Among many regional policy initiatives taken by states in East and Southeast Asia in the wake of the 1997 financial crisis, one central project launched by the Association of Southeast Asian Nations (ASEAN), and taken up by its dialogue partners in East Asia, was promotion of information and communication technology. While part of ASEAN's 1999–2004 action plan focused on services for business, another part sought to put public sectors online, and to promote electronic government, or e‐government. Taking the 16 states and quasi‐states of East and Southeast Asia, this article evaluates progress at the action plan's mid‐point in January 2002. It begins by defining e‐government and reviewing three academic literatures on the information age, developmental states, and Confucian societies. It then describes the major policy initiatives taken by ASEAN and its partner states, and surveys implementation progress through an analysis of government homepages and sites. Its main finding is that e‐government activity in East and Southeast Asia is highly diverse, reflecting national strengths and weaknesses rather than regional capacity for policy change. More than a decade after the first introduction of the e‐government policies, early enthusiasms on its immediate benefits on the quality of democracy have undergone critical review. E‐government implementation worldwide has proved that technology alone does not necessarily provide more access and more participation. Massive technological intervention is not enough for reinventing government online. Hence, other variables should be taken into consideration. Factors concerning political culture, cognitive frames and mentality, administrative traditions, as well as the country‐specific peculiarities play a relevant role in determining if and how e‐gov initiatives can succeed or fail. In this article, it will be argued that any opportunity and push for change and actual influence on administrations, governments, and societies, prompted by the new technologies, should endure important variables of political, social, and cultural nature. The political and socio‐cultural variables then overcome the technological one and we can state that politics (still) determines (e‐)policy.  相似文献

Prior research suggests that computerization of government services can help reduce corruption involved in government transactions, but there is no clear understanding of the process through which computer‐mediated transactions reduce corruption. We attempt to fill this gap by using a transaction cost economics framework, and argue that uncertainty and asset specificity associated with government transactions allow bureaucrats to act opportunistically and demand bribes. Therefore, those computerization initiatives that reduce uncertainty and asset specificity of government services lead to lowered perceptions of corruption. Our findings, based on a survey of 101 managers of domestic and multinational enterprises in India, support our hypotheses. We also compare the websites of Indian government organizations with European government websites on the dimensions of transparency and interactivity, and find that the Indian websites do not provide as much interactivity as the European websites. Comparing Internet diffusion policies in the United States and France from an implementation perspective brings to light institutional and historical differences, even though both countries used the same top‐down approach. We find that France not only followed the technological lead of the United States in information technology but also emulated some of its more business‐oriented approaches in the implementation of the Internet, despite its own longstanding tradition of government intervention in industrial and commercial matters. This policy shift appears to be spurred by the global economy. Traditionally state‐controlled national economies are now increasingly leveraging private interests for successful industrial policy. When applying Sabatier and Jenkins‐Smith's advocacy coalition framework to the American and French diffusion of the Internet, we find policy communities actually expanding to private and public actors, including industry captains, legislators, and civil servants. These subsystems work together through classic lawmaking and lobbying under technological and economic constraints.  相似文献

Abstract

This article gives an overview of policies and progress on eGovernment in Europe. Propelled by the implementation of the eEurope 2002 Action Plan, collaborative R&D work and the establishment of trans-European telematic networks between EU national administrations, eGovernment applications have developed dramatically in Europe. However, the first achievements will not fulfil their promises if further challenges are not addressed by the decision makers at all levels of government. Top-level leadership and commitment is necessary to deepen eGovernment, not least for the change management needed for reorganisation of government back offices. The transfer of eBusiness practices into the public sector can help to achieve increased productivity and inclusion, by ensuring access for all to government eServices. The Brussels eGovernment Conference in November 2001 highlighted both the quality of existing eGovernment applications and the potential of European cooperation. European administrations are setting new standards as a basis for further progress.  相似文献

Abstract

This article analyses the attempts to reform public administration, notably personnel management, in Italy between 1992 and 2014, with a focus on implementation and the period following the multiple crises that have unfolded since 2008. By untangling the policy learning processes between multiple crises, past reform attempts and domestic and European “contexts in motion”, the article finds that efficiency-oriented reforms have floundered regardless of the political color of governments or indeed of the nature – political or technocratic – of the governments. Domestic factors, notably the frequency of government alternation, i.e. government instability, and European pressure have further reinforced the orientation towards single-loop lessons, i.e. the almost exclusive effecting of short-term cost-cutting measures.  相似文献

Implementing e‐government in the contemporary American state is challenging. E‐government places high technical demands on agencies and citizens in an environment of budget austerity and political polarization. Governments developing e‐government policies often mobilize frontline workers—also termed “street‐level bureaucrats”—to help citizens gain access to services. However, we know little about how frontline workers cope in these challenging circumstances. This article fills this gap by examining frontline workers implementing the Patient Protection and Affordable Care Act. Based on a qualitative analysis, the authors find that frontline workers “move toward clients” when coping with stress: they bend the rules, work overtime, and collaborate in order to help clients. They are less inclined to “move away” or “move against” clients, for instance, through rigid rule following and rationing. In other words, frontline workers try to serve clients, even “when the server crashes.” Frontline workers, then, can play a vital role in the successful implementation of e‐government policies.  相似文献

E‐government uses information and communication technology to provide citizens with information about public services. Less pervasive, e‐democracy offers greater electronic community access to political processes and policy choices. Few studies have examined these twin applications separately, although they are widely discussed in the literature as distinct. The authors, Chung‐pin Lee of Tamkang University and Kaiju Chang and Frances Stokes Berry of Florida State University, empirically analyze factors associated with the relative level of development of e‐government and e‐democracy across 131 countries. Their hypotheses draw on four explanations of policy change—learning, political norms, competition, and citizen pressures. All four explanations are strongly linked to nations where e‐government policy is highly advanced, whereas a country’s e‐democracy development is connected to complex internal factors, such as political norms and citizen pressures.  相似文献

In this article, the authors address the recent trajectory of local e‐government in the United States and compare it with the predictions of early e‐government writings, using empirical data from two nationwide surveys of e‐government among American local governments. The authors find that local e‐government has not produced the results that those writings predicted. Instead, its development has largely been incremental, and local e‐government is mainly about delivering information and services online, followed by a few transactions and limited interactivity. Local e‐government is also mainly one way, from government to citizens, and there is little or no evidence that it is transformative in any way. This disparity between early predictions and actual results is partly attributable to the incremental nature of American public administration. Other reasons include a lack of attention by early writers to the history of information technology in government and the influence of technological determinism on those writings.  相似文献

Cognitive biases are heuristics that shape individual preferences and decisions in a way that is at odds with means‐end rationality. The effects of cognitive biases on governing are underexplored. The authors study how election administrators’ cognitive biases shape their preferences for e‐voting technology using data from a national survey of local election officials. The technology acceptance model, which employs a rational, means‐end perspective, suggests that the perceived benefits of e‐voting machines explain their popularity. But findings indicate that cognitive biases also play a role, even after controlling for the perceived benefits and costs of the technology. The findings point to a novel cognitive bias that is of particular interest to research on e‐government: officials who have a general faith in technology are attracted to more innovative alternatives. The authors also find that local election officials who prefer e‐voting machines do so in part because they overvalue the technology they already possess and because they are overly confident in their own judgment.  相似文献

E‐governance comprises the use of information and communication technologies (ICTs) to support public services, government administration, democratic processes, and relationships among citizens, civil society, the private sector, and the state. Developed over more than two decades of technology innovation and policy response, the evolution of e‐governance is examined in terms of five interrelated objectives: a policy framework, enhanced public services, high‐quality and cost‐effective government operations, citizen engagement in democratic processes, and administrative and institutional reform. This summary assessment of e‐governance in U.S. states and local governments shows that the greatest investment and progress have been made in enhanced public services and improved government operations. Policy development has moved forward on several fronts, but new policy issues continually add to an increasingly complex set of concerns. The least progress appears to have occurred in enhancing democracy and exploring the implications of e‐governance for administrative and institutional reform. ICT‐enabled governance will continue to evolve for the foreseeable future providing a dynamic environment for ongoing learning and action.  相似文献

This article draws upon insights from theoretical and empirical studies of coalition behaviour in multiparty politics to examine the formation of the United Kingdom coalition following the general election of 6 May 2010. It argues that the formation of the Conservative‐Liberal Democrat coalition is not unusual in historical terms or in the context of contemporary European politics; and that although it is a break from the more recent pattern of postwar British politics it nevertheless does conform to expectations in the light of the coalition literature. The article also provides a comparative analysis of the impact of Britain's ‘First‐Past‐The‐Post’ (FPTP) electoral system on party competition and an examination of the performance of the Alternative Vote (AV) system and argues that if the United Kingdom retains FPTP then a return to single‐party government in 2015 is highly likely; and it is not inevitable that the introduction of AV would significantly advantage the Liberal Democrats.  相似文献

Digital technology is a critical enabler of public administration reforms. It can improve the efficiency and productivity of government agencies and allow citizens to transact with government anytime, anywhere. It can also deepen the democratic process, empowering citizens to participate in policy formulation. In this article Andrew Botros, the director of Expressive Engineering, and Maria Katsonis, from the Department of Premier and Cabinet (Victoria), explore the challenges of the digital world for the public sector. Katsonis presents a primer on digital government tracing its evolution from the e‐government movement of the 1990s to Government 2.0 in the 2000s to today's digital‐by‐default agenda. As technology and its role in public sector reform have progressed, so too have the governance, cultural, and leadership challenges deepened. Botros examines NSW approach to open innovation with the Premier's Innovation Initiative in NSW, the state's open data experience, and Transport for NSW and its management of public transport data. He argues NSW's approach involves a significant innovation trade‐off, requiring fresh thinking in digital‐era collaboration.  相似文献

In the first comparative study of multidimensional government‐citizen policy congruence, this article shows that citizens are less satisfied with democracy when their views differ from that of the government on policy dimensions beyond the general left‐right axis. Satisfaction is reduced by a government that deviates on European integration and redistribution and partly also on social lifestyle, immigration and environmental protection. Furthermore, this analysis identifies the level of political interest as central moderator of this relationship. Satisfaction of citizens with stronger interest in politics suffers more when there is a politically distant government. Combining data from the 2010 Chapel Hill Expert Survey and two waves of the European Social Survey, the analysis builds on information on citizen‐government policy congruence of some 45,000 citizens and 31 governments in 15 Western and Central Eastern European countries. The article brings a multidimensional perspective to the study of policy congruence between citizens and governments in a time when the preference structure of parties and citizens has become increasingly complex.  相似文献

We investigate institutional explanations for Congress's choice to fragment statutory frameworks for policy implementation. We argue that divided party government, which fuels legislative‐executive conflict over control of the bureaucracy, motivates Congress to fragment implementation power as a strategy to enhance its control over implementation. We develop a novel measure of fragmentation in policy implementation, collect data on it over the period 1947–2008, and test hypotheses linking separation‐of‐powers structures to legislative design of fragmented implementation power. We find that divided party government is powerfully associated with fragmentation in policy implementation, and that this association contributed to the long‐run growth of fragmentation in the postwar United States. We further find that legislative coalitions are more likely to fragment implementation power in the face of greater uncertainty about remaining in the majority.  相似文献

Electronic publishing, which is the production of a book or an e‐book electronically, encompasses all processes involved in the production such as electronic communication, production, authoring, submission, reviewing, transfer and output. This study examines a radical transformation process to turn a conventional sector into an electronic sector. Studies were carried out in a government run publishing house in Malaysia, where the course of the public sectors and the interests of the private sectors meet. Factors that hindered progress, such as data management issues and transparencies are identified, and suggestions made to overcome them. Some concerns over disruption, such as creative destruction, often viewed as negative and destructive were identified with the introduction of technology. As disruption is also considered as one of the main hindrances in innovation, the study focuses on determining other effects of disruption on transformation. Business and management strategies are combined and a system that could increase performance and efficiency in the sector is proposed. However, the main concern in e‐government efforts will have to be looked into from the root issues expanding from top level management to users and an innovative platform furnished with knowledge and skills at all levels. This case study reports an innovative e‐government experiment by a local government in Seoul, South Korea—Gangnam‐gu. A new local political leadership in Gangnam made strategic use of e‐government applications to exert greater political control over the local civil service bureaucracy. The authors find that e‐government applications possess political properties that can be applied effectively by the political leadership as instruments to improve control over the government bureaucracy as well as to enhance essential government accountability and transparency. The political circumstances underlying e‐government development as well as its impact on local government are reported, along with key variables associated with this innovation and directions for future research.  相似文献

As semi‐presidentialism has become increasingly common in European democracies, so have the debates about the consequences of several of its political and institutional features. In particular, in those regimes, cohabitation between presidents and cabinets of different parties and cabinet dismissal powers on the part of presidents are thought to be a source of inter‐branch conflict and government instability. However, so far, most empirical work on government survival has failed to confirm any of these expectations. This article addresses this disjuncture between theory and empirical results by making a twofold contribution. First, it takes into account the internal diversity within semi‐presidentialism, modeling the implications for government survival of different configurations between presidential powers’ of cabinet dismissal, parliament dissolution and cohabitation in European semi‐presidential systems. Second, it reconsiders traditional government survival using the competing risks framework by adding a distinction between two different types of non‐electoral replacement: those where replacements imply a change in the party of the prime minister and those where they do not. Once such an approach is adopted, that presidential powers of parliamentary dissolution and cabinet dismissal indeed emerge as highly relevant for explaining government survival in these regimes.  相似文献

Examining the rankings of American states in one fast‐growing policy area, e‐government, states with the most sophisticated and comprehensive policies varied over a five‐year period. What factors account for change in digital government policy innovation over time? Using time‐series analysis and 50‐state data, the authors find that state institutional capacity is important for continued innovation. They also find an association between reinvention in state governments and the institutionalization of information technology, suggesting a more general orientation toward government reform and modernization. Although state wealth and education were not significant in previous studies, they emerge as predictors of later innovation. The theoretical contribution of this study is to better understand the dynamic character of innovation over time and the role of institutions. The link between reinvention and e‐government raises the possibility that the modernization of state institutions generally facilitates innovation.  相似文献

One important but often understudied area of research in public administration is the effect of e‐government on administrative discretion. This article examines e‐government factors that influence administrative discretion through a survey of local governments. The focus of this study is on Egyptian local governments, which are using e‐government to modernise public service delivery. Through a survey of administrative officials in these governments, this study found evidence that e‐government factors of collaboration and organisational change influenced administrative discretion. Other common factors noted in the literature such as size of the local government and demand by citizens for e‐government did not register an effect on administrative discretion. The results of this study imply that local governments should do more to enhance e‐government to reduce administrative discretion, especially in the area of increasing collaboration.
