This article examines the South African novelist Sarah Gertrude Millin’s writings on economics. Though Millin has most commonly been treated as a theorist of race and miscegenation, her novels and nonfiction writings demonstrate an equally strong interest in how global economic institutions affect South African life. Eatough proposes that Millin’s fascination with such diverse economic practices as currency speculation, actuarial accounting, and stock broking stems from the way in which these practices dramatize a seemingly insuperable tension between Anglo professionalism and South African nationalism. As the article shows, Millin’s efforts to overcome Anglo-Afrikaner rivalry and fashion a unified white nationalism entailed a radical rethinking of what global professional networks were in their innermost essence. Central to this nationalist project, Eatough argues, was Millin’s tendency to regard such networks less as rooted national institutions than as distant speculative devices capable of inflating the value of South African nationality. Over the course of the article, Eatough investigates how Millin uses this definition to finesse complaints by (primarily Afrikaner) nationalists against British control of the professions by suggesting that such articulations of envy drive speculative enterprise—and, thus, provide a means for transforming national abjection into national value.  相似文献

This article examines the role of Japan in relation to China’s security interests in the post-Cold War era. The first section assesses Japan as a potential security threat to China at a time when Japan appears to be re-emerging as a great power. It analyzes the possible rise of nationalism in Japan today, including discussion of China’s dispute with Japan over the Diaoyu Islands. The second section looks at how Japan can actually enhance China’s security interests, particularly in the economic sphere. Japan’s contribution to China’s modernization drive is assessed. It is argued that Japan seems to enhance China’s security interests more than it poses a threat, partly because of the economic benefits China derives from trading with Japan, and partly because Japanese foreign policy has hitherto been kept in check by the U.S.-Japan Mutual Security Treaty.  相似文献

In this article, I explore the ways in which District 9 reflects South Africa’s current socio-political transition through the problematical representation of the film’s eponymous slum and its impoverished inhabitants as well as its protagonist, Wikus van der Merwe. Drawing on Giorgio Agamben’s influential ideas of biopolitics, I demonstrate the ways in which the film provides a compelling critique of the effects of neoliberal capitalism on post-apartheid transition and South Africa’s complex geopolitical landscape. In this regard, I analyze how the slum figures as a “zone of indistinction” where political and economic forces combine to produce the paradoxical conditions in which impoverished South Africans are included in a democratic social contract, but are simultaneously excluded from the socioeconomic benefits that it promises.  相似文献

Japan's economic and political relationship with South Africa has been characterised historically by ambiguity. Throughout the twentieth century, economic ties were underpinned by mercantilist and strategic considerations. During apartheid, this placed Japan in an uneasy position as it sought to balance a relationship of expediency with wider foreign policy objectives in the rest of Africa and beyond. The demise of apartheid created the space for new forms of engagement centred on the pursuit of cognate goals. This has seen the intensification and deepening of economic ties in particular. Yet relations, especially at the political and diplomatic levels, have also been more complex than anticipated, and in recent years, the rise in Africa of other players from Asia and the Global South has had a bearing on South Africa–Japan ties. In this paper, it is argued that two related dynamics pivoting on policy elites’ changing conceptions (or self-view) of the nature of the state they are running and its place in the wider world order help explain the post-apartheid evolution of the South Africa–Japan relationship. First, there has been an apparent shift in South African foreign policy elites’ self-view, mediated by a changing systemic context. The development and manifestation over time of a stronger Global South self-conception in South African foreign policy, fashioned in juxtaposition to what have been considered in the past key Global North relationships, had direct consequences for South Africa–Japan ties. Second, meso- and micro-level dynamics – the role of the general operations in the diplomatic (i.e. bureaucratic) arena, and the personalities and shifting political preferences of individual executive leaders – had major impacts on how South Africa engaged with Japan in the past two decades.  相似文献

Abstract

This paper examines the ideology of Cecilia Lillian Tshabalala who spent 18 years in the United States from 1912 to 1930. Within two years of returning to South Africa, she founded the self-help group, the Daughters of Africa in 1932. Tshabalala used the Daughters and the widely read newspapers—Bantu World and Ilanga laseNatal—to define, construct, and diagnose the African nation she found materially and socially wanting upon her return. Tshabalala’s experience abroad and her exposure to African-American women’s clubs and her participation at the annual Chautauqua conferences in upstate New York provided the platform for her to conduct her own social service gospel in segregated South Africa. This essay, which argues that religion served as Tshabalala’s antidote to all the social ills plaguing the African nation, traces the evolution of her ideology by discussing how she was in conversation with African-American and South African male movements, and also women on the African continent.  相似文献

Where does “pacifist” Japan fit within the history of the Korean War? Was Japan simply the beneficiary of the wartime boom – a case best exemplified by Japanese Prime Minister Yoshida Shigeru’s characterization of the Korean War as “a gift of the gods”? When North Korean troops crossed the thirty-eighth parallel and launched a full-scale attack against South Korea, the U.S. occupation in Japan quickly transformed the pacifist nation into the indispensable rear base of United Nations military intervention in the Korean War. The Japanese Communist Party and leftist groups organized by zainichi Koreans (Korean residents in Japan) launched an antiwar movement to stop Japan from producing and sending arms to UN forces in Korea. The U.S. occupation responded with determined efforts to contain every antiwar voice emerging from the streets of the pacifist country. By examining the political dynamics of zainichi Korean and Japanese leftist solidarity and U.S. countermeasures, this article shows how the Korean War was fought in pacifist Japan. It also illuminates how the practice of Cold War containment was mutually linked on the ground between occupied Japan and South Korea.  相似文献

Abstract

This article critically interrogates claims that a British exit from the European Union (EU) (Brexit) will create opportunities for the UK to escape the EU’s apparent protectionism and cumbersome internal politics in order to pursue a more liberal and globalist trade agenda based on the Commonwealth. Taking a historical view of UK and EU trade relations with the Commonwealth in Africa, the author highlights the way in which the incorporation of the majority of Commonwealth states into the EU’s preferential trading relationships has reconfigured ties between the UK and its former colonies over time. Further, the author suggests that the EU’s recent attempts to realise a vision for an ambitious set of free trade agreements in Africa—the Economic Partnership Agreements—was disrupted not by EU protectionism or internal politics but rather by African resistance to the EU’s liberal agenda for reciprocal tariff liberalisation and regulatory harmonisation. The UK therefore faces a complex challenge if it is to disentangle its trade relations with Africa from those of the EU and to forge its own set of ambitious free trade agreements with African Commonwealth partners.  相似文献

Abstract

The right to health is enshrined in the South African Constitution as well as a range of international and regional human rights treaties which South Africa accepts. Yet empirical data reveals some of the challenges faced by South African youth—childhood diseases, HIV/AIDS and such like. There are evidently challenges realising the right to health in practice. Nevertheless, South African courts have led the international field in recognising the justiciability of economic and social rights such as the right to health. Having reviewed the applicable laws and jurisprudence, the paper will conclude that a more holistic human rights-based approach offers perhaps the best way forward.  相似文献

After the prolonged stagnation that followed the post-Bubble economic collapse at the end of the 1980s, from 2002 onwards the Japanese economy exhibited its longest period of economic expansion (albeit gradual) since World War Two. As this expansion came to an end and the economy was on the verge of the downward curve of the economic cycle, it was confronted with the current financial and economic crises, which originated in the USA. Nevertheless, Japanese financial institutions had invested little in sub-prime-related financial products, and with the lessons learned from the issue of bad loans in the 1990s, Japan's financial system enjoyed greater stability than that of any other major nation. However, in the period from the end of 2008 to early 2009, Japan experienced the sharpest economic decline of any major nation.

Yet, with the worst period having ended in the spring of 2009, the International Monetary Fund (IMF) has predicted in its October 2009 forecasts that Japan will experience real economic growth of 1.7% in 2010—a higher rate than the USA (with 1.5%) or the Euro Zone (with 0.3%). Despite forecasts of a protraction of excessive US imports as a direct result of excessive US consumption, Japan is being forced to reduce its degree of reliance on exports to the USA and to make major adjustments to its export structure—both in terms of the regions to which it exports and the products that it exports. Japan also faces the task of setting itself on the path to economic growth, using the twin drivers of foreign demand and domestic demand, and this will necessitate the cultivation of domestic demand. Now, the long-term strategy for Japan is to promote the expansion of regional demand in Asia, to couple this regional demand with domestic demand, and to latch on to Asia's economic dynamism.  相似文献

Japan’s dramatic ascent to the status of economic superpower raises significant questions about how it will wield the broader global influence ordinarily conferred by wealth. Its emergence as an economic leader coincides with the demise of the cold war. Taken together, these trends alter the basis of the long-standing U.S.-Japan relationship. While the security partnership is likely to continue as a force for regional stability in the post-cold war environment, it is simply natural that a prosperous, self-confident Japan will begin to assert an independent voice in international affairs. In this study the author examines Japan’s recent debate over its policy in the Persian Gulf crisis. Particular attention is given to five competing schools of thought that shaped the national debate among Japanese opinion leaders. Although Japan’s response to the Gulf crisis was marked by a series of false starts and confusion, it is likely that a new foreign policy paradigm will eventually emerge from the ongoing debate among the contending schools of thought identified by the author.  相似文献

In 1957, American filmmaker Lionel Rogosin arrived in Cape Town, South Africa, determined to make a film about apartheid. “Anti-apartheid Solidarity Networks and the Production of Come Back, Africa” discusses the film’s historical and cultural significance, and— a topic which deserves more attention— the film’s production. The article examines the interconnected and international nature of early anti-apartheid activism. International movements against apartheid may have been relatively small between 1957 and up until March of 1960, but Come Back Africa’s production shows that anti-apartheid activists and artists were becoming increasingly connected in a transnational web spanning the Atlantic with hubs in South Africa, Europe, and the United States. In the case of Come Back, Africa, relationships forged between Rogosin, black South African artists-activists (such as Lewis Nkosi, William “Bloke” Modisane, and Miriam Makeba) and white liberal anti-apartheid activists (including Father Trevor Huddleston, Reverend Michael Scott, and Mary Benson) proved mutually beneficial.  相似文献

In Chinua Achebe's book of essays Hopes and Impediments, he asserts that Nigeria's failure to ‘develop’ and ‘modernise’ like Japan is because of a ‘failure of imagination’. Yet for many Africans, modernity is a tainted ‘gift’ because it was introduced into the African continent along with European colonial capitalism which simultaneously caused an ontological crisis of self. Although many Africans want to ‘catch up’ with the West, how is it possible when Western technological superiority was equated with white racial superiority? Achebe declares that, as Africans ‘begin their journey into the strange, revolutionary world of modernization’, literature should function as guide. Hence, I examine Ousmane Sembene's novel God's Bits of Wood which depicts Africans laying claim to ‘race-less’, ‘language-less’ ‘machines’. But does (Western) technology change culture? Can African culture appropriate technology to form a dialectical African modernity? If so, what role does ‘tradition’ play? In Zakes Mda's The Heart of Redness, we witness the emergence of a traditional modernity made possible by a dialectical epistemology.  相似文献

Abstract

From 1910 (formally, de facto earlier) until 1945 Korea was under extremely harsh occupation by Japan. During this period, when every component of Korean culture was cruelly suppressed, Korean women suffered specific oppression. Very large numbers of Korean women were forcibly driven into prostitution, both in Korea itself and throughout the Japanese empire. Many were forced into prostitution for Japanese troops in appalling conditions, often in the front lines, and many were killed in the trenches. Within general Japanese sexism, there was a specificity to the attempt to degrade and exploit Korean women. Certain aspects of contemporary Democratic People's Republic of Korea (DPRK) official culture must be understood as attempts to combat the legacy of this colonial past. The emphasis on “purity”—for women—which is articulated by both men and women in the DPRK is justified officially by reference to both the Japanese colonial past and the contemporary degradation of women in South Korea, which is usually attributed mainly to US and Japanese influences, such as sex tourism.  相似文献

This article has four points of contention. First, it argues that time is ripe for the Japanese model of ODA (Official Development Assistance) to work in Africa. The recent positive changes seem to be creating an enabling environment in Africa for the Japanese model of ODA—an economic-development oriented ODA that once has contributed to the dynamic development of Asia—to work, at least in some African countries and in some areas. Second, it is contended that despite recent positive changes, Africa is still faced with huge developmental challenges, and Japan is ready to support its African partners especially in agriculture, industry, human resource development and in nurturing political stability and security, while taking advantage of its strengths and traditions. Third, the changes happening in Japan, combined with those happening in Africa, are opening a new era of Afro-Nippon cooperation, which is much more broad-based and encompassing wider areas of cooperation. And fourth, it concludes by arguing that what Japan has been doing and what it intends to do in and for Africa must be taken not in the context of diplomatic rivalry between Japan and other actors but in the context of Japan’s willingness to fulfill its international responsibilities and hence to serve its broad and long-term national interests.  相似文献

President Thabo Mbeki's resignation in September 2008 six months before the expected end of his term was triggered by the recall issued by the ANC National Executive Committee. It is highly unlikely that any major changes in foreign policy will be made by the caretaker government of President Kgalema Motlanthe before the 2009 elections. However, the significant changes in the domestic political environment signal the start of a new era in South Africa's transformation — what might be called the ‘post post-apartheid period’. This paper explores what those changes might entail, especially in the realm of foreign policy. After reflecting on the legacy of Mbeki's foreign policy, the paper considers the potential implications of the relevant resolutions agreed at the December 2007 ANC National Conference in Polokwane. Constraints on South African foreign policy towards the African continent are considered, especially with regard to perception versus reality of its economic and political hegemony as well as its complex identity as a nation. In light of this analysis and the inevitable impact of the current global economic crisis, the paper concludes with a series of recommendations for a new vision and agenda for South Africa's foreign policy under the government to be elected in 2009.  相似文献

The formation of the New Partnership for African Development (NePAD) in 2001 at the African Union (AU) Summit in Lusaka, Zambia, marked the advent of what is regarded as a novel development strategy crafted by Africans for Africa. Rooted in former South African President thabo Mbeki’s call for an African renaissance, the initiative seeks to trigger the continent’s economic development by encouraging African states to explore the prevailing international economic order or globalisation. this article explores NePAD’s capacity to foster economic development in Africa, assesses the reasons for its establishment, reviews its mandate and examines institutional mechanisms for achieving its goals. the article takes issue with the ‘westernisation’ of the ‘discourse’ of Africa and calls for the revitalisation of NePAD’s strategy for sustainable African development.  相似文献

Nelson Mandela is highly regarded as an example of excellent leadership. Yet little has been done in communication studies to describe his leadership communication. Significantly, little has been done to locate and to theorise about his leadership style in relation to the African moral philosophy of ubuntu. the article presents an appreciative thematic analysis of how Mandela’s leadership communication practices were eulogised in tributes written in his memory in selected South African newspapers. An innovative method of appreciative thematic enquiry is used to arrive at three key themes of praise for the leadership of Mandela. Lessons for leadership are drawn out and highlighted.  相似文献
