Government organisations, and their employees, need to be resilient to manage challenges such as resource constraints, rising demands, and the tensions and contradictions that underlie much public sector work, often stemming from the need to balance different stakeholder interests. Employee resilience, defined as the capacity to continuously adapt and flourish, even in the face of challenge, is an individual level construct that also benefits organisations. Despite its benefits, little is known about how to foster it. This paper explores whether paradoxical leadership (PL) can contribute to employee resilience. PL – the ability to balance competing structural and relational demands over time – may be one means of supporting employee resilience, as it corresponds to the tensions and paradoxes that exist in public sector work. This correspondence between PL and tensions in public administration work means that PL may also help employees behave resiliently. Findings from a quantitative survey (n = 233) in a large New Zealand public sector organisation indicate that PL antecedes resilience. The effect of PL facets on employee resilience is partially mediated by perceptions of organisational support.  相似文献

The impact organisational reputation has on employee attitude is very crucial to the fortunes of any organisation, and employees are the fuel that runs the engine of the organisation, and it is believed that their attitude towards the organisation creates a positive performance for the organisation. This study, therefore, sought to determine organisational reputation and the impact on employee attitude by determining the contribution of employee in achieving the reputation of the organisation. The type of research design was a survey, and it relied on secondary information such as reviewing available literature and primary data through the dissemination of questionnaires. The findings suggests that employees contribute earnestly and effectively to organisations reputation, and this creates an enabling environment for creativity and growth, as employees see themselves as stakeholders who play part in the achievement of organisations reputation to the market. It was also revealed that when employees are taken for granted, they become dissatisfied and apathetic, which is likely to adversely affect organisational performance and goes a long way to drag the image of the organisation into the mud. It is recommended that employees' feelings are sought on matters that affect their lives and work, and they should work under conducive and healthy environments as this would give employees the feeling that their employers are concerned about their wellbeing, and this builds a positive attitude to work within employees who in turn work to achieve the goals of their organisation. Public services have been externalised, in part, to the non‐profit sector in France and in the United Kingdom. This article begins by reviewing relations between the public and non‐profit sector in France before 2008, and its evolution since. This has been characterised by the slow reduction of public funding, the adaptation of non‐profit associations and organisations, and their clearer positioning within a wider ‘social and solidarity economy’, which was consolidated by a framework Law in 2014. The article then examines the current sharing of responsibilities between the public and non‐profit sectors in education, health and social services, pointing to the diverse historical and political conditions which have led to this shared organisation.  相似文献

The public sector in Africa is riddled with widespread ineffectiveness. Although some countries have implemented various reform programmes with the support of international development agencies, the results so far have been disappointing. One reason for the failure is that the policies have focussed more on achieving macroeconomic stability than making the organisations effective. This article explores a fundamental problem of the policies—the need to focus on the human component of organisational performance. Using education and health organisations in Ghana as examples, the article advances a hypothesis that the livelihood strategies of public sector employees and the performance of their organisations are interconnected. Specifically, it is argued that as public sector employees have become more dependent on multiple sources of income, they have developed multiple social identities, which influence the culture of their organisations. The organisational culture may have encouraged employee effectiveness in some cases, but for most organisations, it has resulted in practices that perpetuate inefficiency and poor performance. This paper provides a knowledge‐based perspective to understanding public value management (PVM). As distinct from other approaches to public administration, PVM focuses on collaborative capacity building for the creation of public value. To develop the notion of PVM further, we explore the role of a knowledge‐based strategy in a case study of change implementation in 18 disability service organisations in Western Australia. Our findings show important inter‐relationships between knowledge management strategy, adopting a person‐centred approach to service provision, and sustainability of change implementation. We discuss the implications of the study for disability sector change management and for the further exploration of the strategic role of knowledge management capabilities in the study and practice of PVM in public sector administration. The paper explores the relationship between an organisation's knowledge capture and sharing systems and processes and its ability to implement change in a way that generates long‐term benefits for both public sector employees (e.g., engaging with key stakeholders to generate innovative solutions for serving client needs) and clients (i.e., increased well‐being through better service design and support).  相似文献

To what extent do attitudes toward money—specifically, the love of money—moderate the relationship between public service motivation and job satisfaction among public sector professionals in China? The authors collected data from full‐time public sector professionals who also were part‐time students in a master of public administration program in eastern China. After confirmatory factor analyses, the regression results show that a public servant’s love of money moderates the relationship between public service motivation and job satisfaction—that is, individuals with a strong love of money have a significantly stronger relationship between public service motivation and job satisfaction than those without, a finding that supports the “crowding‐in effect.” Alternatively, for high love‐of‐money civil servants with a “steel rice bowl” mentality, high job satisfaction is explained by the best offer (output) for the minimum amount of effort (input), at least within Chinese culture. Such findings are counterintuitive in light of Chinese personal values, equity theory, public servants’ institutional background, ethical organizational culture, and corruption.  相似文献

What impact has HIV/AIDS had on the structure of public administration and what further lessons do these changes hold for other policy sectors in Botswana? For long, Botswana has had the highest prevalence of HIV/AIDS, bringing many developmental challenges. An under‐researched facet of HIV/AIDS is the effect it had on the public administration in Botswana. Whereas classical approaches to public administration suggest that it is ‘civil’ service organisations that lead in health administration, HIV/AIDS spawned a particular type of organisation, the policy network. In mitigating HIV/AIDS, the policy environment became more fragmented with networks for treatment, prevention, advocacy and research emerging. These networks are made up of entities from the public, private for‐profit and not for‐profit sectors. They participate in the agenda setting, formulation, implementation and monitoring and evaluation of HIV/AIDS policy. Traditional public administration theories cease to hold sway; private actors become engaged in ‘public policy’ and the other way round. Policy is carried out in horizontal arrangements; linking government, business and non‐governmental organisations in mutual inter‐dependences. Health care professionals share policy spaces with the media, social scientists and politicians. Governments’ choice of funding modality can produce powerful incentives for organisations to perform in preferred ways, but it can also divert limited resources, narrow accountability, and undermine capability. Through literature review and interviews, the research explored the international literature on public finance management in developing country contexts, and compared this to case studies of Indigenous organisations. The situation in Australia was found to differ in three ways: (1) performance indicators are imposed, rather than negotiated; (2) few existing public funding modalities reward performance or provide incentives; and (3) funding arrangements do not generally require receiving organisations to be accountable to their constituents. Stability and durability of funding modalities, and clarity in functions and jurisdictional boundaries, were also found to positively influence performance. Further research is required to design new performance frameworks that build around the organisation, rather than the grant, with indicators of governance capability and downward accountability to constituents.  相似文献

In various guises, public value has become extraordinarily popular in recent years. We challenge the relevance and usefulness of the approach in Westminster systems with their dominant hierarchies of control, strong roles for ministers, and tight authorising regimes underpinned by disciplined two‐party systems. We start by spelling out the core assumptions behind the public value approach. We identify two key confusions; about public value as theory, and in defining ‘public managers’. We identify five linked core assumptions in public value: the benign view of large‐scale organisations; the primacy of management; the relevance of private sector experience; the downgrading of party politics; and public servants as Platonic guardians. We then focus on the last two assumptions because they are the least applicable in Westminster systems. We defend the ‘primacy of party politics’ and we criticise the notion that public managers should play the role of Platonic guardians deciding the public interest. The final section of the article presents a ‘ladder of public value’ by which to gauge the utility of the approach for public managers in Westminster systems.  相似文献

Both practitioners and scholars are increasingly interested in the idea of public value as a way of understanding government activity, informing policy‐making and constructing service delivery. In part this represents a response to the concerns about ‘new public management’, but it also provides an interesting way of viewing what public sector organisations and public managers actually do. The purpose of this article is to examine this emerging approach by reviewing new public management and contrasting this with a public value paradigm. This provides the basis for a conceptual discussion of differences in approach, but also for pointing to some practical implications for both public sector management and public sector managers.  相似文献

New public management theory proposes that public sector organisations should be managed more like private sector organisations. It is therefore expected that public sector managers will have preferences for an organisational culture that will reflect the culture of private sector organisations, with an external rather than internal orientation. The current research investigated the idea that managers' perceptions of ideal organisational culture would be different to the bureaucratic model of culture (internally oriented), which has traditionally been associated with public sector organisations. Responses to a competing values culture inventory were received from 925 public sector employees. Results indicated that the bureaucratic model is still pervasive; however, managers prefer a culture that is more external, and less control focussed, as expected. Lower level employees expressed a desire for a culture that emphasised human relations values.  相似文献

Do performance or personal ties (guanxi) matter more in the promotion of local public employees in China? In this paper, we examine public employees’ perceptions of the roles played by merit and guanxi in promotion. We adopt a configurational approach to classify public employees’ perceptions of the reasons for their promotion into four groups: merit‐based, guanxi‐orientated, ambidextrous (both), and fatalistic (neither). A recent survey of 886 public employees shows that around 40% see promotion as merit‐based and 20% as guanxi‐orientated, with 10% perceiving promotion to be ambidextrous and 30% fatalistic. Younger employees with higher rank are more likely to perceive promotion to be merit‐based, whilst highly educated and highly ranked employees with strong public service motivation are more prone to see promotion as ambidextrous. Those who perceive promotion to be ambidextrous are more satisfied with promotion fairness, suggesting that a subtle balance needs to be maintained between merit‐based and guanxi‐orientated promotion channels, rather than rejection of any guanxi element.  相似文献

Think tanks are non‐profit policy research organisations that provide analysis and expertise to influence policy makers. Since the early twentieth century, US think tanks have played a major role in framing policy issues and providing analysis, but in the last thirty years, there has been a veritable think tank proliferation. This paper chronicles and analyses the development of think tanks; classification, organization, staffing and funding; marketing, public relations and public engagement, current trends. The economies of remote Indigenous settlements are dominated by public finances. The current system of governing public finance is highly saturated, fragmented and centralised, and this has a corrosive effect on local governance capability. The political accountability of leaders to their constituents is weakened in favour of an administrative accountability ‘upwards’ to higher authorities. New Public Management reforms have promoted administrative deconcentration, over political devolution, and this has been accompanied by an influx of public servants, Non‐Government Organisations (NGOs) and private contractors, and a decline in Indigenous organisations and local government. The end result in many settlements is a marked disengagement of Indigenous people in their own governance. There is evidence of considerable political capabilities existing within local government electorates. Decentralised financing arrangements can be used to catalyse these capabilities and then address deficits in administrative and technical performance.  相似文献

Public value theory has become a hot topic in public administration research, but its proponents have long recognised difficulties in empirically testing the theory's central propositions. There has been a lack of clarity about how to measure the extent to which organisations are generating public value, which has rendered researchers unable to quantitatively study the causes, consequences and correlates of public value. The current study systematically reviews the growing literature on public value measurement to identify, evaluate, and synthesise available measures. Through a qualitative synthesis of the themes present in published measures, we identify four key components for measuring public value that appear to be important across a range of policy and national contexts. Our review identifies a promising framework that could be used to structure a comprehensive measure of public value and, in doing so, provides a means to progress theoretical development and testing of the public value approach.  相似文献

Managing public affairs is a very complex task for internationalising firms. Multinational companies (MNCs) are not only single organisations operating in a global environment, but at the same time they are collections of interlinked subsidiaries that operate in a diversity of national environments. This paper investigates conceptually how subsidiaries of MNCs build relationships with internal MNC counterparts and external market and non‐market actors as they mature and build resources and capabilities. It shows that, in order to understand the dynamics of public affairs management in MNCs, we need to study the relationships of MNCs and their subsidiaries with a variety of stakeholders in the internal and external environment of the organisation. This paper explores the development and broadening scope of public affairs practice within the United States of America and charts the factors that have influenced its current development. To understand the scope of how public affairs has developed in the United States, it is necessary to examine the historical evolution of the function in the USA and the early 20th century influence of the US government on defining and regulating its definition of public relations and public affairs, which resulted in the still‐in‐effect Gillett Amendment. Since then, public affairs has expanded into the private as well as the public sectors as corporations and organisations recognise the need to gain public trust for their ventures. Over the years, the Kenyan Government has pursued wide‐ranging public sector reforms to improve local service delivery, but little has been achieved due to lack of a wide‐ranging decentralisation policy and institutional framework. To precipitate the reform process, the rapid results approach (RRA), commonly applied in private sector organisations, was recently introduced thorough out the public sector, including local authorities (LAs). This article assesses the efficacy of the rapid results approach (RRA) methodology in local service delivery using Nairobi City Council as a prototype; highlighting the success stories, pitfalls and challenges. The analyses are based on the findings obtained using current literature on the subject matter and the author's interactions with the council staff, councillors and other stakeholders. On the basis of the analysis, the article draws the main conclusions and policy advice on what could be considered critical for further debate, highlighting issues, lessons and challenges that could be raised to improve the practice of RRI. The key messages presented here will help policy makers, scholars and practitioners of reform to re‐think the envisaged countrywide replication of RRI to the rest of LAs. To enhance the capacity of public institutions in Ethiopia and to create an ideal environment for investment and economic growth, the public sector has gone through a series of reform processes including the civil service. This article attempts to assess the outcomes of the Public Sector Capacity reform, based on a small‐scale survey conducted in two ministries. The survey, which was conducted between March and May in 2005, reveals a notable transformation of service delivery in each organisation. Very high levels of user satisfaction and spectacular improvements in performance were also recorded as a result of the introduction of business process reengineering (BPR). Although the change process in both organisations tended to be sluggish, these improvements appear to be outstanding within the context of Ethiopia's system of public administration. However, one challenge will be for the government to maintain the momentum of reform and to cascade BPR and other elements of the reform to other divisions, departments and work units in the government. Putting in place incentive schemes and an appropriate monitoring system should protect the reform from backsliding. Despite the pessimistic accounts of public sector reform in African countries, this article reveals that there are positive findings of interest to the field of development administration.
