European Community politics created new opportunities for political leadership. Leadership of the integration process was provided first and foremost by national political leaders, with the EC's supranational institution — the Commission — playing a supporting role. Jacques Delors was the first Commission president (1985–1995) significantly to redefine his role, and consequently to create a model for European, supranational political leadership. Analysing Jacques Delors’ discourse provides us with a methodological tool for understanding how he politicised the leadership role of the Commission, and to what effect.  相似文献

Abstract

This article explores the leadership of Jean-Claude Juncker as Commission president, addressing two questions: to what extent did Juncker exercise political leadership and in what ways did his leadership qualify as explicitly political? Drawing on leadership theory and recent insights into political leadership in the EU, the article first conceptualises the Commission president’s potential for acting as a leader – particularly a political leader. The empirical section analyses Juncker’s provision of agenda-setting and mediative-institutional leadership in two phases: the first marked by an extraordinary activism and an assertive attitude in agenda-setting, but with limited successes in achieving binding decisions; the second characterised by launching proposals for deliberation and debate, embedded in longer-term visions. The article concludes that around the mid-term of his incumbency, Juncker adapted to the constraining institutional and situational context by engaging in mediative-institutional leadership and carving out a new, more political role for the Commission president.  相似文献

Party leaders are the main actors controlling campaign strategies, policy agendas, and government formation in advanced parliamentary democracies. Little is known, however, about gender and party leadership. This article examines gendered leadership patterns across 71 political parties in 11 parliamentary democracies between 1965 and 2013. It shows that men and women have different access to, and experiences in, party leadership and that these gendered political opportunity structures are shaped by parties' political performances. Women are more likely to initially come to power in minor opposition parties and those that are losing seat share. Once selected for the position, female leaders are more likely to retain office when their parties gain seats, but they are also more likely to leave the post when faced with an unfavorable trajectory. Together, these results demonstrate that prospective female leaders are playing by a different (and often more demanding) set of rules than their male counterparts.  相似文献

The Honorable Elijah Muhammad's ministry drew a steady stream of converts into his Nation, an organization designed to return the “so-called Negro” back to his glorious ancient past. According to Muhammad, the first step in this journey was the control and protection of Black women. He made it abundantly clear that wives had to be obedient to their husbands. Yet he also demanded that Black men learn to love and respect their women. This rhetoric helped to camouflage gender inequalities and enticed Black women into the Nation, despite its patriarchal core. Demonstrating masculinity was a constant for Nation men and during the dispute over Elijah Muhammad's seduction of his secretaries, he and his famous Minister Malcolm X struggled over different types of masculinity. Throughout the history of the Nation, Muhammad never changed his agenda in terms of appropriate roles for women and men, and women struggled to create a balance between his rules, the Qur'an, and their political and personal desires.  相似文献

The International Monetary Fund imposes policy conditions upon Sierra Leone in exchange for loans. The country's president, however, shapes these policies into tools for his domestic struggle to control strongmen-politicians active in the informal (black) market. The president seeks political gain by manipulating creditor demands that he promote foreign in-vestment. This internal dynamic of "reform" does not accomplish creditors' public aims of supporting stronger state institutions. But creditors acquiesce in some of the president's manipulations of reforms when they generate arrears payments. Ironically, Sierra Leone's president proves able to translate creditor and foreign investor demands into political resources in his effort to bolster his extremely weak political authority.  相似文献

In this paper we examine the role that political scandals play in eroding regard for government and political institutions in general. We know that scandals can lower regard for individual politicians and government leaders. Yet, less is known about how scandal influences attitudes toward institutions and the political process. It has been widely assumed that such attitudes are influenced by factors that lie largely beyond the control of individual politicians. Using data from the U.S. and the U.K. we show that scandals involving legislators can have a negative influence on their constituent's attitudes toward institutions and the political process. One consequence of this finding is that, instead of looking for scapegoats in Hollywood or among the failings of voters themselves, politicians should first get their own House in order.  相似文献

Modern and postmodern theories of the presidency tend to place the American president on a continuum of power, asserting the need for either a more active or less active chief executive. From the seminal work of Richard Neustadt, celebrating the assertive president seeking to maximize power and leadership, through the contrasting view of historian Arthur Schlesinger, Jr. and others who sought to restrict the reach of the executive, scholars have battled over the appropriate balance of power—particularly the executive-legislative scale. From an alternative critical/structural view of the office, this expansive-restrictive debate, while important, misses the central point that regardless of party, personality, or management style, all presidents seek the same structural goals. If, as Theodore Lowi has argued, the president is the “state personified,” then we need to ask how the capitalist state shapes and constrains the imperatives presidents must pursue, given our political economy and the ideology that sustains it. Two core imperatives emerge for the literature on theories of the state: the pursuit of economic growth and the provision of “national security.” This article explores debates over theories of the presidency in the light of twenty-first-century challenges to conventional definitions of “growth” and “national security.” In the face of global climate change and the decline of US military and geopolitical preeminence, can the presidency break free from its imprisonment in orthodox notions of growth and national security to forge a more sustainable path for the nation and the office? And more broadly, if our way of life in fact undermines our way of life in an unsustainable self-defeating logic, absent a cataclysmic crisis, what, if any, role can the president play in fostering a deep change of direction? By challenging the power structure of the political economy, a critical/structural theory of the presidency is best situated to address such questions.  相似文献

What role do political party leaders play in individual vote choice? Recent literature argues that leaders are increasingly important for decisions at the ballot box. Moreover, scholars suggest leaders may be particularly consequential in volatile, under-institutionalized party systems, like those of Central and Eastern Europe (CEE). Accordingly, we investigate the extent to which leader evaluations matter for individual voting decisions, and whether these evaluations are more consequential than ideological proximities between voters and parties. We also explore whether leaders matter more for leader-centered, ideologically blurry, and populist parties. Through a comparison of the 2017 Czech and 2020 Slovak elections, we find that leader evaluations are strongly associated with voting decisions and that these evaluations tend to be more consequential than ideological proximity. We also show that leaders are more important for parties with strong “brands” – those that have most differentiated themselves from their competitors.  相似文献

Speculation about the relationship between Barack Obama's election to the presidency and race in the United States was rife prior to, during and after his successful campaign. King looks at three aspects of this issue. First, as a kind of outsider, Obama had to prove himself black enough for African Americans of the traditional sort and not too dangerous for Whites. How did he achieve this? Second, Obama's election was made possible by changes in the voting behaviour of white Americans, particularly in the North, and the way that African Americans like Obama gained a foothold in, and at times control of, urban political machines, such as, in his case, Chicago. How have American historians treated this shift in white voting behaviour? Finally, the central question of how race still impinges on President Obama's performance as president. King concludes with a look at issues such as colour blindness and whiteness, the nature of black political identity and solidarity, and the variety of political roles from which a black leader such Obama can choose.  相似文献

In this paper, we explore the importance of negative orientations towards political parties in the political socialization process. We extend the traditional idea that children adopt a certain positive party attachment from their parents, and also take into account the possibility that the family can play an important role in the development of negative partisanship. We test the assumption that within the family, children learn both about the ‘good ones’ and the ‘bad ones’ of the political world, and analyze intergenerational similarities in positive and negative orientations towards the different political parties in the Flemish (Belgium) landscape. Results show that parental socialization can indeed work in two directions. Intergenerational similarity is not only observed in support – as could be expected from earlier research – but can also be observed, to a similar extent, for explicit negative orientations. This is particularly the case for parties at the far ends of the political spectrum such as the radical right Vlaams Belang (and to a lesser extent for the Green party), but this logic also applies for more mainstream, established parties, such as the Christian democrats.  相似文献

The story of Socrates' life, and in particular the circumstances of his death, has been a nearly obligatory referent for the development of Western political thought. Contemporary political theorists such as Hannah Arendt and, more recently, Gerald Mara and Dana Villa have presented Socrates as a model of political engagement for our times. Against the background of these accounts, I develop an existential interpretation of Socrates as he appears in the Apology and Crito , focusing on the singular, private, experiential and incommunicable character of Socrates' truth. In doing so, I discuss some important and contentious issues in Socratic studies, such as his disavowal of knowledge, his allegiance to the Athenian polis and the apparent tension between his defiance during the trial and his willingness to submit to the resulting death sentence. My interpretation reveals a Socrates that we should not strive to understand, let alone emulate politically, particularly if we wish to respect his own sensibilities.  相似文献

To what extent does party leaders' sex influence how voters evaluate them? Despite a burgeoning literature on gendered biases and institutional barriers that women face in politics, this question has received little systematic attention. We address this question using the first large-scale cross-national analysis of voters’ party leadership evaluations. Using three waves of the Comparative Study of Electoral Systems (CSES) from 1996 to 2016, we find that voters evaluate female party leaders more positively than male party leaders. In addition, we find a gender affinity effect exists for female but not male respondents. These findings have important implications for the study of party leadership and women in politics as well as practical implications for political parties considering promotions and leadership contests.  相似文献

While the importance of networking is increasingly recognized by practitioners and scholars alike, little is known about why significant variance is observed in how often and with whom organizational leaders network. Further, while we know that political ideology plays a critical role in shaping decision making within public organizations, current models of networking have largely failed to consider the importance of ideology in driving networking efforts. Using data from a 2012 survey of U.S. university presidents and the Integrated Postsecondary Education Data System, this article explores the role that president ideology plays in shaping networking behavior with political principals. Findings suggest that the effect of ideology on external networking efforts is moderated by state policy maker ideology.  相似文献

The role played by political leaders in the transition and consolidation of Southern European democracies has not been adequately explored. This article argues that the contributions of political leaders to both processes have been particularly important. They ought, therefore, to be specifically analysed and not submerged into structural and configurative studies. More precisely, it is suggested that the leaders’ contributions can be more accurately evaluated within their political contexts, in the light of the resources available to them, with reference to the problems to be faced. However, this is not meant to encourage a country‐by‐country nor a leader‐by‐leader approach. It requires instead a proper comparative analysis. Only by so doing will the processes of transition and democratic consolidation be fully illuminated and provide useful lessons.  相似文献

In non-presidential systems the head of state is either a monarch or a president elected directly by the voters or by an assembly. The political powers of heads of state in non-presidential systems vary from being powerful to being just a symbolic figure of representation and integration. In response to the disastrous experience of the Weimar Republic, in the Federal Republic the choice fell on the latter with the result that the political powers of the President were significantly reduced. Hence, his role is usually described as largely ceremonial and representative and he is expected to be a figure of integration rather than divisiveness. However, the role of the President of the Federal Republic of Germany seems to have changed significantly under the Presidency of Horst Köhler who appears to have made considerable use of his powers and decisively exercised his role as one of the veto players of the German political system. This article examines to what extent the German Presidency has indeed undergone an increased politicisation under Horst Köhler since 2004.  相似文献

Two models of foreign-policy making, the bureaucratic politics model and the royal court model, are helpful in explaining U.S. arms sales to Iran in 1985 and in 1986. The bureaucratic politics model is particularly useful in clarifying both the positions taken by the leaders of the foreign policy bureaucracy to the arms sales proposals and the behavior of these officials as the sales were implemented. However, the royal court model best ac- counts for the decisive role of the president and the deference given to those advisers perceived to be acting in his interests.  相似文献

Donald Trump's election as president certainly startled many, though not all political observers. In this article, I offer my own observation that Mr Trump's election represents a developmental progression of America's electoral system from a political process to an entertainment process. The effect of the office of the president now is to distract and entertain. I will aim to convince readers that his election as America's president is not an anomaly, but rather represents how the politics of image and representation now work as an everyday event and should be treated as part of a reality that we should now take for granted.  相似文献

The established view in political science is that a sound and functioning state has to be in place before democracy can be introduced. State first, and then democracy. While acknowledging the existence of a basic state infrastructure as a necessary starting point, we examine the possibility that democratization itself may play an important role in the subsequent development and consolidation of the state. We do this by addressing the major conceptual and methodological shortcomings of existing research on this topic. The results of our panel analysis, covering a population of 122 countries, show that both a country's level of democracy and the interaction between degree and duration of democracy positively and significantly affect the consolidation of the state and of its two key individual dimensions, namely, political order and administrative capacity.  相似文献

The relationship between religion and politics in the United States is a much-studied academic area, particularly evident in political institutional and behavioral venues such as interest groups, electoral behavior, and political culture. One academic area that has not received much attention is the influence of religion on public administration. Recently, however, public administration scholars have begun to mimic their counterparts in the business world by examining the role of religion and spirituality in the public workplace, especially with regard to organizational performance, ethical behavior patterns, decision making, and the personal spiritual health of employees. This article examines the role and impact of religion and spirituality in the workplace, reviews court cases and political measures regarding religious expression in the public sector, explores a private sector model to explain the interrelationship between religion and spirituality in the public workplace, and challenges public administrators to consider the positive role that religion and spirituality can play in the public workplace.  相似文献

From the time of his nomination as the Democratic Party's 2008 presidential candidate onwards, Barack Obama was the target of a panoply of political attacks. Conservatives, Republicans and even some Democrats played on his alterity in a way that previous non-white political hopefuls, particularly the Reverend Jesse Jackson, had not had to endure. If the intricate twists and turns of Obama's past did not make those attacks particularly surprising, the way in which he chose to deal with them was. In what stands as a deliberate pre-emptive attack, Obama used two substantive texts, Dreams from My Father and The Audacity of Hope, to create and shape a historical narrative of his own past in such a way as to present himself to the US voting public as a truly American figure, worthy of the presidency. By the time he was running for high office, therefore, Obama had already used his knowledge of the discipline of history to create a usable past with which he and his supporters could denude many of those political attacks of their potency, whether they were focused on the years of his upbringing in an Islamic state, his familial ties to Kenya, his religious background or his purported links to radicalism.  相似文献
