance allocations from European allies? We find that cases in which donors provide significant and sustained post-conflict aid are somewhat less likely to return to civil war than those who do not receive comparable assistance. Moreover, we find in such cases that donor coordination reinforced behaviour that encouraged the implementation process, providing an extra incentive for maintaining the peace agreement over the five-year threshold and beyond.  相似文献

ABSTRACT

Security Sector Reform is an integral part of peace-building but the focus of international actors tends to be on formal state security providers. This article argues that reforms in the judicial system are key for the non-violent transformation of societal conflicts. Based on historical institutionalism a theoretical argument links justice and peace. Reforms of the judiciary need to be an integral part of SSR because otherwise reforms in the military and the police can easily be undermined or turned back. A case study on El Salvador provides empirical insights on the interrelation between reforms of these institutions.  相似文献

Abstract

The move from territorial defence to ‘wars of choice’ has influenced the domestic politics of military interventions. This paper examines the extent to which both the substance and the procedure of military interventions are contested among political parties. Regarding the substance, our analysis of Chapel Hill Expert Survey data demonstrates that across European states political parties on the right are more supportive of military missions than those on the left. On the decision-making procedures, our case studies of Germany, France, Spain and the United Kingdom show that political parties on the left tend to favour strong parliamentary control whereas those on the right tend to prefer an unconstrained executive, although with differences across countries. These findings challenge the view that ‘politics stops at the water’s edge’ and contribute to a better understanding of how political parties and parliaments influence military interventions.  相似文献

Abstract

This paper analyses how democratic legislatures oversee the military, using Canada as a case. The paper argues that the tendency to engage in intrusive oversight versus reactive oversight is shaped by institutional structures and party preferences. Canadian institutional structures discourage parliamentary defence committees from engaging in intrusive oversight of the armed forces to achieve policy influence, and encourage opposition parties to focus on reactive oversight efforts that complement their vote-seeking preferences. Vote-seeking, the paper argues, incentivises opposition parties to be public critics of the government’s handling of military affairs, rather than informed but secretive monitors of the armed forces. The paper then addresses a key case where the opposition was able to use an exceptional constitutional power of the House of Commons to force the executive to disclose classified information regarding the military: detainee transfers by the Canadian Armed Forces in Afghanistan. This case highlights the trade-offs that parliamentarians face when they demand information to perform more intrusive oversight of the armed forces. This suggests that party preferences are a significant, yet understudied, aspect of how legislatures vary in their oversight of the military.  相似文献

ABSTRACT

The study of legitimacy in situations of conflict and peacebuilding has increased in recent years. However, current work on the topic adopts many assumptions, definitions, and understandings from classical legitimacy theory, which centers on the relationship between the nation-state and its citizens. In this introduction, we provide a detailed critical overview of current theories of legitimacy and legitimation and demonstrate why they have only limited applicability in conflict and post-conflict contexts, focusing on the three main areas that the articles included in this special issue examine: audiences for legitimacy, sources of legitimacy, and legitimation. In particular, we show how conflict and post-conflict contexts are marked by the fragmentation and personalization of power; the proliferation and fragmentation of legitimacy audiences; and ambiguity surrounding legitimation strategies.  相似文献

Abstract

An empirical study has been made of victims of conflict in Timor-Leste and Nepal seeking a qualitative understanding of local post-conflict priorities. It allows an appreciation to emerge of how the conflict-affected conceive of legitimacy and quality of governance, with victims emphasizing basic needs, an addressing of issues of marginalization and the incorporation of indigenous understandings of the meaning of peace. The data in this study motivate a victim-centred discussion of both the limitations of liberal approaches to peace and the implications for the legitimacy of post-conflict governance of prioritizing the everyday needs of the conflict-affected, in contrast to universal and institutionally rooted liberal values.  相似文献

ABSTRACT

Military obsolescence affects the capability of all militaries as it relates to serviceability and performance when countering potential opponents, and more specifically in the case of developing countries lacking strong indigenous defence industries. The gradual nature of this military concern has not been studied systematically, in contrast to military modernisation. This paper presents a synthetic framework composed of several indicators to examine military obsolescence. Vietnam has been selected for the application of the framework for its large number of Cold War legacies and the strategic pressure from China. Hanoi's ageing assets would undermine its position vis-à-vis Beijing, and its defence investment policies face the dilemma of choosing to spend more on naval and aerial power, or ameliorating its army which is technologically lacking compared to its Chinese counterpart.  相似文献
