While the October 1973 War has been studied from many angles, the Iraqi–American perspective has never been fully investigated. During this war the Bacth regime in Iraq felt compelled not only to send forces to the front, but also to harm American oil interests. As Washington was trying to mitigate the militant situation and prevent the imposition of an oil embargo, Baghdad continuously adopted a confrontational anti-American, anti-Israeli stance. This article uncovers evidence to show that while the Bacth regime did indeed attack American interests, it only did so in ways that would not endanger Iraqi stability and economic interests. The article is based mainly on US National Archives documents, as well as on Iraqi sources.

The Emergency Committee was established on October 1947 to meet the challenges of British evacuation and the urgent needs of war. The Jewish leadership realized that the existing structure of institutional self-rule was not sufficient for coping with the demands of the new era. Fearing a total collapse of administration that could lead to governmental vacuum, it was decided to create one unified planning centre that would supervise planning and policy making of the future governmental system. Two major contributions of the committee's work towards the establishment of a new Israeli governmental system are to be noted. Firstly, on the declaration of independence (15 May 1948) the Jewish leadership had a basic blueprint for a governmental administration, covering a wide range of professional manpower and facility needs, pointing out existing strengths and weaknesses in present administrative capabilities, Secondly, during the process of planning and running essential services, the future government gained unprecedented experience in operating on a national scale during wartime.

Abstract

Extract

In themselves, military coups are nothing new in modern (or ancient) Thai history. There have been at least eight successful, and many more unsuccessful, coups since the one that overthrew the absolute monarchy in 1932. It is therefore not altogether surprising that some Western journalists and academics have depicted the events of October 6 1976 as “typical” of Thai politics, and even as a certain “return to normalcy” after three years of unsuitable flirtation with democracy. In fact, however, October 6 marks a clear turning point in Thai history for at least two quite different reasons. First, most of the important leaders of the legal left-wing opposition of 1973–1976, rather than languishing in jail or in exile like their historical predecessors, have joined the increasingly bold and successful maquis. Second, the coup was not a sudden intra-elite coup de main, but rather was the culmination of a two-year-long right-wing campaign of public intimidation, assault and assassination best symbolized by the orchestrated mob violence of October 6 itself.

This article follows the last 72 hours of the October 1973 Yom Kippur War; that is, the three days from the collapse of the first ceasefire, on 23 October, until 25 October, when the United Nations Security Council Resolution 340, which ended the war, was adopted. The goal is to present and analyse the interests of the United States and how it managed its policy vis-à-vis Israel and Egypt during the ceasefire imbroglio. However, the article devotes special attention to the serious crisis with the Soviet Union that played out during those fateful hours. It stemmed from the note sent by the leader of the Soviet Union, Leonid I. Brezhnev, to US President Richard M. Nixon on 24 October. From the contents of the message, senior American decision-makers concluded that the Soviets were planning the unilateral deployment of an armed force to the Middle East. In response to this threat, these officials decided to raise the state of alert of the American armed forces to Level 3. The main conclusion of the research, however, is that no real Soviet threat existed. On the contrary, the Soviet Union was interested in preserving détente and in continuing to cooperate with the United States in order to put an end to the violence in the Middle East.

An eminent British specialist on Russian politics analyzes the conflict between Boris Yel'tsin and his opponents that resulted in the bloody military showdown of October 3-4, 1993. Based upon materials gathered in Moscow during the events and on the author's personal observations and interviews, the article traces the origins and course of the wider conflict. It also interprets the implications of Yel'tsin's actions for the further development of democracy in Russia.
