The level of congruence between parties and their voters can vary greatly from one policy issue to another, which raises questions regarding the effectiveness of political representation. We seek to explain variation in party–voter congruence across issues and parties. We focus on the hypotheses that (1) average proximity between the positions of voters and the party they vote for will be highest on the issues that the party emphasises in the election campaign and that (2) this relationship will be stronger for niche parties. We test these hypotheses using data on the policy preferences of voters, party positions, party attention profiles and salience on concrete policy issues in four countries: The Netherlands, Ireland, Germany and Sweden. Overall, we find that voter–party proximity tends to be higher on issues that the party emphasises. As these are the issues where parties typically have the greatest policy impact, this implies that the quality of representation is highest where it matters most. There is some limited evidence that the positive relationship between issue salience and proximity is stronger for niche parties. In sum, the quality of policy representation varies strongly with party-level issue salience and to a lesser extent with the type of political party.  相似文献

Recent scholarship in comparative political behavior has begun to address how voters in coalitional systems manage the complexity of those environments. We contribute to this emerging literature by asking how voters update their perceptions of the policy positions of political parties that participate in coalition cabinets. In contrast to previous work on the sources of voter perceptions of party ideology in parliamentary systems, which has asked how voters respond to changes in party manifestos (i.e., promises), we argue that in updating their perceptions, voters will give more weight to observable actions than to promises. Further, coalition participation is an easily observed party action that voters use as a heuristic to infer the direction of policy change in the absence of detailed information about parties’ legislative records. Specifically, we propose that all voters should perceive parties in coalition cabinets as more ideologically similar, but that this tendency will be muted for more politically interested voters (who have greater access to countervailing messages from parties). Using an individual‐level data set constructed from 54 electoral surveys in 18 European countries, we find robust support for these propositions.  相似文献

Do voters like the party they already agree with or do they agree with the party they already like? Previous studies have suggested a link from preferences to perceptions. However, such a causal link has not been convincingly demonstrated. Most issue voting studies have adopted the basic premise of spatial models of voting—that voters compare parties’ positions with their own ideal points and apply a rule to choose among these parties. Drawing on a natural experiment, this study shows that perceptual agreement between parties and voters is endogenous to voters’ party affect. We use the murder of a Dutch politician amidst the data collection period of the 2002 Dutch election study. The death increases respondents’ feelings for his party without providing information about its issue stances. This upward shift in feelings translates into a significant increase in the perceived level of proximity with the party. The design also allows us to explore the mechanism bringing parties and voters closer. Rather than taking up the party’s stances, voters move a party’s positions closer to their own views when their feelings for that party increase. The findings challenge established assumptions about the theoretical underpinnings of spatial models of voting. They support classic notions of voter projection and lend credence to recent theories of attitudinal change, which are based on coarse thinking and uninformative updating.  相似文献

This paper investigates the consequences of voter uncertainty on voter–party ideological congruence. Building on the theory of motivated reasoning, it argues that voter feelings about political parties should determine whether they will be attracted or repelled by uncertain policy positions. The empirical analysis demonstrates the following. First, voters employ a ‘likability’ heuristic: they perceive more (less) ideological proximity to the party they (dis)like, regardless of the actual party position. Second, the likability effect boosts as the voter’s uncertainty increases. Facing a party with a vague ideological position, voters who dislike the party exaggerate the ideological distance, whereas those who like the party underestimate this distance. These findings imply that raising voter uncertainty might help the party to the extent that it is liked, but it can backfire if the party is not popular enough. More generally, the results bear important implications for the literature on voter uncertainty and party strategies.  相似文献

While scholars have generally acknowledged that coalition governments are less accountable to voters than single party majorities, surprisingly little differentiation is made among different types of coalition governments. In this paper, we examine voter support for two very different types of coalition governments: those with a single large party and a junior partner and grand coalitions—governing coalitions between two large but ideologically dissimilar parties. We argue that grand coalitions differ from the more typical senior–junior partners in terms of the ability of individual parties to respond to their constituencies. We test this argument using survey data from four German Election Studies (GES), before and after each of the two German grand coalitions (1965, 1969, 2005, and 2009), which provide a unique opportunity to compare voter support for grand coalitions to those of the more typical senior–junior party model. We find evidence that voters responded to grand coalitions by moving away from their traditional voting patterns, and increasing their support for parties outside of the grand coalition, although this effect varies by the number of alternative parties.  相似文献

How does executive power-sharing in multiparty democracies influence voter decision-making? The current scholarship has identified two strategies that voters use to target coalitions and that involve voting for a minor party: Coalition insurance voting and compensatory voting. Yet these strategies are not differentiated conceptually, and empirically, are observationally equivalent. By foregrounding the role of policy signals in strategic voting for minor parties, the present study disentangles these strategies at the theoretical and empirical levels. It also proposes a new, hybrid, strategy. To do so, it uses data on the 2013 and 2017 German federal elections from campaign-period surveys, polls and an original dataset of the candidates’ tweets about policy issues. The results show evidence of policy-driven voters using a hybrid strategy in 2013 and a compensatory strategy in 2017. There is no evidence of coalition insurance voting in these elections.  相似文献

The left-right self-placement scale is often used in political science as a proxy for the policy positions of voters and parties. Yet studies have suggested that, for voters, this relation is dependent on education level. These studies were, however, hampered by data limitations and restricted statistical analyses. In addition, the extent to which the relation between the left-right self-placement scale and policy positions differs for parties and voters has not been explored. This article looks at the differential relation between left-right self-placement and policy positions for voters with different education levels on an integrated dataset containing over 50 voter and party policy positions. It is found that the left-right self-placement scale is a much better predictor for the policy positions of parties than it is for the policy preferences of voters. Robustness checks show that neither the saliency of the policy positions nor their complexity moderates these findings.  相似文献

Do voters listen to parties? Do they pay attention to and understand parties' policy messages? We explore these questions with two studies. First, we assembled the most comprehensive cross-national dataset on media coverage of parties' rhetoric during election campaigns and show that parties’ media messages about their left-right positions significantly affect voter perceptions of these positions. We corroborate the cross-national results with panel data from the UK that allow us to more rigorously identify the party rhetoric effect and to show that it extends beyond the left-right super issue: party messages affect voter perceptions also on specific issues, such as income redistribution and European integration. Taken together, these findings suggest that voters indeed listen to parties and understand their policy messages.  相似文献

According to theories of voting behaviour, a number of factors can influence a voter’s decision. This is, first, the affiliation of a voter to a specific social group. Second, the existence of a subjective closeness to a political party can determine voting behaviour. A third and fourth account focus on the ideological or policy-area specific position of voters and political parties and the problem-solving competence of a political party, respectively. Fifth, voting behaviour could be candidate-driven so that a voter chooses the party that nominates his favorite candidate. Finally, the felt economic situation by the voters could affect their behaviour at the polls. This paper shows that party identification, problem-solving capacity, the belonging to social groups and the preference for a chancellor candidate are decisive factors for the explanation of voting behaviour in Germany. The analysis extends a model developed by Adams, Merrill and Grofman (2005) and uses data from the German national election studies of 1987, 1998 and 2002.  相似文献

This article examines to what extent ideological incongruence (i.e., mismatch between policy positions of voters and parties) increases the entry of new parties in national parliamentary elections and their individual-level electoral support. Current empirical research on party entry and new party support either neglects the role of party–voter incongruence, or it only examines its effect on the entry and support of specific new parties or party families. This article fills this lacuna. Based on spatial theory, we hypothesise that parties are more likely to enter when ideological incongruence between voters and parties is higher (Study 1) and that voters are more likely to vote for new parties if these stand closer to them than established parties (Study 2). Together our two studies span 17 countries between 1996 and 2016. Time-series analyses support both hypotheses. This has important implications for spatial models of elections and empirical research on party entry and new party support.  相似文献

Efforts to educate citizens about the candidates and issues at stake in elections are widespread. These include distributing voter guides describing candidates’ policy views and interactive tools conveying similar information. Do these voter education tools help voters identify candidates who share their policy views? We address this question by conducting survey experiments that randomly assign a nonpartisan voter guide, political party endorsements, a spatial map showing voters their own and the candidates’ ideological positions, or both a spatial map and party endorsements. We find that each type of information strengthens the relationship between voters’ policy views and those of the candidates they choose. These effects are largest for uninformed voters. When spatial maps and party endorsements send conflicting signals, many voters choose candidates with more similar policy views, against their party’s recommendation. These results contribute to debates about citizen competence and demonstrate the efficacy of practical efforts to inform electorates.

We extend the basic model of spatial competition in two directions. First, political parties and voters do not have complete information but behave adaptively. Political parties use polls to search for policy platforms that maximize the probability of winning an election and the voting decision of voters is influenced by social interaction. Second, we allow for the emergence of interest groups. These interest groups transmit information about voter preferences to the political parties, and they coordinate voting behavior. We use simulation methods to investigate the convergence properties of this model. We find that the introduction of social dynamics and interest groups increases the separation between parties platforms, prohibits convergence to the center of the distribution of voter preferences, and increases the size of the winning set.  相似文献

How does voter polarisation affect party responsiveness? Previous research has shown that political parties emphasise political issues that are important to their voters. However, it is posited in this article that political parties are not equally responsive to citizen demands across all issue areas. The hypothesis is that party responsiveness varies considerably with the preference configuration of the electorate. More specifically, it is argued that party responsiveness increases with the polarisation of issues among voters. To test these theoretical expectations, party responsiveness is analysed across nine West European countries from 1982 until 2013. Data on voter attention and voter preferences with regard to specific policy issues from a variety of national election studies is combined with Comparative Manifestos Project data on parties' emphasis of these issues in their election manifestos. The findings have major implications for understanding party competition and political representation in Europe.  相似文献

This article demonstrates, on the basis of survey data from the 2005 German national election, that voters often systematically choose more extreme parties than warranted by their own preferences. Estimation of Grofman’s (1985) spatial discounting model reveals that party preference and vote decision follow different utility functions. Preferences turn out to be purely proximity driven, i. e. voters prefer parties with positions close to their own. Moving from preference to the vote of the top-ranked alternative, a devaluation of party positions and a significant shift in voter utility towards more extreme parties is observed. These results show that voter behaviour may change, even though voter preferences remain unchanged. Results also suggest that the remarkable success of FDP and Linke in the 2005 election is more likely due to shifting behaviour by moderate voters rather than to sweeping changes in the German electorate’s preferences toward welfare policy.  相似文献

The Finnish National Election Study of 2003 revealed that most voters in Finland do not identify with parties and are self‐described as independents. In this article it is asserted that partisan attachments affect Finnish parties' optimal positions despite the large amount of independents. To show this, the article is divided in two parts. In the first part, voters' decisions are assumed to be deterministic. To show the effect of party identification under deterministic voting, two different types of simulations are conducted: the partisan type, where the partisans' voting behaviour depends on their distance from the party and on a degree of partisan attachment, and the apartisan type, where voting behaviour depends solely on policy issue distance. Results show that partisan attachments drive parties to adopt different ‘one‐off’ optimal positions than they would if party competition was solely based on policy issue distance. In the second part of the article, it is assumed that voters' decisions are probabilistic. Upon showing that party identification makes a voting model solely based on distance significantly more fit, the predicted probabilities of party choice are computed. Results indicate that the probability that a voter will vote for a party is higher when the party is located at its optimal position according to the partisan type of simulations rather than the apartisan one.  相似文献

Abstract.  The formal stochastic model of voting should be the theoretical benchmark against which empirical models can be gauged. A standard result in the formal model is the 'mean voter theorem' stating that parties converge to the electoral center. Empirical analysis based on the vote-maximizing premise, however, invalidates this convergence result. We consider both empirical and formal models that incorporate exogeneous valence terms for the parties. Valence can be regarded as an electorally perceived attribute of each party leader that is independent of the policy position of the party. We show that the mean voter theorem is valid for empirical multinomial logit and probit models of a number of elections in the Netherlands and Britain. To account for the non-centrist policy positions of parties, we consider a more general formal model where valence is also affected by the behavior of party activists. The results suggest that non-convergent policy choice by party leaders can be understood as rational, vote-maximizing calculation by leaders in response to electoral and activist motivations.  相似文献

High levels of split ticket voting in elections usually indicate either an instrumental electorate, or widespread disaffection from the major parties. Elections to the Russian lower house, the Duma, permit voters both party list options and single-member ballots; as a result, the 1993 and 1995 Duma elections recorded some of the highest levels of split ticket voting ever recorded. Using national survey data collected just after the 1995 Duma election, we test two major explanations for split ticket voting, one based on the activities of voters, the other on the strategic behaviour of parties. The results show that split ticket voting is caused by voters, and more specifically, by their weak attachments to parties. But party strategy also plays a modest role in promoting the phenomenon. In the absence of major reform of the Russian electoral system, split ticket voting is likely to remain at high levels.  相似文献

Voters make their choices based on an interaction between their preferences and the options available. One cannot vote for a candidate or a party that is not running in one's district. Voting research has heretofore focused almost exclusively upon voter preferences, assuming that all the relevant options are available to all voters. In this paper, we seek to redress the balance somewhat by focusing on variation in the options available to voters in the 1993 Japanese general election. In that election, three new parties ran and were themselves a major issue in the campaign. Voters were asked to express themselves on the question, “should we break the mold of postwar politics by voting for a new party?” We demonstrate that electoral results and voting behavior both varied significantly between those electoral districts with, and those without, a new party option. There were, in effect, two elections in 1993, one in which voters chose between new and established parties and another in which voters chose from among the established parties only. We argue that one cannot assume that an electoral outcome reflects the “will of the people” without adding the important caveat, “given the available alternatives”.  相似文献

To hold their Members of Parliament individually accountable for their legislative behaviour, British voters would need to base their decision to vote for an MP at least partially on the extent to which the MP's legislative voting behaviour deviated from that of the MP's party leadership. Voters should evaluate this deviation contingent on their views of the party leadership. MP rebellion can signal that voter–MP congruence is greater than that of the voter and the MP's party leadership. In this article it is found that only constituents with negative attitudes toward the Labour government reward rebellious Labour MPs, albeit to a limited extent. A similar conditional association is not observed on a single issue: Iraq. The policy accountability of MPs is relatively weak and general rather than issue‐specific.  相似文献

The spatial voting theory literature has generally focused on either parties or candidates as the unit of analysis and ignored strategic interactions between them. I study a game theoretic spatial model of elections with many heterogeneous constituencies in which both party and candidate behavior are modeled. Parties choose a platform and a ‘whip rate,’ representing the proportion of final policy that will be made by the party, as opposed to by the successful candidates. Candidates are office-motivated and can choose both a platform and a level of advertising in order to defeat their opponent. It is shown that the introduction of whipping as a choice variable can cause party platforms to diverge and that parties will whip on some but not all issues, reflecting the empirical reality of parties influencing rather than determining policy outcomes exclusively. Further, parties respond to sharper voter polarization by reducing the power of the whip as well as distinguishing their platforms from one another, while more voter uncertainty has the opposite effect. Other real-world phenomena, including ‘safe seats’ and legislators voting with their party even when unwhipped, are also shown to be predicted by the model.  相似文献
