The twin fields of comparative and development administration have been major components of public administration, both theoretically and practically. Their development as fields of study has proliferated since World War II, and reached a peak during the 1960s with the Comparative Administration Group (CAG). Despite major achievements, comparative and development administration experienced a major decline in the 1970s. However, a resurgence of interest in both subfields of public administration has emerged since the 1980s, and the number of scholarly works in these areas is impressively increasing. This trend will continue with significant contributions to the knowledge in the field by the year 2000. This special symposium addresses a number of trends, developments, and issues that will contribute to, and characterize, the growth of comparative and development administration in the future. The articles that follow make significant original contributions to our knowledge in public administration at a global level. Various models and paradigms are discussed as the possible models to be tried out in the developing nations and for the comparative study of public administration.  相似文献

Abstract

The discipline of public administration in the Philippines has been undergoing its version of an ‘identity crisis’ over the past decade. This crisis has been manifested in four areas: (1) the inordinate influence of mostly American public administration theories and concepts upon Philippines public administration has led Filipino academics in the early to mid-1980s to ask the question ‘is there a Philippine public administration?’; (2) the perceived disconnect between theories of public administration as taught in schools and the realities in the outside world has raised questions of the relevance of the discipline to real world challenges; (3) the continued frustration over the perception that in spite of many public administration and governance reforms, the Philippines continues to be among the more corrupt nations in the region; and (4) the recent fascination of academics in other disciplines, especially economists, that ‘institutions matter’, has led some public administration scholars to argue that their discipline has been arguing precisely the same point since the 1950s.  相似文献

Portugal has been characterized by a late discontinuous democratization process. This contribution discusses the case of state and public administration reform in Portugal by using approaches from democratization, modernization and Europeanization theories. In order to understand the Portuguese case, the concept of ‘neo‐patrimonialism’ is used. We characterize Portuguese public administration as still having ‘neo‐patrimonial’ features, and therefore is still in transition from old closed‐minded practices such as particularistic decision making or clientelistic relationships to new open‐minded ones. The ‘new’ governance agenda combines new public management instruments and a growing flexibilization of public administration towards networks with non‐statal actors and has certainly led to some improvement in the quality of the services associated with public administration. Although is still too early to assess, top‐down and horizontal Europeanization processes, particularly since the late 1990s, may have contributed to a more reflexive approach in moving towards a more endogenous strategic vision based on the needs of the Portuguese state and public administration.  相似文献

This article will discuss the contribution of Rod Rhodes to the research on networks. I will focus on networks as a typology of state/society relations and as a particular form of governance. It is not only here that Rhodes has left his deepest mark; most research on networks still falls in one of the two sub‐fields. The typology of policy networks, which he developed with David Marsh more than 15 years ago, has become a classic and still forms a major reference point for studies on public policy‐making. Rhodes also pioneered the concept of network governance in the study of British politics to capture the profound changes in the Westminister model since the late 1970s. Regarding more recent developments, Rhodes has been among the first to discuss the reflexivity of networks, introducing some postmodernist thinking into public administration research. Finally, Rhodes has helped advance the ‘ethnographic turn’ in network studies.  相似文献

Public administration scholarship has to a significant degree neglected technological change. The age of the algorithm and ‘big data’ is throwing up new challenges for public leadership, which are already being confronted by public leaders in different jurisdictions. Algorithms may be perceived as presenting new kinds of ‘wicked problems’ for public authorities. The article offers a tentative overview of the kind of algorithmic challenges facing public leaders in an environment where the discursive context is shaped by corporate technology companies. Public value theory is assessed as an analytical framework to examine how public leaders are seeking to address the ethical and public value issues affecting governance and regulation, drawing on recent UK experience in particular. The article suggests that this is a fruitful area for future research.  相似文献

ABSTRACT

Libyan public administration has been shaped by Libya’s history, ideology, and economy. It has been negatively affected by the political changes occurring since independence in 1951, particularly Gaddaf’s distinctive initiatives, and by upheavals in the post-Gaddafi transition. Libya’s rentier economy has had its impact on public administration, particularly through its promotion of widespread public corruption. This article analyzes the history of Libya’s politico-administration system before describing the current administrative arrangement, identifying the essential factors that have given rise to those arrangements, and analyzing the contemporary characteristics of public administration that constitute the key future challenges Libya faces.  相似文献

Improving public sector performance involves both ‘knowing’ and ‘doing’ problems. With the emphasis on the ‘doing’ problem, this study examines public managers as users of management instruments (MI) in attempts to improve the performance of public services. The article explores uses of three MIs in Finnish local government by using the conceptual framework of ambiguity. The article demonstrates why and how the use of MIs does not always simplify the public management exercise. It may become even more ambiguous. It is important to comprehensively understand the ways in which uses and users of MIs intervene in the process of public service delivery. It is argued that understanding MI uses in public administration necessitates a more profound theoretical approach acknowledging the ways in which ‘rational intentions' for performance improvements turn into situated, boundedly rational, managerial practice. In the context of productivity programmes, such understanding is essential to researchers and practitioners of public administration.  相似文献

This article celebrates Rod Rhodes' use of ethnography to study political elites ‘up close and personal’. Initially Rhodes' work is contextualized within the development of political ethnography more generally, before his ethnographies of ‘Everyday life in a Ministry’ are reviewed, illustrating the potential of ethnography to research policy‐making elites. This review highlights epistemological and ontological questions which link to criticism of Rhodes' work as taking an anti‐foundational stance. In looking at future prospects for ethnography in governance settings, this article argues that researchers building on Rhodes' scholarship can choose whether to use ethnography as a ‘method’ or an ‘interpretive methodology’. In concluding, the case is made for a ‘constructivist modern empiricism’ which utilizes the ethnographic method alongside other research methods as being most useful for public policy and administration scholarship aiming to be practically useful for understanding either the processes of public policy‐making or its impact.  相似文献

The article traces a large real and comparative decline in the rewards of high civil servants in Great Britain over the 20th century, accelerating since about 1970. It relates this to developments in the market for ‘high quality’ graduates and to changes in public and governmental attitudes which have affected the size, organization and role of the civil service. It discusses possible causes of the decline in top rewards in terms of three explanatory approaches suggested by social scientists – the ‘institutional’, the ‘cultural’, and the views of the ‘Chicago School’. Finally, following an examination of changes in the way senior British civil servants are now recruited and remunerated, it considers possible outcomes in terms of effects on the part they can play in the governmental process.  相似文献

‘Public interest' (synonymous here with ‘common good’ and ‘public good’) is a central concept in public administration. In an important, basic sense, we evaluate the effectiveness of governments in terms of whether their policies are detrimental to, or benefit, public interest. However there are problems operationalizing public interest: it seems a concept that is simultaneously indispensable yet vague. While difficulties operationalizing public interest are widely understood, a further problem is insufficiently acknowledged. This is that many features underpinning public interest (a tradition of citizenship, stable government, a rule of law, basic infrastructures) are taken for granted in established democracies. However, in other contexts we cannot assume these. Examining what public interest means in developing countries can be useful to identify these taken for granted assumptions, and to re‐examine this ubiquitous and enduring concept. We do this through a case study of land rights reform in post conflict Nicaragua.  相似文献

The last fifteen years or so saw a flourish and then the surprising collapse of implementation process theory and contingency theory. Despite the enormous popular (and international) impact of privatization in these years, there was oddly little British administrative research in that area, although other aspects of‘the Thatcherite Revolution’, especially‘the new public management’, cultural change, and the divestment of executive work by Whitehall departments, were well covered. Growth points were informational logic theory and institutional analysis, though British development of cultural theory was somewhat lacking. Emphasis which shifted from‘public administration’to‘public management’may shift again in the coming decade, to‘governance’.  相似文献

How in their day‐to‐day practices do top public servants straddle the politics–administration dichotomy (PAD), which tells them to serve and yet influence their ministers at the same time? To examine this, we discuss how three informal ‘rules of the game’ govern day‐to‐day political–administrative interactions in the Dutch core executive: mutual respect, discretionary space, and reciprocal loyalty. Drawing from 31 hours of elite‐interviews with one particular (authoritative) top public servant, who served multiple prime ministers, and supplementary interviews with his (former) ministers and co‐workers, we illustrate the top public servants’ craft of responsively and yet astutely straddling the ambiguous boundaries between ‘politics’ and ‘administration’. We argue that if PAD‐driven scholarship on elite administrative work is to remain relevant, it has to come to terms with the boundary‐blurring impacts of temporal interactions, the emergence of ‘hybrid’ ministerial advisers, and the ‘thickening’ of accountability regimes that affects both politicians and public servants.  相似文献

How does network analysis fit into the development of public administration as an academic discipline? This article tries to bridge theoretical developments in public administration between the middle of the 1970s and the first half of the 1990s. The benchmarks being used are (1) the now classical account by Vincent Ostrom of The Intellectual Crisis in (American) Public Administration - published 25 years ago this year - and (2) Christopher Hood’s reconstruction of core values in (British) new public management. Rather than representing analytical developments as an endless succession of different or even mutually exclusive approaches, this contribution tries to reconcile different foci for analysing public administration. Administrative theory provides us with a rather stable meta-theoretical framework for studying the meaning of quality in government, governance and public administration at various levels of analysis. By relating the emergence of network analysis in PA to parallel developments such as the resurgence of (neo-)managerial and (neo-)institutional analysis, it also becomes clear that network analysis is useful as an analytical device, but that it needs to be linked to theoretical perspectives that provide us with operational assumptions about ‘networks’. Network analysis in itself only provides split ground for reinventing government and refounding public administration.  相似文献

One can imagine two futures for public administration, public management and public service around the world. A first would be what we see as a continuation of the status quo: with public administration essentially continuing as a series of national discourses, with perhaps a bit of cross‐fertilization, but with this characterized by a classic core‐periphery model. The preferable model, outlined in this paper, would see the development of an integrated community of scholars of public affairs. At least three hurdles need to be overcome to arrive at this integrated community. A first concerns the tension in the periphery between an epistemic nationalism and epistemic colonialism. The second hurdle to be overcome concerns the central role of the American literature in intellectual discourse in public administration. A third hurdle is more specific to public administration: what Canadian Iain Gow has referred to as public administration's profile, as ‘une science empirique par excellence’.  相似文献

This paper assesses what happened to academic public administration (PA) in Britain in the 2000s in the light of Rod Rhodes' gloomy prognostications about the future of the subject in the late 1990s. It argues that British PA had such a good decade in the 2000s, in funding, output, academic‐practitioner interaction and institutional developments, that it could almost be said to have ‘never had it so good’, even if ‘British PA’ was probably less internationally distinctive in the 2000s than a century before. But even if the subject flourished against the odds in the 2000s, Rhodes' sombre assessment of its future cannot be dismissed. British public administration faces several potential threats in the 2010s and beyond: in funding, research, and teaching capacity. But extinction still seems an unlikely fate for British PA even when a sombre view is taken of the funding outlook and the changing balance of supply and demand.  相似文献

This article analyses influences which in recent decades have changed the way in which public administration has been taught in British higher education. Focusing mainly on the former polytechnics, the article argues that a curriculum shift away from the social sciences and towards management, and changes in the nature of the British public sector, have profoundly influenced approaches to teaching public administration. It suggests that learning strategies are closely related to debate about the nature of the discipline and its location within the academic spectrum. The article also raises questions about the extent to which public administration teachers in British universities are equipped to present the more applied and skills-based teaching which has often been adopted in recent years, and the tensions which this might pose particularly in the‘new’universities with the increasing emphasis upon academic research.  相似文献

Academic interest in the administrative aspects of international organizations is on the rise. Yet, an issue that has received little attention is bureaucratic representation—the extent to which international bureaucracies are representative of the polity that they serve. The article theorizes the rationales for and forms of representative bureaucracy in international organizations by combining insights from the representative bureaucracy literature with the ‘public service bargains’ framework. It argues that bureaucratic representation is highly relevant in international organizations, given the diverse polity these organizations serve and their precarious legitimacy. It distinguishes three types of representational ‘bargains’ between international organizations and those they serve, centred on power, equal opportunities and diversity, and discusses under which conditions each type of bargain is likely to be struck. The argument contributes to discussions about representative bureaucracy in international organizations and to broader theoretical debates about international public administration.  相似文献

The notion that appointed bureaucrats act as budget maximizers still stands strong within theories attempting to explain the growth in the size of the public sector. This paper reports the results of a case study that included local authority politicians and bureaucrats in 30 Norwegian municipalities and where differences in spending preferences was empirically investigated. Counter to the original theory, bureaucrats seem to be less expansive than their political counterparts. The most expansive were found to be members of political left‐wing parties, the more peripheral politicians and administrators, women, those with lower education and those working in the public sector. Nevertheless, there is some support given to a modified hypothesis that administrators have stronger preferences for ‘slack’ (that is, organizational slack in terms of spending more money on internal administration) than politicians. The data also strongly support the notion that within a specialized sector, both politicians and administrators have similar preferences for higher spending to their specific sector.  相似文献

Government managers play a central role in the public administration of countries to support their overall efficiency. The compensation of central government senior managers has received considerable attention in recent years since it has risen in many countries. The public, the media and academia see government senior managers as being overpaid, with salaries increasing in a disproportionate and inequitable way. The literature has analyzed some possible determinants of this socio-administrative issue. However, the political and institutional factors affecting public managers’ compensation are still largely unknown. This study shows that the average compensation of central government senior managers in some OECD countries seems to be positively associated with the average salary of members of parliament (MPs). Furthermore, high compensation of public managers seems to be more frequent in countries with low freedom of expression, of association and of the media, as well as low quality of contract enforcement, property rights and control of corruption. These results may provide fruitful insights into the possible causes of this relation, to support reforms and best practices which can improve the efficiency of the public administration in modern economies.  相似文献

Southern countries are undergoing a severe economic crisis that has renewed debates about the available strategies to economise their public resources. Political leaders have launched a wide range of different strategies aimed at reducing spending. According to generally accepted political discourse, drastic actions should be taken to guarantee economic and financial sustainability in times of austerity. We explore the main measures adopted by Spanish municipalities in order to examine their impact in budgetary terms. First of all, we identify the most frequently implemented mechanisms including organisational structure, public services and operational economic restructuration. After their quantification, we monitor the presence and impact of each set of policies to analyse the relationship between concrete measures and effective economic impact. The effective reduction of budgets is being implemented but data show that local governments are resilient to non-compulsory changes. The ‘government at a distance’ policy pursued by the central state administration has effectively reduced budgets but has not affected the institutional core of Spanish local governments.  相似文献
