Even as Policy Sciences celebrates its fiftieth anniversary, there is no systematic account of the research that has been published in the journal. This article reports the findings of a bibliometric analysis of 1027 publications in this journal during 1970–2017. It identifies the authors who have contributed to the journal, the works that have influenced them, and the topics they have studied.  相似文献

Paul Sabatier’s 1988 Policy Sciences paper, “An advocacy coalition framework of policy change and the role of policy-oriented learning therein” (21:129–168), introduced the advocacy coalition framework (ACF) to the policy discipline. Over the past 30 years, the ACF has become a generalizable theory of policy change. Another feature is the ongoing critical self-assessment and revisions of the framework’s theoretical and empirical assumptions. As a result, there have been many reviews of the ACF. However, the popularity of Sabatier’s contribution and the most cited article in this journal is its wider significance beyond the ACF. A bibliometric analysis of 737 peer-reviewed publications citing this paper is undertaken. This is followed by a summary chronicling ACF reviews and scholarship comparing the ACF with other policy process theories and frameworks.  相似文献

There is, in the twenty-first century, an intense interest in the nature of wicked problems and the complex tasks of identifying their scope, viable responses, and appropriate mechanisms and pathways towards achieving improvement. This preoccupation is timeless, but the discussion over several decades has benefited from Rittel and Webber’s (Policy Sci 4(2):155–169, 1973) path breaking conceptualisation of wicked problems and the political argumentation needed to resolve them. This review revisits Rittel and Webber’s work and its enduring significance, reflecting upon its broad uptake and impact in the policy sciences, an impact that continues to grow over time. We revisit how the classic 1973 paper came to be published in Policy Sciences, its innovative depiction of social problems, its rejection of rationalistic design, its acknowledgement of the subjectivities involved in problem identification and resolutions, and the consequent need for argumentative-based solution processes. We find great resonance in the paper with contemporary problem solving preoccupations, not least that the political context is crucial, that argumentation must be transparent and robust, and that policy interventions may have consequences that cannot be easily controlled in open and highly pluralised social systems.  相似文献

Scholars have not precisely defined morality policy, and Smith (Policy Stud J 30(3):379–395, 2002) urged an empirical taxonomy be used to identify those policies. We argue that Moral Foundations Theory offers a methodology for empirically identifying issues with moral content. We inventory 15 issues in parliamentary studies of “conscience” voting, 14 morality policies in western democracies compiled by Studlar (in: Mooney (ed) The public clash of private values: the politics of morality policy, Chatham House Publishers, New York, 2001), and then survey MFT empirical studies to identify 22 issues with moral content. Based on this universe of 37 issues, three journals are content analyzed to determine the coverage given them and to outline productive lines for future research.  相似文献

The authors develop a new multi-level streams model in order to explain the Chinese decision-making process with regards to the top-down allocation of resources and administrative reforms. Using this policy model, the 2005 decision to upgrade the Tianjin Binhai New Area (TBNA) to the national level can be regarded as a relatively rational choice with a series of interaction of political processes among the elites at the central and local levels such as the local officials and social elites, and central leaders. However, in the administrative system of economic development, there are disagreements and conflicts among different parts within and outside the TBNA. The central and the Tianjin governments are now trying to coordinate the relationship among local governments within the Circum-Bohai Region and within the TBNA through structural reform and personnel reshuffling.

His current research interests involve the study of the Chinese policy process, China’s think tanks, policy analyses, and social stratification in transitional China. Although the literature on policy advisory systems has experienced a revival in recent years, its empirical focus has mainly been on Anglophone countries (Craft and Halligan 2016). This paper applies the policy advisory systems approach to the Netherlands, which can serve as an example of the dynamics in the policy advisory systems of consensus-driven, neo-corporatist polities Lijphart in Patterns of Democracy: Government Forms and Performance in Thirty-Six Countries, 21, 235–266 1999). Using a historical-institutionalist perspective, the dynamics of the Dutch policy advisory system from the mid-1960s to the present day are examined. Based on original cross-time survey data and an analysis of secondary sources, the impact of depillarization (mid-1960s–mid-1990s), new public management (mid-1980s onwards) and an increased pressure on the executive have had for the Dutch policy advisory system (from the late 1990s): fragmentation, externalization and a non-partisan brand of politicization are shown. More specifically, the use of the institutionalized system of permanent advisory councils has lost part of its significance in favour of both external consultants and ad hoc advisory committees. The Dutch case, with its accumulative institutional design based on Weberianism, neo-corporatism and new public management elements, has thus experienced markedly different dynamics in its policy advice system than the Anglophone countries.  相似文献

In policy analysis, studies on policy termination are rare. This article offers such a study. It presents the story of how, despite attempts by the government to terminate it, Dutch nature policy on ecological corridors continued to be implemented by regional governments and in the field. A case analysis is presented that integrates theories and insights not only from the termination literature but also from the literature on implementation. The different factors identified in the literature that enable or constrain implementation and termination have served as a basis for developing possible explanations of the case study. They cannot, however, serve as generic theories with predictive power. Policy termination as well as policy implementation are highly contextual processes and the question which factors will enable or constrain policy termination and implementation can only be answered on a case by case basis.

This study identifies the optimal collective decision rule in a dichotomous symmetric setting, allowing for probabilities distortion as originally assumed by Tversky and Kahneman (Journal of Risk and Uncertainty 5(4):297–323, 1992). We show that previous results that identified the weighted majority rule as the optimal one, and did not consider subjective probabilities, are robust to such distortion in the sense that neither the rule nor the weights are changed.  相似文献

Relativism     
Modern democracies increasingly confuse civic or political equality with a radical relativism that calls into question legitimate principles of hierarchy and the very idea of reasonable value judgments. This confusion reflects a “corruption,” in Montesquieu’s sense, of democracy rooted in a refusal to recognize distinctions that are integral to both human nature and social life. A moderate form of cultural relativism is a genuine intellectual achievement that helps combat ethnocentrism and allows one to better appreciate the full range of human experience. But criteria of meaning and truth are by no means entirely dependent upon cultural context. Our contemporary awareness of the “relativity” of cultures and historical experiences must be complemented by a robust appreciation of the universality of Reason and citizenship.

In a recent Public Opinion Quarterly article “Is the Academy a Liberal Hegemony?,” John Zipp and Rudy Fenwick pit themselves against “right-wing activists and scholars,” citing our scholarship (Klein and Stern in Academic Questions 18(1): 40–52, 2005a; Klein and Western in Academic Questions 18(1): 53–65, 2005). Here, we analyze Zipp and Fenwick’s characterization of our research and find it faulty. We, then, turn to their self-identification “liberal vs. conservative” findings and show they concord with our analysis. If one feels that it is a problem that humanities and social science faculty at 4-year colleges and universities are vastly predominantly democratic voters, mostly with views that may called establishment-left, progressive, or status-quo oriented, then such concerns should not be allayed by Zipp and Fenwick’s article. We commence the article with a criticism of the “liberal versus conservative” framework because it is the source of much of the confusion surrounding controversies such as the one over the ideological profile of faculty.  相似文献

Policy goals and means exist at different levels of abstraction and application and policies can be seen to be comprised of a number of components or elements, not all of which are as amenable to (re)design as others. Defining and thinking about polices and policy-making in this way is very useful because it highlights how policy design is all about the effort to match goals and instruments both within and across categories. That is, successful policy design requires (1) that policy aims, objectives, and targets be coherent; (2) that implementation preferences, policy tools and tool calibrations should also be consistent; and (3) that policy aims and implementation preferences; policy objectives, and policy tools; and policy targets and tool calibrations, should also be congruent and convergent. Policy instrument choices can thus be seen to result from a nested or embedded relationship within a larger framework of established governance modes and policy regime logics. In this contextual model, the range of choices left at the level of concrete targeted policy instrument calibrations—the typical subject of policy tool analysis—is restricted by the kinds of decisions made about policy objectives and the appropriate tools to attain them, and both of these, in turn, by the kind of choices made at the highest level setting out general policy aims and implementation preferences.

The tangled relationship between education research and policy has received little serious scrutiny, even as paeans to “scientifically based research” and “evidence-based practice” have become a staple of education policymaking in recent years. For all the attention devoted to the 5-year-old Institute of Education Sciences, to No Child Left Behind’s call for “scientifically based research,” to professional interest in data-driven decision-making, and to the refinement of sophisticated analytic tools, little effort has gone into understanding how, when, or why research affects education policy. Instead, most discussion has focused on how to identify “best practices” or “scientifically based” methods and how to encourage classroom educators to use research findings. In this article, based on the new volume, When Research Matters: How Scholarship Influences Education Policy, Frederick M. Hess examines these questions.

Simulations are traditionally divided into three phases, namely preparation, interaction, and debriefing. This article argues that the first phase has been neglected. The preparation phase is indeed widely seen as necessary but merely instrumental to the interaction phase of simulations rather than as a self-contained activity that may also provide an opportunity to make the most of their pedagogical potential. This article explains how writing a briefing memo to prepare a simulation challenges this taken-for-granted view. After outlining the reasons why I asked the students of my Introduction to International Relations module to write a briefing memo about the conflict in South Sudan in preparation for a simulation of the negotiation of a peace agreement, the article explains how it can be used to generate a stimulating class discussion. It then emphasizes how the three phases of the simulation fruitfully complement each other and allow teachers to go beyond the instrumentalist conception of the preparatory phase. This essay starts with a discussion of the scope of tourism as a major force in our contemporary global consumer culture. It also contains information on the development of tourism education in universities and problems students studying tourism often face in the workplace. The main function of the essay is to introduce the articles I have solicited from a number of tourism scholars, which reflect various disciplinary approaches to tourism. They deal with the following topics: sociological studies of tourism and modernism, questions about postmodernism and the role of authenticity in tourism, a historical perspective on the growth of the cruise industry, a case study investigating the role of advertising in tourism and an analysis of the functions of stereotypes in tourism. It is hoped that these essays will induce scholars not working in the area to consider investigating tourism in future research.

The research reported here is an analysis of the evolution of the relationships that comprise a single public health network, focusing especially on the position of the network administrative organization (Provan and Kenis 2008 Provan, K. G. and P. Kenis. 2008. “Modes of Network Governance: Structure, Management, and Effectiveness.” Journal of Public Administration Research and Theory 18(2): 229252.[Crossref], [Web of Science ®] [Google Scholar]) in the flow of knowledge among a large number of organizations providing similar services. Our study examines the North American Quitline Consortium (NAQC), a multi-sector network that spans the US and Canada and whose members provide telephone-based tobacco cessation services to anyone interested in quitting smoking. Data were collected using web-based surveys at three different points of time. Implications are discussed for network organizing, for both theory and practice, focusing especially on the importance of the network administrative organization in shaping the evolution of the whole network information flow.  相似文献

Policy makers tend to focus on the extension of citizenship as the primary means by which new populations become incorporated into a society. Although acquiring formal citizenship is necessary in order to participate in many aspects of a state's civic, social, and political life, the extension of legal citizenship is far from a guarantee for full membership. Instead of focusing exclusively on naturalizing immigrants, we need to consider T.H. Marshall's three spheres of citizenship—the civil, political, and social. By extending social elements of citizenship prior to or at the same time as we extend other benefits, we will move towards more complete citizenship for and greater civil and political engagement among all residents in our society—non-citizens, naturalized, and native-born, alike.

The article analyzes ethnic data collection pertaining to criminal justice in Hungary. With such a sensitive and delicate issue at hand, Hungary has decided on an evasive approach, resisting ethnic data collection by law enforcement authorities. The author argues that this approach has become one of the obstacles in fighting discrimination and ethnic profiling. Moreover, Hungary’s restrictive approach to ethno-national data classification also causes severe constitutional problems in other, noncriminal legal circumstances, where ethnic data is used in the context of additional rights and affirmative protection provided for ethno-national minorities. The first part of the article describes general problems relating to ethnic data collection and analyses of the Hungarian minority protection framework, in particular, the minority self-government structure (a unique constitutional institution). The second part focuses on the criminal justice system; the author’s aim is to show that prohibiting the official recognition and collection of data on ethnicity by criminal justice authorities has potentially ethnically discriminatory consequences. Building on prior research into active learning pedagogy in political science, I discuss the development of a new active learning strategy called the “thesis-building carousel,” designed for use in political theory tutorials. This use of active learning pedagogy in a graduate student-led political theory tutorial represents the overlap of several currents of political science education research. First, the graduate teaching assistant-led tutorial is a common complement to large lecture-based introductory courses in political theory. Second, where International Relations has led the expansion of active learning in political science, political theory has lagged behind other subfields (Archer &; Miller 2011 Archer, Candace C. and Melissa K. Miller. 2011. “Prioritizing Active Learning: An Exploration of Gateway Courses in Political Science.” PS: Political Science &; Politics 44(2): 429434.[Crossref], [Web of Science ®] [Google Scholar]). The thesis-building carousel is designed to develop skills necessary for political theory classes—essay writing and peer review.
