Abstract.  During the past decade, prevailing scholarship has portrayed France and Germany as suffering from a persistent syndrome of 'welfare without work' entailing a vicious circle between stubbornly high rates of unemployment and non-wage labor costs. Scholars blame this disease on dysfunctional political arrangements, deep insider-outsider cleavages and failed systems of social partnership. As a result, the two countries are said to be more or less permanently mired in a context of high unemployment that is highly resistant to remediation. This article departs from this conventional wisdom in two important respects. First, it argues that France and Germany have undertaken major reforms of their labor market policies and institutions during the past decade and remediated many of their longstanding employment traps. Second, it shows that the political arrangements that adherents of the 'welfare without work' thesis identify as reasons for sclerosis have evolved quite dramatically. The article supports these arguments by exploring some of the most significant recent labor market reforms in the two countries, as well as the shifting political relationships that have driven these changes. In both countries, recent labor market reforms have followed a trajectory of 'buttressed liberalization'. This has involved, on the one hand, significant liberalization of labor market regulations such as limits on overtime and worker protections such as unemployment insurance. On the other hand, it has entailed a set of supportive, 'buttressing' reforms involving an expansion of active labor market policies and support for workers' efforts to find jobs. The article concludes that these developments provide reasons for optimism about the countries' economic futures and offer important lessons about how public policy can confront problems of labor market stagnation.  相似文献

The "glass ceiling" model of gender equity has its weaknesses. Therefore, a multiple-dimensions approach to gender is proposed. This essay reports on a field study of organizational gender arrangements in 10 public sector worksites in New South Wales, Australia. Despite equal opportunity measures, gender divisions of labor persist in several forms. Processes that sustain and undermine these divisions are identified. Authority patterns are being reconfigured, with restructuring and rising numbers of women in management resulting in local turbulence in gender relations. Emotions of gender transition are identified, with considerable diversity in reactions among men. An emerging pattern, the "depolarized workplace," is described. A cultural trend toward workplace gender neutrality is observable. Proposals are made for better practice in gender equity work, including richer ways for public organizations to study their own gender regimes.  相似文献

abstract The historically dominant male breadwinner and female carer model in West Germany has resulted in comparably low female employment rates and a gender‐structured labor market. Since the 1970s, the decline of traditional patterns and sectors of male employment has been accompanied by the expansion of the female‐dominated service sector. Supplemented by women's higher educational attainment, a pluralism of household forms, and German unification, the result has been constant growth in female employment. With more working mothers, the question of combining work and family has provoked policy responses that, in West Germany, have mainly centered on family leave policies. In addressing the question of whether these policies have resulted in a more equitable sharing of paid and family work, this article presents longitudinal empirical data on the working patterns of women entitled to different forms of family leave. These show how changing regulations have led to the institutionalization of a “baby break” for younger women and to the promotion of labor market exclusion.  相似文献

This article contributes to feminist debates on equal employment policy in Germany by pointing out the shortcomings of current German equal employment policy in the private sector and by suggesting a new approach to shore‐up the gaps of current policy. The first section of the article critically assesses existing legislation and the voluntary regulation of gender equality in the private sector by the social partners. The second section addresses prospects for reform and discusses a new approach to gender equality in the workplace. The article concludes with suggestions for a more effective equal opportunity law as a crucial part of a labor policy that includes issues of gender equality.  相似文献

This article uses economic theories of voting behavior and household decision making to analyze the role of own and spouse earnings in determining political voting behavior. The main predictions from these models is that earnings is one of the factors that has an impact on political preferences and in households who share resources, voting behavior will be influenced more by the most representative labor income in the family. I investigate empirically the importance of individual vs household income, and find that the importance of individual income on voting behavior is contingent on employment. On average women earn less than their husband and vote according to their husbands income. If the wife is the maximum earner of the household or works fulltime, she votes more according to her own earnings.  相似文献

This article examines the effect of gender on legislators' attitudes and bill initiation behavior in three Latin American countries—Argentina, Colombia, and Costa Rica. I argue that sex role changes in Latin America over the past 35 years have led to changes in how female legislators perceive their political roles, and consequently, changes in their attitudes and behavior. Specifically, female legislators will place higher priority than male legislators on women's issues and children/family concerns, but their attitudes in other areas, such as education, health, the economy, agriculture, and employment, will be similar. However, I expect that gender dynamics in the legislative arena lead to marginalization of women such that gender differences will emerge for bill initiation behavior where they did not appear for attitudes. I test this using a survey of legislators' issue preferences and archival data on the bills that legislators sponsor and find statistical support for the hypotheses.  相似文献

The Fitzgerald report was the catalyst for major reforms to Queensland's system of government and criminal justice, and included explicit recommendations related to women in policing. Reforms led to the removal of discriminatory barriers and significant improvements in the recruitment and promotion of women. However, these changes provoked a backlash in the 1990s that led to reductions in female recruitment. A return to less discriminatory policies eventually ensued, with steady improvements on key equity indicators. This paper provides a historical perspective on developments over the two decades since Fitzgerald, and includes a critical analysis of the implementation of contemporary equity and diversity strategies within the policing context. Recruitment of women police in Queensland has plateaued at one‐third and progress in the overall number of sworn women and women in management is slow. The paper concludes by emphasising the wider lessons for a more developed and proactive gender equity program in public sector employment and policing.  相似文献

Focusing on the past 25 years in three central arenas of political, social, and civil rights, this article engages in the current debate over policy change and the direction of German politics by analysing the issue of gender equality. Combining T.H. Marshall's concept of citizenship and Hall's analysis of policy change, I obtain a two-level framework that differentiates between policy changes and categorises reform in Germany in three different domains. The case studies are: quotas in political representation (political citizenship), women and reconciliation policy (social citizenship), and anti-discrimination policies (civil citizenship). Comparing policy change across domains demonstrates that change in these three arenas has occurred to different degrees and for different reasons; electoral competition has fostered policy change in representation, while the male-breadwinner model has slowed down reform for reconciliation of family and employment. A conservative affirmative action regime stands in opposition to individual anti-discrimination and limits potential change. This comparison across domains defines the dependent variable ‘policy change’ in a more nuanced way, helping to pinpoint and differentiate specific areas of reform.  相似文献

The purpose of this article is to uncover the political factors associated with greater income parity for black men, black women, and white women relative to white men in the American states. Variables are constructed for federal, state, and local government employment, state electoral competition, federal procurement, black state legislators, and women state legislators along with a number of socioeconomic factors. It is discovered that the political variables carry less weight than the socioeconomic ones. These findings raise questions about the future prospects for increased earnings parity for minorities and women as previous federal efforts to eliminate racial and gender discrimination appear to have been weakened and state political factors have little relationship with greater income equality.  相似文献

The unusual size and persistence of the gender gap in political knowledge is perplexing in comparison to other dimensions of politics. Building on situational explanations of political engagement, this article claims that women’s and men’s specific adult roles lead to an enlargement of the gender gap in knowledge. The present study analyses men and women’s levels of political knowledge at different life stages by means of two unique datasets specifically collected to measure what people know about politics. Findings show that adult roles provide more opportunities for men to gain political knowledge than for women. Furthermore, the comparison of levels of political knowledge in two such dissimilar countries as Finland and Spain suggests that while gender equality policies are successful in tearing down some of the obstacles that hinder women’s contact with the political world, they are still insufficient to completely bridge the gender gap in political knowledge during adulthood.  相似文献

A central question in the international and comparative political economy literatures on globalization is whether economic integration increases worker insecurity in advanced economies. Previous research has focused on the role of international trade and has failed to produce convincing evidence that such a link exists. In this article, we argue that globalization increases worker insecurity, but that foreign direct investment (FDI) by multinational enterprises (MNEs) is the key aspect of integration generating risk. FDI by MNEs increases firms' elasticity of demand for labor. More-elastic labor demands, in turn, raise the volatility of wages and employment, all of which tends to make workers feel less secure. We present new empirical evidence, based on the analysis of panel data from Great Britain collected from 1991 to 1999, that FDI activity in the industries in which individuals work is positively correlated with individual perceptions of economic insecurity. This correlation holds in analyses accounting for individual-specific effects and a wide variety of control variables.  相似文献

This article investigates whether and how family policy influences the probability and intensity of mothers' labor market participation. Unlike previous studies, this contribution focuses on group‐specific policy effects, thereby accounting for the fact that, theoretically, women with different resources and preferences should respond differently to given policy measures. The analyses show that varying individual characteristics indeed influence the impact family policy measures have on women's individual behavior. First and foremost, family policies most strongly influence mothers with medium levels of education, for whom labor market participation tends to be “optional.” Moreover, high direct and indirect cash benefits to families, which primarily stem from traditional conservative family policy, reduce the probability of employment for women with low to medium levels of education.  相似文献

The continuing convergence of immigrants on New York City is a puzzle. On the one hand, the decline of the city's manufacturing sector and the growth of advanced services appear to provide little demand for immigrant labor; on the other hand, the deep penetration of immigrants into the city's economy has been paralleled by a deteriorating employment situation among native blacks. This article, seeks to unravel this puzzk in the light of two conflicting perspectives, the restructuring and the replacement labor hypotheses. The paper assesses each perspective using data from the 1970 and 1980 Censuses of Population and merged sampks of the June 1986 and 1988 Current Population Surveys.  相似文献

Up to the early 1980s, the percentage of women in the West German parliament remained under 10%—no more than in the very first election in which women were allowed to participate in 1918. The election of the Green Party to the Bundestag in 1983, with the aid of the party's 50% quota‐policy, increased this figure dramatically. Since this watershed election, the number of female parliamentarians has risen continuously: at the federal level reaching 32% in 2002 and at the state levels varying between 21% and 42%. In Germany, political representation policies are the exclusive domain of the political parties. This article, therefore, first analyses the aims and the performances of the main German political parties: the Christian Democrats, the Social Democrats, the Liberals, the Greens, and the Party of Democratic Socialism in the field of equal representation of women in politics, and it endeavors to shed light on their perceptions of women and gender equality. To determine whether women actually make a difference in elected office, the article next analyses the role of women parliamentarians in some of the major policies that affected the legal status of women and families in postwar Germany from 1949 to the 1990s. It concludes that women members of parliament (MPs), supported by other women's groups, have greatly influenced these policy‐making processes and, thus, the political culture in Germany.  相似文献

Scholars of public organizations have begun to emphasize emotional labor in studies of gender in the workplace, finding that the skills women bring to organizations are often overlooked and undercompensated even though they play a vital role in the organization. Emotional labor is an individual's effort to present emotions in a way that is desired by the organization. The authors hypothesize that employers with greater emotional labor expectations of their employees will have more effective interactions with clients, better internal relationships, and superior program performance. This article tests the effects of emotional labor in a bureaucratic workforce over time. Multiple regression results show that organizations with more women at the street level have higher overall organizational performance. Additionally, emotional labor contributes to organizational productivity over and above its role in employee turnover and client satisfaction.  相似文献

Policymakers in the Dominican Republic have responded to foreign pressure by rewriting their labor laws and revitalizing their labor ministry. What are the likely consequences? Is aggressive labor law enforcement more likely to protect vulnerable workers from abuse and exploitation or to undermine their ability to compete for labor‐intensive employment in an unforgiving world economy? And what are the broader implications of the answer? I address these questions by analyzing qualitative as well as quantitative data on workplace regulators empowered by the Dominican Republic in response to trade‐related labor standards imposed by the United States and find that they reconcile social protection with economic adjustment by simultaneously discouraging “low road” employment practices like informality, union‐busting, and the exploitation of child labor, and encouraging “high road” alternatives that link firms, farms, and families, on the one hand, to public educational, training, and financial institutions, on the other. The result is a potentially inclusive alternative to the repressive industrial relations regime that fueled export‐led development – and the East Asian “miracle” in particular – in the late twentieth century.  相似文献

At a time of mounting concern about how traditional welfare states will react to globalization, there has been increasing interest in specifying how global economic forces affect welfare policies in industrialized states. Building on theories from the political economy and comparative institutional literatures, we analyze the influence of an important aspect of globalization—the flow of immigration. Focusing on states in the European Union, we present a theoretical model that illustrates the interactive relationships between immigration, EU labor market integration, and domestic institutions. Our findings highlight how immigration in conjunction with domestic political institutions affects unemployment provisions, while labor market integrative forces remain in the background. The story of immigration and unemployment compensation in the EU is less about the opening of borders and the market forces of integration and more about the domestic political pressures.  相似文献

Mainstream political economy has tended to treat the family as a unit when examining the distributional consequences of labor market institutions and of public policy. In a world with high divorce rates, we argue that this simplification is more likely to obscure than to instruct. We find that labor market opportunities for women, which vary systematically with the position of countries in the international division of labor and with the structure of the welfare state, affect women's bargaining power within the family and as a result, can explain much of the cross country variation in the gender division of labor as well as the gender gap in political preferences.  相似文献

This article explicates John Goldthorpe's recent analytical distinction between ‘corporatist’ and ‘dualist’ tendencies in Western political economies. By linking these categories to macro‐economic strategies, the role of trade unions and the circumstances under which state policy is initiated, this dichotomy can be of value in the analysis of these polities. The article examines the major characteristics of British and Swedish labour market policy in the areas of wage policy, trade unions and training and education as they relate to the respective macro‐economic policies adopted by British and Swedish governments. These provide examples of the presence and development of corporatist and dualist tendencies in these two countries.  相似文献
