Abstract

Great Britain was the first of the major Powers that revised its unequal treaty with Japan, recognizing the success of Japan's modernization and its growing role in the international arena. However, British Columbia perceived Japanese residents as a threat to ‘the British character’ of this regions' population profile. After the movement against Japanese residents in British Columbia peaked during the anti-Japanese riots in Vancouver in September of 1907, Canadian Minister of Labor Rodolphe Lemieux headed a diplomatic delegation to Tokyo to negotiate the restriction of Japanese immigration to Canada. The dispatch of this mission revealed some of the complexities in relations between the Colonial and Foreign Offices in London on the one hand and the Dominion's and British Columbian governments on the other. Based on previously unused primary sources, this article will examine the interplay between the policy towards Japanese migrants in the British Dominion of Canada and the British policy towards Japan as a nation.  相似文献

This study looks at how the widening gap between Britain’s available military resources and its remaining overseas commitments in the 1960s affected its ability and willingness to protect Kuwait after the latter elected for independence in June 1961. It provides a fresh account of how successive British governments addressed the dilemma of providing adequate cover for the Kuwaiti commitment. Over the course of the decade, Britain found it increasingly difficult to maintain the minimum forces considered necessary for forestalling an attack from Kuwait’s principal threat – Iraq. The challenge of providing protection became more difficult by political conditions in Kuwait, which prohibited the stationing of troops, and the evolving nature of the Iraqi threat. British decision-makers increasingly saw the Kuwaiti military as a way to make up for the shortfall in cover and eventually replacing British protection altogether. This move towards self-reliance, however, would prove a failed strategy for Kuwait over the long term.  相似文献

This article seeks to explain why the British pushed for a role in Pacific operations during the Second World War when it faced other strategic priorities in Southeast Asia, as well as a powerful American military that maintained tight control over operational decision-making. Although several quarters in Whitehall, including the Prime Minister, Winston Churchill, had doubts about the necessity of a Pacific strategy, there were sensible reasons behind pursuing such a course. It would illustrate to an “anti-imperialist” America that Britain was not only interested in recovering its colonial possessions but also prepared to fight the Japanese on their homeland. More importantly, taking part in the main operations would allow the British to claim a voice at the peace table while helping to encourage the Americans to cement their close working relationship with Britain in the postwar period.  相似文献

Abstract

Since the Japan Festival in the UK in 1991 some significant studies in English have been published about Anglo-Japanese relations. Two sets of volumes stand out. These are the five volumes in the History of Anglo-Japanes Relations 1600–2000 and the ten volumes in the series Britain and Japan: Biographical Portraits which have covered up to six hundred British and Japanese personalities and themes. Some aspects of Anglo-Japanese relations and some personalities deserve further attention. Cultural exchanges have developed greatly in the seventy years since the end of the Second World War and merit research and analysis. Considerably more detailed work needs to be done on Anglo-Japanese trade and financial relations and on Japanese investment in the UK and British investment in Japan.  相似文献

Abstract

The contamination of food with radionuclides has posed serious problems to consumers, producers and policy makers in Japan since the Fukushima nuclear disaster of March 2011. Many Japanese consumers were and still are worried about the safety of domestic food products. How did the nuclear catastrophe in Fukushima affect consumer trust in food safety regulation, and how did the Japanese government try to (re)establish consumer trust in its food governance system? Drawing on empirical data from a consumer survey, expert interviews and documents issued by the Japanese government and public authorities, this paper argues that existing institutions had difficulty handling the situation and rebuilding consumer trust. I will argue that consumers in Japan lack trust in government institutions and the food industry and that the government's risk communication was not suitable for rebuilding trust. This specific situation saw the emergence of new actors from civil society, such as citizens’ radioactivity monitoring stations (CRMS). These actors took over some of the functions of public authorities by providing information and monitoring food. I argue that they have the potential to build trust by fostering the participation of lay people and encouraging a more democratic discourse on food safety. Introduction     
Even before 1865, it was an axiom that British foreign policy was designed and pursued to ensure international stability. Stability not only gave security to the British Isles and to its global Empire; it minimized disruptions to trade and commerce - the life-blood of 'Great' Britain. In the century after 1865, the pursuit of international stability remained at the heart of diplomatic initiatives supported by capable armed forces and a strong economy. The grand strategy by which successive British governments endeavoured to achieve these national and imperial ends involved the maintenance of a balance of power - both in Europe and in the wider world where the protection of British interests in the form of prestige, markets, strategic outposts, and lines of communication preoccupied cabinets, the Foreign Office, the service ministries, other departments of state, and, sometimes, public opinion. In one sense, there were a number of individual balances of power - in Western Europe, in the western and eastern Mediterranean, in the Western Hemisphere, in South Asia, and in the Far East and Pacific Ocean. In the British diplomatic parlance of the late nineteenth and early twentieth centuries, these balances were represented as 'questions', like the 'Eastern Question'; and the answers to these questions combined in the minds of those responsible for British foreign policy as representing a global balance of power. In this context, the European balance of power had decided importance because any continental disequilibrium could imperil the security of the home islands, the centre of the Empire, and the well-being of Britain's people and economy.  相似文献

This article provides an overview of British foreign policy and the European balance of power from the late nineteenth century to the early Cold War. British attitudes towards the Continent, like those of the continental Powers toward Britain, are bound to remain ambivalent. When looking back to the history of these complex relations, two main readings stand out. The first is that Britain's attempts to underwrite European stability from Waterloo to the present day left the country exhausted and stripped of its Empire. The other reading perceives in these costly efforts a successful preservation of British integrity and independence. What allowed, for many years, the country to have the luxury of choices with regard to its relations with Europe was the underlying security of the home islands and the existence of a vast Empire overseas. Examining in broad brush strokes the idea and practice of the balance as Britain's international position altered in the half century or so before 1950, the case is made that whatever the reading of these complex relations, the British were always 'reluctant Europeans'.  相似文献

The key to understanding how the relationship between Argentina and Great Britain changed during the decade after 1930 lies in the evolution of the British economy and the shifting configuration of political forces within the British Commonwealth of nations after World War I that made it impossible for Great Britain to maintain the old imperial relationship with Argentina. The purpose of Argentine foreign policy during the 1930s was to buy time to alter the internal structure of dependence and allow Argentina greater flexibility in world affairs. Until the structure of the economy could be Changed, primary product exports were vital to the national interest. First the Argentines tried to salvage some portion of their relationship with Great Britain and the market stability they needed in the Roca‐Runciman Pact (1933). Next, they turned to the U.S. for help, but with no success. By 1943, the British and Argentine economies were no longer structurally compatible and the U.S. had declined to accommodate Argentine economic needs. These frustrations provoked a strong nationalist reaction in Argentina against dependence. Argentine governments‐civilian and military‐retreated to a policy of neutrality as the best means of securing the most favourable terms for the sale of the nation's exportable agricultural surplus.  相似文献

The Anglo–Japanese Alliance signed in 1902 was revised substantially in 1905 and 1911. It survived the First World War and did not lapse until 1923. For two decades, it enabled Britain to withdraw its navy from East Asia, leaving its commercial interests to the protection of Japan. Meanwhile it enabled Japan to expand its influence in Korea and China. There was not an immediate breach of the alliance, but interests clashed in China in the difficult world of economic collapse in the 1930s. When they failed to come to an accommodation, Japan declared war on Britain in 1941. After the war, Britain shared with the United States the task of policing the military occupation of Japan. But when that occupation came to an end in 1952 during the anxious days of the Korean war, the vast majority of Japanese believed that their country's future rested with Washington.  相似文献

Obstacles that prevented educationalists from playing a more substantive role in diplomacy were local, imperial, and ecclesiastical in origin. Educational activities were also a tool in the service of governments in the era between the zenith of British Imperialism in the 1890s and the founding of the United Nations in 1945. In the post-1945 era there was greater collaboration between the federal Ministry of External Affairs and provincial ministries of education. Education also emerged in the late twentieth century as part of the new diplomacy. A flowering of new international governmental organizations dedicated to furthering creative diplomacy brought new energy to this field.  相似文献

For much of the nineteenth century, Canadian education-related international activities resided outside the realm of traditional diplomacy. This situation was exacerbated by Canada's colonial link with Great Britain. Obstacles that prevented educationalists from playing a more substantive role in diplomacy were local, imperial, and ecclesiastical in origin. Educational activities were also a tool in the service of governments in the era between the zenith of British Imperialism in the 1890s and the founding of the United Nations in 1945. This article seeks to explain the decisions by Nicolas Sarkozy's France and David Cameron's Britain to intervene in the 2011 Libyan crisis. None of the three major theories of international relations—constructivism, defensive realism and liberalism—can explain on its own such intervention decisions as the Libya case. The article's novel analytical model proposes that each theory emphasizes factors and mechanisms that explain part of the decision-making process and that these factors interact with state behaviour in complex ways. Britain and France initially began to consider intervention because they felt that the emergent norm of the ‘responsibility to protect’ applied to the Libyan case and because they believed the massive flows of refugees fleeing the violence were a threat to their border security. Both countries believed military intervention could be successful at relatively low cost and that if they did not intervene the problem would not be solved. At that point, the Sarkozy and Cameron governments engaged in initial action that made them more likely to intervene by jeopardizing their future economic relations with the Gaddafi regime and making him more likely to threaten them with future terrorist attacks. Taking initial action also meant that French and British prestige would ultimately have suffered had they not intervened to achieve a satisfactory solution to the crisis. Paris and London viewed international and regional support as a critical prerequisite for intervention and they sought and attained it. Finally, the Sarkozy and Cameron governments were able to minimize any domestic political risk of intervening because they had public and/or opposition party support.  相似文献

An important theory of international cooperation asserts that governments comply with international law because of the reputational costs incurred by reneging on public agreements. Countries that sign binding international agreements in the realm of monetary relations signal their commitment to an open economic system, which should reassure international market actors that the government is committed to sound economic policies. If the theory is correct, we should observe evidence that noncompliance is in fact costly. I test this argument by examining the effect of noncompliance with Article VIII of the IMF’s Articles of Agreement on sovereign risk ratings. The results show that noncompliance with the agreement mitigates any benefits that accrue to Article VIII signatories. The empirical evidence suggests that, in addition to improving economic and political conditions at home, governments in the developing world would improve their access to financial markets by signing and complying with international monetary agreements.  相似文献

琉球群岛与我国有着特殊的地缘关系。这种地缘关系涉及我国领土主权和海洋权益。历史上琉球群岛的"分岛改约"涉及我国的切身利益,今天琉球群岛不但是围堵中国的所谓"第一岛链"的重要组成部分,更是日本制造东海争端的地理依据。甲午战争以后,中国对琉球群岛地缘战略意义的认识渐渐淡漠。学术界关于琉球群岛区域地理学基础研究积累的缺失,导致我国对于琉球群岛地域构成的认知模糊不清。数百年来,随着琉球群岛地缘政治关系的变化,琉球群岛历经沧桑,几易其主,其地域构成几经变迁。但是,历史上承载着琉球王国的琉球群岛作为一个独立的地理单元依然如故,并不因日本、美国单边因素的变化,或日美双边关系的变化而改变。正确认识琉球群岛地理单元的特殊性和完整性,对于今后我国涉及琉球问题的对外交涉具有重要意义。  相似文献

Although a great deal has been written about British policy in the Middle East in the late 1940s and early 1950s, the reorganization of the Southern flank of Supreme Headquarters Allied Powers Europe after the admission of Greece and Turkey into the North Atlantic Treaty Organisation and the assumption of NATO's naval Mediterranean Command by Britain has attracted little attention. This article analyses British aims and policy on the formation of the Mediterranean Command, the talks between London and Washington concerning the appointment of a Naval Commander-in-Chief, the attitudes of France, Italy, Greece, and Turkey towards British policy, and finally, the establishment of NATO's Mediterranean Command in conjunction with the reorganization of SHAPE's Southern flank. For strategic as well as prestige reasons, Britain tried to retain its traditional dominant eastern Mediterranean position by encouraging the establishment of an Allied naval Mediterranean Command under a British Commander-in-Chief. However, the decline of British military and naval power and political influence meant that Britain secured a compromise settlement which only partially satisfied its aspirations.  相似文献

This analysis considers a controversy over whether the 1925 Geneva Protocol, the treaty prohibiting the use of chemical and biological weapons in warfare, covered CS “tear gas.” Widespread deployment of tear gases by American forces in Vietnam after 1964 attracted much international criticism as many believed the Protocol banned such agents and pressure gradually built on the British government to clarify its interpretative position. Its tabling a disarmament initiative to prohibit production and possession of biological weapons in July 1969 exacerbated the situation, provoking allegations of diverting attention from chemical weapons as a favour to America and the “Special Relationship.” Meanwhile, the outbreak of the “troubles” in Northern Ireland earlier the same year, where British forces also used CS, presented further difficulties. Britain rejected inclusion of CS under the Protocol in February 1970 but wrestled at great length over the decision and its consequences under the Harold Wilson and Edward Heath governments. Largely absent from historical accounts, this episode allows an examination of a complex, convoluted issue that had potentially wide-ranging ramifications for the interpretation of international relations and treaties. Similarly, re-creating confidential inter-departmental decision-making processes, particularly comparing scientific and legal interpretations, the processes of governmental bureaucracy and the role played by civil society demonstrates why an element with little immediate linkage to British overseas affairs proved such a conundrum.  相似文献

On 22 September 1982, British Prime Minister Margaret Thatcher met the Chinese leader Deng Xiaoping in Beijing, where they discussed the future of Hong Kong. The meeting did not go well. Deng made it clear that, with or without British cooperation, China would resume full sovereignty and administration over the tiny colony when the lease on Hong Kong expired on 30 June 1997. This article is based on two recently released documents from the Russian Foreign Ministry Archive (AVP RF) and reveals the hitherto unknown Soviet attitude toward these talks and the handover itself. Soviet leaders were very concerned that the Chinese should not consider Soviet control over vast territories in the Far East as based on unequal, hence illegitimate, nineteenth century treaties, as they did British control over Hong Kong. If those Russian treaties were unequal, then Soviet rule would be in grave danger. The Soviets sought to distinguish their treaties from the British ones. Seeking normal relations, the Chinese agreed not to challenge this interpretation.  相似文献
