Abstract

After the 2011–2012 electoral protest cycles, the opportunity structures for a broad range of non-governmental organisations (NGOs) have been narrowed. This essay argues that increased control over NGOs mirrors a deeper conflict of governance models, which is endogenous to the Russian political system, between bureaucratic modernisation and patronal politics. The modernisation sought by the Kremlin under Medvedev’s term brought a greater demand for organisations capable of fulfilling the dual purpose of public communication and state advisory functions. This required clear legal definitions, areas of competence and rules of conduct. However, patronal politics dictate that NGOs should bow to the state, and be governed by diffuse principles of loyalty.  相似文献

Abstract

In present-day Russia, the government’s approach towards the non-profit sector is in many ways ambivalent and contradictory. The Russian government follows two opposing strategies: it largely suppresses independent and potentially critical NPOs, while at the same time co-opting those that function in line with government priorities. The essay analyses the ways in which NPOs have perceived the dual nature of governmental policies and how these policies have affected the non-profit sector in Russia’s regions. The essay argues that, by creating divisions between different types of NPOs, government policies have exerted a negative influence on the internal solidarity of the Russian non-profit sector.  相似文献

This paper describes how the way in which women learn to serve others (children, the elderly, partners) influences their possibilities of accessing material and symbolic resources, which have been instrumental for the deployment of neoliberal capitalism in Nicaragua. Through the exploration of the work of two feminist organisations, La Corriente and Grupo Venancia, and of the interviews with the women they work with, I trace the direct and more subtle links between sex and neoliberal capitalism, identifiable in the discourse on sexual pleasure that these organisations use when working with women. Building on the work of scholars coming from disciplines as varied as political economy, sociology, feminist economics, gender and sexuality and postcolonial studies, I argue that while this discourse on sexual pleasure does challenge certain elements of the neoliberal capitalist system and brings positive changes to women, it also contains several risks due to its modern and individualistic imperatives, which can actually reinforce capitalist relations and inequalities. These include the risk of validating and universalising certain sexual knowledge, the risk of diminishing and depoliticising the value of service, and that of building the freedom of some women at the expense of others. The paper advocates for a review of the discourse on pleasure and the reclaiming of the concept of ‘service’ as a political stance against neoliberal capitalism.  相似文献

Abstract

The essay investigates the survival strategies of foreign-funded Russian non-governmental organisations (NGOs) in the face of the so-called ‘foreign agents’ law of 2012. Conceptualising NGOs as autonomous social systems and drawing on two qualitative case studies of Russian NGOs in the fields of human rights protection, we show how these organisations manage to cope with the state’s withdrawal of legitimacy by creatively handling their diverse environmental dependencies. Through shifting the relative importance of different audiences and generating new sources of legitimacy, they have eventually created and maintained small supportive ecologies within the overall environment of a political regime that does not tolerate them.  相似文献

Abstract

Resource management is essential for any organisation’s success. For non-profit organisations (NPOs) volunteers are a key resource. In this article, we examine how NPOs recruit, mobilise and manage volunteers in a challenging institutional and operational context. By drawing on a qualitative study of Russian health NPOs, our study highlights that the operational and institutional environment encountered by Russian NPOs leads to ‘management by network’ to acquire necessary volunteer resources. This pragmatic approach, whilst ensuring an organisation’s short-term survival, ultimately limits the type of volunteer recruited by Russian NPOs. The implications of these findings are also explored.  相似文献

The treatment of the Third Sector and its organizations by governments in Israel has been characterized by a lack of a declared, knowledge based and centrally planned policy. It takes a haphazard form of politically driven bargains, personally attained benefits, and reactive crisis intervention solutions. Paradoxically, the lack of planning and coordination in policymaking in issues involving the Third Sector is accompanied with an elaborate system of public funding to Third Sector organizations, a system that has developed incrementally over the years. These funding patterns have accumulated to a persistent de-facto policy towards that set of organizations.

Findings on public funding to Third Sector organizations from two major research projects—the Johns Hopkins Comparative Nonprofit Sector Project and the Israeli Third Sector Database—served to analyze that de-facto policy towards the Third Sector in Israel.

The large-scale funding of Third Sector organizations and specifically service providing organizations in the fields of “Education” and “Health”, alongside with the meager support of other types of organizations imply a conception of the Third Sector as a complementary organ of government. The statist ideology this funding pattern reveals results in a non-deliberate yet unmistakable policy. It is geared towards utilizing the Third Sector to replace and complement the public sector in providing different essential services, and at the same time minimizing or ignoring other roles of the sector altogether (advocacy, innovation, development of civil society).

This policy has concrete consequences. Since government funding is the major funding source of the Third Sector in Israel, these preferences influence the nature and the composition of the sector. It strengthened the service provision tendency and increased the major role religion plays in the sector on the one hand. On the other hand it undermines the development of foundations as a significant alternative to public funding and the development of civil society.

The findings point out to some of the social origins of the Israeli Third Sector. Among these we discuss the major role these organizations played in the pre-state era, the centrality of religion in the Jewish State, the centralist and statist ideologies of the first Israeli governments and some political arrangements which still are in effect after decades. Our data show that despite the structural changes that the Israeli society and polity underwent since the 1970s, the economic structure of the sector and its public funding patterns have basically stayed the same. That is in spite of the drastic growth and diversification the sector enderwent since the 1980s. Third Sector policy too still carries a strong statist flavor, as it completely ignores the rising element of civil society.

The clear consequences of that unplanned de-facto policy raise various questions regarding the roles of the Third Sector in Israel, the necessity of a systematic public debate on these roles and the desired government policy towards the sector in light of these roles.  相似文献

The remarkable economic growth in Taiwan has served as a model of the developmental state as well as a source of scepticism about neoliberal policy for many less developed countries. However, since the mid-1980s Taiwan has gravitated from its previous statist model to the universally embraced 'market-orientated' restructuring. This study seeks to explain this neoliberal transition. A disaggregated approach is employed to break neoliberalism down into three distinct dimensions: market openness, fiscal austerity, and privatisation of public sector enterprises. The analysis results confirm that: (1) Taiwan's trade dependency on the USA constituted a decisive factor in the state opening its domestic market; (2) distributional politics was forged in a new but weak democracy to incorporate more interest groups in the fiscal expansion of the post-authoritarian era; and (3) the slow but increasingly steady progress of privatisation plans was influenced not by a 'back-to-the-market' idea but by the statist legacy with which bureaucrats attempted to manage public sector enterprises even after they became de jure private firms. The theoretical implications of this transition are discussed in the conclusion.  相似文献

Abstract

Based on qualitative research conducted in three regions of Nicaragua, this paper examines the contribution of the communitarian approach to the new rurality in understanding the orientation and tensions within the peasant cooperative movement. The thematic analysis of 30 semi-structured interviews carried out with members of grassroots cooperatives reveals two main categories of motivation for engagement within the cooperative movement. A first set of motivations shows the will to transform the productive structures through small producer organisations to better adapt to the challenges imposed by global economic integration. A second set of motivations highlights broader socio-political objectives that seem to crystallise around the desire to build long-term alternatives to the exclusionary process of neoliberal globalisation. I explore these motivations in light of the distinction between reformist and communitarian approaches to the new rurality. I outline that the articulation of these two approaches, and more particularly the contribution of the communitarian approach, makes it possible to better understand the tensions within the cooperative movement in regard to socio-economic challenges. On this basis I call for a greater consideration of the communitarian dimensions of the new rurality to better define the role of the state, public policies and non-governmental organisations in supporting these phenomena.  相似文献

Abstract

In 2010, Russian authorities presented a new draft law on education, which immediately became controversial. The essay examines whether user groups (parents) and low-ranking sector employees (teachers) were active in the movement critical of the reform, and how the state responded to the anti-reform movement. The movement consisted of several networks and organisations with no central node. It included teachers, parents and activists from both non-systemic groups and systemic opposition parties. Pressure from below by networks and organisations was combined with pressure from actors situated above in the political system, that is, in the Duma. Since the movement was welfare-oriented rather than fundamentally regime-critical, the Russian authorities tolerated open criticism both from civil society and inside the Duma. Some gains for teachers were won, but the movement’s proposed amendments and demands were generally rejected or only introduced in revised form.  相似文献

This paper examines cause-related marketing (crm) initiatives where the purchase of a product by a North American consumer triggers a donation from a corporation to an international development organisation. crm is quickly gaining in popularity within the non-profit sector. It is now a common means for raising funds and awareness and as such has been deemed a ‘new frontier in development aid’ yet this ‘new frontier’ has received little academic attention outside of the business management and marketing literatures. The paper extends these literatures using insights from development studies. This approach is used to analyse empirical research on the use of crm by development-focused organisations in North America. The paper argues that the crm model raises particular challenges within international development that require further analysis. These challenges include the coupling of development funding to consumption and the simultaneous marketing of products and development causes as a means of awareness raising.  相似文献

Over the past 10 years individual capitalists have become increasingly involved in philanthropy, setting up charitable foundations targeted at helping to reduce social problems such as poverty, disease and food security. This form of neoliberal capitalist philanthropy is both politically and ideologically committed to market-based social investment through partnerships, to make the market work or work better for capital. The new structures of philanthropy have received much praise in the media for imbuing capitalist business principles into the non-profit sector and for their potential for social transformation. While philanthropic activities may be considered worthy in themselves, this article examines the relationship between giving and business interest and the agency associated with neoliberal capitalist philanthropy. It questions partnerships between philanthropists and private corporations and their motivations for engaging in poverty-related philanthropy. The discussion focuses on capitalist philanthropic foundations' involvement in the process of agricultural commodification in sub-Saharan Africa through the New Green Revolution and genetically modified (gm) technologies.  相似文献

Abstract

The provision and governance of personal social services is nowadays often thought as a matter of finding the right balance between market principles and state regulation. However often, personal social services depend as well from a third resource and mechanism of governance: It is the impact of the social capital of civil society, which makes itself felt not only by resources such as grants, donations, and volunteering, but as well by networking and social partnerships. A number of crucial changes in welfare and service provision have led to a situation, where service systems and service units, rather than being part of a clear-cut sector, have increasingly to be seen as hybrids, combining varying balances of resources and mixes of governance principles usually associated with the market, the state, and the civil society.  相似文献

Abstract

National Human Rights Institutions (NHRIs) have become hallmarks of good governance and democracy. Although many countries have an NHRI, it remains unclear how they operate on the regional level in political systems where democracy malfunctions and human rights are under pressure. Drawing on interviews, this essay examines how Russian nongovernmental organisations (NGOs) established a shadow Ombudsman—the Human Rights Council (HRC)—to protest against the appointment of an Ombudsman in St Petersburg and put pressure on authorities to inaugurate a new and independent Ombudsman. Although we would expect relations between the Ombudsman and NGOs to deteriorate when civil society is under pressure, this essay finds that political repression and the persona of the current Ombudsman, Alexander Shishlov, have brought civil society and the Ombudsman closer together.  相似文献

Abstract

The third wave of democratisation has been accompanied by the spread of new institutions that allow citizens to directly participate in shaping policy outcomes. Leading international organisations, such as the World Bank and UN Habitat, have disseminated ‘best practice’ programmes identified with ‘good government’ policy reform efforts. One of the best known programmes, participatory budgeting (PB), was first adopted by an entrepreneurial government in 1989 as a means to promote social justice, accountability, and transparency. Yet, when these programmes are copied by policy advocates and pro forma adopters, the political pay-offs for government officials are smaller, which leads them to provide weaker support for the adopted policy. This article demonstrates that policy entrepreneurs are more likely to provide greater resources and support to innovative policies than their policy advocates and pro forma adopter counterparts due to the types of political payoffs available to them. The article concludes by considering when it might be most appropriate for international funding agencies and nongovernmental organisations to promote best practice policies.  相似文献

ABSTRACT

Secular and faith-based NGOs are significant non-state service providers in the developing world, yet limited research has been conducted comparing their motivational factors. This paper considers the motivations driving the work of Christian faith-based organisations (FBOs) and secular NGOs working with women and children in Cambodia. The qualitative research design included 41 interviews, with respondents from thirteen FBOs and twelve secular NGOs. The paper makes two substantive arguments. First, faith-related motivations were expressions of the ways in which religious faith infused FBOs in the study. Second, the development context in which the organisations worked led to a clear distinction between FBOs and secular NGOs. The paper makes a theoretical contribution about the importance of considering the convergence of both the development context and the infusion of faith in FBOs when examining similarities and differences between these two types of organisations.  相似文献

Abstract

This essay analyses how the ‘foreign agent’ law has been interpreted and implemented by the Russian authorities and examines diverse NGO survival strategies in response to the ‘foreign agent’ label. The foreign agent law has disrupted and transformed resource mobilisation strategies and transnational NGO networks. Based on qualitative research on environmental NGOs, we offer a typology of NGO responses to the foreign agent law, providing examples to show how the organisations attempt to ensure their survival.  相似文献

The Hungarian post-communist welfare state was created under the neoliberal influence of international organisations while retaining lots of elements of solidarity. The growing social tensions in the mid-2000s due to a second economic crisis in the new millennium led first the left then the right wing governments to shift the post-communist welfare state into a punitive type of workfare system. The article concludes that the political populism of the mid-2000s leading to an undemocratic governance by the 2010s better explains this paradigm shift than – as many authors argue - the neoliberal influence frame.  相似文献

Migrating to the US is transformative in the short stories in Edwidge Danticat's Krik? Krak! and Chimamanda Adichie's The Thing Around Your Neck. The currents of Blackness, gender and class alter their characters' experiences of the world, shaped by the global flows of migration taking place under neoliberal capitalism. This essay explores the nuanced and conflicting ways diaspora and post-diaspora spaces can facilitate Black feminist resistance in Danticat's ‘Caroline's Wedding' and Adichie's ‘Imitation'. I offer a Black feminist analysis, paying attention to the literary body as the site where tensions are dramatised. My reading of Danticat's and Adichie’s short stories leads to a progressive reconsideration of diaspora.  相似文献

Abstract

Recognising the impact of religion on state action, this article identifies two variables that interact to affect the type and level of violence employed by Western states against Third World targets. First, variation in the degree to which the prominent Christian denominations and organisations within these states view evangelisation as either an individual-level or national-level process – Christian individualism vs Christian nationalism – has determined church support for using violence as a tactic. Second, the level of influence that churches and missionary organisations have over their home states affects the ability of Christian actors to directly impact state actions. Western violence against Third World peoples is expected to be lowest when churches and Christian organisations view evangelisation in primarily individualistic terms and have significant influence over the state. The article examines the relationships between concepts of evangelisation, Christian influence over state policies, and levels of violence against the Third World by examining British, French and German colonialism during the late colonial period of the nineteenth and twentieth centuries.  相似文献

ABSTRACT

This essay provides a global perspective on the democratic transformation of the state in societies undergoing democratization. Comparative research indicates that the development and effective performance of democratic political systems require the establishment of honest and competent public bureaucracies that avoid political partisanship and demonstrate respect for the diverse values and interests of the populations they serve. Especially important in democratizing the state is the development and practice of the norms of secondary democracy. The practice of these norms of mutual respect, fairness, and collaboration create the essential culture or modus vivendi of democracy. The Republic of South Africa is analyzed as an important case study of a contemporary state that is attempting to create a democratic and corruption-free public service in a country with an extremely racist, authoritarian, and corruption-ridden past. This case study reveals that the democratization of the state in South Africa, as in the case of other countries around the world, requires the members of the state bureaucracy to practice the norms of secondary democracy in their daily relations with one another and in their relations with the citizenry.  相似文献
