Traditional approaches have conceptualized political regimes almost exclusively with reference to domestic-level political factors. However, many current and historical political regimes have entailed a major role for international actors, and in some cases the external influence has been so great that regimes have become internationalized. This article explores the concept of ‘internationalized regimes’ and argues that they should be seen as a distinct form of hybrid regime type that demonstrates a distinct dimension of hybridity. Until now, regime hybridity has been conceived along a single dimension of domestic politics: the level of competitiveness. Yet, some regimes are characterized by a different type of hybridity, in which domestic and international authority are found together within a single political system. The article explores the dynamics of internationalized regimes within three settings, those of international occupation, international administration and informal empire.  相似文献

Research in comparative and international politics often deals with the same questions, such as the nature of war, the conduct of foreign economic policy, and the consequences of different political institutions. Yet there is a pronounced gap between these two subfields of political science. In neorealist theory, this gap is to be expected, since the structure of the international system cannot be reduced to facts about its component units. Given the incompleteness of international relations theory, it rarely provides knowledge that is sufficient to explain the actions of the component units. This theoretical insufficiency provides the motivation to bring theories of domestic and international politics closer together. Three attempts to integrate comparative and international politics are discussed in this article. The first derives from the logic of two-level games as originally advanced by Robert Putnam. The second relies on a special application of second-image reversed theory by Ronald Rogowski in Commerce and Coalitions. The third examines the merging of previously distinctive systems of rules and laws among countries in the European Union. This approach does not rely on a single exemplar (as do the first two) but uses a number of institutional and legal theories to conceptualize the domestification of a regional, international political system. Thus, strategic interaction, the domestic effects of international trade flows, and institutional merging of legal systems provide three quite different metaphors for narrowing the gap between our knowledge of domestic and of international politics.  相似文献

This article sets out to identify the conditions that promote civilian supremacy over the military in the post-military democracies. The article addresses the case of Bangladesh, where a decade-old post-military democratic political process is riddled with problems, such as the absence of opposition parties in the parliament, chronic political instability and violence and inefficient governance. However, the powerful military has not yet shown any inclination towards intervention in domestic politics. Rather, various civilian institutions, such as the Parliamentary Standing Committee on Defence (PSCD), have been successful in raising the level of the military's accountability to the civilian government and society. The article seeks to explain the role of PSCD during 1998–2001 in promoting civilian supremacy in Bangladesh. It argues that three sets of factors can explain the PSCD's role. First, there is intense competition for political power between the two major parties, which resists the military's involvement in politics in favour of any one political party. Second, there is the important role of civil society in favour of civilian supremacy. Third, there are external factors such as the donor countries' and international agencies' stance in favour of democracy and the Bangladesh military's participation in United Nations peacekeeping missions, which are discouraging military intervention in politics at home.  相似文献

How do citizens in developing democracies launch political careers? Despite the large literature on electoral politics in developing countries, we know surprisingly little about how individuals become political candidates. This article examines an important mechanism of political recruitment in developing democracies: party-civil society organization (CSO) linkages. Existing theories treat CSOs as arenas of civic participation rather than as political agents in their own right, which leads scholars to overlook their impact on electoral competition. This article argues that the distinct resource portfolios of CSOs influence their relative impact on candidate selection, and consequently, local politics. CSOs that represent the material interests of their constituents, such as resource-rich business groups and vote-rich identity groups, have significant influence over candidate selection. Issue-oriented CSOs tend to have less impact. Party-CSO relations often facilitate clientelist linkages between parties and voters, weakening democratic governance. Evidence is provided with an in-depth case study of CSO-political party relations in the industrial periphery of Istanbul, Turkey.  相似文献

This article uses data from a seven‐player simulation of a complex anarchical environment to analyze hypotheses on domestic political regime changes and system stability. By conducting the simulation over the Internet, a tremendous number of runs through the simulation can be completed in a relatively short time, thereby generating sufficient data for the statistical analyses. The analyses demonstrate that even in a research simulation designed to emphasize and isolate systemic factors, regime changes increase the threats to the survival of actors and significantly reduce the probability that the system will remain stable. This suggests that there may be a systemic mechanism in addition to the linkage politics mechanism described in the democratization and war literature.  相似文献

Three perspectives on the causes of communal conflict are visible in extant work: a focus on ancient hatreds, on leaders, or on the context that leaders "find" themselves in. Leaders therefore have all the power to mobilize people to fight (or not to) or leaders are driven by circumstantial opportunities or the primordial desires of the masses to resist peace or coexistence with historical enemies. Analysts who focus on leaders or context recognize that external actors affect internal conflicts, but little systematic research has explored the processes relating the domestic politics of nationalist mobilization to factors in the international arena. How does the international arena affect the competition among leaders? How do skillful leaders draw in external actors to lend credibility to their own views? This article asserts that leaders compete to frame identity and mission, and explores the degree to which international factors affect whose "definitions of the situation" are successful in precipitating mobilization shifts among potential followers. A unique finding of this longitudinal study of Northern Ireland is that the role played by international institutions and actors is affected by how domestic actors perceive, cultivate, and bring attention to the linkages between the two spheres.  相似文献

A dominant orthodoxy in political-economic analyses of international competition is to highlight how national industrial performance and the competitive balance between nations are determined by domestic features of national political economies. In contrast, this article reverses these causal arrows by highlighting how the international competitive environment itself can shape and reshape domestic and state structures. Japan's high-profile, large-scale national research and development programs in computer and semiconductor technologies serve as instructive testing grounds for this argument. Illustrating how shifts in international competitiveness can induce changes in domestic structures, Japan's R&D projects display a secular decline in the government's interventionist capabilities as the country's computer and semiconductor industry dramatically moves from industry follower to technological pioneer.  相似文献

This paper explores empirically how domestic political and economic challenges affect political leaders’ propensity to respond with the use of force at home and abroad. The foreign policy and world politics literatures are replete with references to leaders’ alleged use of external conflict when confronted with domestic challenges, but rarely consider domestic responses to dissent or the role of interstate threats. Comparative research on repression primarily focuses on linkages between domestic challenges and leaders’ resort to repressive policies, but ignores international alternatives. Neither literature considers the influence of external threats and opportunity structures on resort to use of force and coercion at home and abroad. Alternatively, we contend that foreign conflict and repression are complementary and potentially interchangeable policies that leaders may use to maintain political power in the face of domestic pressure. We hypothesize that the level of domestic political constraints conditions the opportunity and likelihood of selecting either repression or foreign conflict in response to domestic challenges. Since the ability to capitalize on external conflict involvement in all likelihood is not independent of international opportunity structures, we explicitly address differences in the availability of historical interstate animosity. We test our hypotheses on resort to repression and external dispute involvement on a global sample of political leaders for the period 1948–82. Our results indicate that repression and external conflict involvement appear to be largely independent and driven by different challenges: While there is some evidence that domestic conflict increases the likelihood of disputes and that external threat may promote repression, there is little support for the idea of direct substitution in kind since leaders frequently combine both dispute involvement and repression.  相似文献

The debate on whether class-based or industry-based coalitions are politically salient in American trade politics has illuminated domestic sources of international trade policy but remains unresolved. In particular, the literature offers contradictory evidence on the dominance in recent years of class-based or industry-based trade politics. This contradiction is mainly due to selective use of congressional votes. This article contributes to this debate by applying a multilevel item-response-theory model to the entire universe of trade-related votes since 1987. This study finds that class-based coalitions are politically salient in current U.S. trade politics. Furthermore, while this study confirms the significance of party influence on trade voting, it finds little support for the view that political parties have dyadic relationships with particular groups of constituents.  相似文献

This study examines the potential influence of foreign linkages on regime outcomes by comparing Myanmar and Thailand. Linkages with the West are supposed to facilitate democratization, whereas those with autocracies usually promote regime survival. This study focuses on Myanmar and Thailand’s linkages with the U.S. and China, which at first sight seem to demonstrate the hypothesized effects. Myanmar gradually liberalized while strengthening its Western linkages, whereas Thailand experienced democratic breakdown amid a shift in alignment from the U.S. to China. However, in-depth analysis suggests that the influence of foreign linkages on domestic political change was minimal and that the relationship may very well be endogenous. The findings of this study call for a more careful theorization and handling of the external factors in studies of regime change and highlight the importance of simultaneously analyzing democratic and autocratic linkages.  相似文献

The 1998-2000 war between Ethiopia and Eritrea seems to defy rationalist explanations. This paper contends that the escalation of the war, from an isolated border clash to the largest conventional war of the past decade, has its roots in the domestic politics of each of the two states. Quasi-democratisation in both countries created environments in which political elites were able to bolster their popular legitimacy by utilising nationalist and aggressive foreign policy rhetoric. The Eritrean leadership believed that a rapid escalation of the border clash to full-scale war would undermine domestic popular support and topple the Ethiopian People's Democratic Front (EPRDF) regime. War escalation had the opposite effect, strengthening the EPRDF domestically and provoking a massive Ethiopian retaliation. War thus served nation- and state-building goals in both countries. This paper provides a theory of the domestic political roots of international conflict in transitional regimes and applies this theory to explain the escalation of a localised border conflict into a highly destructive, full-scale war.  相似文献

Though race is most commonly associated with domestic politics, the concept itself was born in the transnational realm. This article conceptualizes race as a system of global power relations that has changed over time, manifests differently across space and exists on multiple analytical levels. Drawing from the insights of international relations, comparative politics and critical race theory, it argues that race is a transnational norm or idea that can independently affect both domestic policy outcomes and international relations among nation-states. The article explores several promising avenues of research in the examination of the varied manifestations of race in international and domestic realms and ends with a brief discussion of continuing challenges and future research agendas in the comparative and international study of race.  相似文献

ABSTRACT

This article addresses a question relevant to many non-democratic regimes: how can a successful dominant party be an institutionally weak one? President Yoweri Museveni and his National Resistance Movement (NRM) have dominated Ugandan politics since coming to power in 1986. However, the NRM does not possess many of the institutional endowments that other dominant parties use to control mass and elite politics, such as central control of candidate selection, autonomous mobilizing structures, or dispensation of sufficient political finance to its candidates. Instead, the party secretariat has no real institutional power independent of the personalist Museveni regime, and its local branches house fierce internal competition each election in which most incumbents lose office. This article argues that the NRM mobilizes so well for Museveni despite its institutional deficits due to the precise nature of the competitive process its local elites go through to win its nomination (or “flag”) and the subsequent general election. This process sees self-organized and self-financed candidates and their factions rejuvenate the party and mobilize votes for the concurrent presidential election as a by-product of their competition with one another. The article makes this argument with qualitative data from three districts gathered during the 2016 elections.  相似文献

Since the reforms of 1979, the subjects of China's political science studies have seen remarkable development. The article attempts a qualitative analysis of the progress made in the main fields of China's political science studies during the last decade. It deals with theories of international relations, research into strategy and security, international political economics, theories of comparative politics, China's local governance etc. There is still a wide gap between the subjects of China's political science studies and those in the rest of the world. Why do states stay revolutionary for so long? The question of why and how some political players of a country successfully pursue a revisionist strife against the status quo has neither theoretically nor empirically received systematic attention. I use a current policy issue, the crisis regarding Iran, as a single-case study to examine the issue. This article argues that answers are found in the interconnected realms of domestic politics and revolutionary ideas. In Iranian politics specifically, it is both the ideological conservative faction's occupation of key constitutional positions and pursuit of revolutionary ideas, which have caused the recurring and large degree of revolutionary zeal. In turn, this has had a significant effect on the extent of the Islamic Republic's socialization to regional and international politics.  相似文献

Sovereign creditworthiness is as much a function of politics as economic fundamentals. Previous research has focused on the relationship between creditworthiness and political factors such as regime type, regional effects, and international organization membership. These factors, while important, often change slowly and do not always capture the more dynamic political determinants of creditworthiness. As an alternative, this study focuses on the role of leaders. We argue that leaders’ tenure reduces uncertainty in the sovereign credit market. Time in power allows leaders to better manage expectations related to sovereign credit policy of both domestic supporters and market actors. As a result, we expect that creditworthiness improves as a leader’s tenure increases. We find supporting evidence for our argument using two distinct empirical approaches: panel data analysis and a natural experiment. Our findings provide a better understanding of the relationship between leaders, politics, and sovereign credit.  相似文献

This article examines the relationship between democratization and the state with reference to recent political developments in the non-state entity of Kosovo. Existing analyses of the role of the state in democratic transitions provide critical insights into the politics of democratization, but have suffered from a lack of consensus regarding the concept of the state itself. This study distinguishes three separate dimensions of statehood – recognition, capacity and cohesion – and argues that each has separate implications for transition politics. Analysis of democratic political development in Kosovo suggests two conclusions: first, that international recognition of statehood should not be viewed as a prerequisite for democratization, and second, that problems of state capacity or state cohesion present far more fundamental challenges to successful democratic regime change.  相似文献

Transparency, international credibility, democratic accountability, a new realism in defense expenditures – these basic policy goals fit awkwardly with the current deployment of nonstrategic nuclear weapons (NSNW) on Dutch territory. Most parties in the Netherlands want the NSNW removed. Some are even willing to challenge the idea that only consensus among all 28 NATO Allies can lead to the removal of the NSNW. The new Dutch minister of foreign affairs for example, Frans Timmermans, has a long track record of calling for an end to the deployment of US nuclear weapons on Dutch territory. Without NATO consent if necessary. His appointment fits with the political shift that we have seen over the past few years in Dutch politics. This article looks at the political rationale behind that shift: who are the main political actors involved? How have domestic and international pressures influenced party positions? The article also looks at the possibilities a new Dutch Government has were it to challenge the NATO consensus on NSNW. Would the USA refuse to take the NSNW away? This article argues that military intervention into politics can only be understood by studying both the nature of threats and of domestic political arrangements. I offer a theory of the military in politics built around the interaction between threat configuration, political institutionalization, and civilian government legitimacy. The argument is tested with paired-comparison case studies of Indian and Pakistani civil-military relations since independence. Despite their similarities at the time of partition, these two militaries took completely different political trajectories. The cases reveal how structures of domestic politics interact with military threat perceptions to explain civilians' ability to maintain varying levels of control over the military.  相似文献
