Globalisation in recent years has come to play an increasing significance in analyses concerning the state and political economy. However, many debates have revolved around a theme whereby increasing globalisation inevitably leads to decreases in the role of the nationstate. This article examines two countries' experiences of globalisation and the attempts by state leaderships to produce globally integrated sectors. The article identifies the historical contexts to changes within the capitalist world economy of the Cold War and the patterns of development associated with such processes in Costa Rica and Thailand. By locating the analysis within a comparative perspective the article comments on the role of authoritarianism as a factor in the implementation of neo-liberal agendas.  相似文献

This article advances the discussion of the contentious question of links between global inequalities of power and violent responses, focussing on globalisation and non-inclusive forms of governance. Drawing on international political economy, the article criticises the "nationstate-centrism" in much political discourse, suggesting that both authority and security need to be reconsidered — to account for less plausible national borders and controls. It suggests that "human security" (including issues of development and equality) ought to replace "national security" as the primary focus of public policy. It draws attention to the intractability of difference, insisting that the terrorism of 2001 has complex transnational antecedents. Realist approaches to international order have become part of a problem to be overcome through further intellectual debate.  相似文献

This article examines how civil society in South Korea emerged as a social force and developed a distinctive relationship with the state. It is argued that political, institutional and cultural factors are no less important than economic relations in accounting for the distinctive nature of South Korean civil society. The article explores the dialectical relationship between the state and Korean civil society and its political and social consequences. For example, the dynamic interplay between the formal and informal structures of political power and the role of various civic organisations in political and other processes of social transformation are discussed. It is argued that the complex relationship between the state and civil society should be theorised in terms of mutual empowerment and synergy in the sense that civic organisations and groups have contended for, or negotiated, power. Hence, observers should bear in mind an alternative hypothesis that different historical conditions may well determine structural changes that have diverse outcomes in the political and cultural arenas, especially in an era of globalisation.  相似文献

Abstract

Globalisation has had far-reaching implications for the dynamics of liberal democracy and governance in India. With the opening of the Indian economy in the 1990s, global market forces and private sector organisations have played an increasingly significant role in the political life of the nation. Given this background, several central questions are addressed. How has globalisation affected the way that state and civil society relations in India are constituted? In particular, what are its political implications for the poor who had previously relied on the services provided by the post-colonial state that carried out significant welfare-orientated functions? The paper argues that the contradictions of globalisation have transformed the dependent identity of the poor and marginalised toward a greater propensity for collective mobilisation. While the longer-term outcomes of such mobilisation remains unclear, the hegemonic position of entrenched elites is more clearly being challenged by the emergence of new agendas of inclusion, welfare rights and social justice appearing under conditions of neo-liberal globalisation.  相似文献

As well as introducing the six articles in the collection, this article pays tribute to Professor Lee, who passed away in late 2016. This article highlights the continued significance of pre-capitalist formations in shaping the trajectory of economic transition in peripheral regions, even in an era of neo-liberal globalisation. There is a tendency for Marxist scholars to assume the inevitable “dominance” of capitalism over older modes of production. Using a case study from Nepal's far eastern Tarai, this paper seeks to understand the reproduction of feudal social relations in a region which is both accessible and integrated into regional and global markets. The paper traces the early subordination of indigenous groups to feudalism from the eighteenth century onwards, and the political and ideological processes through which these social relations were reinforced. Through examining the historical role of feudal-colonial alliances, however, the paper notes that pre-capitalist reproduction in Nepal is a dynamic process, actively negotiated and reinforced by the external imperatives of capitalist expansion itself as well as through the entrenched political power of landed classes. Today feudal and capitalist formations co-exist and articulate, with surplus divided between landlords and non-farm employers. Understanding the complex dynamics of feudal or “semi-feudal” reproduction in an era of globalisation is crucial if one is to identify avenues for collective mobilisation against inequitable pre-capitalist and capitalist class relations.  相似文献

The study of contemporary Europe has attracted growing attention in mainstream political science and international relations. Both studies of the European Union and cross-country comparisons of various political phenomena in different European countries are beginning to enrich our understanding of the process and limitations of integration. This growth of interest has also been stimulated by the opening up of central and eastern Europe which has encouraged scholars to address the issues of transformation using the tools of comparative politics. In addition, studies of Europeanisation are now being more systematically related to broader international developments and to the process of globalisation. British scholars, and British-based scholars, are making important contributions to the debates in political science and international relations. Discussions of Hong Kong's human rights situation tend to focus on the ex-colony's struggle to protect civil and political rights against the encroachment of the Chinese state. Without contradicting the well-grounded concern with Hong Kong's human rights future articulated in these discussions, this article offers a complementary narrative of human rights development in post-1997 Hong Kong that looks beyond the national frame of such discussions. Drawing attention to Hong Kong's position as a regional centre in the struggle for human rights in Asia under globalisation, the article argues that the activities of local and transnational human rights advocacy groups in the city show positive and promising possibilities of coalitional solidarity on the ground of human rights. Notably, the protests against national security legislation opened up opportunities of articulating diverse struggles for the rights of various social groups, including migrant groups, with the local struggle for civil and political rights. A perspective of Global Asia enables a reading of this important episode in Hong Kong's struggle for human rights that suggests more open-ended future possibilities than the common nationally-framed accounts.  相似文献

Evidence suggests that following liberalisation reforms in India, public sector contributions to social development projects responsible for public goods allocation and the provision of services have receded in favour of an enlarged role for private sector initiatives, particularly through public-private partnerships. As part of a “good governance” agenda, the state is embracing such partnerships, modelled on information communication technology (ICT), within a wider development strategy (ICTD) to improve goods allocation and government's image as a trustworthy agent. This has also coincided with a changing political economy that has granted greater authority to more localised units of government over economic and developmental processes. This paper examines a case study of Urban e-Seva, an ICTD public-private partnership in Hyderabad, and couches it in a larger examination of contemporary social development in India. The paper concludes that government needs to be embedded in public-private partnerships, that it must continue to be at the forefront of allocation strategies in general, and that globalisation is strongly shaped by public institutions operating at the sub-national level. Furthermore, reforms are needed to correct for globalisation and liberalisation's inabilities to foster proper social development in India.  相似文献

This article analyzes the current transition in the political economy of South Korea in the context of political democratization and economic development. Because South Korea can be regarded as a case in which successful economic growth preceded political democratization, the article reviews the advantage and the disadvantage of late industrialization and its limitations. It discusses rising conflicts of interest among economic agents, labor disputes, and the erosion of international competitiveness. The article also reviews the sociopolitical reform program advanced by the new administration and its ramifications for the economic prospects. The article concludes that the Korean economy will continue to grow but not as fast as it had grown in the past and that the new political environment will play a critical role in determining the characteristics of capitalism in South Korea. The success of future economic development will depend on the stability of the political system and the national capacity to resolve conflict of interests.  相似文献

Large‐scale issue‐advertising by third parties appears to be increasing in Australia. This article analyses recent official data on political expenditure, and situates such campaigning in historical perspective with case studies of the bank nationalisation, Medibank, WorkChoices and mining tax campaigns. The success of the latter two campaigns illustrates the potential for well‐resourced sectors to employ what has traditionally been seen as an “outsider” tactic. The various drivers of the phenomenon are discussed, including evolving trends in political engagement and the media, and fluctuations in perceptions of governmental strength or weakness. The most distinctly Australian aspect of the phenomenon is the tendency in recent decades for governments and third parties to engage in a “call‐and‐response” cycle of issue‐advertising.  相似文献

The international order is becoming increasingly precarious as a result of the pressures of globalisation and inadequate policy responses by many states, most importantly the United States, which still holds a pivotal role in building and sustaining international order. The present state of affairs in global governance is characterised by 1) an overwhelming concentration of power at the level of interstate relations but 2) a diffusion of power if we look at the totality of international relations, 3) the erosion of state authority and political legitimacy, 4) the growing importance of markets and of 5) fundamentalist ideologies, 6) the declining utility and the paradoxical impact of force on political order, and 7) by the still indispensable but increasingly fragile base of international order in functioning statehood at the national level. Overall, this situation reflects a mismatch between political demands on and the actual supply of international order whose present state leaves much to be desired. By way of conclusion, the article offers some policy recommendations about how to change the present precarious situation.  相似文献

This article addresses the role of natural resources in the protracted conflict between Morocco and Western Sahara. Drawing from literatures of political ecology and political science, the article argues that natural resources have been deeply implicated in the conflict over time, with resource-related developments lending legitimacy to each party in different ways. The complex political economy of resource exploitation and the associated geopolitical enjeux have led to the de facto recognition of Morocco's occupation, and the symbolic aspects of natural resources have lent the Sahrawi cause legitimacy and an important node around which allies can be mobilised. That sovereignty is contested has facilitated a discourse in a different, more powerful way than when it is not in question, particularly in the Sahrawi's capacity to invoke international law to support their case. Drawing on the cases of South Sudan and Indonesia, the article ends with a brief discussion of the potential of the region's high-value resources for peace-making activities.  相似文献

As Marxism and socialism pass through watershed years it is important to reflect on the abiding questions of Marxist theory and empirical analysis. This article takes up this task in the context of East Asia under the impetus of globalisation and neo-liberalism, introducing a collection of five articles collected in the special issue. This article contrasts two significant ruptures in globalisation. World War I in 1914 was a significant break from the Latin American export-oriented development that was firmly connected to economic globalisation. This article uses the Argentine case study to reveal the ramifications of the post-1914 global breakdown for the republic's internationally dependent development. It draws comparisons with the current COVID-19 crisis as a significant departure from rapid globalisation. Both events altered the trajectory of international activity. Analysis of the 1914 rupture exposes the parallels with COVID-19 and its potential severity for Latin America's internationally connected development.  相似文献

This article accounts for why and how democratisation in Korea, although facilitated by social forces from below, has contributed to deepening social polarisation by accelerating economic liberalisation. In assessing this seemingly paradoxical dynamic of democratisation in Korea, this article offers an analysis of contemporary Korean politics and political economy alternative to currently prevailing approaches. Prevailing approaches tend to frame recent socio-economic and political changes in Korea brought about by democratisation and the financial crisis of 1997-98 as the encroachment of the market over the state, and of the external (the global) over the internal (the national), as if these bipolarised categories assume zero-sum relations. This article posits democratisation processes as class and social struggles and such factors as the global economy, the positioning of Korea in the world-system and the history of US intervention, that are typically perceived as external constituents, as active social and class forces. Informed by this framework, this article explores contemporary Korean politics and political economy as a set of contradictory processes of political and economic liberalisation, democratisation and “de-democratisation.”  相似文献

Although it is well known that domestic and international factors converge to affect a nation's foreign policy orientation and trade, their actual weights vary. Brazil's situation during globalisation sheds light on this issue. Through statistical and qualitative analysis, this article shows how structural factors, rather than diplomatic action, influenced the direction of Brazil's exports as the country became more integrated into the world economy. It was only under Cardoso's presidency that trade had an impact on bilateral diplomacy. The findings contradict conventional wisdom, which emphasises the state's role in driving Brazilian integration into the global economy.  相似文献

Using the 2017 post-election German Longitudinal Election Study (GLES), this article examines the voters for the Alternative for Germany (AfD) in the 2017 German federal election. We show that AfD voters in 2017 were truly ‘flesh of the same flesh’ of the mainstream German political parties, with the AfD drawing its voters from across the political party spectrum as well as from previous non-voters in 2013. In contrast to previous scholarship, we find that in most respects AfD voters in 2017 did not differ demographically from voters for all other parties, be that in terms of gender, education, employment status, and union membership. Furthermore, we find that AfD voters were not driven by anxiety about their own economic situation: they are no ‘losers of globalisation.’ Instead, AfD voters in 2017 were driven solely by two factors: their attitudes towards immigrants/refugees and anti-establishment sentiment/satisfaction with democracy in Germany.  相似文献
