Over the past decade, power dynamics within the South Atlantic region have undergone significant changes. While the area has historically been dominated by North–South ties, both in terms of material flows and with respect to political influence, more recently there has been a surge in cooperation between developing countries within this space. As trade, investment and other forms of exchange and dialogue increase among actors from within the region (notably between South America and Africa) and with states located outside the region, the BRICS countries become more relevant to the South Atlantic. Individually, they have become relevant players in the South Atlantic's economic, political and security dimensions. Collectively, as inter-BRICS flows and political coordination intensify, new configurations of cooperation emerge within the South Atlantic. These initiatives suggest that rising powers are contributing towards making the South Atlantic – long dominated by North–South ties – a space where South–South cooperation and norms predominate.  相似文献

This article aims to trace South–South cooperation political lineages connecting the Non-Aligned Movement and the IBSA (India, Brazil, South Africa) Forum. In order to determine whether IBSA could be considered the ‘heir’ to Bandung's principles, we analyse the concepts of ‘Third World’ and ‘Global South’ as well as their current applicability, the interpretations provided by existing literature on the IBSA grouping, and its member countries' shared views on different issues of the international agenda. The article also considers the historical evolution of ‘Southern’ diplomatic thought and actions. IBSA's actions and history, as well as its members, are studied to grasp how they are related to the Third World movement in the Cold War.  相似文献

Exploring the complexity of South Africa's and Brazil's ‘like-mindedness’ at the regional, multilateral, and bilateral levels, this article argues that shared middle power roles traceable to the pre-Cold War era and beyond set the scene for a great deal of political complementarity and cooperation at the multilateral level where Brazil and South Africa's shared identities drive an interest in reforming global governance processes. This complementarity does not, however, always spill over to the bilateral level, where trans-societal linkages are still relatively limited compared with state-to-state interactions.  相似文献

Optimising the development opportunities presented by emerging powers' growing interest in trade, investment and diplomatic engagement in Africa seems a priority for the continent in the context of a changing global system in which power is more diffuse. Taking into account a reconceptualisation of aid effectiveness as development effectiveness, this paper focuses on the manner in which African states understand and approach new opportunities for cooperation with emerging powers, especially China, India and Brazil, including the crucial issue of whether they seek joint development initiatives with both traditional partners and emerging powers. The central argument is that South–South cooperation, which is value-neutral although rhetorically reflecting the principles of solidarity and mutual benefit, must be part of an effective strategy to draw emerging economies into the national or regional development objectives of African states and the continent at large.  相似文献

Abstract

Events in Ukraine have distracted international attention from the ongoing Russian involvement in the unresolved conflicts of the South Caucasus. This article explores the intensification of relations between South Ossetia and Moscow, focusing on the extent to which South Ossetia exists as a functioning state entity. Are the authorities in Tskhinvali able to provide vital services such as defence and control over ‘state’ borders and territory without Russian involvement? What has been happening in South Ossetia is important, despite being overshadowed by events in Ukraine, as it is indicative of what may well occur in eastern Ukraine: a simmering separatist conflict that is far more than a domestic territorial dispute, with both regional and international implications.  相似文献

As questions concerning international development climb the international agenda, so countries find themselves drawn into a burgeoning number of negotiations on issues ranging from the future shape and direction of the post-2015 development agenda to ‘aid effectiveness’ and international development cooperation. Moving from the position of a ‘beneficiary’ state in the traditional donor–recipient aid hierarchy, South Africa is looking to define its own niche within the wider development diplomacy context as a development partner. This paper provides an assessment of South Africa's evolving approach towards international development cooperation, with a particular focus on trilateral development cooperation, and what this means for Pretoria's foreign policy in bridging the divide between developed and developing country positions within the international development regime.  相似文献

ABSTRACT

Strategic partnerships are seen as a means of elevating bilateral relations between two countries, or in the case of the European Union (EU), relations between an intergovernmental organisation and its 10 identified strategic partners. There is a growing body of analysis on the value of these strategic partnerships for the two partner states, yet just what role this partnership has within wider multilateral forums is an area for further discussion. This article explores the role that the EU–South Africa Strategic Partnership plays in shaping engagement between the bilateral partners in multilateral contexts. In reviewing the partnership over the course of its first decade, the article argues that South Africa has increasingly acknowledged its potential value. However, further interrogation on how to manage the complex intersection between bilateral and multilateral relations is called for if the strategic partnership is to be used to optimal effect as a tool of foreign policy.  相似文献

Abstract

Genuine, periodic, free and fair elections are one of the key defining features of a vibrant multi-party democracy. They provide a public mechanism for regular peaceful institutional competition for power and the opportunity for people to change, review or legitimise government through their freely expressed will. This article interrogates the behaviour of South African voters using a qualitative analysis of available studies covering the national and provincial elections held in 1994, 1999, 2004 and 2009, and the municipal election of 2011. One of the notable trends is that while the number of registered voters keeps increasing, voter turnout is on the decrease. There are other salient observable tends but they are not the focus of the article. For the purposes of the article the first conclusion is that among the various competing variables influencing voters’ choice of a particular political party in South African public elections, the race issue, however weak some might suggest it is, still looms large and is a dominant factor despite denials by some researchers. Second, in contrast to what obtains in many other African countries, ethnic identity happily has only a marginal influence on South African voters. This second conclusion should however not be regarded as cast in stone, given the ever-changing dynamic nature of people's identity and behaviour as well as the election campaign strategies of participating political parties and the role of the media. Given that there is a complex interrelatedness of ethnic and racial identity and interests, the electorate might well be more sophisticated than many realise.  相似文献

The growing presence of the People's Republic of China (PRC) in South America highlights its domestic priorities. On the economic side, high levels of development, source of political stability and international recognition, exacerbate the need of importing natural resources and exporting manufactured products. Politically, the policy of national reunification, which is also an important provider of stability drawn from nationalism, demand strengthening relations with countries in areas attracted by Taiwan, isolating the island in the international arena. Beijing is actively working to increase its political leverage and shape the agenda of international politics giving South-South cooperation a strategic dimension well beyond mutual development. This fits South American objectives, namely the ones of Brazil, Argentina and Venezuela, that aim at diversifying international partnerships and perceive China as an alternative to the traditional orientation towards Latin America, the US and Europe. Positioning itself as a stakeholder, China creates the basis for an alternative international order using persuasion. The Chinese soft power in South America may be a drop of water in a much broader strategy.  相似文献

ABSTRACT

Despite their recognised democratic successes, Botswana and South Africa have had ambivalent experiences with liberal democracy. It is contended that they fall somewhere in-between what scholars refer to as electoral and liberal democracies; dominant party systems within Carothers’ ‘gray zone’. Two explanations are offered. The first relates to the underlying political culture of the ruling elite: the liberal democratic values of the founders and early elites of both the African National Congress (ANC) and the Botswana Democratic Party (BDP) were never fully embedded; instead, their political cultures were influenced by traditions and ideologies with illiberal values. The second explanation focuses on a key feature of a liberal democracy – restraining of power, namely through encouraging an autonomous civil society and limiting executive access to the state. It is argued that for fear of losing their dominant positions, the ANC and the BDP resist restraints on their access to state power.  相似文献

Diplomatic relations between Russia and South Africa were established in 1992, before South Africa's transition to democracy was completed. This move was perceived as a betrayal by many in both countries and beyond. For many decades the Soviet Union supported the African National Congress in its fight against the apartheid regime. South Africa's National Party government, in its turn, presented the USSR as the main force behind the ‘total onslaught’ – an all-out war purportedly waged against South Africa by international communism. Yet it was with the National Party government that the Russians established diplomatic relations. This article looks into the reasons for this change of heart in Moscow and Pretoria, discusses the political forces behind the decision to establish diplomatic relations, and analyses the process that led to this event and the results of establishing diplomatic relations the way it happened and at the time it happened for both countries.  相似文献

Abstract

Increasing political awareness in the Pacific island nations during the 1970s led them to adopt foreign and domestic policies that the metropolitan nations considered detrimental to their interests in the Pacific. The South Pacific Forum (SPF) stood at the center of much of the decision making. For the United States in particular it became imperative that it check the SPF's decision-making process. This led the United States to seek avenues through which it could effectively influence the decisions of the South Pacific's regional organizations. Such attempts were intended primarily to undermine the sovereignty and independence of the South Pacific Forum and affiliated regional organizations. This article discusses the rationale for and processes through which the United States has been trying to manipulate South Pacific regional institutions into serving its interests in the region.  相似文献

Over the last decade, protest has become an enduring feature of the post-apartheid political landscape. Despite this wave of protest, the African National Congress (ANC) has largely retained its dominant status. The endurance of the ANC’s electoral support in spite of the high levels of protest has led Susan Booysen to conclude that protests in South Africa form part of a ‘dual repertoire’ of political contestation. She argues that protests are used to signal grievances to the ANC between elections but that, ultimately, people remain loyal to the party of liberation. This article interrogates Booysen’s claim through advancing an analysis of voting district and ward-level data in protest hotspots. The article highlights weaknesses in the methodological base of Booysen’s thesis. By analysing the support for the ANC amongst the estimated eligible voting-age population, this article suggests a different relationship between voting and protesting in post-apartheid South Africa.  相似文献

This article provides an account of how innovative participatory governance unfolded in South Australia between 2010 and 2018. In doing so it explores how an ‘interactive’ political leadership style, which scholarship argues is needed in contemporary democracy, played out in practice. Under the leadership of Premier Jay Weatherill this approach to governing, known as ‘debate and decide’, became regarded as one of the most successful examples of democratic innovation globally. Using an archival and media method of analysis the article finds evidence of the successful application of an interactive political leadership style, but one that was so woven into competitive politics that it was abandoned after a change in government in March 2018. To help sustain interactive political leadership styles the article argues for research into how a broader base of politicians perceives the benefits and risks of innovative participatory governance. It also argues for a focus on developing politicians' collaborative leadership capabilities. However, the article concludes by asking: if political competition is built into our system of government, are we be better off leveraging it, rather than resisting it, in the pursuit of democratic reform?  相似文献

In this article, I explore the ways in which District 9 reflects South Africa’s current socio-political transition through the problematical representation of the film’s eponymous slum and its impoverished inhabitants as well as its protagonist, Wikus van der Merwe. Drawing on Giorgio Agamben’s influential ideas of biopolitics, I demonstrate the ways in which the film provides a compelling critique of the effects of neoliberal capitalism on post-apartheid transition and South Africa’s complex geopolitical landscape. In this regard, I analyze how the slum figures as a “zone of indistinction” where political and economic forces combine to produce the paradoxical conditions in which impoverished South Africans are included in a democratic social contract, but are simultaneously excluded from the socioeconomic benefits that it promises.  相似文献

The invasion of Ukraine sent shock waves through the South Caucasus and Central Asia, subjecting the eight countries of the post-Soviet area to economic, political, and social challenges. Refusing to support Russia in circumventing sanctions or taking a stand against the invasion could expose these countries to retaliatory measures. But aligning with Moscow could lead to international isolation and the imposition of secondary sanctions. This article explores the ways these countries are navigating the new geopolitics, with Azerbaijan gaining but Armenia seeking new allies. It then examines the economic benefits to these countries of Russia's desperation, though this leaves them vulnerable to US and European penalties. It concludes with an analysis of how these states are dealing with the tensions caused by migration out of Russia. In all of these areas, the post-Soviet South must weigh the risks of aligning with the weakening great power or the West.  相似文献
