Abstract

In 2010, the EU agreed its third five year programme for internal security, with the Stockholm Programme building on pre-existing arrangements from Tampere and The Hague. This article seeks, firstly, to highlight the nature of the problem that has confronted the EU in the area of internal security, by exploring a range of thematic concerns regarding both the institutional and conceptual construction of the EU's internal security regime, from the lack of an effective statistical analysis into the nature of the problem confronting the member states to the continued fragmentation of the European level as a practical venue for policy-making. Having considered the consequences of these continuing structural flaws, in terms of both the EU's wider credibility and legitimacy as an actor in this key security field, the second half of the article proceeds to critically appraise the solutions contained both within the 2010 Stockholm Programme and the Treaty of Lisbon. Having considered both, it will be argued that, at best, the ‘Stockholm solution' simply papers over pre-existing cracks, leaving the EU with a continued credibility gap in this important and developing area of co-operation.  相似文献

ABSTRACT

Since the adoption of the first EU-Asia Strategy in 1994, there has been persistent scepticism about the EU’s ability to play a significant role in Asian security. Yet, since the release of the 2012 Updated East Asia Policy Guidelines, the EU has declared its intent to make greater practical contributions to Asian security. Against these premises, this article attempts to reflect on the evolution of the EU’s security approach to Asia, with the ultimate goal of analysing to what degree, it represents a continuation or a departure from former EU policies in the region. In scrutinising these developments, this article argues that in light of the strategic changes, that have occurred in Europe and in Asia, the EU has started to revise its security approach to the region in more pragmatic terms. The pragmatic character of the EU is seen as looking into the changes of the content of the security discourse, which appears increasingly depoliticised and, into the new practices of cooperation, which unlike in the past, seek to empower local actors, are sensitive to local needs and, call for greater security collaboration between the EU and Asian countries, to cope with regional and global challenges.  相似文献

Abstract

The new transnational security threats, such as terrorism, challenge traditional methods of European Union cooperation. In the era of threats to inter-state peace the Union engendered security through ‘passive’ integration in the form of the abolition of European borders. Today the EU is increasingly given the responsibility for creating security and safety, both externally and internally, by the means of ‘active’ security instruments such as the European Security and Defence Policy and the Solidarity Declaration of 2004. The challenge is that these policies and principles require a vision beyond that of a free market, common threat perceptions and effective coordination of the crisis management capacity of EU member states. This article argues that the practical needs following this qualitative step, such as the strategic engagement of new security actors and levels of EU governance on a long term basis, are very similar to the ones that the Open Method of Coordination has attempted to resolve in EU cooperation in the field of welfare policies. It suggests that this method should be used also to strengthen the Union security policy and crisis management capacity.  相似文献

Abstract

A distinctive feature of the security landscape in western Europe of the post-Cold War era is that the dividing line between internal and external security has become increasingly obsolete—mainly as a consequence of the growing importance of transnational as well as other challenges to security which defy the distinction between domestic and international security. This article examines this convergence of internal and external security agendas from the perspective of the coercive apparatus of western European countries, pointing to a militarisation and externalisation of policing, and an internalisation and ‘policisation’ of soldiering: while police forces are taking on military characteristics, and are extending their activities beyond the borders of the state, military forces are turning to internal security missions, and are adopting certain police features. Moreover, agencies which have traditionally been located at the interface between police and military forces, i.e. gendarmerie-type or paramilitary forces, are assuming an increasingly important role.  相似文献

Abstract

Despite the significant growth the Area of Freedom, Justice and Security (AFSJ) has seen recently, it is still comparatively under-researched. The main argument of the article is that norms have been constructed over recent years in such a way that the AFSJ has set a project in motion which aims to create a veritable ‘European Public Order’. This change has not come overnight though, and it has been normatively constructed over the past decade. In agreement with Christiansen, it is argued that a constructivist institutionalist approach may be best suited to analyse these developments, representing one of the new ‘high points’ of European construction. Four different stages of development are examined, i.e. the pre- and post-Maastricht, the Amsterdam and Tampere, and the Constitutional Treaty phases. These developments have now significantly altered the norm of national sovereignty in EU internal security. As a consequence of this, some of the most spectacular changes in the EU can be expected in this area in the future with the new five-year ASFJ programme agreed in The Hague.  相似文献

Abstract

The article asks what the evolution of NATO–Swedish relations signifies for the understanding of the evolution of security communities. Given the astonishing evolution of NATO and Sweden as a community of practise, it is logical to imagine the two as forming part of the same security community. It could then be argued that common practise can bring about new security communities rather hastily. Analysing NATO's and Sweden's recent discourses on security, the author identifies a significant gap between a principally realist and a predominantly idealist discourse that indicates that the two parties do not share key characteristics of a security community – identities, values and meanings. However, if Libya is the case of the future, the discursive differences may fade and Sweden could more easily pursue its journey towards inclusion in NATO, not as a member of an Alliance, but as a member of NATO as a security community.  相似文献

ABSTRACT

This article analyses two confronting narratives authored by Ukrainian and Russian bloggers who reported the Dutch referendum held on 6 March 2016, and discussed Dutch citizens’ referendum vote on the Ukraine–EU Association Agreement. The considered narratives, addressed to the Ukrainian and Russian audiences respectively, are viewed as strategic because they specifically portray political actors of the referendum “drama” – the Netherlands, the European Union (EU), Ukraine and Russia. These actors are significant participants of European international relations, and their perceptions of one another are important for European security at the present time of critical diplomacy. In this paper, information about the DUTCH REFERENDUM obtained from the new media texts is regarded as a narrative-based political concept (NBPC). It is argued that this concept has different versions, or images that reflect the narrators’ biased perceptions imposed upon the public. Identification and comparison of such images require a particular methodology. Therefore, the objective of this paper is two-fold: to expose the two confronting versions of a strategically relevant political image, and to develop an authentic, interdisciplinary methodology for its analysis. The proposed methodology is informed by the ontology theory employed in cognitive science and cognitive linguistics.  相似文献

ABSTRACT

Although the US-led system of formal alliances remains the main pillar of the regional security architecture in Asia, alignment cooperation – centred on the Indo-Pacific maritime conceptualisation of the region – has been on the rise. This includes informal bilateral and minilateral agreements for security collaboration between regional and extra-regional US treaty allies or close security partners, notably Japan, Australia, India, the United Kingdom and France. While the various alignments complement and address the deficiencies of the formal US-led alliances, the functional and informal characteristics of alignments allow countries to pursue security cooperation both in conjunction with the United States and independently of it. This leads to a more fluid security architecture that increasingly reflects the diversity of emerging regional ‘architects’, among which Japan is assuming a leading role, as much as the region’s array of new security challenges.  相似文献

While the academic debate on security has broadened in recent years, it has failed to cohesively include transnational organized crime and drug trafficking as a security issue. However, especially in weak states in developing and postcommunist regions, these phenomena are having an increasingly negative effect on security in the military, political, economic, and societal sense. Security issues in Central Asia are a prominentexample of the links between drug trafficking and military threats to security. This is illustrated most clearly by the Islamic Movement of Uzbekistan (IMU), which has been both a major actor in the drug trade from Afghanistan to Central Asia as well as the most serious violent nonstate actor in the region. The link between the drug trade and armed conflict is of fundamental importance to understanding the challenges to Central Asian security.  相似文献

This paper challenges two prevalent assumptions of the mainstream U.S. arms control community: first, that strategic nuclear disarmament? should be regarded as beyond the scope of serious superpower dialogue; second, that strategic defense (especially population defense) is inherently incompatible with the goals of arms control. It does so first by analyzing the events surrounding the Reykjavik summit—the occasion of the first direct negotiations on disarmament between the leaders of the United States and the Soviet Union. Next, while identifying grave flaws in the current design of the Strategic Defense Initiative, it will be argued that a defense‐emphasis arms control regime can provide the best long‐term means for addressing the problem of security in the nuclear age.  相似文献

ABSTRACT

This article provides a policy analysis of Muslim-majority countries’ positions on sexual and reproductive rights (SRR). First-hand observations, interviews, and reports are used to review how statements around various intergovernmental moments continue to be formulated since the International Conference on Population and Development in 1994. The analysis outlines both the similarity and diversity between and among Muslim-majority countries on a range of SRR areas, while pointing out that positions are by no means unique to them. Rather, it is argued that opposition to SRR defines a terrain of “unholy alliances” between and among different religiously inspired nations, and ends by enquiring whether SRR may be an important political indicator of real politik.  相似文献

This paper consists of three parts. First, it investigates the rationality assumption behind much deterrence theorizing and arrives at the conclusion that the rationality assumption is not fully compatible with credible retaliation. Moreover, the requirements of central deterrence and of extended deterrence tend to be incompatible with each other. Since theoretical deliberations call the persisting reliability of deterrence into question, alternatives to deterrence have to be considered. The second part of the paper therefore investigates strategic defense as an improvement over deterrence and a possibly stabilizing element in deterrence. The final part refers to conceivable conflicts of interests between the USA and Western Europe concerning SDI. It is argued that such conflicts of interest either arise from parochial concerns or from overlooking the comparative advantages of free and totalitarian systems in the production of military power.  相似文献

This paper describes the development of the international military situation over the past three decades and explores the potential for its transformation under different assumptions regarding economic conditions and the character of international relations. Using newly derived indices in the conventional military area, an assessment is made of the shifting tides in the power, threat and security situation that has confronted twenty‐five important states in the international system during the recent past. The changes in the US-Japan alliance are taking place in times of a global power shift – a transition from unipolarity to multipolarity – and China’s challenge to the US’ security dominance in the Asia-Pacific. The alliance security dilemma now manifests itself in the rise of ‘entrapment’ concerns for Washington and ‘abandonment’ anxieties for Tokyo. The US increasingly insists on more mutuality in alliance arrangements, while seeking to maintain ambiguity in its defence commitments to Japan. The relative decline of US power and the fluid regional security architecture, however, incentivise Japan to step up preparations for abandonment. Although Tokyo’s hedging strategy contributes to enhancement of the bilateral alliance in the short term, it also paves the way for Japan’s pursuit of strategic autonomy in the medium to long term.  相似文献

ABSTRACT

The complexities which beset any attempts to ascribe a foundational ethic to matters of a political stripe are well known, and continue to provoke fierce debate within studies of international relations, geopolitics and security studies. Unsurprisingly, these questions have taken on crucial import within the sub-field of critical terrorism studies (CTS), as authors grapple with the range of counter-terrorism, counter-radicalisation and counter-extremism practices enacted by the Western state as part of an ongoing ‘War on Terror.’ And while much of this scholarship has been invaluable in problematizing the concept of ‘terrorism’ per se, normative questions have proven somewhat more elusive. Through a reading of the film Eye in the Sky, along with its take on the controversial counter-terrorism practice of targeted drone assassinations, this article reiterates the case for an ethical approach which takes radical difference as the basis for any engagement with the Other. Moreover, and following international relations authors of a poststructuralist lineage, it will be argued that supplementing Levinasian ethics with Derridean deconstruction can open up new and useful ways of approaching such seemingly intractable ethical conundrums.  相似文献

Abstract

The paper discusses a still more obvious foreign policy dilemma facing Denmark: On the one hand, Denmark has made a proactive foreign policy decision to pursue a strategy of influence with the European Union as the most important international forum. On the other hand, Denmark has chosen to stay outside the increasingly important cooperation on defence policy within the EU. As a small state, Denmark is opting for a multilateral strategy, but it has deliberately chosen to limit its commitment to the same forum. A combination of adaptation theory and theory of small states informs the analysis. It is argued that the Danish opt-out sends an unclear and inconsistent signal to Denmark's partners which again hampers the possibilities for using Danish coalition power within the EU. Nevertheless, contrary to both theoretical expectations and common sense intuition, there is little to suggest that the opt-out has had negative consequences for Denmark's influence on capabilities in the EU.  相似文献

Abstract

Amid growing animosity and security concerns in the Middle East, the Gulf region appears to be on the way to becoming the new centre of gravity of regional equilibria. The increasingly active foreign policy postures of the Gulf Cooperation Council (GCC) countries is a key aspect of the new regional order in the making. Saudi Arabia and Oman are two examples of this trend. Their involvement in the Syrian and Yemeni conflicts reveals important differences regarding the aims, narratives, political and military postures, strategies and alliances pursued by Riyadh and Muscat and casts a shadow over the future of GCC cooperation and integration.  相似文献

The broadening of definitions of security has been reflected in the conceptual development of a variety of European institutions, though a credibility gap seems to exist between their goals and objectives and their ability to take decisive action. Given the fact that the path of EU expansion has now reached into zones of instability, marred by intractable conflicts related to sovereignty, identity, development, and human rights, it is important to examine the borders at the fringes of the EU, and what their conceptual and practical significance is, both for actors already inside the union, but also for actors who are located in zones outside EU borders. It is argued here that these regions present an important challenge to the structures and norms of the EU, and to the notion of sovereignty, and raises the question of international responsibility from a variety of perspectives.  相似文献
