This article investigates legitimacy of EU state building and conflict resolution as a continuous and collective process through which local stakeholders, as the direct bearers of EU policies, ascribe meaning and support for the EU actors and actions on the ground. Contrary to the static and narrow understanding of legitimacy in the EU literature, the article offers a dynamic framework of legitimacy based on two main aspects: (i) sources of legitimacy (input and output) and (ii) objects of legitimacy (diffuse and specific support) in order to trace the complicated relationship between the EU and different local groups (the government, parliamentary opposition, local NGOs and public opinion) in Kosovo. The main argument is that the EU fails to generate local consent and faces a worsening erosion of support in Kosovo due to the limited participation of local stakeholders into the EU-promoted political decision-making structures and the contested ability of the EU to foster outcomes that have salience for local actors.  相似文献

The task of transforming countries affected by conflict towards sustainable peace has been a persistent problem. In response to growing intra-state conflict in the post-Cold War era, it has become the norm to prescribe a cocktail of liberal democracy and free-market economics as a universal formula for building peaceful societies. South Africa, since its post-democratic emergence into global affairs, has also been active in promoting peace in Africa along similar lines. This article embarks on an exploratory qualitative analysis of South Africa’s peacebuilding engagements in the Democratic Republic of the Congo (DRC). It aims to contribute a better understanding of South Africa’s peacebuilding engagements by utilising the DRC case study to point out areas of convergence and dissonance with the dominant liberal model of peacebuilding. The article finds that, although peppered with successes and failures, South Africa does approach peacebuilding in a unique manner. It also calls for a revision of South Africa’s approach, given the varying levels of success in the DRC.  相似文献

Policy debates on conflict research, which are mostly directly used to develop practices of soft intervention (including conflict resolution, peacebuilding and statebuilding), emanate from common epistemic and ontological frameworks. Most have been produced and perpetuated by key institutions in the global North through their encounter with historical direct and structural violence, both North and South. Power has followed Enlightenment knowledge, along with its various biases and exclusions. Its progressive normative, political, economic and social assumptions about a ‘good society’ and an ‘international community’ have been fed through social science into the building of international institutions, IFIs and the donor system. Using a method called ethnographic biography (in which biography is broadly defined to include the bibliography produced by the subject, as well as interviews and discussions), this article illustrates how peace thinking is mutually constructed as both positive and hybrid, confirming earlier critical work. However, the research methods deployed to engage with the contextual production of knowledge by local scholar-practitioners are sorely underdeveloped. This is illustrated through an analysis of the work of ‘local’ conflict scholars on their own peacebuilding and statebuilding processes in Cyprus, Kosovo and Timor Leste.  相似文献

In contemporary peacebuilding debates, it is argued that local ownership renders peacebuilding more sustainable, democratic and legitimate. However, these claims have not been seriously interrogated as to their empirical validity. Such evaluations must begin by answering the question, ‘Who is local?’ Different local actors have varying resources, capacities and levels of authority and autonomy. Taking the relatively unexplored case of diasporas, this paper illustrates the absence of a straightforward relationship between ownership and its normative benefits. By assessing the significance of resources like local/ethnic bonds, financial and social remittances, this paper argues that diasporas can undermine the legitimacy of peacebuilding. Furthermore, although diasporas can enhance the prospects for democratic governance, the causal mechanisms can be corrupted.  相似文献

This article examines competing claims to political legitimacy and sovereignty in Myanmar’s conflict-affected areas of “limited statehood.” In the context of ceasefires and an emerging peace process since 2012, non-state-controlled “liberated zones” and areas of mixed insurgent and government authority constitute new political spaces, where multiple state and para-state actors demonstrate governance authority, extract resources and provide services to local communities. This article explores the dynamics and implications of these developments with reference to the emerging literatures on “rebel rulers” and “hybrid governance,” and examines the practices of donors and aid agencies operating in these areas. I argue that external actors seeking to “think and work politically” should move beyond standard peace-building and development packages based on strengthening the state, and adopt more conflict and context-sensitive approaches. Effective state building should take account of governance structures and service delivery functions established by ethnic armed organisations, which although under-resourced enjoy significant political legitimacy.  相似文献

Peacebuilding is a key concept in efforts to reconstruct African states emerging from conflicts. At heart, it captures the whole array of activities associated with state-and nation-building in addition to building the foundations for local ownership of these processes. Popularised by the UN Secretary-General Boutros-Boutros Ghali in the early 1990s, peacebuilding has evolved alongside peacemaking and peacekeeping in the reconstruction repertoire. This article suggests that while there is considerable scepticism about the utility of peacebuilding in contemporary conflict resolution efforts, African experiences have, since the 1990s, provided solid lessons to both local and international actors on how to rebuild states, societies, polities, and economies.  相似文献

Ralph Bunche, the first African American to receive the Nobel Peace Prize, was a committed anti-imperialist, a fighter against racism and for civil rights. And yet, his action and appearance as special representative of the United Nations Secretary-General in the Congo, made him appear as hostile to African independence and as a (neo-colonial) “blanc,” questioning the sincerity of his anti-imperialism as well as his anti-racism. The article argues that Bunche's dilemma is paradigmatic for the paradox that exists between the United Nations' (UN) declared anti-racism and anti-imperialism, on the one hand, and its politics of peacekeeping and peacebuilding which are effectively a quasi-imperial politics of world order, on the other. The article dissects Ralph Bunche's writing and thinking on the international system, Africa and the Congo in order to understand how individual anti-racist commitment can co-exist, or even be co-constitutive of, systemic racism of international politics and law. Apart from providing important insights into the thought of a central founding figure of UN peacekeeping and peacebuilding, the article contributes, hence, to ongoing discussions on Eurocentrism and race in international politics.  相似文献

In the post–Cold War era, Japan has developed its own version of peacebuilding in concept and practice and has taken a non-coercive approach to peacebuilding. It has been underpinned by domestic norms of pacifism. This article elaborates on the underexplored theme of Japan’s peacebuilding by focussing on its conceptual basis and three key dimensions of practice. It aims at providing a refined understanding of the Japanese version of peacebuilding, which encompasses highly comprehensive activities in and beyond troubled regions, while carefully excluding the role of military coercion. This article first presents a brief overview of the term ‘peacebuilding’ understood internationally. It then examines Japan’s understanding of the concept of peacebuilding. It consists of the ‘consolidation of peace’ as an immediate contribution to peace and human security, and ‘state-building’ as establishing and enhancing political, economic and social frameworks for durable peace in the long run. The third section of this article investigates three important dimensions of Japan’s peacebuilding practice: (1) the on-the-ground effort in troubled regions consisting of non-military peacekeeping and the provision of foreign aid; (2) taking leadership in developing principles of, and approaches to, peacebuilding in international forums; and (3) human resource development for fostering civilian peacebuilders at home. Finally, this article concludes that Japan is carving out its niche in the field of peacebuilding, suggesting that it is constructing an identity as a peacebuilder.  相似文献

This article addresses the role of natural resources in the protracted conflict between Morocco and Western Sahara. Drawing from literatures of political ecology and political science, the article argues that natural resources have been deeply implicated in the conflict over time, with resource-related developments lending legitimacy to each party in different ways. The complex political economy of resource exploitation and the associated geopolitical enjeux have led to the de facto recognition of Morocco's occupation, and the symbolic aspects of natural resources have lent the Sahrawi cause legitimacy and an important node around which allies can be mobilised. That sovereignty is contested has facilitated a discourse in a different, more powerful way than when it is not in question, particularly in the Sahrawi's capacity to invoke international law to support their case. Drawing on the cases of South Sudan and Indonesia, the article ends with a brief discussion of the potential of the region's high-value resources for peace-making activities.  相似文献

Since the military coup d’état of 2006 and the downfall of Prime Minister Thaksin Shinawatra, Thailand has experienced chronic political turmoil. Crises of legitimacy expanded to engulf every political institution. This includes the monarchy, usually claimed to be the most “beloved” and “revered” of all institutions, and which has faced widespread anti-royalism since 2006. In this article, it is argued that this recent anti-royalism was neither a well-planned scheme or plot, as claimed by the country’s military junta, nor driven by Marxist or republican ideologies that featured in previous bouts of anti-monarchism. Rather, the new anti-royalism will be shown to have emerged from the royalist hegemony that has been deepened since the late 1970s. Moreover, anti-royalist ideas and expressions have shifted dynamically as society has become more polarised. Thailand’s political conflict is overwhelmingly characterised by contestations over meanings. In this context and in a highly repressive political and legal context, those who wished to challenge royal power used metaphorical ambiguity, jokes, vulgarity and parody on a daily basis. These arts of resistance were reproduced through popular channels which tended to escape state surveillance, for instance, protest songs, poetry, chats at gathering sites, formal and informal speeches, and symbols in both on and offline worlds.  相似文献

This article examines how currents of Bolivia's indigenous movement are gravitating to the city and to the centre of national political life, capitalising on popular sentiment against the political status quo, economic privatisation and violations of national sovereignty. The Movement Toward Socialism led by Evo Morales does not promote a separatist ethno-national project; instead, it uses regional, national and international coalition building to equate indigenous with non-indigenous issues through resonant political analogies that frame Bolivia's national crisis of political legitimacy in terms of indigenous rights, while making common cause with diverse urban popular sectors who, if not indigenous, recognise their indigenous cultural heritage as a crucial background to their own struggles against disenfranchisement.  相似文献

Since the 1990s, local governments in many countries have responded to the crisis of public finances, legitimacy, and a low level of performance with a combination of territorial and functional reforms, and the introduction of management and political reforms. This article focuses on the latter by analyzing new modes of citizen participation in Germany and Japan. It will employ theoretical assumptions from the local governance debate in order to explore the democratic dimensions of local government reforms. The question considered is concerned with the political context for new modes of participation and whether they can offer opportunities for an improvement of local democracy in terms of an increase in legitimacy and political capacity building for citizens. The conclusion will be reached that while we would expect more favorable preconditions in Germany with regard to a positive impact on local democracy, the opposite is the case: a relatively weak tradition of local autonomy and low resources of civil society actors in Japan explains their focus on co-production of services with local governments but at the same time offers greater opportunities for an improvement in local democracy.  相似文献

The article explores the potential of local civil associations for the study of power relations within Palestinian society during the Mandate. It argues that civil associations substituted political institutions and procedures serving functions that, in a sovereign state, would have been fulfilled by governmental authorities. Civil society organizations enabled democratic elections, mobilizing popular support and the establishment of hegemonic structures. The discussion begins with a survey of organizations that may have inspired Palestinian civil associations, and then considers the rise of mass politics in Ottoman provinces and its consequences for civil associations. By examining two Arab civil associations established in Haifa during the British Mandate, the article shows how this framework served the political aspirations of individuals and groups from various social strata.  相似文献

Post-Soviet authoritarian regimes – particularly in Central Asia – have proved highly resilient since independence. Existing explanations for regime longevity should be augmented by consideration of non-material, discursive sources of political legitimacy. A robust authoritarian regime requires the production and circulation of a hegemonic discourse that is internalized by influential social groups. This type of dominant discourse has emerged in Kazakhstan, making it difficult for political opponents to promote alternative political imaginaries and mobilize popular support. State control over media is challenged by Internet-based platforms, but in Kazakhstan social media and blogging have also offered an opportunity for the regime to reproduce its own hegemonic discourse. This article uses a discourse analysis of posts by bloggers in the aftermath of a violent conflict in Zhanaozen in Kazakhstan in 2011 to demonstrate how central elements in the state discourse are reproduced online, even by independent bloggers, suggesting that an official discourse has the ability to maintain its hegemonic status despite widespread use of blogs and social media.  相似文献

Social conflict in Peru has increased dramatically since 2004. The economic origins of these disputes, which result mostly from the growth of mining operations, have received considerable scholarly attention. The emergence of collective action directed at the performance of regional and local government, however, has received little notice. This essay examines Peru's regional and local governance conflicts on the basis of hundreds of reported cases. It investigates the nature of these episodes and the strategies adopted by community organizations to get their complaints addressed. It finds that the political opportunity of the posttransition period, dissatisfaction with government performance, and new participatory rights have helped to give rise to such collective action. Community protagonists choose between institutional and noninstitutional strategies but often combine them to help ensure success. Maintaining legitimacy proves essential to both sides. This article argues that these events represent both constraints and favorable developments for subnational democracy in Peru.  相似文献

Despite the return to violence and state repression in the Kurdish conflict, the ruling Adalet ve Kalk?nma Partisi (Justice and Development Party – AKP) has remained the only alternative to the Kurdish National Movement (KNM) for Turkey's Kurdish citizens. What local-level strategies did the AKP employ in Kurdish areas to reinforce its national-level appeal to Islamic values? Under what conditions did local vote-seeking strategies help the AKP to overcome its pro-Kurdish rivals at the ballot box? This article examines the politics of local coalition building in the periphery of the Kurdish landscape – Bingöl and Mu?. Despite their many similarities, the two cities voted for different political parties in national elections. This article examines how the AKP's local party organizations interacted with local authority structures, recruited influential local elites, and pursued new voters. The vitality of clan networks in parts of Bingöl enabled the AKP to build a reliable local coalition. The gradual weakening of clan networks in Mu? and their permeation by the KNM prevented a similar coalition. Instead, the parties of the KNM were able to take advantage of divided clan networks to win national electoral contests in the province.  相似文献

Arguing that popular protest has played an unusual role in bestowing political legitimacy in China, this article traces continuities in state responses to protest movements from imperial days to the present. The author compares the government's recent handling of three different types of protest: economically motivated actions by hard-pressed workers and farmers, nationalistically inspired demonstrations by patriotic students, and (at greater length) religiously rooted resistance by zealous believers. The central authorities' tolerance toward localized strikes and tax riots, and their overt encouragement of protests against the bombing of the Chinese embassy in Belgrade, contrasts sharply with the harsh and unrelenting campaign of repression that has been directed against Falun Gong adherents. Explanations for these variant state responses are sought in historically grounded assessments of the political implications of different types of popular protest.  相似文献

ABSTRACT

This article argues that the growth of authoritarian forms of politics in India should be seen in the context of a long-term crisis of the state as successive governments have been unable to establish legitimacy for the policies of neoliberalisation that have been pursued since the 1990s. These policies contributed to the fracturing of dominant modes of political incorporation. The previous Congress Party-led government’s mode of crisis management – which it dubbed, inclusive growth – failed to create new forms of political incorporation by addressing long-term structural problems in India’s political economy, such as jobless growth, and gave rise to new problems, such as large-scale corruption scandals. Subsequently, it increasingly developed what Nicos Poulantzas called, “authoritarian statist” tendencies to marginalise dissent within a framework of constitutional democracy. The current Bharatiya Janata Party-led government’s mode of crisis management builds on these authoritarian statist tendencies but has sought to build legitimacy for these tendencies and neoliberalisation through an appeal to authoritarian populism. This seeks to harness popular discontent against elite corruption with majoritarianism to create an antagonism between the “Hindu people” and a “corrupt elite” that panders to minorities.  相似文献

This article draws on the concept of historical overhang, which essentially refers to the way in which negative historical memories both inform and influence public perceptions as well as those of policy makers. It is the manner in which perceptions drawn from historical episodes are interpreted that makes them enduring. The distortion of history and the misuse of nationalism are mainly responsible for the endurance of historical overhangs in Thai-Cambodian relations, particularly when political leaders encountered legitimacy crises at home. The article investigates two major causes of the recent severe deterioration in Thai-Cambodian bilateral ties- the conflict over the disputed Preah Vihear Temple and the clash between the Thaksin-Hun Sen alliance and the Abhisit Vejjajiva government and makes the contrast with the sudden improvement in relations after Abhisit's electoral defeat.  相似文献

The closely intertwined notions of territory, identity, and authority are at the heart of conflict dynamics in the eastern DR Congo. Focusing on the territorial aspirations of the Banyamulenge community in South Kivu, this article looks at the ways in which the nexus of territory, identity, and authority shapes and is shaped by armed mobilisation. Excluded from a customary chiefdom in the colonial era, the Banyamulenge, a community framed as ‘migrants’, have been striving for a territory of their own for decades. These aspirations have fed into armed activity by both Banyamulenge and Mai-Mai groups linked to opposing communities, providing deeply resonating mobilising narratives that are employed to justify violent action. Yet, as this article demonstrates, the links between armed mobilisation and the nexus of territory, identity, and authority are both contingent and reciprocal, as violent conflict also impacts the meanings and boundaries of identities, authority structures and territory.  相似文献
