ABSTRACT

This study examines an understudied aspect of the Gezi protests: its long-term effects on the hegemonic politics of the Justice and Development Party (Adalet ve Kalk?nma Partisi, AKP) government. Building on the insights of Ernesto Laclau, Chantal Mouffe, and Stuart Hall on hegemonic struggles and populism, it contends that the Gezi protests forced the AKP to reformulate its hegemonic strategies by deconstructing the relation formed contingently between the AKP and democratization, and thus, exposing both the limits of the neoliberal and Islamic/conservative hegemonic politics of the AKP, and the authoritarian tendencies of this government. The article maintains that the AKP, in response, turned to focus its efforts on becoming not hegemonic, but dominant by adopting a full-blown authoritarian populism, which, rather than entailing the closure of all democratic channels, favours retaining some for mobilizing popular support for its increasing authoritarianism. It is demonstrated that this popular support has been secured by the AKP through the articulation of a discourse that ignites fear and anxiety among the conservative religious and conservative nationalist segments, by portraying all opposition as detrimental to their interests and lifestyles. The article concludes that counter-hegemonic movements like Gezi may lead to significant political changes in the long run, even if they are repressed.  相似文献

ABSTRACT

This article argues that in the AKP era, gender and sexuality play a central role in reshaping the secular-religious divide to instil ‘yeni milli’ (new national) – or as AKP members call it, ‘yerli ve milli’ (homegrown and national)- values. Adopting a feminist and reflexive approach, this article seeks to demonstrate that Erdo?an and the AKP have used gender and sexuality-related issue areas not as diversions to highjack the public agenda, as it is often assumed, but as a medium to regulate the neoliberal redistribution of conservative values. After a brief presentation of the historical background of the gendered evolution of the secular-religious divide in Turkish politics, this article focuses on the following three particular cases: the policies and discourse on LGBTI rights; the link that was established between the reproductive rights of women and ethnic identity; and how the AKP created new types of ‘other men’ and ‘other women.’ The article also seeks to show that in each case the meanings attributed to the secular and the religious in the secular-religious divide have shifted accordingly and that shift was reflective of, and was used to instil the particular set of values supportive of particular political positions.  相似文献

Abstract

This article investigates the political dynamics shaping the post-2010 ‘de-Europeanisation’ of Turkey’s judicial system, particularly regarding judicial independence and rule of law. The analysis suggests the limits of conventional Europeanisation accounts emphasising causal factors such as European Union (EU) conditionality and the ‘lock-in effects’ of liberal reforms due to the benefits of EU accession. The article argues that the Justice and Development Party’s (AKP’s) bid for political hegemony resulted in the reversal of rule of law reforms. De-Europeanisation is discussed in terms of both legislative changes and the government’s observed discourse shift.  相似文献

ABSTRACT

Since roughly 2011, the Turkish state and the ruling Justice and Development Party (AKP) have been going through a process of mutual transformation. Some of the historical apprehensions, biases and frustrations exhibited by Turkey as a middle power have been absorbed by the relatively reformist AKP. Conversely, the AKP and its undisputed leader Erdo?an have seen their socio-political fears, power based conflicts and ethno-religious desires become dominant in all areas, including religion. As a consequence of this bilateral transformation, Turkey has become both an inclusionary and a hegemonic-authoritarian state, and at the same time a weak one. Within this new identity and structure of the state, Sunni Islam has become one of the regime’s key focal points, with a new logic. This article seeks to explain the transformation of the relations between the AKP’s Turkish state, religion and religious groups, by scrutinising Karrie Koesel’s logic of state-religion interaction in authoritarian regimes.  相似文献

ABSTRACT

Based on a continuous and relational understanding of state-formation, as conceptualized by Charles Tilly, and inspired by Gramsci’s formulation of ‘war of position’, AKP regime in Turkey can be identified as a process of (re)-entrenchment. The AKP’s original claim to de-securitize the state–society relationship in Turkey has re-entrenched, re-aligned and re-institutionalized positions of power and democratic participation within the state to overcome the old-guard and establish its own hegemonic rule. The conspicuous disappearance of a booklet from 2013, i.e. the Silent Revolution, that was supposed to be the historical documentation of the AKP’s ambitious original claims from all AKP-related media effectively indicates its abandonment of these goals. This document reveals the contentious (re)entrenchments while the party ascended to power challenging deep-rooted security-oriented positions of the statist nationalism. This ascent to power was indeed a ‘war of position’ during which international opportunities created by the EU were effectively navigated and legislation and executive actions a) pertaining rule of law, human rights and freedoms, administrative accountability and transparency, b) economic and social reforms regarding vulnerable social groups, anti-corruption measures and labour relations, c) de-securitization and civilianization of government agencies and d) issues of Kurdish citizens were utilized as ‘trenches.’  相似文献

Abstract

Turkey’s snap parliamentary election in November 2015 took place in an environment of growing political violence and terrorism resulting from the renewal of the Kurdish conflict in the southeast and two major suicide bombings carried out by Islamic State of Iraq and Syria (ISIS). Presenting the coalition arithmetic, the article first examines the failure to form a government after the previous election five months earlier. It then examines the campaign for the November election, including party strategies, key issues and the role of the media, before analysing the results and the election winners and losers. In restoring a parliamentary majority for the Adalet ve Kalk?nma Partisi (Justice and Development Party – AKP) that has governed Turkey continuously for the past 13 years, the November election marked the basic continuity of Turkey’s predominant party system.  相似文献

Historically, the closure of a party is a common phenomenon in Turkish politics. While the recent case against the governing Justice and Development Party (Adalet ve Kalkinma Partisi, AKP) was reminiscent of this trend, the decision of the Constitutional Court demonstrated that there are changes in the dynamics of the Turkish political structure. Although the literature cites the so-called ‘28 February Process’, the impact of EU accession, and the learning effects of democratization as explanations for the distinction of the AKP from its predecessors, this article argues that the AKP is different due to its extended business network and newly defined conservative base. The decision of the court in the recent closure case against the AKP reflects this structural political change within the foundation of Islamic parties in Turkey. While the court acknowledged the political legitimacy of the party by taking a decision against its closure, it has revealed the general discontent regarding AKP's non-adjusted conservative/pro-Islamic policies by cutting down its financial means.  相似文献

This article explores how the local party organizations of the Adalet ve Kalkinma Partisi (Justice and Development Party—AKP) interact with complex social structures in migrant-receiving cities in Turkey. Islamist movements are widely viewed as uniquely capable of appealing to working-class migrants. However, the support for Islamist parties varies across migrant-receiving cities. This article argues that local party organizations face two potential sources of discord that they have to resolve in order to build support in migrant neighbourhoods. They have to bridge the regional identity cleavages among different migrant communities while surmounting intra-party conflicts. In pursuing this argument, this article opens up the black box of local identity politics in the industrial heartland of Turkey and provides an ethnographic account of intra-party conflicts and political survival within the AKP.  相似文献

How do Islamist parties mobilise support and win elections in secularist strongholds? What explains the electoral performance of the Justice and Development Party (AKP) in Turkey’s most consistently secularist region – western Anatolia? This article explores these questions with a comparative case study of two similar cities in the periphery of ?zmir where the AKP registered significantly different electoral results: Ödemi? and Salihli. It shows that deep institutional transformations of the local party organisations, including leadership turnover, reshuffling of the party cadres, and an explicit attempt by local party leaders to moderate and move to the political centre, were necessary factors for the AKP to succeed in elections where the Islamist constituency is weak.  相似文献

SUMMARY

The article charts the transformation of the Norwegian Labour Party, known by its acronym DNA, into a people's party. Having formed a government under Johan Nygaardsvold in 1935, in the election of 1936 the DNA reached out to almost everyone. The theme is the representation of social groups, and it is shown that the self-perceived base of the party as manifested in its propaganda and speeches went beyond blue-collar workers. In the elections of 1930 and 1933 the DNA addressed itself more often to smallholders and fishermen than to the industrial proletariat. Several writers have seen this as the key to its success, and have postulated that other Socialist parties should have copied this strategy. This article argues that there was a variety of reasons why European Socialist parties usually were not as successful as their Scandinavian counterparts. The British Labour Party did pursue the same strategy as the Norwegians, but for other reasons could not match their success. In spite of a comparative strand, the primary focus is on the appeals the DNA made in the three elections of the 1930s. The DNA's development along the road to representing all but the elite, and becoming hegemonic, is shown. The ideology of the party had only a small effect on whom it sought to represent.  相似文献

ABSTRACT

This article examines the role of language in negotiating power between Sudanese Arabists and Sudanese Africanists from a critical discourse analysis perspective (henceforth CDA). The aim is to demonstrate how extreme political discourse can jeopardise national unity. The article begins by summarising the basic tenets of the CDA theory and proceeds to examine Sudanese power-related discourse. Particularly, the article assumes both top-down and bottom-up approaches to analyse the discourses corresponding to the two groups, Sudanese Arabists and Sudanese Africanists. The top-down approach examines the discourse of the ruling Arab elites who have exclusive access to institutional discourse and communication. By contrast, although the Sudanese Africanist discourse was once considered illegal and could not be conveyed through public channels, in more modern times it has found the Internet, television and radio (among others) as avenues for dissemination. A number of socio-political groups, generally referred to as marginalised affiliations, are now initiating resistance discourse (henceforth RD) which goes hand in hand with their armed struggle against the ruling elites.  相似文献

ABSTRACT

Since Weber’s articulate conceptualisation of the nexus between religion and economics, these phenomena have been examined through various academic viewpoints. While some take religion as a determining factor of economic performance, others argue that it is the economy that influences religiosity. This paper focuses on the manifestation of religion and economics in the political sphere regarding the case of Turkey’s Justice and Development Party (AKP). After discussing the literature on the relations between religion and economics, it scrutinises the AKP period, considering three specific pillars: (a) the early years of the AKP in which Western economic policies were implemented as a continuation of the Kemal Dervi? period; (b) between 2008 and 2015, when the idea ‘we can do as well’ maintained the centre stage; and (c) 2015 and onwards, when the Islamist influence on economic policy became highly apparent, particularly regarding interest rates. This study argues that the AKP changed politically in terms of Islamic influence upon the economic sphere, however this remains at the discursive level for the time being.  相似文献

ABSTRACT

This paper asserts that Turkish secularism and Islamism represent two faces of one coin – contemporary Turkish politics – when one considers their goals and strategies. The two ideological movements have shaped one another and each now seeks to impose itself as superior. This article unpacks these differences and similarities in the following steps: (a) it defines the socio-historic modes of Turkish secularism and (b) examines its social and political origins; (c) it then explores Islam’s return to the public domain as an oppositional Turkish identity; (d) and thereafter considers the diverse understandings of secularism resulting from neoliberal policies that relaxed state control over Islam, which then prompted socially-acceptable reinterpretations of Islam; and finally (e) describes how the AKP’s has re-imagined secularism while (mis)using Islam as a political instrument. The comparison highlights such commonalties as a collectivist character, a desire for state control as a vehicle to realize an ideology, intolerance of diversity and criminalization of other perspectives, and the differentiation of religion as morality in the private sphere versus its cultural role in the public sphere. It concludes that, under the AKP government, Islam is used as a tool to consolidate the power of Erdo?an’s kleptocratic regime.  相似文献

Despite the return to violence and state repression in the Kurdish conflict, the ruling Adalet ve Kalk?nma Partisi (Justice and Development Party – AKP) has remained the only alternative to the Kurdish National Movement (KNM) for Turkey's Kurdish citizens. What local-level strategies did the AKP employ in Kurdish areas to reinforce its national-level appeal to Islamic values? Under what conditions did local vote-seeking strategies help the AKP to overcome its pro-Kurdish rivals at the ballot box? This article examines the politics of local coalition building in the periphery of the Kurdish landscape – Bingöl and Mu?. Despite their many similarities, the two cities voted for different political parties in national elections. This article examines how the AKP's local party organizations interacted with local authority structures, recruited influential local elites, and pursued new voters. The vitality of clan networks in parts of Bingöl enabled the AKP to build a reliable local coalition. The gradual weakening of clan networks in Mu? and their permeation by the KNM prevented a similar coalition. Instead, the parties of the KNM were able to take advantage of divided clan networks to win national electoral contests in the province.  相似文献

Abstract

This article argues that democracy is a prerequisite for the African Renaissance. The role of African intellectuals is crucial in making the dream of the African Renaissance come true. This article revisits the discourse on the African Renaissance, its history and content before dealing with the issue of democracy. Democracy is closely related to human rights and development and is a sine qua non for the African Renaissance. The current discourse on the African Renaissance is not new. The first international conference on the African Renaissance was held in Dakar, Senegal, from 26 February to 2 March 1996 where African intellectuals gathered to celebrate the works of Professor Cheikh Anta Diop, ten years after his death. The theme of the conference was ‘African Renaissance in the Third Millennium’. The first African Renaissance Conference in South Africa took place from 28 to 29 September 1998. Thabo Mbeki ‐ then, Deputy Pesident of South Africa ‐ read the keynote address on ‘Giving the Renaissance content: Objectives and definitions’. This article complements efforts at redefining the roles of African intellectuals in fostering democracy through a conscious application of the framework of African Renaissance.  相似文献

Abstract

Following the AKP’s victory in the 2002 general elections, ‘conservative democracy’ has emerged as a trademark in Turkish politics, focusing on cosmopolitanism and European integration. In the late 2000s, the party’s favourite notion was ‘advanced democracy’, this time underlining Turkey’s leadership claim in the region and displaying a more critical approach to ‘Europe’. In this paper, I aim to show how different narratives on ‘Europe’ emerged within the context of these empty signifiers. The paper claims that the difference in the two narratives on ‘Europe’ in two different periods does not point to a complete and fully fledged de-Europeanisation trend.  相似文献

Since the formation of the German AfD in spring 2013, political scientists have discussed whether the AfD can be classified as a populist party. Despite the split of the party in summer 2015 leading to this characterisation becoming uncontested, the question remains whether the AfD was populist from its inception. This article demonstrates that distinguishing between the tactical and strategic agendas of the party solves this conundrum. While the AfD seldom applied populist discourse in its official manifestos, its tactical agenda was undoubtedly framed by populism. Ironically, it has been the ideologically moderate economist wing that has applied populist discourse in combination with its critique of the euro.  相似文献

This article explores women's rights activism in Turkey during the Justice and Development Party's (AKP) time in power (2002–present). A comparative analysis of three feminist campaigns for policy reform shows that in a context in which majority public opinion and the policy preferences of the ruling party militate against feminist policy proposals, a strong political ally (the European Union) was necessary to generate a policy change. The article also argues that the political opportunity structures within which feminists are embedded have been reconfigured over the course of the AKP's three terms in power, leaving the AKP in a stronger position to resist feminists’ demands. This explains the paradox of an internally stronger and more dynamic social movement that, nevertheless, appears to have weakened vis-à-vis the state. Furthermore, because some recent legal reforms do not significantly reflect the AKP's or much of the public's preferences, the movement has been less able to generate implementation of recent policy changes.  相似文献

ABSTRACT

Representative democracy entails delegation of power to representatives and other actors within the political system. Oftentimes, the delegating party has little insight into the actions of the person(s) to whom power is delegated. Ensuring that the power-holder does not misuse his/her powers is, therefore, a challenge. This article analyses accountability mechanisms through which the delegating party can prevent and detect misuse of power in the form of corruption. The article argues that political institutions contribute towards such mechanisms being available/unavailable to the delegating party. The analysis focuses on the case of Botswana, where executive structures stipulate the accountability mechanisms available to principals. As shown by the analysis, principals have formal access to many such mechanisms. Oftentimes, however, these mechanisms are not applied. The analysis shows that accountability alone cannot explain levels of corruption within executive structures of Botswana but that informal rules also explain the presence/absence of corrupt practices.  相似文献

Abstract

By focusing on political memoirs as an important source, the article deals with the ruling party and governance in the Arab republics, whether they had a one-party system such as Iraq and Syria, or a multi-party system such as Egypt and Tunisia. However, one country among the republics, Libya, annulled political parties and parliament and created its own unique system of governance. Through memoirs of party members, parliamentary opponents, and ministers, the article analyses the substantial role of the ruling parties in perpetuating the regimes. While the triangular relationship between the leadership, the party, and the bureaucracy differed from one republic to another, the overall structure of governance did not vary widely, except in the case of Libya.  相似文献
