The decisive, albeit different, endings of armed conflict in Sri Lanka and Nepal and subsequent post-war developments challenge key assumptions about conflict that have informed post-Cold War international efforts to produce peace in such conflict zones. International intervention—including in Sri Lanka and Nepal—characterises armed conflict as sustained by specific political economies that can only be stably resolved by establishing liberal democracy and market economics. This paper examines liberal peace engagement in Sri Lanka and Nepal to challenge a crucial assumption of the persistent conflict thesis, namely the separation between political contestation and armed conflict. It argues that the divergent post-conflict outcomes of continuing ethnic polarisation in Sri Lanka and constitutional reform in Nepal reveal strong continuities in the dynamics of pre-war, war and post-war politics. This continuity challenges the presumed separation of politics and violence that drove international engagement to produce liberal peace and suggests that such engagement, far from encouraging reform, may have (inadvertently) sustained conflict in both cases.  相似文献

The main objective of this article is to examine the causes and pattern of political violence waged by the Janatha Vimukthi Peramuna (JVP) and the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka. It is the argument of the article that the origin and development of the JVP and the LTTE relate more closely to the social expansion and the lack of economic and political development in Sri Lanka since the beginning of the 1960s. Basically, both groups are more action‐oriented than ideology‐oriented and dominated by youth with a similar socio‐economic background. Their ideology is a mixture of ethno‐nationalism and various interpretations of Marxism. The strategy of the JVP was based on an objective of launching a short‐term armed insurrection. The LTTE's aim is to overthrow the forces of the Sri Lankan government through a protracted armed struggle. Although the left‐wing insurrection of the JVP was crushed by the government security forces, it is evident that there is a possibility of its re‐emergence in its violent form. The on‐going separatist guerrilla warfare by the LTTE seems to be an unwinnable war. In the presence of youth insurrections in Sri Lanka, the utmost requirement is a sound counter‐insurgency policy accompanied by political reforms.  相似文献

In the transition from war to peace, one key challenge is to ensure that those who gained something from the war can be convinced to support the peace. At the same time, however, it is crucial to avoid reproducing corrupt practices and inequalities that fuelled the conflict. The problem of corruption during post-war peace-building has gained considerable attention recently, academically as well as in policy-making circles. This exploratory case study of Sri Lanka traces and problematises the complex linkages between corruption and conflict at the shift from war to peace, building on field research in Sri Lanka before and after the end of the war between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE) in 2009. The article illustrates how global resource flows and politics have enabled conflict-fuelling corruption in Sri Lanka, and how local experiences of corruption feed into the popular grievances which have both caused and kept the conflict going. The end of the war has not presented a break with the corruption-conflict links of the wartime—and these connections will have implications for reconstruction and reconciliation in the country.  相似文献

Why do rebels choose violence over non-violent methods to attain the cooperation of their constituency in the war against the government? This article assesses the importance of rebels' dependency on constituent support through a case study of the LTTE in Sri Lanka. The empirical findings suggest that dependency largely results in non-violent measures. However, a multitude of passive coercion methods – broadly unaccounted for by existing theory – evolve over time in the form of territorial and social entrapments. This implies that rebels do not need the hearts and minds of their people to wage war at later stages of conflict. Time pressure, however, appears to result in violence.  相似文献

Lack of trust has been widely used as an explanation for the failure of peace negotiations. However, we know little about how mistrust can be reduced between belligerents involved in negotiating peace. Why are some confidence‐building strategies more successful than others? For theory‐building purposes, this article explores how a party can send conciliatory signals to the other party that increase trust by exposing itself to three different kinds of political risks. More specifically, it compares the variables that reduced mistrust — or failed to reduce mistrust — during two peace negotiations in Sri Lanka: in 1994–1995 and in 2002. Using a theoretical framework that combines social psychology and rational choice approaches, this article examines the communicative signaling process between the parties. In addition, by drawing out the implications from this argument, we offer some insight into why the peace process in Sri Lanka became politically stalemated in 2003. We also use our comparison of Sri Lanka's peace processes to develop general propositions about the dynamics that can reduce mistrust. The main proposition that remains to be tested empirically is whether obstacles to peace can be transformed into important catalysts for the reduction of mistrust.  相似文献

ABSTRACT

Many post-war states experience continuous low-intensity violence for years after the formal end of the conflict. Existing theories often focus on country-level explanations of post-war violence, such as the presence of spoilers or the nature of the peace agreement. Yet, post-war violence does not affect all communities equally; whereas some remain entrenched in violence, others escape the perpetuation of violent conflict. We argue that communities where wartime mobilization at the local level is based on the formation of alliances between armed groups and local elites are more likely to experience post-war violence, than communities where armed groups generate civilian support based on grassroots backing of the group’s political objectives. We explore this argument in a comparison of three communities in KwaZulu-Natal, South Africa, which have experienced different levels of post-war violence. The analysis supports the main argument and contributes to the research on the microdynamics of civil war by outlining the implications of certain strategies of wartime mobilization and how these may generate localized legacies.  相似文献

For decades, a number of developing countries have been adversely affected by terrorism, with little sympathy or support from Western governments, in particular. The attacks on the World Trade Center in New York and the Pentagon in Washington, DC, on 11 September 2001, however, have made the world's sole superpower and its allies painfully aware of the devastation caused by such action. This article analyses how the Liberation Tigers of Tamil Eelam (LITE), a terrorist group seeking to create a separate state in northeastern Sri Lanka, has been pushing the limits of international tolerance in this regard for almost two decades. While increased international action against terrorism is necessary to stem this destructive menace, the Sri Lankan state must also put forward a durable political solution to the ethnic problem. Ultimately, it would be a mistake for Western governments to allow their frustrations with the slow pace of reform in Sri Lanka to be interpreted as empathy with a terroristic cause.  相似文献

This article examines the relationship between orthodox terrorism discourses and liberal peacebuilding, particularly where states are being reconstituted after a conflict. Drawing upon fieldwork in Sri Lanka, Palestine, Kashmir, Nepal, and Northern Ireland, our findings suggest that conflicts in which orthodox terrorism theory is deployed to explain violence are those in which there is little interest (by all parties) in dealing with root causes or achieving mutual compromise. This is so even though the liberal peace is commonly a claimed aspiration for most parties, apart from the most radical of non-state actors or authoritarian of states. They effectively reify both terrorism and state securitisation. The aspired to internalisation of the liberal peace framework has instead been supplanted by the politics of state securitisation and violent resistance. Liberal peacebuilding has become a nominal exercise in constructing virtually liberal states in which the security and integrity of core groups are partially maintained by orthodox terrorism praxis. To counter these dynamics, critical positions need to engage with agendas beyond liberal or cosmopolitan frameworks.  相似文献

This article examines the experiences and outcomes from collaboration between a group of researchers and a Northern NGO to improve recovery work in Sri Lanka after the 2004 Indian Ocean tsunami disaster. A Real-Time Research methodology was established to follow and intervene in the recovery practices as they took place on the ground. The scale and ferocity of post-war violence regularly confounds the expectations of security and development specialists. When left unchecked, mutating violence can tip ‘fragile’ societies back into all out warfare. In the context of formal peace support operations, conventional security promotion efforts are routinely advanced to prevent this from happening. These include disarmament, demobilisation and reintegration (DDR) and wider security system/sector reform (SSR). There are also lesser known but no less important interventions to promote security that deviate from—but also potentially reinforce and enhance—DDR and SSR. Faced with dynamic post-war contexts, erstwhile warring parties, peace mediators and practitioners have crafted a host of innovative and experimental security promotion initiatives designed to mitigate risks and symptoms of post-war violence including interim stabilisation measures and second generation DDR. Drawing on a growing evidence base, the article sets out a host of contextual determinants that shape the character and effectiveness of security promotion on the ground. It then issues a typology of emergent practices—some that occur before, during and after DDR and SSR interventions. Taken together, they offer a fascinating new research agenda for those preoccupied with post-war security promotion.  相似文献

This article examines the nationalistic authorship of space in Sri Lanka’s post-conflict Northeast as part of the state’s nation-building strategy and as a continuation of a post-colonial process of Sinhala-Buddhist nationalistic revival. Exploring issues of historiography, conflict resolution, physical vehicles of ideology and collective memory, the article demonstrates how land policies, development and the tourism industry in a post-conflict context can go hand-in-hand with dispossession, militarisation and the humiliation of a ‘defeated’ minority community.  相似文献

This article criticises three assumptions regarding terrorism and the agents who carry it out: (1) terrorists are always indiscriminate in their targeting; (2) terrorism is never effective in combating oppression; and (3) terrorists never participate in fair negotiations, as they merely wish to switch places with their oppressors. By criticising these three prejudices against terrorism, the article does not attempt to justify or excuse terrorism generally nor in the specific case of Sri Lanka which is examined. Instead, it creates the necessary room for such justifications or excuses to be critically appraised by dismantling some popular myths surrounding terrorism.  相似文献

This article provides an overview of the crisis in Sri Lanka and states why an armed conflict has developed in the northern and eastern parts (north-east) of the country. The Tamils' accusations—of discrimination, denial of the right to self-determination, abrogated agreements and violations of international human rights and humanitarian law amounting to genocide by successive Sri Lankan governments—are supported by specific evidence given by international human rights and legal experts, international human rights non-governmental organizations and other relevant entities. The democratic parliamentary efforts and the non-violent resistance struggle of the Tamil people prior to the outbreak of war are traced over several decades. The article includes an outline of social and law and order achievements in the north-east under the de facto administration of the Liberation Tigers of Tamil Eelam (LTTE) and concludes with some current international dimensions of the situation.  相似文献

This paper presents women's militant activities outside the binary framework of ‘victimhood’ and ‘agency’ and invokes postmodern feminist international relations analyses to engage with women's material and ideological contribution to militant activities and political violence. Women who support and indulge in both discriminate and indiscriminate violence against institutions of the state and unarmed civilians not only redefine notions of nationalism, gender and religious identity, but also highlight their complex and problematic relationship with feminism. To what extent does participating in militant activities and armed combat provide women with opportunities to transcend conventional gender roles? In other words, do they remain the ‘other’ within ‘the other’? How are militant women influenced by these political movements and how do they influence these movements? What happens when the ‘protected’ and ‘upheld’ become the ‘protectors’ and ‘upholders’? How does/should feminist international relations approach these militant women? I attempt to address these questions through a study of women militants and their constructions as gendered political subjects in Kashmir and Sri Lanka.  相似文献

In rural Sri Lanka, remittances from housemaids working in the Middle East figure prominently in household livelihood strategies. This article examines the impact of housemaid remittances on living standards and suggests measures to maximise the benefits of remittances for recipient households while minimising the personal and financial costs of migration. The effectiveness of migration as a household strategy depends on a decent overseas job with a reliable income, a reduction in the costs of migrating and remitting, and the responsible management of household welfare and finances by recipients, including the maintenance of local income sources while the migrant is away.  相似文献

While previous studies focus most of their attention on the impact of civil-war violence on postwar norms of interpersonal trustworthiness, they overlook the importance of political actors' nonviolent interference in civic life during such conflicts. This paper investigates the relationship between wartime provision of public services and postwar trustworthiness norms among civilians. Using original survey data collected from Sri Lanka, empirical analysis suggests that postwar norms of interpersonal trustworthiness tend to weaken if individuals experienced higher amounts of service provision by the Liberation Tigers of Tamil Eelam. To build their own apparatus to provide efficient services, the rebels deeply intervened in and altered local institutions. Such transformation of local institutions dissolves existing social groups and associations that previously tied residents together. Efforts of post-civil-war community development would be ill equipped if these institutions were treated as nonexistent. Postwar development programs need to provide new, effective local institutions to replace those established in wartime.  相似文献

This paper considers some dilemmas relating to developing effectiveassistance with and to people who have lived through extremeevents in a civil war and ‘post-conflict’ contextwithin Sri Lanka. The tsunami which devastated many coastalareas of Sri Lanka in December 2004 and left many people withno homes or livelihood has further affected the country. A majorissue is how far the concepts and methods of western psychologyand psychiatry are appropriate to radically different culturesand contexts: in particular, how post-conflict and post-disasterpsychosocial rehabilitation may depend in complex ways on localspecifics and interact or not with biomedical notions of PTSDdiagnosis and individual therapy. The relationship between aculture and its healing rituals is a complex one. Cultural,socio-political, existential and personal meanings, expressionsand responses to civil war or traumatic events and their aftermathare likely to be mediated by each individual and the contextin which they occur.
