The paper contributes to the discussion about policy advice, initiated by Falk et al. in PVS 2/2007. Based on a differentiation between output- and input oriented politics, several notions of advice and knowledge are discussed. This leads to the insight that the relevance of studies in political science does rely on the careful consideration of the strategic influence of knowledge in the political process. The fruitfulness of such a perspective is exemplified by a short view on some institutional developments in the field of political advice. A detailed analysis of the newly organised economic policy report “Gemeinschaftsdiagnose” then reveals that the diagnosis of new cooperative modes of governmental acting, as postulated by Falk et al., has to be modified. Particularly with regard to core fields of governmental acting, like economic and social policy, there is an unbroken continuity of hierarchical forms of governing.  相似文献

In recent years, the field of political consulting and policy advice has gained growing attention and, thus, has been subject of important debates regarding its key concepts and theoretical foundations. This paper sets out to defend the authors' original thesis which has been challenged in the course of these debates. We argue that, along with classical oneway modes of consultation, a new way of interaction between political decision makers and consultants has emerged. The knowledge deriving from these cooperative discourses is not merely an external source for the preparation and legitimation of political decisions. It is integral part of the policy process and may unfold its potential as long as it meets the standards of epistemic and political robustness.  相似文献

The growing role of economic expertise in contemporary policy-making has received increasing scholarly attention. Yet, so far, this discussion has only been tenuously linked to relevant debates in public policy and administration, such as the work on policy advisory systems. The article attempts to bridge this gap by examining the changing reliance on academic economic knowledge within policy advisory bodies. It does so by analysing appointments and citation patterns in Norwegian advisory commissions in economic policy over the last 45 years. The analysis shows a marked increase in the number of academic economists appointed to commissions and in citations to economic literature. Moreover, it reveals an orientation towards the most prestigious outlets of the international economics discipline. This development can be interpreted as a scientization of policy advice in the economic field, that is, a growing reliance on academic expertise for analysis and arguments about public policy.  相似文献

Although the powerful have always sought advice from the knowledgeable, it took the appeal of the policy sciences movement of the late 1940s and onward to build and consolidate a veritable industry of policy analysis and advice. 1 One of the hallmarks of this development was the advent of institutes that were exclusively devoted to produce research‐based policy arguments and to inject these into the policy‐making process. These organisations were referred to as ‘think tanks’. Half a century later, the project of the policy sciences movement has been amply criticised, and has mutated into various philosophies of policy analysis, each harbouring distinct and often conflicting perspectives on the nature and role of (scientific) knowledge in the battle of arguments that is public policy‐making. The first wave of the policy sciences movement's privileging of science‐based policy has not disappeared. In fact it is currently experiencing a revival under the banner of ‘evidence‐based policy’. But it has to compete with other views of public policy‐making which deconstruct the authority claim of scientific knowledge, emphasising instead its contestability. Yet there are now more organisations that refer to themselves, or can be labelled, as ‘think tanks’ than ever before. Why? And what does it mean to be a ‘think tank’ in the post‐positivist era and in the increasingly boundary‐less, highly networked societies of today? This article first surveys recent developments in the world of think tanks as reported by the international literature on the subject, and then examines the implications for understanding the nature and role of Australian think tanks.  相似文献

Data sharing adds considerable value to interagency programs that seek to tackle complex social problems. Yet data sharing is not easily enacted either technically or as a governance practice, especially considering the multiple forms of risk involved. This article presents insights from a successful data sharing project in a major region in east coast Australia involving a federally funded research partnership between two universities and a number of human services agencies. The Spatial Data Analysis Project sought to establish a community of practice for devising data sharing protocols and embedding data sharing into agency practices. Close dialogue between the project partners and mobilizing the authority of extant regulatory and legal frameworks proved effective in confronting risks and barriers. The article reveals effective practices for data sharing and derives lessons for other policy and governance contexts.  相似文献

Maintaining a vibrant field of public administration requires ongoing efforts to link the worlds of academic researchers and practitioners. We suggest that research itself, traditionally pursued by academics, is a promising mechanism for making this connection. In particular, researchers and practitioners in public administration can do research together in a way that enhances mutual learning, draws on the strengths of each to create useful knowledge of high quality, appreciates and tolerates of each others' worlds, styles, and contributions. Using research to promote connectedness means rethinking the roles that practitioners and academics play in generating knowledge in the field. In our project, insights from the assumptions and practices of narrative inquiry helped us to identify three research roles for practitioners: as sources of knowledge, as producers of knowledge, and as active consumers who inform the research process.  相似文献

It is well-known that modelers and policy analysts gain access to policymaking arenas based on what they know. Therefore, critics of models are quick to employ various types of technical standards when evaluating policy models in order to assess validity and reliability of claims to knowledge. This article argues that, in the effort to make models better, overreliance on technical standards misses the important political and policy reasons to model: models call attention to the modelers and to their advice about important policy problems of the day. In this sense, models are used as symbols, as claims to authority, whether or not the underlying knowledge is technically up to snuff. Drawing on the experience of energy policy models, this article explores the problem of models as knowledge versus models as symbols and it examines the muddle that conflicts between them produce.  相似文献

This study uses a Policy Delphi to discern differences in perspective among and within groups responsible for formulating and implementing vocational rehabilitation policy. Four groups of players were chosen for our analysis: government officials, academics, directors of rehabilitation centers, and the staff who interface with program participants. Significant differences were found between the groups regarding the relative importance of possible legislative goals. This suggests that the failure of vocational rehabilitation policy to promote a work agenda may be attributed to a lack of consensus among policy implementors. The Delphi technique could help policy planners understand the different perspectives within the implementation community, and hence craft more realistic legislation.  相似文献

This article analyzes the extent to which public administrators make use of expert knowledge (i.e., research or evaluation reports) when they prepare policy advice, and the extent to which politicians deliberate on the information provided to them by the administrators. The study is based on original, quantitative data from local politics in Sweden. We find that expert-informed policy advice from the administrators and critical reflection by the politicians are more pronounced when there is a lot of public attention. Furthermore, administrators use expert information more when they operate in a context in which there are large political disagreements. However, politicians deliberate less on the administrators’ policy advices in such environments. Thus, conflict seems to generate a pressure on the administrators to search for expert knowledge. But at the same time, within a context of political disputes, politicians make less effort to understand and critically reflect over the information provided to them by the administration, and are less inclined to change their opinions even if good arguments are presented to them. Thus, the empirical analysis indicates that what role expertise gets in policy making is very much a consequence of the local political environment.  相似文献

The decade of the 1980s signalled major changes within public administration and development-oriented activities. As a consequence of the internationalization of the agendas of practitioners and academics working in these areas, there is today a growing convergence among public policy, public management, public administration and political science. Given the complexity of the public sector cross-nationally, what has become necessary in public management education is the design of programmes that meet specific needs and priorities and which are responsive to very different national settings. This particular case study is centred around one endeavour to achieve more effective interfacing between theory and practice, in the teaching of public management and the design of development programmes in the United States (US). It is based on an assessment of a 10-year co-operative endeavour between the National Association of Schools of Public Affairs and Administration and the US Agency for International Development. The outcomes of this project provided not only leverage for important changes in the teaching programmes of schools concerned with international management education but also built a new relationship between government and a non-governmental organization through the contacting out of management development work.  相似文献

Why did New Zealand adopt one of the most neoliberal tax systems in the world, whereas Ireland pursued a heterodox tax policy of low rates, deep deductions, and distortionary tax incentives? The diverging tax policy trajectories of these two small liberal market economies since 1980 are not well accounted for by conventional ideational, partisan, or political‐institutional explanations. The article argues that the varying degree of neoliberal reform is better understood as the result of differences in the institutionalization of economic knowledge within the state. Distinct administrative institutions in New Zealand and Ireland gave rise to profound differences in the identities, expertise, economic ideas, and policy advice approach of tax policy bureaucrats, which had a major impact on tax policymaking in the two countries.  相似文献

Recent scholarship on advisory systems has focussed on the externalization of advisory capacities and sectoral dynamics of change, whereas changes of internal policy advisory systems have not yet been approached systematically. This article proposes an analytical concept for exploring change dynamics in internal policy advisory systems by means of three logics for assessing policy advice (political salience, credibility and representativeness). The approach is illustrated by analysing changes within the internal policy advisory system of the German federal government (1990–2015). The analysis relies on three original datasets on ministerial departments, research agencies and governmental advisory bodies. We find that the internal advisory system of the German federal government is characterized by a differentiated hybridization of advisory logics, which has changed the nature of policy advice.  相似文献

In recent years, the study of policy advisory systems has been advanced conceptually and analytically through studies of externalisation and politicisation. Still, the understanding of institutional variation in how organisations supply policy advice remains limited. The contribution adds to recent research on think and the study of policy advice by arguing for a focus on the dissemination of policy advice by asking how the dissemination activities of think tanks vary across different policy advisory systems and what this implies for the study of policy advice. This question is explored in a quantitative design which compares publications, events and newspaper mentionings of samples of think tanks from a coordinated (Germany), liberal (UK) and mixed (Denmark) system in 2012. The analysis indicates that think tanks in the UK have the highest level of dissemination on all three activities when controlled for the number of full-time staff. The study indicates that factors beyond the policy process such as developments of funding and media environments should be analysed further as they are likely to be important for how and where think tank disseminate their policy advice.  相似文献

In Westminster parliamentary systems there was once a clear separation between the careers of public servants and of elected politicians. Politicians decided what policies they wanted to pursue, while public servants advised, devised and delivered the policies. This separation ensured that policy ideas were developed by a professional elite with experience and knowledge. Politicians came from a variety of backgrounds, entering politics for a variety of reasons. Over time, the source of policy advice for ministers has shifted from the professional public servant to political advisers lacking experience and with different career ambitions than public service. Increasingly, elected politicians are becoming ‘professionalised’—emerging from similar party and adviser backgrounds. The de-separation of what were once distinct career paths has led to poorer policy development, increasing public malfeasance, a lower-quality civil service, and democratic disenchantment. Governments, as well as the community at large, need disinterested analysis and advice. It is important that governments are advised on the options for and against intervention in what some perceive as wrongs, and the potential and likely costs as well as the benefits to the whole community of such interventions. When the Royal Commission on Australian Government Administration (RCAGA) was set up, most of this advice came from 'official sources': principally the Commonwealth Public Service, supplemented by official bodies such as the Tariff Board and the Bureau of Agricultural Economics. RCAGA was concerned about the narrowness of Australian policy discourse (especially in relation to economic policy), and explored several avenues for widening it. Ironically, these possibilities did not include what has turned out to be a very significant alternative to official sources: the use of outside consultants. This paper reviews the growing use of consultants in government, starting from the concerns of RCAGA, and exploring the institutionalisation of 'outside' advice, and the impact of this on the capacity of the public service to advise.  相似文献

This article compares changes in the education and career paths of senior federal civil servants in Canada between 1967 and 1987. It shows that there has been a marked trend toward managers with less formal education than had previously been the case and also a shift toward managers with less experience in the policy areas within which they are responsible for providing policy advice and program management. This finding is consistent with Osbaldeston's study of Canadian deputy ministers, and with studies of bureaucratic elites in other Western democracies. In an increasingly complex environment, problems facing government decision-makers require high levels of technical expertise. This requirement is central to Weber's concept of bureaucracy, and it has been used as an explanation for the increasing prominence of bureaucrats in the policy-making process. In recent decades, however, bureaucratic reforms have emphasized the administrative functions of senior managers at the expense of their technical roles. In Canada, at least, this process appears to have gone so far that it may have seriously compromised the capacity of senior civil servants to give informed advice and to make knowledgeable decisions about the policies and programs of their departments.  相似文献

Abstract

This paper introduces a theme section on knowledge limits in and after the financial crisis. It explores how and why practitioners have generally responded less conservatively to crisis than academics, and argues that academics within a variety of problematics could do more by reflecting critically on the heroic ideas about the role of knowledge which were current across the social sciences in the decade before the crisis. It then turns to introduce the section's papers before finally raising the possibility of a more explicitly political approach to understanding finance.  相似文献

The Commonwealth's policy capacity with regard to housing policy and provision has been erratic and patchy. Partly this is because housing was not traditionally a formal Commonwealth responsibility but something in which Commonwealth governments episodically intervened, and partly it was because Commonwealth ministers often did not exercise demand for policy advice in this area. When policy capacity was exercised it tended to define housing narrowly as a welfare initiative, thereby limiting its conception and excluding other important questions and problems involved with housing as a policy domain. This trajectory meant that the advisory deficiencies of the Commonwealth were often exposed at exactly those times when they were most needed. It also meant that the Commonwealth lacked the detailed knowledge and understanding of housing issues when it was called upon to deliver various programs. The article argues that the Commonwealth needs to adopt a more strategic housing policy that addresses longer term needs as well as the economic, social and environmental consequences of its housing policy.  相似文献

Numerous organizations advocate the need to ‘bridge research and policy’. Philanthropic foundations, national social science funding regimes and international organizations have sought to improve knowledge utilization. Similarly, research consumers such as NGOs and government departments complain of research irrelevance for policy purposes. The concern of this article is with ‘evidence informed policy’ within the field of international development in which the Overseas Development Institute (ODI), a London‐based think tank, forms the case study. Most think tanks are driven by the need to influence immediate political agendas but ODI has also developed organizational strategies of policy entrepreneurship that extend to longer term influence through creating human capital, building networks and engaging policy communities.
