This paper focuses on diverse forms of parliamentary violence (blocking the orators' platform and the chairman's podium, destruction of equipment, and violent brawls) during 2006–2012 in the Ukrainian parliament, and analyzes them as a repertoire of habitual parliamentary actions. The paper attributes these violent incidents to two external factors. First, they must be understood in the context of the general de-pacification of relations among principal political actors in Ukraine as well as exacerbation of political and ideological tensions among those actors. Second, the emergence of more violent episodes in the Rada, breaking with a more routine modus operandi of disruptions, has its origin in the earlier, prepolitical careers of certain members of parliament and their propensity to bring into politics particular dispositions (i.e., propensity to use violence) acquired in those previous professional experiences.  相似文献

French–German resistance to the US war against Iraq marked a high point in the two countries' political alignment. It was followed by French proposals for even closer integration. Yet French and German policies and priorities differ in a number of fields. Prominent among these is the EU, where Germany has long worked for a reduction in EU spending and a redistribution of votes among the member countries. After reaching a compromise on these issues, co-operation with France on foreign and security policy has grown particularly close. This has affected Germany's relations with Central and Eastern Europe and with the US, areas where Germany traditionally pursued policies different from France. At the end of the second period of the Red–Green government, Germany's national interests have been redefined as a result of the relationship with France.  相似文献

ABSTRACT

Anti-Special Economic Zone (SEZ) mobilisation in Haryana failed to generate a mass movement. This is despite the political strength of farmers and their deep resentment of the government’s policy to build up land reserves for industrial purposes. This article argues that there are two main reasons for this outcome. First, the state government put in place a series of significant policies to compensate landowners and give them a stake in the industrial project, primarily through payment of an “annuity.” Second, the main anti-SEZ movements were led by dominant landowning castes who did not incorporate the concerns of landless labourers and tenant farmers who faced equally or even more dire consequences from the government’s land acquisition policy. Moreover, mobilisation relied on traditional caste institutions such as khap panchayats and farmer unions strongly associated with Jats, rather than adopting a more broad-based approach. Entrenched caste animosity and pre-existing conflicts of interest between landed Jats and Dalits, who have traditionally worked as agricultural labourers, further explain the limited scope of the mobilisation among rural groups. The analysis underscores how hierarchical relations shape social movements, define the claims they make and ultimately impact their effectiveness.  相似文献

Abstract

Sino-Japanese political relations, fraught with disputes and tension during the Koizumi years, only began to recover after Abe came to power. This article investigates the driving forces shaping recent and future bilateral relations. Using evidence from the Koizumi era, I argue that 1) bilateral commercial links prove a weak stabilizing factor for political relations; 2) the current distribution of power between China and Japan does not dictate their strategic rivalry, but they may still treat each other as rivals if they perceive the danger of long-term power transition and mutual hostile intent; 3) the frequent flare-up of bilateral history disputes can exacerbate mutual threat perceptions among elites and generate popular emotional pressure for hard-line government policy toward the other country. The future of Sino-Japanese cooperation heavily depends on their efforts to resolve the negative historical legacy.  相似文献

Since the Asian financial crisis, the Korean state under Kim Dae Jung has witnessed significant challenges from foreign capital as well as from organized labor. Regime transition has influenced the social and political relations between the state and big business (chaebol). The traditional developmental state has gradually eroded as the power and capacity of the state was increasingly affected by economic globalization. The Korean economy has been transformed from a traditional developmental state model characterized by a hierarchical and authoritative relationship between the government and conglomerates into the market-oriented economic model.  相似文献

In this article Mikel Urquijo seeks to explain the evolution of the coup d'état as a feature of the political history of Spain in the nineteenth century. The repeated interventions based on the armed forces, with a greater or lesser contribution from the civilian politicians, are seen as the method by which some alternation in government between the political factions was made possible. The article traces the development from the purely military coup, or pronunciamiento of the early years, intended to exclude civilian politicians, to the mixed coups of the mid-century. In the absence of a truly democratic political system, or a developed national and civic consciousness, in a system where the ruling party could decide the outcome of elections by executive action, the coup was the accepted method of changing the regime. But the increasing participation of civilian politicians in the process culminated in the coup of 1868, which had some of the characteristics of a democratic revolution, and overthrew for a time the Bourbon monarchy. This represents a true civic-military coup d'état.  相似文献

As a result of shifting wildlife policy, approximately one-sixth of South Africa's total land has been ‘game-fenced’ and converted for wildlife-based production during the last three decades. The wildlife industry has thereby become a multibillion rand industry with an increasingly vocal political arena. Seeing nature and its production as an organised political project, this article sets out to give insight into the shifting power relations between wildlife utilisers, government officials and civil society in South Africa. It does so by examining the production of dominant narratives on wildlife in the emerging organisational field of wildlife policy. This article studies the Wildlife Forum, an important national discursive space in which government engages with non-governmental parties about wildlife policy. The article argues that by means of organisational and discursive restructuring, government and industry actors have promoted a discourse alliance that endorses both government's conservation interests and industry's development interests, while excluding dissenting voices.  相似文献

This article tackles the question of why an attempt to uncover an indigenous history of limited government in the early modern Ottoman Empire has not been undertaken in twentieth-century Turkish historiography despite the obvious existence of several constituents for such a history, such as the political power and prestige of jurists (ulema), the political role of the janissary corps, and the many depositions and other revolts that they staged in cooperation with the jurists, which, in practice, limited the political authority of the sultan. The answer suggested by the article focuses on the political concerns of the early republic, the socio-economic concerns of the Muslim democrats currently in power, and the theoretical concerns of contemporary western historians who have been influenced by Edward Said's critique of Orientalism.  相似文献

Cuba faces a development dilemma: it promotes equity and human capital while failing to deliver economic growth. For the government, the country's equity and human capital achievements are a source of pride, a sign that its priorities are right. This essay argues instead that this “equity without growth” dilemma is a sign of malaise. Theory and evidence suggest that high levels of equity and human capital should produce high levels of economic growth. Because growth is often weak or negative, some onerous barriers to development must be present. These barriers, it is argued, are restrictions on property and political rights. By comparing Cuba and China across two sectors, the bicycle industry and Internet access, this article shows how these restrictions have hindered growth. It also assesses how Cuba's latest economic reforms, the so‐called Lineamientos, will address Cuba's development dilemma. The impact may be minimal, but perhaps more lasting than previous reforms.  相似文献

Abstract

Why has an increase in personal piety among Indonesia's Muslims not translated into electoral gains for Islamic political parties? To help explain this conundrum, this article focuses on the role of Indonesia's mass Islamic social organisations, Nahdlatul Ulama (NU) and Muhammadiyah. Using a political economy lens, it argues that control over state resources and the provision of social welfare facilities have helped political parties maintain power over the years and that NU and Muhammadiyah have at times played important mediating roles in this process. Extending this analysis into Indonesia's contemporary politics, it then proposes that since 2004 in particular, the health and education facilities provided by NU and Muhammadiyah are becoming less important to ordinary people in relation to the services provided by the state. It concludes that this trend has weakened the ability of these organisations to channel public support to political parties/candidates and is one reason why Islamic parties have not been able to capitalise on increased religiosity in the social sphere.  相似文献

Diplomatic relations between Russia and South Africa were established in 1992, before South Africa's transition to democracy was completed. This move was perceived as a betrayal by many in both countries and beyond. For many decades the Soviet Union supported the African National Congress in its fight against the apartheid regime. South Africa's National Party government, in its turn, presented the USSR as the main force behind the ‘total onslaught’ – an all-out war purportedly waged against South Africa by international communism. Yet it was with the National Party government that the Russians established diplomatic relations. This article looks into the reasons for this change of heart in Moscow and Pretoria, discusses the political forces behind the decision to establish diplomatic relations, and analyses the process that led to this event and the results of establishing diplomatic relations the way it happened and at the time it happened for both countries.  相似文献

In the 1840s Sarantis Archigenes, an Ottoman Greek citizen, wrote a book on political economy called Tasarrufat-? Mülkiye. The book contained both political-economic knowledge and developmentalist policy recommendations for the Ottoman Empire. The emphasis given to human capital, trade and transportation, industrialization and property relations is noteworthy. Since it did not reach large numbers of people, the importance of Tasarrufat-? Mülkiye has not been appreciated. The goal of this article is to provide an account of Archigenes' views on political economy as presented in his long-neglected book. Had the policy makers in the Empire in the second half of the nineteenth century taken Archigenes' views seriously, a sound development strategy could have been formed.  相似文献

This article examines Australia's aid program in Indonesia in the 1960s. With the transfer by the Dutch of West New Guinea to Indonesia in May 1963, the Australian government looked to expand aid to its northern neighbour beyond the Colombo Plan in an effort to cement friendly relations. The events associated with konfrontasi threatened this policy objective. Yet despite Indonesia's belligerent stance, Australia was able to continue its aid program (by supporting the Aeronautical Fixed Telecommunication Network) and to keep the lines of communication with Jakarta open. When konfrontasi ended in August 1966 after regime change in Indonesia, Australia was able to rapidly expand its aid program. This article argues that konfrontasi changed the ways in which Australia's aid program in Indonesia was construed, which in turn contributed to a re‐consideration of the role of aid in Australia's foreign policy more broadly.  相似文献

This article uncovers the strongly ideological quality in Singapore's theory and practice of pragmatism. It also points to a strongly pragmatic quality in the ideological negotiations that play out within the dynamics of hegemony. In this complex relationship, the combination of ideological and pragmatic manoeuvring over the decades has resulted in the historic political dominance of the People's Action Party (PAP) government in partnership with global capital. But in an evolving, diversifying and globalising society, this manoeuvring has also engendered a number of mismatched expectations. It has also seen a greater sensitivity and attention to the inherent ideological contradictions and socio-economic inequalities that may erode what has been a relatively stable partnership between state and capital. This article argues that Singapore's one-party dominant state is the result of continuous ideological work that deploys the rhetoric of pragmatism to link the notion of Singapore's impressive success and future prospects to its ability to attract global capital. In turn, this relies on maintaining a stable political system dominated by an experienced, meritocratic and technocratic PAP government. While this Singaporean conventional wisdom has supported the political and economic interests of the state and global capital in a period of neo-liberal globalisation, its internal contradictions and external pressures have also begun to challenge its hegemonic pre-eminence.  相似文献

Using a discourse approach, the article demonstrates that Khatami's construction of Iranian national identity is a discourse of resistance on the international and regional levels. This resistance is evident in the meanings attached to three sets of values: Iranian-Islamic culture, ‘dialogue among civilisations’ and Islamic mardumsālārī, which are referred to as the three pillars of the Islamist-Iranian discourse of national identity. In terms of Iranian-Islamic culture, it is evident that Islam is Iranianised and furthermore the framework for the political apparatus is not simply politicised Islam, but rather Iranian political Islam. In terms of ‘dialogue among civilisations’, the resistance is not only to perceived Western hegemony in the international system, but also resistance to the dominance of the West and Western perspectives in the discipline of International Relations. Finally, Khatami establishes Islamic mardumsālārī as the most appropriate and authentic means of maintaining Iran as an independent nation.  相似文献

During the First World War, a primary domestic political aim for all belligerent countries was to preserve the socio-economic status quo in order to provide appropriate conditions for the survival of the state. Therefore, war governments paid particular attention to the maintenance of internal order. While doing this, the central authority of governments became paramount and this situation had remarkable repercussions on state–society relations. This article examines the wartime public order policies of the Ottoman government specifically concerning the Ottoman Greeks (Rum) and Armenians living in Istanbul. During the Great War, these non-Muslim elements were officially regarded as ‘suspects’, in other words, as ‘potential political criminals’ threatening the internal order of the capital. To control the Ottoman Greeks and Armenians, the war government implemented a number of policing strategies that consisted of deportation of individuals and groups, strict control on travel, and close surveillance of ‘suspects’.  相似文献
