Since 1980, the U.S. press has painted a vivid picture of widespread welfare state dismantling in Europe. Yet our analysis of social expenditures in 14 European countries from 1980–1995 finds a pattern of resilience and, with respect to family benefits, a pattern of expansion. Our review of qualitative research on policy reforms upholds the expenditure-based findings. We conclude that U.S. media misrepresentation of social welfare developments in Europe is likely to impede lesson-drawing from abroad by U.S. policymakers. This constitutes a lost opportunity, as the U.S. is now engaged in social policy reformulation, especially with respect to programs for families.  相似文献

Abstract

Scholars can take a broader look at social policy and understand that traditional public welfare state programs are only one of the many potential sources of social protection and regulation. The contributions of this special issue invite social policy scholars to explore policy instruments that provide “social policy by other means” across a wide array of areas, including agriculture, energy, immigration, taxation, and legal regulation of private benefits and services. The article provides a concise overview of some of the key theoretical and empirical implications of social policy by other means for comparative welfare state research. In order to do this, it is divided into two main sections, which respectively discuss the nature and boundaries of social policy and the varieties of social policy by other means. This is followed by a short conclusion, which summarizes the key lessons of this special issue for comparative welfare state research.  相似文献

This paper asks two questions: first, how did the balance of decision-making between central and local government in welfare policy in England change between 2010 and 2015? Second, to what extent has that led to divergence in the extent and manner of such provision? It finds significant areas of policy where local flexibility has been increased (such as council tax benefit, crisis loans, and funding for specialist housing), either through a change in the tier of government responsible, or ‘unringfencing’ of grants allowing local authorities greater discretion in whether to deliver particular services, although in other important areas decisions on welfare remain firmly centralized. It also concludes that in areas where responsibility has been localized, divergence has been immediate and substantial. Localization may well reduce entitlements where local authorities enjoy a financial reward for so doing and political costs are low.  相似文献

Abstract

This article analyses the attempts to reform public administration, notably personnel management, in Italy between 1992 and 2014, with a focus on implementation and the period following the multiple crises that have unfolded since 2008. By untangling the policy learning processes between multiple crises, past reform attempts and domestic and European “contexts in motion”, the article finds that efficiency-oriented reforms have floundered regardless of the political color of governments or indeed of the nature – political or technocratic – of the governments. Domestic factors, notably the frequency of government alternation, i.e. government instability, and European pressure have further reinforced the orientation towards single-loop lessons, i.e. the almost exclusive effecting of short-term cost-cutting measures.  相似文献

There has been dramatic global expansion in the national provision of social security programs throughout the twentieth century. This has provided very fertile ground for the comparative analysis of social security programs and systems over the last forty-five years. Most comparative studies, however, have, been content to describe and compare strategies, programs, institutions and values at the multinational or regional levels. There has been considerable reluctance either to engage in global studies or to embark on comparative-evaluative studies. This paper seeks to fill this gap by providing a framework for an evaluation methodology that permits the global ranking of social security systems and programs.  相似文献

Abstract

Understanding policy change mechanisms has been a key question for scholars of public policy and collective action. However, policy scholarship mostly ignores civil society-based explanations of policy processes. In order to address this gap, this study combines the Advocacy Coalition Framework with networked collective action perspectives and analyzes a successful case of mobilization of women’s rights organizations in Turkey to reverse a bill on child marriage. Study findings suggest that advocacy coalitions are not static entities. When different issues in a policy subsystem are invoked, the structure of inter-coalition networks can change substantially and these variations in inter-coalition interactions may have consequences for influencing policy change. Moreover, this paper argues that extensive street protests and online campaigns by civil society organizations have the capacity to boost the bargaining power of minority coalitions, especially in contexts that lack multiple formal venues for making policy claims.  相似文献

What are the conditions under which some austerity programmes rely on substantial cuts to social spending? More specifically, do the partisan complexion and the type of government condition the extent to which austerity policies imply welfare state retrenchment? This article demonstrates that large budget consolidations tend to be associated with welfare state retrenchment. The findings support a partisan and a politico-institutionalist argument: (i) in periods of fiscal consolidation, welfare state retrenchment tends to be more pronounced under left-wing governments; (ii) since welfare state retrenchment is electorally and politically risky, it also tends to be more pronounced when pursued by a broad pro-reform coalition government. Therefore, the article shows that during budget consolidations implemented by left-wing broad coalition governments, welfare state retrenchment is greatest. Using long-run multipliers from autoregressive distributed lag models on 17 OECD countries during the 1982–2009 period, substantial support is found for these expectations.  相似文献

Comparative analysis in health policy not only helps us learn about the organization of health care systems and reforms in other countries but also addresses the difficulties of drawing cross-national policy lessons. This case study on the Turkish health reform of 2003 focuses on the national policy discourse to identify how cross-national ideas and comparative analyses are used by policymakers and other key stakeholders. Building on the ideational perspectives and Kingdon’s streams approach, it explores agenda setting and ideological framing activities. The results provide evidence for the political nature of the process whereby cross-national ideas were deployed in domestic policy battles.  相似文献

This study sets out to analyze and evaluate the implementation of a system for the regulation and control of social policies ("Social Comptrollership") involving civil society so as to reinforce the mechanisms for ensuring transparency and responsibility in the government's operation of social programs and the execution of public works Here is presented the analysis of the Federal Rural Housing Program (in Spanish: "Programa de Vivienda RuraF') that is aimed at providing accommodation to families in situations of severe poverty living in communities described as suffering from "high or very high levels of marginalization". The main conclusion of this research, which is based on a series of interviews with aid recipients, the officials and the social organizations involved, is that the regulatory aspects of this system for controlling social policies are not effective, since they lack mechanisms for enforcing the sanctions set down for participants who do not respect the agreements they have entered into.  相似文献

Policies and research around affordable rental housing remain stuck between the “rock” of not-in-my-backyard (NIMBY) fears and the “hard place” of deconcentrating poverty goals, leading to fragmented outcome measurement in contemporary project-based affordable rental housing programs. This article compares the motivations and results of existing research focused on NIMBY concerns around place to that of programs that promote the deconcentration of poor people. We suggest reframing the argument for project-based affordable rental housing by bolstering outcome measurement on neighborhoods and developments and expanding it to include tenants. Building upon current evaluation practices of mobility studies and the Low Income Housing Tax Credit program, we present a comprehensive framework for evaluating outcomes of project-based rental housing developments within their local context at three relevant scales: project, household, and community. We present an array of indicators and examine data collection needs and limitations, acknowledging the political and financial obstacles to comprehensive evaluation but arguing for the need to justify expenditures and prove results to the public. We recommend that government agencies stretch beyond NIMBY arguments and deconcentration of poverty goals to be proactive in targeting, measuring, publicizing, and redressing an expanded set of outcomes through better comprehensive planning for affordable housing. Through more rigorous and comprehensive evaluation of outcomes at all scales, it may be shown that affordable housing development yields a broad range of benefits for the people housed, projects financed, and the communities where it is built.  相似文献

This article provides an overview of the Rental Assistance Demonstration (RAD) program in the United States and examines its early implementation from its start in 2013 through April 6, 2016. RAD was devised to address the physical deterioration of public housing and secure a more stable funding stream. It requires public housing authorities to shift properties out of the public housing program into a different subsidy program (project-based Section 8) which enables them to obtain mortgages on more favorable terms and to secure tax-credit investment. The program is currently limited to 185,000 housing units. As of April 6th, the program was fully subscribed, and had generated more than $2 billion in new investment. Extrapolating from the early results, RAD has the potential to yield more than $15 billion for fund the redevelopment and renovation of public housing.  相似文献

A lack of affordable housing is a pressing issue for many low‐income American families and can lead to eviction from their homes. Housing assistance programs to address this problem include public housing and other assistance, including vouchers, through which a government agency offsets the cost of private market housing. This paper assesses whether the receipt of either category of assistance reduces the probability that a family will be evicted from their home in the subsequent six years. Because no randomized trial has assessed these effects, we use observational data and formalize the conditions under which a causal interpretation is warranted. Families living in public housing experience less eviction conditional on pre‐treatment variables. We argue that this evidence points toward a causal conclusion that assistance, particularly public housing, protects families from eviction.  相似文献

Abstract

Tax?benefit microsimulation models are typically used to quantify the effect of specific policy changes on the income distribution based on representative microdata. Such analysis evaluates policies by considering how different tax?benefit elements interact given personal, household and labour market characteristics. Using hypothetical household data instead helps address broader questions of policy design and systemic (cross-national) differences. This article introduces the Hypothetical Household Tool (HHoT) in combination with the microsimulation model EUROMOD to analyse European tax?benefit policies from a comparative perspective. It presents a series of applications from social welfare analysis illustrating how hypothetical data can benefit comparative academic and policy research.  相似文献

Energy use in residential buildings accounted for 21% of U.S. CO2 emissions in 2013. Efforts to reduce energy use in the residential sector have been overly focused on improving energy efficiency of buildings. This article incorporates housing policy debate into energy policy, hoping to provide new opportunities for planners to participate in residential energy policy. Using data from the latest Residential Energy Consumption Survey, structural equation modeling has been applied to isolate the direct and indirect effects of household and housing characteristics on residential energy use. Results show that more than 80% of a household's indirect effect on energy consumption happens through the building characteristics, which is characterized as the housing choice effect on energy consumption. Planners can participate in residential energy management efforts by influencing housing needs and priorities of communities towards more sustainable compact housing units.  相似文献

Abstract

The goal of this special issue is to highlight the importance of unconventional social policies, theorize their development in comparison with traditional welfare state accounts and outline a new research agenda. In this introduction to the special issue, the editors present the concept of social policy by other means as encompassing two kinds of unconventional social policy (from the point of view of mainstream comparative research): First, functional equivalents to formal systems of social protection and, second, non-state provision of benefits. The concept builds upon a sizeable, but fragmented literature in comparative welfare state research. While numerous examples demonstrate that social policy by other means is more pervasive in both OECD and non-OECD countries than often acknowledged, a brief survey of the top 20 articles in the field reveals that this fact is not sufficiently reflected in the academic literature. With reference to both existing studies and the contributions to this special issue, the editors go on to explore (1) the different forms of social policy by other means, (2) explanatory theories and (3) their effectiveness in terms of social outcomes. Abstract

Grigsby and Bourassa claim that the major problems with the housing voucher program are that most families with affordability problems are not served and that housing assistance is not part of the federal safety net. They propose replacing the program with a housing entitlement for most very low‐income renters, with eligibility linked to receipt of safety‐net benefits. Resources to serve additional families would be generated in part by changes like those found in the Department of Housing and Urban Development's recent block grant proposals.

The Grigsby‐Bourassa proposal lacks a clear assessment of likely costs. Also, there is a risk that the means the authors propose will be heard, but that their call for expansion will not. Finally, their proposal does not intersect with other ideas to modify a basically successful program to better achieve its goals, and questions about rental markets and family and landlord behavior also must be answered.  相似文献

Abstract

The Low‐Income Housing Tax Credit program has been operating for over 10 years and has helped finance thousands of developments with units set aside for low‐ or moderate‐income households. However, the program has been criticized for requiring additional layers of subsidy to leverage investment and for providing benefits to developers in excess of the amount necessary to induce them to invest.

An analysis of a sample of developments from Missouri finds that the tax credits are syndicated, with virtually all of the syndication proceeds (about 33 percent of the financing) used to pay for development costs. Conventional lending provides another 44 percent of the financing. Unfortunately, because these sources do not cover all of the costs, developers enter into a complex, costly process of layering additional subsidies, one on top of another, to fully finance the development.  相似文献

Abstract

We argue that Section 8 low‐income rental assistance—now called the Housing Choice Voucher Program—needs to be restructured and integrated with the other elements of the federal safety net for low‐income households. Since the program was introduced in 1974, the quality of the nation's housing stock has continued to improve, to the point that only a very small percentage of it is severely inadequate. Yet low‐income households continue to face problems such as affordability, neighborhood decline, limited access to economic opportunity, and involuntary mobility.

While the Section 8 program has partially addressed some of these problems, it has a number of shortcomings, primarily the fact that it does not materially improve housing conditions for most recipients. Instead, it is little more than a poorly disguised income supplement. Housing vouchers should be directly integrated into the federal safety net as an entitlement to households that qualify for assistance.  相似文献
