Information and communications technologies (ICTs) include old technologies—such as the radio and the television—as well as newer technologies—such as the Internet and wireless telephony. This study considers the process that the government of Uganda has used to adopt and implement ICT policy. This study also considers the techniques which the government of Uganda has used to distribute ICTS in public locations such as government offices, schools, and hospitals. In particular, this study attempts to consider the political motivations for distribution. The Ugandan government's attempt to distribute this technology reflects strengths in the area of distribution of artefacts, particularly to rural areas. Information and communications technologies are an important part of the Ugandan economy. In addition, ICTs strengthen the ability of citizens to communicate with each other across regional and language borders through shared access points. Methodologically, this paper uses the case study method. Semi‐structured interviews were conducted with politicians, policy makers, civil society activists, citizens, academics, medical personnel, regional government officials, and business people. This paper argues that politicians use ICTs as a component of a basket of goods and services that they can distribute to witnessing publics. This paper argues that ICT should be viewed as a type of infrastructure, and that as a public good, it can be used as a “club” good or “pork.” Although several authors discuss the potential of ICTs as democratizing, this paper documents that the Ugandan government has employed ICTs in oppressive ways, including for the surveillance of opposition leaders, and for social control.  相似文献

Our article explores the contribution of local initiatives to the creation of path dependencies for energy transition in Germany and Japan in the face of resistance from entrenched incumbents at the national level. We use a process‐tracing methodology based partly on interviews with local participants. In particular, we explore the role of local initiatives in securing “socio‐political space” for the expansion of renewable energy (RE) and in embedding themselves in “ecosystems” of public and private institutions. German energy activists were more successful than their Japanese counterparts in expanding this space and creating positive feedback in part because they were able to build horizontal networks that anchored the energy transition firmly in local communities. Although problems with grid technology have led to retrenchment in both cases, Japanese activists' reliance on vertical networks has limited their ability to weather a backlash from national government and utility actors. Our study demonstrates the interaction of political, economic/technological, and legitimation paths to energy transition and highlights the importance of the latter two.  相似文献

In July 2018, the Court of Justice of the European Union decided that new plant breeding techniques (NPBTs) fall within the scope of the restrictive provisions on genetically modified organisms (GMOs). Previously, various actors had lobbied in order to influence the European Union’s (EU’s) regulatory decision on NPBTs. This study examines the venue choices taken by Cibus, a biotech company that promoted NPBT deregulation. It shows that the firm bypassed the EU level and that it lobbied competent authorities (CAs) in certain member states to gain support for the deregulation of NPBTs. Cibus chose the CAs because their institutional “closedness” reduced the risk of the debate over the deregulation of NPBTs becoming public. However, the CA’s specific competences and their influence on EU decision making were of likewise importance. The firm lobbied CAs based in Finland, Germany, Ireland, Sweden, Spain, and the United Kingdom. Two factors appear to have influenced Cibus’ choices for these countries: high‐level political support for agribiotech and the high relevance of biotech sectors. In contrast, public support for GMOs turned out to have hardly any influence, and virtually no association could be observed for the agricultural application of biotechnology in the past nor for the weakness of domestic anti‐GMO lobby groups. Finally, the in‐depth study on Germany affirms that “closedness” was important for Cibus’ choices and reveals that technical information served as a venue‐internal factor that influenced the firm’s choices.  相似文献

The decline of carbon intensive technologies is a key element in the ongoing energy transition and our attempts to tackle climate change. At the same time, our understanding of technology decline and of the associated policies and politics is still limited. This paper builds on the sustainability transitions perspective, a novel approach to analyze socio‐technical transformation, including the complex interplay of policy and technology change. We study the decline of coal‐fired power generation in the United Kingdom from 2000 to 2017 by analyzing the discourse in The Guardian. We find scientists and environmental NGOs criticizing coal for climate and health reasons. Government and incumbent businesses tried to re‐legitimate coal but eventually, their resistance collapsed and coal was almost completely abandoned in just a few years. Particularly devastating for coal were failed promises around carbon capture and storage, rapid diffusion of wind energy, and pressure from various policies. This study contributes to better understanding the contested nature of decline, and the interplay of discursive struggles, technology change, and public policy in sustainability transitions.  相似文献

On‐bill financing (OBF) schemes have been welcomed as innovative mechanisms for encouraging the adoption of low‐carbon energy technologies. Yet while the potential effects of these schemes have received growing attention, less is known about their actual performance. Departing from New Institutional Economics and insights from Behavioral Economics, this theory‐driven assessment examines the How$mart® program in Kansas (United States) and the Green Deal in the United Kingdom. The study identifies the mechanisms designed to trigger behavioral change and technology adoption. We focus on market agents, and related market failures and behavioral anomalies that often prevent energy efficiency improvements. The paper adds to our theoretical and empirical understanding of public and utility‐driven OBF programs applied to the residential sector. Our findings suggest that simple, carefully designed on‐bill programs, where the financing of efficient technologies takes the form of a service rather than a loan, are more effective for the diffusion of low‐carbon energy technology and the reduction of transaction costs. At the same time, on bill‐financing schemes challenge the core business of utilities, and given the complexities and dynamics of energy efficiency markets and energy use, other policy interventions are needed.  相似文献

What factors make deliberative participation of public policy effective? Why, in some cases, are participants in deliberation more motivated than others, and reach their final judgment in a timely manner, based on systematic processes of opinion gathering and consensus building? By comparing and investigating two recent cases of public participation in energy policy deliberation in Korea, we argue that deliberative participation is more effective when the prospect that the outcome of their activities might be accepted by decision makers is high. The two cases, the public deliberation committee (PDC) on the nuclear waste issue which operated from 2013 to 2015, and the PDC on the nuclear power plant construction issue which operated in 2017, show that they went through similar courses of action, and used similar methods for deliberation. However, while the 2017 PDC has produced clear‐cut policy recommendations, and the government have accepted these, the 2013 PDC failed to reach conclusions on the given critical issues. We argue that the difference in the results is caused by credible empowerment along with two other factors––the sensitivity of issues and the learning effect. Participants of deliberation tend to judge the possibility of the government’s acceptance of their opinions based on either the government’s direct announcement or its inclusiveness in the past policy history. If governments are willing to consult the public to increase legitimacy and transparency, they should send explicit signals to the public on its inclusiveness in the short term, and also should increase credibility in the long term.  相似文献

The U.S. electric power sector has experienced a substantial shift of the generation mix since the turn of the century, moving from heavy reliance on coal‐powered generation to one drawing more from natural gas and, more recently, renewables. This transition has been forged by a mix of macroeconomic factors (recession and recovery); technological breakthroughs (horizontal drilling coupled with hydraulic fracturing; improvements in natural gas plant efficiency); clean energy policies at federal, state, and local levels of government; and private sector demands for carbon‐free energy sources. These factors have combined to reduce carbon emissions from electric power generation substantially this century. In this article we examine the extent of this transition, its causes, as well as the distinct American institutional factors steering it, including energy and environmental federalism, electoral politics, and the political economy of clean energy policy enactment and resistance.  相似文献

Governance scholars have long championed the adaptive utility of decentralized management institutions, in part due to their ability to bring diverse stakeholders into decision‐making processes. However, research into the link between decentralization and participation often looks at policy design but bypasses important system feedbacks that shape sustained participation over time. To paint a more robust picture detailing how decentralization and participation are related, this paper uses a complex systems framework to explore interacting structural, operational, and cultural components of decentralized wildlife governance institutions in the United States and Botswana. Through this comparative analysis, I argue that the landscape of public participation in decentralized governance institutions appears to be significantly impacted by three factors: 1) how decentralization processes occurred, 2) where in the process of decision making participation is situated, and 3) perceptions of power distribution between groups with competing interests.  相似文献

Focusing on transboundary issues contributes to highlighting how new governance modes can emerge from increasing interdependence and complexity in public policies. This article analyzes food waste as a transboundary issue that cuts across different policy subsystems (PSs), intersects multiple levels of government, and calls into question consolidated policy making for new modes of governance. The analytical framework provides a multidimensional approach and a new typology of governance arrangements to be used in empirical research. Evidence from an Italian case study and an empirical investigation of 20 regional food waste programs shows that regions can adopt different driving ideas and can activate a variety of governance arrangements and differentiated, as well as viable, modes of integration between consolidated PSs. The article argues that different tool mixes combined with different levels of governance complexity may lead to a variety of governance arrangements and a differentiated likelihood of policy integration.  相似文献

Understanding what stimulates agribusiness firms to lobby the government and what makes the government responsive to lobbying are the two issues that have been discussed extensively in the debates concerning determinants of biotechnology policy. This paper examines the factors influencing agribusiness firms' lobbying and government response using econometric modeling on a new data set of 160 leading agribusiness firms in the food, feed, chemical, and seed industries in China. The results show that approximately 10% of agribusiness firms lobbied the government about biotechnology policy and regulations and over half of those that lobbied received a verbal or written acknowledgment from government agencies. Seed and feed companies are more likely to engage in lobbying than chemical companies. Owning GM patents not only has a positive impact on firms' lobbying activities, but firms with these patents are more likely to receive a government response to their lobbying efforts. The experience of selling GM products does not significantly influence lobbying activities or response from the government.  相似文献

The performance of innovation systems depends, to a great extent, on the degree of public–private collaboration they involve. Thus, innovation policies often aim to enhance this collaboration through public–private partnerships. These partnerships are a multidimensional phenomenon whose success depends on factors related to each of their dimensions. This paper proposes the use of an analytical model that reflects the multidimensional nature of public–private partnerships and analyses to what extent they are applied in a specific innovation system in order to identify the territorial and sectorial factors that act as barriers or drivers to use them. This model aims to help policy makers design appropriate public–private partnerships in each context. The case under review is the Spanish innovation system, given that this system has been suffering from a structural lack of collaboration for several decades, despite the implementation of policies aimed to foster this. Thus, if the model works, it should be able to identify key factors that influence greater or more restricted use of the different PPP formulas.  相似文献

Although there are many studies of the collaboration between academia and industry in developed countries explaining the phenomenon and prescribing best practices, the findings cannot be extrapolated to developing countries. This article fills the gap by studying these interactions for the case of Mexico. To study these interactions, we performed a state‐of‐the‐art matrix analysis to obtain internal, structural, and environmental factors from literature. Then, an interpretative structural framework was built as a model to identify opportunities in the collaboration process. The results are presented in a map that describes how each element influences the others and highlights opportunities for improvement. The model shows that industry triggers collaboration and presents a highly complex internal organization for the academy. This study helps decision makers in government, the academy, and industry to understand the elements and how the system works to develop strategies that promote more effective collaboration.  相似文献

Integration of climate change adaptation with development planning at multiple scales is widely seen as preferable to reactive, fragmented, or highly centralized responses. At the same time, there are growing concerns on when intervention is most appropriate, the transaction costs of coordination, and the adequacy of institutional capacity at local levels, especially in developing countries. This article examines entry points and mechanisms for integrating concerns with climate change into local development planning in Cambodia. An institutional ethnography of the planning process indicates that subnational planning is participatory and flexible; and thus, provides plausible entry points to integrate climate change concerns. Case study methods applied to two externally supported, climate‐resilient development projects identify promising mechanisms and strategies, as well as obstacles to integration. A vulnerability reduction assessment tool and top‐up grant scheme both included promising deliberative and participatory elements from which lessons for future and elsewhere can be drawn. At the same time, key stakeholders concede that local integration more widely is hampered by multiple obstacles, including weak institutional capacity, low community participation, and lack of resources and incentives. Addressing these challenges requires political commitments for good governance, capacity development, and additional resources.  相似文献

Over the past decade, directional drilling and hydraulic fracturing enabled an unconventional oil and gas extraction (UOGE) boom in many regions of the United States, including parts of Pennsylvania. This revolution has created serious concerns about the capability of existing institutions to govern important societal outcomes associated with UOGE. We present a conceptual framework for assessing key societal outcomes influenced by UOGE governance. In applying this framework to Pennsylvania, we discern certain institutional strengths that have allowed the Commonwealth to reap appreciable short‐term economic growth from rich resource endowments. We also find, however, that several institutional weaknesses have allowed costs externalized to the environment, public health, and community integrity to offset some proportion of those economic benefits. Likewise, we find that governance of UOGE in Pennsylvania has contributed to a bifurcated sociopolitical landscape wherein adversarial coalitions dispute the legitimacy of the industry and its governance.  相似文献

Energy transitions are fiercely contested. The incumbents of the fossil‐ and nuclear‐based energy systems have much to lose from a transition to a sustainable and decentralized energy system. They therefore employ their material and political resources to reverse, halt, or slow down this transition. They also attempt to stop and reverse the decentralization of energy production. This article provides a framework that can be used to analyze the contestation that surrounds energy transitions. The analytical framework breaks apart the macro paths of energy transitions, and differentiates between three meso‐paths (political, economic‐technological, and legitimation), emphasizes the feedback processes between these paths, and acknowledges the crucial role that actors play in engendering these feedback processes. It uses Germany as a case study to illustrate the analytical model. It also provides hypotheses that will be tested in the subsequent contributions to this special issue.  相似文献

Policy narratives play an important role in the policy process. Often policy narratives originate from advocacy coalitions seeking increased support from the public for their policy stance. Although most Narrative Policy Framework studies have focused on national policy issues, this study examines a state and local economic development project by exploring the policy narratives from competing coalitions in favor and opposed to the project. Specifically, in the Portland–Vancouver area of Oregon and Washington, local policy discussions have been dominated by a proposal for a new mega bridge on Interstate‐5 connecting the two cities across the Columbia River. A new government agency (CRC—Columbia River Crossing) was formed for the implementation of this project. Upon approval of a proposal, CRC experienced heavy backlash from citizens, local businesses, community leaders, and other stakeholders leading to the formation of two competing coalitions in opposition and support of the bridge. This study, using content analysis of 370 public documents, finds that competing coalitions utilize policy narratives in strategic ways to characterize the opposing coalition, themselves, and other actors in the policy subsystem. This study also suggests that the strength and cohesion of a coalition's narrative contributes to its policy success and the winning/losing status of a coalition potentially determines the types of strategies they will use. Last, this study introduces and tests a new narrative strategy called the impotent shift testing a coalition's strategic use of the victim character.  相似文献

This study applies a narrative lens to policy actors’ discursive strategies in the Scottish debate over fracking. Based on a sample of 226 newspaper articles (2011–2017) and drawing on key elements of the narrative policy framework (NPF), the research examines how policy coalitions have characterized their supporters, their opponents, and the main regulator (Scottish government). It also explores how actors have sought to expand or contain the scope of conflict to favor their policy objectives. Empirically, only the government strives for conflict containment, whereas both pro‐ and anti‐fracking groups prioritize conflict expansion through characterization contests and the diffusion and concentration of the costs/risks and benefits of fracking. In theoretical terms, the study proposes that Sarah Pralle’s conflict management model, which emphasizes symmetrical strategies of conflict expansion by both coalitions, is a potential tool to revise extant NPF expectations about the different narrative strategies of winning and losing coalitions. Moreover, the fact that policy actors mostly employ negatively rather than positively framed characters in their narratives may be a valid expectation for similar policy conflicts, particularly under conditions of regulatory uncertainty.  相似文献

Making policy is giving a meaning to objects. This perspective on policy making gained importance in the 1990s with the emergence of discursive approaches. In this article, we use the concepts of Hajer's discourse coalition approach to shed light on the evolving meaning of maize in Mexican society. Specifically, we trace a parallel between the evolution of biotechnology policy and discourses on maize over a 25‐year period. The article argues that until recently, the protection against biotechnological manipulations enjoyed by maize has been bolstered by a discourse granting the plant a special status in the country's history. However, the emergence of a new discourse grounded on the practice of scientific excellence is now challenging the old perspectives, and also finding support among government officials. As a result, the Mexican policies granting maize special protection is changing, and this policy change will likely trigger changes in the symbolic meaning of maize.  相似文献

As the emergence of nongovernmental conservation efforts generates conflict among various stakeholders, the causal story that each party articulates regarding conservation and the causes of land degradation reflects their unique interests. This study uses existing literature to evaluate causal stories surrounding a contemporary conservation effort: Montana's American Prairie Reserve. Through qualitative review of web‐based documents and newspaper articles, it generates a preliminary account of key stakeholders' causal stories. The case study suggests that parties who might be disadvantaged by ascribing responsibility for environmental harms in an adversarial fashion may instead elect to articulate causal stories that are more neutral than existing approaches might forecast. The study concludes by suggesting that further development of causal story literature may enable it to better address contemporary conservation efforts.  相似文献

Germany is an exemplary case of an energy transition from nuclear energy and fossil fuels toward renewables in the electricity sector, but it also demonstrates repeated, increasingly successful countermobilization by energy incumbents and their allies. The course for Germany's energy transition was largely set with the adoption of a feed‐in tariff law in 1990, but since then the energy transition has been altered by a series of policy‐making episodes, each of which was shaped by the outcomes of the previous episodes; there has been a combination of reinforcing and reactive sequences. This article uses policy windows and advocacy coalition theory, supplemented by work on resistance to carbon pricing, to analyze the four periods in which opponents of the energy transition had the greatest opportunities to limit or reverse it. It makes three main arguments intended to influence future research on energy transitions: (1) episodes of opposition to the feed‐in tariff policy occurred when problem awareness and political commitment converged, (2) the outcomes of those conflicts depended on the balance of mobilization by advocacy and opposing coalitions, and (3) rising household costs due to the renewable energy surcharge drove both problem awareness and the composition of the opposing coalition, which helped lead to a more far‐reaching retrenchment of renewable energy policy in 2014 than in earlier periods.  相似文献
