Abstract

Many Turkish and European scholars have been (re)producing texts that praise the normative impact of the European Union (EU) which has helped the political transformation of Turkey. Nevertheless, the recent deterioration of democracy in the country indicates that the EU has been losing its transformative influence on Turkey. This might be regarded as de-Europeanisation. However, this article argues that the conceptual framework of de-Europeanisation can only partially explain the current situation in Turkey and the EU’s impact, and that an analysis based on counter-conduct, as produced by EU governmentality, may provide insight into a subtler dynamic at work in the country.  相似文献

The extent to which post-communist European and Eurasian countries have instituted democratic politics varies widely. The countries possessing the generally accepted attributes of a democratic polity are without exception members of the European Union and most of the countries that have moved in that direction in recent years are prospective members. This article examines the association between membership in the EU and the development of a democratic polity. It suggests the aspiration to membership and awareness of the EU's political condition for membership contributed, along with attributes related to spatial location, political antecedents, transitional politics, and economic ties, to the development of a democratic polity.  相似文献

Abstract

This article examines the United Kingdom’s approach to the question of European Union enlargement in the Western Balkans. It shows that while Britain had no traditional attachment to the region, it championed expansion as part of its long-standing aim to widen EU membership to prevent deeper political union. However, as immigration from the EU increased after the 2004 enlargement and a Eurosceptic Conservative-led government took charge in 2010, official support for enlargement began to decline. Britain ceded its place to Germany as the strongest supporter of EU expansion. Meanwhile, during the referendum campaign on EU membership, the prospect that future enlargement could further increase the number of migrants emerged as a central point of debate. Although this discussion was primarily focused on Turkey, the Western Balkans also played a part. Therefore, even had the United Kingdom decided to remain in the EU, there is an argument to be made that Britain could well have become more opposed towards future expansion. As it is, the decision to leave the EU (Brexit), has ensured that Britain has now all but lost its say over enlargement.  相似文献

Abstract

While Europeanisation of civil society in Turkey has received considerable attention, there has been much less interest in how environmental organisations, as key civil society actors, have been affected by Europeanisation/de-Europeanisation dynamics. Interviews with civil society representatives and European Union (EU) and Turkish policy-makers indicate that the EU impact on environmental organisations has been ambivalent, and that Europeanisation dynamics are intertwined with the adverse consequences of these processes. While Turkey’s EU candidacy has empowered civil society through both EU-isation and Europeanisation, there has also been a remarkable rise of scepticism towards the EU’s civil society strategy and the EU has lost its attractiveness as a normative context in environmental debates.  相似文献

The fourth European Working Conditions Survey carried out in the autumn of 2005 across 31 countries, including the 27 EU member states by the European Foundation for the Improvement of Living and Working Conditions revealed the seriousness of the problem in Turkey, which ranks third among the 31 countries surveyed for incidents of sexual harassment. Sexual harassment in the workplace in Turkey has come under spotlight recently with the rapid emergence of such claims, publication of studies and surveys, passing of EU acquis compatible laws and governmental circulars offering expanded protection against workplace harassment. These developments are expected to create an awareness and an increase in the already growing number of harassment-related lawsuits in Turkey that may help to reduce widespread silence on the matter.  相似文献

Abstract

France’s hesitant stance on EU enlargement towards the Balkans is illustrative of a broader ambivalence among both French elites and citizens towards the European project. Despite principled support for the Balkans’ EU membership, achieving this step is no strategic priority for France. The official approach emphasizes strict conditionality and a rigorous monitoring of reform progress in aspirant countries. A hostile public opinion and superficial media coverage further strengthen the country’s reluctance to admit new, possibly unprepared candidates into the Union. Analysing the historical evolution of the French position on EU enlargement as well as its current political, institutional and societal expressions, this article construes France’s disinvestment from the Balkans’ EU perspective as the result of failed expectations and a growing disillusionment with the EU’s international role and its political future more broadly.  相似文献

Abstract

The European Union (EU) has successfully been exercising its transformative power through both its enlargement and its neighbourhood policies for decades. Nonetheless, transformation towards a more European model of governance through Europeanisation is not a linear process, but a differentiated one. Adverse consequences for Europeanisation (i.e. de-Europeanisation) have often been neglected. The case of media freedom in Turkey, with a deteriorating trend across time, exemplifies such an outcome. This article explores media freedom in Turkey in the last decade. It argues that media reforms have been reversed over time in a de-Europeanising trend, with the EU losing its position as a reference point for reforms.  相似文献

This paper investigates the impact transnational cooperation with European Union (EU) partners has had on Turkish political parties – the ruling Justice and Development Party and the Republican People’s Party. Two main platforms of transnational cooperation, i.e., affiliation with political families in the European Parliament and the workings of the EU–Turkey Joint Parliamentary Committee, are scrutinized. The article posits that transnational cooperation with partners on a European level has had a limited – if any – socialization effect on Turkish political organization. This stems mainly from ideological divergences between Turkish political parties and their European counterparts, EU scepticism which permeates political elites in Turkey as well as rising anti-Turkish sentiments within the EU establishment.  相似文献

This article analyzes the role of the European Parliament (EP) in Turkey–EU relations. More specifically, it explores the reasons why in practice EP’s role in promoting fundamental values of the European Union (EU) in Turkey remained largely limited. Drawing on the broader socialization literature, it concludes that a combination of factors related to the socializer (EP) and to the socializee (Turkey) limits the EP’s effectiveness to emerge as a normative actor in its relations with Turkey. In particular, the study points to the mismatch of values promoted by the EP and those embraced by the Turkish political elite as the real obstacle that prevents any socialization mechanism from being triggered.  相似文献

Recent studies on European Union (EU) Enlargement have emphasised the importance of usages of ‘Europe’ by domestic actors as a necessary condition for the EU to have an impact on domestic politics. We study the usages of Europe in the critical case of Turkey’s nuclear energy policy. We analyse the narratives and actions of domestic actors in Turkey to identify if they use ‘Europe’ (the EU and the idea of Europe). We reach the counter-intuitive finding of usages by both state and non-state actors, which illustrates that usages of Europe can persist despite enlargement stasis in candidate states.  相似文献

Abstract

This article takes issue with the question of whether Turkey has been turning away from Europe in recent years, by adopting a critical constructivist lens to understand how, rather than why, Turkey’s presumed distance from the European Union (EU) is taking place. In doing that, it seeks to analyse the ways in which the political–societal transformation of the country as distanced from the EU is enabled by certain discursive practices which in turn contribute to the growing rift between Turkey and the EU. This is mainly conducted through a critical discourse analysis (CDA) of texts produced by former Prime Minister and now President Recep Tayyip Erdo?an on Europe and the EU during key election periods starting with the 12 June 2011 general election.  相似文献

The article provides a conceptual framework for understanding the return of third country nationals from Greece and the European Union, as well as their readmission by Turkey, a critical issue of migration policy at the European external borders. Return and readmission could be conceptualized as integral to the EU conditionality, a key tool at the disposal of the European Union to encourage and ensure compliance with its norms. In this respect, incentives are offered to countries of origin or transit as reward for the enforcement of expulsion decisions and the regulation of migration issues. Return and readmission could also be understood in respect to cooperation between two sovereign states, wherein expected costs and benefits are constantly (re)evaluated on the basis of their recurrent bilateral interactions. Thus, migration issues between Greece and Turkey should be grasped as indivisible to relations between a member state and a prospective one; in this sense, they could be interpreted in relation to Turkey’s progress towards the adoption of the acquis communautaire, in the light however of the politically volatile border between the two countries.  相似文献

Abstract

This study discusses the dynamics of de-Europeanisation and the changing impact of Europe on the politically mobilised civil society involved in the public debates concerning Turkey’s Kurdish question. The article first critically assesses how and in what ways the legal and constitutional reforms on the freedom of assembly required by the European Union (EU) changed the political structure in which civil society organisations (CSOs) operate in Turkey. It then examines the views of CSOs on the potential roles and limitations of the EU in the Kurdish question and the peace process which lasted between March 2013 and July 2015. It also delineates the reasons why the political context of Europeanisation is not seen as instrumental by these CSOs to framing and justifying their arguments.  相似文献

The Europeanization reforms in Turkey are partly designed to bring about the demilitarization of Turkish politics. However, up to now reforms have not been free from the military's impact. The democracy game is still played in a field whose borders have been delimited by the Turkish armed forces (TAF) and its interpretation of Kemalism. Even when the boundaries of these borders were extended, it was more due to the TAF's self-restraint, motivated by the prospect of membership in the EU, rather than the restrictive impact of institutional reforms. Under these circumstances, the future of Europeanization and thus the demilitarization of Turkish politics is likely to be shaped by whether reforms will reach the issues and prerogatives that the military has carefully guarded and whether the EU will offer the state a credible prospect for membership.  相似文献

Georgia's association with the EU has become closer in recent years through foreign policy instruments including the European Neighborhood Policy, the Eastern Partnership, and the Black Sea Synergy. Against the background of this increasing formal cooperation, public opinion toward the European Union in Georgia is examined on the basis of a nationally representative survey conducted in 2009. Regression modeling is used to relate attitudes toward the EU to explanatory factors including support for continued European integration, expectations of benefits from Europeanization, political beliefs, perceptions of national security and territorial integrity, and attitudes toward Russia.  相似文献

This article explores the extent to which the economic crisis and political responses of the European Union (EU) to austerity policies have contributed to Euroscepticism in Greece and Portugal. We analyse attitudes towards the EU at both voter and elite levels using fresh and innovative data, and by comparing them with data from surveys conducted before the crisis we show assessments of austerity and the bailouts are feeding elite and voter Euroscepticism. In both countries there are signs of a crisis of representation with greater voter–elite incongruence in the representation of EU issues than before the bailout.  相似文献

Abstract

In view of Turkey’s increasing distance from the European Union (EU), the continued partial alignment with EU standards is often attributed either to domestic factors, or to diffusion processes induced by external actors other than the EU. However, based on interviews with officials from Turkey and the European Commission on recent reforms in migration policy, this article argues that two factors are responsible for continued EU influence on policy processes. First, the EU is still able to set incentives for compliance. Second, the instrument for pre-accession assistance has an impact that goes beyond that of a mere facilitator of domestically defined interests.  相似文献

Since the signing of the historic ‘Brussels Agreement’ on 19 April 2013 on the normalization of relations between Kosovo and Serbia, Serbian President Aleksandar Vu?i? and the Progressive Party have oscillated between competing tensions emanating from seeking membership in the European Union and those stemming from the retention of Kosovo, including the party’s uncompromising position on non-recognition. Following two-level game theory, this paper offers a comparative analysis of the Progressive Party’s multi-level game strategy vis-à-vis Kosovo and the EU, arguing that while the initial success of the Brussels Agreement can predominantly be attributed to the rise in popular support for EU accession, Serbian policy towards Kosovo appears to be far less clear and often contradictory and therefore, Serbian government strategy cannot have been influenced by public opinion.  相似文献

The question of energy security is one of the main concerns for the future of Europe because of the growing dependency of the European countries on third parties, namely Russia, for natural gas. The future of European energy security will be shaped by the EU's dependence on Russia and its ability to find alternative sources of energy as well as multiple routes of transport. Turkey's location between the major energy producers in the Caspian and the major energy consumers in Europe has increased Turkey's potential role as the transit country. The article addresses the Turkish role in the transport of resources from the Caspian region to the European territory. As the Caspian region's resources provide a viable alternative for the EU to diversify its energy suppliers, Turkey emerges as a major hub for energy transport and assumes a greater role in the future of energy security. This article investigates the future challenges to the transport of natural gas into Europe and the role that Turkey will acquire as a transit country, largely replacing Ukraine. The article addresses the following questions: (i) what is Turkey's potential role for energy security in Europe? (ii) what kind of challenges emerge with the increased role for Turkey in European energy routes? (iii) what are the main sources of tension over energy security? The main proposition of the article is that Turkey plays a critical role for the EU's energy security, decreasing its reliance on Russia specifically for the transport of natural gas.  相似文献

The European Union is a political union of democracies which protects human rights and presents itself as a beacon of human rights on the global scene. This Profile reviews the measures the EU has introduced in response to the crisis and highlights the problems they pose from a human rights perspective. Overall, a set of five measures were adopted: (1) improving search and rescue missions in the Mediterranean and the Aegean in order to prevent loss of human lives at sea; (2) initiating military intervention to tackle networks of smugglers; (3) introducing resettlement and relocation quotas to alleviate pressure on the EU member states which serve as entry points (Italy, Greece and Hungary) and from the countries neighbouring Syria (primarily Turkey); (4) creating a common list of safe countries to facilitate and speed up the return of failed asylum seekers and undocumented migrants; and finally (5) strengthening cooperation with countries of origin and transit to readmit migrants and to tighten border controls. Whether the EU will be able to respond to the unfolding crisis by providing international protection to those in need while simultaneously securing its external borders will be a yardstick by which to judge its human rights commitment.  相似文献
