ABSTRACT

Utilizing a large-N data that covers about 20000 observations from about 200 countries from 1789 to 2018 from the Varieties of Democracy (V-Dem) project, and anchored on institutionalism as an overarching theory, and the nascent literature on civil-society corruption nexus, the paper looks at the predictive capacity of civil society environment, transparency of laws and predictability of enforcement, and rigorousness and impartiality of public administration in political corruption. Using a four-step hierarchical multiple regression, results show that while civil society and its structure is a significant determinant of the level of political corruption, the introduction of transparency of laws and predictability of enforcement, rigorousness, and impartiality of public administration, and civil society environment in the regression model accounted for additional variance in political corruption. Practical and theoretical implications, particularly on civil society-corruption nexus and the broader corruption-democracy linkage, are discussed.  相似文献

Abstract

The provision and governance of personal social services is nowadays often thought as a matter of finding the right balance between market principles and state regulation. However often, personal social services depend as well from a third resource and mechanism of governance: It is the impact of the social capital of civil society, which makes itself felt not only by resources such as grants, donations, and volunteering, but as well by networking and social partnerships. A number of crucial changes in welfare and service provision have led to a situation, where service systems and service units, rather than being part of a clear-cut sector, have increasingly to be seen as hybrids, combining varying balances of resources and mixes of governance principles usually associated with the market, the state, and the civil society.  相似文献

Abstract

The transformative potential that has come to be associated with networking in all areas of social, economic and political life, not least initiatives designed to tackle urban deprivation, is premised upon the idea that better outcomes prevail when state, market and civil society actors work together in partnership to agree and implement change. Such a perspective is informed by two underlying and related assumptions; first, an understanding of democracy as being essentially deliberative in nature; second, an understanding of social and political change as being essentially consensus based. An agonistic model and alternative explanation questioning these assumptions and the ‘transformative’ claims made on behalf of partnership is presented in this article. In contrast to what is termed a ‘neo-liberal orthodox’ approach an alternative interpretation of regeneration located within a radical conceptualisation of civil society is proposed. Regeneration, it is argued, is better conceptualised in terms of contestation between state, market and third-sector interests with better outcomes for communities prevailing when third-sector actors develop the legitimacy and power to engage politically within the context of a contested public sphere.  相似文献

In 1996, the government of Sri Lanka enlisted the help of international consultants to address significant weaknesses in the countr's public administration. Their study focused on reorganization of public administration structures, rationalization of public sector cadres and introduction of results-based management systems and procedures. The analysis focused on five main topics: consolidation of core strategic functions in the President's office; improvement of the policy coordination process at cabinet and ministerial levels; separation of policy-making, service delivery and regulatory functions of public administration; enhancing the effectiveness of line ministries through realigning tasks; and introduction of a results-based management system that links resource inputs with well-defined outputs of departments and offices. The urgency of public service reform has been an issue on the national agenda for some time. Until the institutional capacity and effectiveness of the public administration system is upgraded, the credibility of government efforts to bring about a more liberal and competitive market environment will be seriously in doubt. The recommendations in this article can be extended beyond Sri Lanka, serving as a general model of civil service reform for other South Asian nations.  相似文献

ABSTRACT

This article highlights the objective of the special issue which is to understand the status of public administration in six profiled countries – Egypt, Jordan, Lebanon, Libya, United Arab Emirates (UAE), and Turkey – in the Middle East and North Africa (MENA). The special issue explores public administration as a concept—the diversity of guiding general principles that determines how governments administer the affairs of state in the context of their governance frameworks—and as praxis—the diversity of public administration structures, procedures and practice, and reform initiatives. It is evident that the countries profiled have adopted a mode of public administration and governance that mirrors its history, and its cultural, geo-political, socio-economic, and conflictive environments. In this context, the editors hope that the articles presented in this special issue will contribute to advancing the public administration literature in MENA.  相似文献

This article explores the way natural disasters provide an opportunity to address relations between civil society and the state as mutually empowering. Such opportunity can be reinforced when civil servants help to mobilize the interests of marginalized communities into disaster management and collaborate with active civil associations in seeking to reduce disaster vulnerabilities. This requires that public administration be able to respond to disaster in an effective and equitable way. Civil servants should be capable of being socially reliable by building and maintaining trust in relationships with communities and civil organizations. Using the Gulf Coast Hurricanes (United States) in 2005 and the Wenchuan Earthquake (China) in 2008 as case studies, this article comparatively addresses the significance of public administration's role in developing mutual empowerment in state and civil society relations in the face of adversity. Given the fact that civil service capacity becomes a crucial factor in determining state-civil society relations, it also has important implications for the potential of democratization in China.  相似文献

Abstract

NGOs have been seen as an integral part of civil society and a necessary feature of democratic transition. It has been argued that depoliticised NGOs in China ‘embedded’ in existing political structures would eventually bring about democratic changes through incremental actions, as they did in post-Soviet Russia. Both countries, however, recently witnessed the shrinking of political and legal space for public participation, especially for foreign-funded civil society organisations. This article analyses the impact of the NGO laws on civil society in Russia and China to update the embedded activism hypothesis. It draws on empirical data to describe the strategies that the NGOs use to adapt and how the future of the sector is perceived by young people in both countries.  相似文献

The process of professionalization for Chinese administration is in essence one that is shifting from the Party's cadres to the civil servants of the state, from a revolutionary clique with a special mission to a professional administrative group serving the general interest of the society. As a revolutionary clique existing under the Party's leadership for a long time, it was characterized by “traditional features,” such as not being open to all citizens, politics overwhelming administration, management based on personal style rather than professional norms, etc. These features, to a large degree, produced a corresponding administrative attitude, ethics and behavior, which include a sense of “paternal official,” self-discipline, adoring personalized authority. They in turn support the traditional system with both positive and negative consequences.

The economic reform provided the impetus for changing the traditional system, and new framework with a strange civil service emerged, with such professional characteristics as opening jobs up to the whole society, respect for law and regulation, management and promotion based on merit, etc. However, the negative side of the economic reform has hindered the further development of professionalization. In particular, corruption and negligence of administrative ethics have undermined the new system. Further professionalization needs a spirit provided by rebuilding public administration: changing ideology and attitude, innovating institutions, and reforming the culture.  相似文献

ABSTRACT

This article discusses Egypt’s many transitions toward public administration reform. It argues that some of these transitions have collided with an existing large and complex bureaucracy and a legacy of state-led development, such as the protracted and contentious process related to the civil service regulation reforms. Similarly, despite decades of decentralization efforts, state budgeting praxis remains centralized and concentrated. While attracting private investment for job creation and economic growth is a key priority to Egypt, state centrism overshadows the experience. Other transitions, however, have thrived at a much faster pace, such as the adoption of e-government.  相似文献

ABSTRACT

There is debate in the literature on whether or not general management principles are applicable to the study and practice of public administration. This research responds by exploring how local officials manage the performance of public services with private good characteristics, where general management principles could be embraced for service delivery. The relationship between operational and financial indicators is explored within the functional areas of water and sewer, with the hypothesis that operational outcomes impact financial outcomes similar to private enterprises. Because the findings do not support this hypothesis, the authors conclude that general management principles may not be applicable to all forms of administration given that public cannot be removed from the management of public services even with private good characteristics.  相似文献

Abstract

This article is designed to examine the roles of Non‐governmental organizations (NGOs) in South Korea as an incubator of participative democracy and to review the evolution of their relationship with governments. The study is comprised of four parts. First, related literature on NGOs will be examined from three different perspectives: state‐civil society perspective, voluntary social service perspective, and policy perspective. Second, this essay will survey emerging roles of NGOs in promoting organized citizen participation in the three areas: political participation, voluntary social service participation, and policy participation. Third, recent governments' institutional efforts to support NGOs will be reviewed briefly. Finally, this paper will conclude with the implications for the future of government‐NGOs relationship in policy‐making processes.  相似文献

Liberal democracies throughout the world are committed to civil society in support of market economics and democratic politics. Through educational assistance programs, the U.S. government demonstrates this commitment by attempting to reinvigorate civil society in former Soviet republics and Eastern European countries in support of their economic and political reform efforts. Of particular interest are the Community Connections and Partners in Education programs conducted by the U.S. Department of State for interns from the former Soviet republics or now Eurasia, who participate in business and other professional internships in various locations in the U.S., including Northern Alabama.  相似文献

ABSTRACT

This study overviews and appraises Turkey’s contemporary public administration system. Its prominent characterizing features are discussed, with an emphasis on both the achievements and problem areas. Turkey has a long history of strong traditional bureaucratic practices and culture, from which its contemporary public administration system has emerged since the Republic was established almost a century ago. Despite its many achievements, public administration has its problems, generally the product of conflicts between tradition and modernity. Due emphasis should, however, be given to addressing the challenges of its over-politicization, strengthening governance practices, enhancing the human factor, and instituting further modern administrative reforms.  相似文献

Abstract

Are organizational characteristics, such as agency type, size, and growth, linked to female representation in the Korean civil service? This study analyzes the aggregate data regarding the female workforce in the Korean civil service in 2001 through multiple regression analysis. Findings indicate that the Korean women are likely to be underrepresented in most national agencies and severely underrepresented at higher‐level grades. While the Korean women doubled in the civil service for the last two decades, employment of women at the highest grade levels did not improve significantly. Redistributive agencies are directly linked to female representation in the Korean civil service regardless of grade levels, whereas agency size and growth are not related to female employment representation. To achieve gender equality and to expand female senior executive feed levels, the Korean government has provided the quotas for successful female applicants in the civil service entrance examinations at the lowest through middle level grades since 1996. The use of quotas and policies for gender equality could lead to changes in the entire public workforce, particularly fair representation at higher‐level positions as well as the elimination of agency and occupational segregation.  相似文献

This paper deals with the complex relationship between bureaucracy and revolution. It explains some of the major impacts of the Iranian revolution of 1978-79 on the civil service and the bureaucracy of the country. Three major phases of the revolution are identified: the Provisional Government (February-November 1979), the turbulent radicalization (November 1979-1982), and the institutionalization, stabilization, and Islamization (1983- ).

The revolution was not only against the Shah, but also aimed at altering Iran’ bureaucratic machinery which, as a power instrument, served system- (regime-) enhancement. During the first and second periods, a debureaucratization of society and a democratization of the administrative system was begun. While the bureaucracy increased as a result of nationalization, its functions declined as more and more activities of public administration were taken over by the non-bureaucratic, independent grass-roots organizations that sprang up during and after the revolution.

This trend has been reversed during the third phase by the policy of consolidation, centralization, control and system-maintenance pursued by the Mousavi administration. A rebureaucratization of society commenced and application of most of the old laws and regulations was resumed. Patronage and many patho-logical behaviors, includinf corruption, of the bureaucracy are becoming pervasive again, resulting in the dissatisfaction of the general public. In short, despite some initial revolutiohary attempts to change its structure and nature, the bureaucracy has prevailed as a well-entrenched, established institution of power and administration in Iran.

Finally, the author briefly describes the sources of public dissatisfaction and suggests conceivable remedies. These involve major reforms in the Iranian bureaucracy to achieve both administrative efficiency and popular responsiveness.  相似文献

Abstract

The development of Russian civil society is linked to authoritarian government, fear of ‘colour revolutions’ and the ‘sovereign democracy’ that legitimises state control of civil society. This article acknowledges the narrowing room for manoeuvre of contemporary Russian civil society and discusses NGOs’ practices in the context of government pressures, the politicisation of transnational connections and the increasing geopolitical tension surrounding Russia. It describes the localisation and depoliticisation of Russian NGOs as well as their disruptive practices, and explains how narrowing civil society identities inform the self-governing of NGOs. Finally, it argues that seeing Russian civil society in simple dichotomies further narrows these identities.  相似文献

The past few years have seen major changes in Whitehall. These include: the encouragement of business values; the erosion of the idea of a career civil service; the Citizen's Charter; the growth of Next Steps agencies; market testing; the rise of political patronage and tensions in ministerial/official relationships. The official view is that this is an evolution of a former tradition and that the old public service ethos can continue. This seems doubtful. At all events there are widely differing normative, evaluations of the recent developments. The article concludes by offering some more historical reflections about the significance of the developments in the context of British public administration.  相似文献

Abstract

The transition and consolidation of democracy in Southeast Asia has proven fragile and tenuous some 30 years after the current wave of democratization began. A critical ingredient in the process of democratization is the role of public opinion and the extent that the public supports the democratic ‘rules of the game’. This study uses 2006 and 2007 public opinion data from the AsiaBarometer Survey of six Southeast Asian countries (Indonesia, Malaysia, the Philippines, Thailand, Cambodia and Singapore) to examine popular perceptions of democracy and democratic principles and practices. Specifically, it seeks to shed light on the following interrelated questions: Do democratic institutions in Southeast Asia work well in the short and long term? To what extent are citizens in these countries satisfied with various political and civil freedoms? Do citizens trust specific institutions to operate in the best interests of their society? Abstract

A comparative analysis is made of three different models of public administration: the Anglo-Saxon, the Latin, and the Scandinavian. The purpose of this comparison is to analyze how these ideal-types of public administration handle the issue of power. Our argument is that without understanding and facing the issue of the amount of power that bureaucrats and politicians possess in any society, public administration will continue to be handicapped to understand the dynamics of the real world and therefore grow as a discipline. This is so despite the universalist claims of the currently fashionable ideas of the New Public Management.  相似文献

Current studies on Hong Kong public administration have overlooked three emerging crises of the administrative system -- the crises of mediocrity, the public service, and the metapolicy -- which may result in a complete collapse of the colonial regime. The analysis reveals the following. Firstly, operating within a paradoxical context, civil servants find it difficult to maximize their contribution. Hard pressed by the delimma of “to strive for excellence or to observe medicoirty,” many choose the latter. Thus, the overall performance of many Hong Kong public agencies and civil servants is unacceptable. Secondly, at the absence of a political theory which redefines the relationship between the political system and socio-economic system and thus the mission of the public service, many civil servants lack commitment to the public service and therefore the norm of medicority is reinforced. And thirdly, the government has reformulated its metapolicy in a way that system overloading is likely, thus making Citizen insubordination probable. It is conclusded that the future of Hong Kong is bleak and that remedial actions are awaiting: the first task is the quest for a new set of political ideology and public philosohgy; the next is reformulation of a new metapolicy, followed by forceful pulbic sector management reform.  相似文献
