Spain experienced an outbreak of public sector corruption—much of it related to the involvement of regional and local administrators and politicians in the country's urban development boom—that angered the public and sparked calls for government reform. Using data from a 2009 survey that followed these events, the authors examine the association between perceived corruption and the attitudes and behaviors of citizens, including satisfaction with government and democracy, social and institutional trust, and rule‐breaking behaviors. The findings suggest that perceptions of administrative as well as political corruption are associated with less satisfaction, lower levels of social and institutional trust, and a greater willingness to break rules. Although these survey results cannot prove causation, they are consistent with the notion that administrative and political corruption damages the legitimacy of government in the eyes of citizens and weakens the social fabric of democratic society.  相似文献

The Effects of E-Government on Trust and Confidence in Government   总被引:8,自引:1,他引:8  
Trust in government has been declining for more than three decades now. E-government has been proposed as a way to increase citizen trust in government and improve citizen evaluations of government generally. Using two-stage models to analyze recent Pew survey data, this research explores the relationship between e-government use, attitudes about e-government, and trust in government. There is a statistically significant relationship between trust and use of a local government Web site, as well as other positive assessments of federal and local governments. The evidence suggests that e-government can increase process-based trust by improving interactions with citizens and perceptions of responsiveness. The findings are theoretically important for reconciling the conflicting research on the effects of e-government and for understanding variations by level of government. Citizen attitudes toward government, including trust, are core concerns for democratic governance and public administration.  相似文献

The traditional welfare state, which emerged as a response to industrialization, is not well equipped to address the challenges of today's post-industrial knowledge economies. Experts and policymakers have therefore called for welfare state readjustment towards a ‘social investment’ model (focusing on human skills and capabilities). Under what conditions are citizens willing to accept such future-oriented reforms? We point at the crucial but hitherto neglected role of citizens’ trust in and satisfaction with government. Trust and satisfaction matter because future-oriented reforms generate uncertainties, risks and costs, which trust and government satisfaction can attenuate. We offer micro-level causal evidence using experiments in a representative survey covering eight European countries and confirm these findings with European Social Survey data for 22 countries. We find that trust and government satisfaction increase reform support and moderate the effects of self-interest and ideological standpoints. These findings have crucial implications not least because they help explain why some countries manage – but others fail – to enact important reforms.  相似文献

Trust funds are a particular way of governing resource flows. Governments use trust funds to bind policy decisions of future actors and remove resource flows from budget competition. The state of Alaska removed a portion of its oil revenues from political competition through the creation of the Alaska Permanent Fund. A unique feature of the Fund is that it pays annual dividends to Alaskan citizens, thus creating a citizen stake in the management of the Fund. Through this framework Alaskans have successfully protected a significant stream of revenue ($21 billion) from political demands.  相似文献

Combining local council election data with fiscal data on grant allocations in a German state, we study partisan favoritism in the allocation of intergovernmental transfers within a quasi-experimental framework. We hypothesize that state governments pursue two distinct goals when allocating grants to local governments: (1) helping aligned local parties win the next election and (2) buying off unaligned municipalities that may obstruct the state government’s policy agenda. We argue furthermore that the relative importance of these two goals depends on local political conditions. In line with this argument, we show empirically that the effect of political alignment on grant receipts varies depending on the degree of local support for the state government. While previous contributions find that aligned local governments always tend to receive larger transfers, our results imply that the political economy of intergovernmental transfers is more intricate.  相似文献

This article examines the relationship between polity size and political trust in local government for which two schools of thought offer opposing expectations. The theoretical disagreement has received considerable attention and this article contributes with a dynamic perspective of how changes in polity size affect changes in citizens' political trust on the input‐side of local government. The case examined is the recent municipal mergers in Denmark which were implemented on 1 January 2007. The article reports an analysis of a panel based on a repeated survey of Danish citizens using an untreated control group design with pre‐test and post‐test. A quasi‐experimental difference‐in‐difference identification strategy is used to obtain the effect of municipal size on local political trust. The results show that changes in municipal size negatively affect local political trust, which is consistent with the expectation from the political economy theory that political trust tends to decrease with the size of the polity.  相似文献

Based on the Asia Barometer Survey of 2003, 2004, and 2006, government performance, citizen empowerment, and citizen satisfaction with self‐expression values are associated with public trust in government in Japan and South Korea. This study finds, first, that government performance on the economy, controlling political corruption, the quality of public services, crime, and attention to citizen input are significantly associated with broad public trust in government in both Japan and South Korea. Likewise, citizens’ satisfaction with their right to gather and demonstrate and to criticize the government is closely connected to trust in central and local governments in Japan. In South Korea, citizens’ satisfaction with their right to gather and demonstrate is intimately linked to trust in local government. Implications for government leadership to enhance performance, transparency, citizen participation, and public trust in government are analyzed and elaborated upon in this insightful study.  相似文献

Scholars have repeatedly expressed concern about the consequences low levels of political trust might have for the stability of democratic political systems. Empirical support and the identification of causal mechanisms for this concern, however, are often lacking. In this article, the relation between political trust and law‐abiding attitudes is investigated. It is expected that citizens with low levels of trust in the institutions of the political system will find it more acceptable to break the law. As a result, low levels of political trust might undermine the effectiveness and legitimacy of government action and its ability to implement legislation. Based on survey data from 33 European countries using the 1999–2001 European Values Study (N = 41,125), the relation between political trust and legal permissiveness is examined using a multilevel ordered logistic regression analysis. The results show that respondents with low levels of political trust are significantly more likely to accept illegal behaviour such as tax fraud than respondents with high levels of political trust. Since it is known from earlier research that actors who are permissive towards law‐breaking behaviour are more likely to commit these acts themselves, the hypothesis that low levels of political trust will be associated with less law compliance within a society is supported.  相似文献

An important but unattended consideration in citizen participation efforts is whether public officials trust citizens and, if not, whether they can formulate and implement policies that really engage, empower, and emancipate citizens. This study attempts to answer four questions: Is public officials' trust in citizens relevant and important? Is it a valid construct that can be differentiated from other constructs? What factors influence its level? And how does trust influence citizen involvement efforts? Based on a survey of 320 public administrators, the study finds that public administrators' trust in citizens is a relevant and valid construct and a predictor of proactive citizen involvement efforts. Public administrators generally have a neutral (neither trustful nor distrustful) view of citizens. Finally, factors affecting the level of trust are identified at the individual, organizational, and societal levels.  相似文献

Democratic theorists argue that vigorous competition between candidates/parties is essential for democracy to flourish because it engages citizens' political interest and ultimately makes elected officials more accountable to their constituents. Using data on citizens' perceptions of government responsiveness to their political opinions from the American National Election Studies and the Ranney measure of party competition for control of state government, we examine the effects of competition on citizens' political attitudes from 1952 to 2008. Our analysis reveals that citizens feel government is more responsive to them when there is greater competition between the two parties for control of government in their state. However, this relationship is confined only to citizens who identify with the party that controls government in their state. We also find that the relationship between competition and efficacy is strongest among citizens with lower levels of education and income. These results suggest that vigorous competition for control of state government can have important implications for citizens' political attitudes.  相似文献

Using an online panel, we surveyed a representative sample of 500 each in Australia and New Zealand during July 2020, in the middle of the Covid-19 pandemic. We find trust in government has increased dramatically, with around 80% of respondents agreeing government was generally trustworthy. Around three quarters agreed management of the pandemic had increased their trust in government. Over 85% of respondents have confidence that public health scientists work in the public interest. Testing four hypotheses, we find that income and education predict trust in government and confidence in public health scientists, as does voting for the political party in government. Trust in government and confidence in public health scientists strongly predict Covid-19 phone application use, largely through convincing people the App is beneficial. Trust in government then is both an outcome and antecedent of government effectiveness. Building trust is important for governments implementing difficult policy responses during a crisis.  相似文献

Few areas of public administration have been more discouraging, over a longer period of time, than the struggle to build public trust in government's work. However, new research suggests that public administrators can build trust by improving the results they produce for citizens. Practical, practicable steps can produce big improvements: improving government's focus on citizens' needs; engaging employees; focusing on fairness; and, especially, concentrating on the delivery of public services at the “retail” level. Citizens, research shows, can discriminate among levels of government, the administration of different programs in different functional areas, and the work of individual administrators. That provides strong hope for improving trust, in an era when too often government appears too untrustworthy.  相似文献

Local administrative professionals typically are accountable to multiple stakeholders, including other governmental units, special interests in the business and nonprofit sectors, and citizens. How are these accountability relationships ordered? What is the position of citizens in that hierarchy, particularly the influence of citizen participation? Focusing on patterns of hearing participation and citizen impact on budgeting decisions for the Community Development Block Grant program, this statistical analysis employs ordered probit regression. The authors find that communities in which grant administrators feel most accountable to citizens for grant performance have higher degrees of citizen participation in hearings and higher levels of perceived citizen impact on budgetary processes. This relationship holds even in the presence of simultaneity between bureaucratic accountability to citizens and citizen participation. The findings point to the importance of instilling a public service ethic among government employees that places a high value on engaging as well as listening to citizens.  相似文献

A re‐analysis of three Swedish studies of political trust at local level shows that the extent to which citizens trust the system of democracy in municipalities correlates strongly with how the employers in that area assess the state of the local business climate. This article deals with the question of how this can be understood. Three sets of underlying explanations are tested: social capital theory, a theory of local well‐being and political‐institutional conditions. The empirical analysis shows that only the theory of local well‐being can explain consistently why political trust and a flourishing local business climate occur in concert. The study emphasises the need to expand research on political trust to also take into account the role played by the business climate. This has been completely ignored in previous research on political trust. Such knowledge would be highly relevant to local policy making. In order to capture the specific mechanisms at work, qualitative case studies of municipalities are suggested as the next step of research.  相似文献

Snap elections, those triggered by incumbents in advance of their original date in the electoral calendar, are a common feature of parliamentary democracies. In this paper, I ask: do snap elections influence citizens’ trust in the government? Theoretically, I argue that providing citizens with an additional means of endorsing or rejecting the incumbent – giving voters a chance to ‘have their say’ – can be interpreted by citizens as normatively desirable and demonstrative of the incumbent's desire to legitimise their agenda by (re)-invigorating their political mandate. Leveraging the quasi-experimental setting provided by the coincidental timing of the UK Prime Minister, Theresa May's, shock announcement of early elections in April 2017 with the fieldwork for the Eurobarometer survey, I demonstrate that the announcement of snap elections had a sizeable and significant positive effect on political trust. This trust-inducing effect is at odds with the observed electoral consequences of the 2017 snap elections. Whilst incumbent-triggered elections can facilitate net gains for the sitting government, May's 2017 gamble cost the Conservative Party their majority. Snap elections did increase political trust. These trust-inducing effects were not observed symmetrically for all citizens. Whilst Eurosceptics and voters on the right of the ideological spectrum – those most inclined to support the incumbent May-led Conservative government in 2017 – became more trusting, no such changes in trust were observed amongst left-wing or non-Eurosceptic respondents. This study advances the understanding of a relatively understudied yet not uncommon political phenomenon, providing causal evidence that snap elections have implications for political trust.  相似文献

It is often assumed that the institutional organization of electoral management bodies (EMB) has an impact on the credibility of elections, but this proposition has been difficult to verify empirically. I examine whether the degree of autonomy from the political process of EMB administrators affects attitudes towards elections among citizens and legislators by analyzing mass and elite surveys across Latin America. I conclude that levels of confidence in the electoral process among political elites are higher in countries with politically autonomous EMBs, but this effect is muted in the analysis of citizen attitudes. This association holds after controlling for individual-level determinants of trust in elections and for other relevant country-level predictors in multilevel statistical models.  相似文献

Political trust in Lebanon is perceived to be drastically low. Instead of being regarded as agents of citizens' well-being, public officials are deemed as corrupting forces in the society. This attitude reflects people's discontent as a result of official policy. However, findings indicate that people's dissatisfaction with the government reduces political trust. This situation creates an environment in which it is difficult for those in government to succeed. The consequences of loss of trust could be detrimental to the legitimacy of the regime in question. The study derives its importance from the return to power of billionaire Rafik Hariri, a three time former premier, on the 22nd of October 2000, two years after being forced out of office and accused of corruption. Hariri hopes to reinvigorate his post-civil war reconstruction program that stalled while he was out of power. With many former ministers from Hariri's former 1992-1998 tenure reappointed and in light of Hariri's pledge to proceed with his previous policy, the survey findings indicate the low levels of political confidence that constrain the new government program to prevail over the country's bitter political situation.  相似文献

This article develops a better theoretical understanding of the linkage between the processes and outcomes associated with government‐organized public participation, including its potential to empower citizens in guiding administrative decisions. Special focus is given to those factors that shape the development and maintenance of the citizen–administrator relationship. To this end, the research examines the work of federally mandated citizen review panels and their interactions with state child protection agency administrators. Based on 52 in‐depth interviews conducted with citizens and administrators in three U.S. states, a grounded theory approach is employed to derive a series of testable theoretical propositions. The insights gained are of importance not only to public administration scholars but also to citizens and administrators who engage one another through formally organized channels of participation.  相似文献

Truthfulness, the norm of science, is etymologically related to trust. Both concepts are related to ‘tree’, as a symbol for grounded knowledge, for differentiation (the tree of knowledge), for uprightness and reliability (Searle, 1995). Truthfulness generates trust. Trust generates community. The land politics and trust project in South Africa (Askvik and Bak, 2005) investigated how trust relations intervened within and between government institutions engaged in redistribution and management of land. It enquired into trust relations between the land state and stakeholders in land. It assessed how the new ANC‐controlled state intervened into the relation between market‐oriented urban industry and subsistence‐oriented livelihoods on communal land. Could that intervention explain the slow pace of land redistribution? The field work was done in the Northern and the Western Cape provinces. A hypothesis is that unconditional personal trust across institutional boundaries is a condition for post‐colonial, post‐liberation community building. In 2001, aspects of political democracy were in place. Trust relations between government institutions and to stakeholders in land varied, but were limited. Trusted mediators between the institutions, across cultures, were few and far apart. Subsistence‐oriented livelihoods on communal land were there to be transformed to commercial farming. The three‐step Government strategy, growth in the urban economy, commercialisation of rural subsistence production and rural welfare from the urban surplus, augmented separation, disbelief and distrust.
