Grid-group cultural theory is applied to an empirical analysis of five debates on abortion in the Norwegian Parliament between 1992 and 1996. Policy arguments concerning selective abortion and abortion in general are compared. In the cultural–theoretical literature, restrictive policy arguments towards abortion have been connected to the hierarchical cultural bias, whereas permissive policy arguments have been associated with egalitarian and individualistic worldviews. The empirical analysis, however, shows that there are various different connections between abortion policy arguments and cultural biases. The possibly contradictory situation that arises when parties switch between cultural biases is discussed, and the article concludes that grid-group cultural theory proves useful in relating the various abortion policy arguments to broader worldviews that transcend this particular policy issue.  相似文献

A number of cultural theories identify, or call for the elaboration of, deeper cultural patterns that both disallow cultural invariance and constrain cultural variation. Grid-group theory identifies four cultures: hierarchy, egalitarianism, individualism and fatalism. This article, which measures grid-group theory's four cultures by means of cultural biases, (1) explores the neglected relationship between sociodemographic correlates and cultural biases, and (2) tests the theory's hypothesized effects of cultural biases, controlled for sociodemographics, on attitudes toward nature, technology and human nature, and on geographical belonging and trust in institutions. The test draws on three independent surveys of the general public in Norway in the 1990s. The empirical results show that cultural biases are significantly explained by sociodemographics, and whereas convergent validity of cultural biases on selected attitudes and beliefs was acceptable, discriminant validity was weaker and more inconsistent.  相似文献

When regulators are faced with practical challenges, policy instrument choice theories can help them find the best solution. However, not all such theories are equally helpful. This paper aims to offer regulators a better alternative to the current policy instrument choice theories. We will specifically address the shortcomings of “smart regulation theory” and present an alternative that keeps the best of that theory while remediating its weak points. Some authors (Böcher and Töller 2003; Baldwin and Black 2008) say that smart regulation theory does not address institutional issues, compliance type-specific response, performance-sensitivity and adaptability of regulatory regime. We have resolved these problems by merging the smart regulation theory with the policy arrangement approach and the policy learning concept. We call the resulting approach “regulatory arrangement approach” (RAA). The central idea of the RAA is to constrain the almost infinite “smart” regulatory options by: the national policy style; adverse effects of policy arrangements of adjoining policies; the structure of the policy arrangement of the investigated policy and competence dependencies of other institutions. The reduction can be so drastic that the potential governance capacity falls below the smart regulation threshold. In other words, no smart regulatory arrangement can be developed in that institutional context unless policy learning occurs. In addition, a “smart” regulatory arrangement is no guarantee that the policy will succeed. For this reason, the performance of the regulatory arrangement is measured and evaluated. Performance below a certain threshold indicates that the regulatory arrangement needs to be adapted, which then results in policy learning. We illustrate the usefulness of this new approach with a secondary analysis of the Flemish sustainable forest management policy.  相似文献

The emergence of behavioral public administration has led to increasing calls for public managers and policy makers to consider predictable cognitive biases when regulating individual behaviors or market transactions. Recognizing that cognitive biases can also affect the regulators themselves, this article attempts to understand how the institutional environment in which regulators operate interacts with their cognitive biases. In other words, to what extent does the “choice architecture” that regulators face reinforce or counteract predictable cognitive biases? Just as knowledge of behavioral insights can help regulators design a choice architecture that frames individual decisions to encourage welfare-enhancing choices, it may help governments understand and design institutions to counter cognitive biases in regulators that contribute to deviations from public interest policies. From these observations, the article offers some modest suggestions for improving the regulatory choice architecture.  相似文献

Scholars have long argued that politics has become personalised throughout the post Second World War era. Increasingly, focus shifts from policy to politicians' personal traits. The media – particularly television, it is argued – is the driving force in the process by focusing more on individual politicians and their personal traits than parties and their policy proposals. Empirically, it is not known whether the personalisation of media content affects the political behaviour of voters. Based on survey data from the 2009 Danish local elections (N = 3,336), this article explores the determinants of preferential voting – that is, voting for a specific candidate rather than a party. The findings show that institutional factors and individual characteristics are far better predictors of personalised voting behaviour than any measure of media exposure – and that viewing the main national news bulletins, as well as reading regional newspapers, have a similar positive effect. Thus, the study provides answers to the highly debated but rarely studied question of whether and how the media possibly personalise politics with regard to voting behaviour.  相似文献

While digital policies provide significant value within contemporary governance, not many governments' digital policies are adapted to rapidly changing technologies and associated expectations. The limited adaptability can be explained by governments' focus on institutional shifts as an instrument to generate policy changes. Therefore, this article examines the impact of institutional shifts on digital policy by leveraging the Punctuated Equilibrium Theory (PET) as a lens to explore the Belgian federal government between 2000 and 2020. This is done through performing a distributional application of the PET and an explaining-outcome congruence case study. The results highlight the role of institutional shifts in directing digital policy, but also underscore the importance of other factors (i.e., policy image, attention allocation and/or structure of the political system) and the presence of policy entrepreneurs to explain the (in)stability of digital policy.  相似文献

Numerous countries have adopted reforms that allow medical personnel other than physicians to engage in tasks that traditionally were exclusively performed by physicians. This policy is controversial because it challenges the medical profession’s traditional boundaries. This study is an exercise in comparative policy research based on the experience of 18 Organisation for Economic Co-operation and Development countries. It evaluates the contribution of different structural factors – socioeconomic, cultural, and institutional – to policy adoption. Based on both quantitative analysis and an examination of how delegation unfolded in Israel, the role of administrative culture is highlighted: a category that combines cultural legacies and institutional properties in explaining policy adoption. It is argued that because, in entrepreneurial administrative cultures, administrators are more likely to possess a managerial mindset than in Rechtsstaat cultures, and also have more institutional leeway for action, delegation is more likely to be adopted in the former.  相似文献

The governments of Britain, France, and the United States are seeking to promote renewed investment in nuclear power through metagovernance. Metagovernance describes the way governments can leverage state power and resources to shape the behavior of networked actors to advance policy goals. To metagovern, governments use a variety of policy tools but the factors shaping the design of these policy tools remains unclear. Grid‐group cultural theory is used to show that the design of the policy tools used in metagovernance reflects both an underlying cultural bias within government and prevailing institutional circumstances. The paper demonstrates the utility of cultural theory in the study of metagovernance.  相似文献

Abstract. This article has three main objectives. Firstly, it seeks to re–formulate the debate on technocracy in the European Union by drawing upon the concept of the EU regulatory state as developed by Majone (1996). Secondly, it illustrates the limits and tensions of a once politicised technocratic policy–making process by tracing the formulation of media ownership regulation. Although media ownership policy has been presented by the European Commission as a typical regulatory policy, it has followed a more politicised path than previous EU regulatory policies. This implies that media ownership policy does not follow the model of technocratic regulation presented by Majone in his characterisation of the EU regulatory state. Thirdly, the paper contributes to the debate on EU regulation by suggesting a new typology of regulatory policies in the EU. In the conclusion, it is argued that politicisation (which includes inefficiency and prolonged conflict) may be the price that the EU is forced to pay in its progress toward a more democratic polity.  相似文献

“New media” workers have joined the creative economy as digital designers, web page designers, and producers of entertainment products. Like many creative commodity producers, their work lies at the intersection of the technical (in this case code writing) and the expressive (through design). It reflects the tensions inherent in this intersection and the conflicts common to many creative workers who produce commodities but whose work also reflects some element of personal expression or authorship. The ways in which these tensions are resolved is central to the formation of new occupational and professional identities. Cultural economy perspectives offer us insights into the subjective experience of the tensions associated with creative work. They become more powerful, however, when combined with an understanding of the policy context in which new media has evolved. Drawing on both cultural economy and policy analysis approaches, I argue that while new media work emerged in conjunction with new technologies and reflects the tensions between technical applications and design, it also is a product of changes in broader regulatory frameworks that have shaped the work-world of new media. The “regulatory difference” has produced considerable variation in the occupational identities of new media workers among advanced economies. In some economies, new media work is evolving in a form that is closer to that of the professional, whereas in the United States it is better described as an entrepreneurial activity in which new media workers sell skills and services in a market. To make this argument I examine findings from the growing body of international work on new media but focus on the particularities of the United States case. What this evidence indicates is that the character of new media occupations is defined as much by the policy context within which it emerges as by the technology it uses.  相似文献

The challenge of violent radicalization is an important part of (the Prevent pillar) of the 2005 EU Counter-terrorism Strategy and is specifically dealt with in the 2005 EU Strategy for Combating Radicalisation and Recruitment to Terrorism. This article assesses the EU counter-radicalization approach by comparing the above mentioned strategies and other policy documents to theoretical notions on radicalization and counter radicalization. It focuses on the comprehensiveness, implementation and consistency of the EU policies that aim to prevent individuals from turning to violence, while halting the emergence of the next generation of terrorists.  相似文献

The ability of the civil service to act as a reservoir of institutional memory is central to the pragmatic task of governing. But there is a growing body of scholarship that suggests the bureaucracy is failing at this core task. In this article, we distinguish between two different ways of thinking about institutional memory: one “static” and one “dynamic.” In the former, memory is singular and held in document form, especially by files and procedures. In the latter, memories reside with people and are thus dispersed across the array of actors that make up the differentiated polity. Drawing on four policy examples from three countries, we argue that a more dynamic understanding of the way institutions remember is both empirically salient and normatively desirable. We conclude that the current conceptualization of institutional memory needs to be recalibrated to fit the types of policy learning practices required by modern collaborative governance.  相似文献

In this article we focus on the dynamic interplay between increase in autonomy of regulatory agencies and political control of those agencies. The general research issues are the weak empirical foundations of regulatory reforms, the complex trade‐off between political control and agency autonomy, the dual process of deregulation and reregulation, the problems of role‐specialization and coordination, and the questions of “smart practice” in regulatory policy and practice. The theoretical basis is agency theories and a broad institutional approach that blend national political strategies, historical‐cultural context, and external pressures to understand regulatory agencies and regulatory reform. This approach is contrasted with a practitioner model of agencies. Empirically the article is based on regulatory reform in Norway, giving a brief introduction to the reform and agency context followed by an analysis of the radical regulatory reform policy introduced recently by the current Norwegian government. We illustrate how regulatory reforms and agencies work in practice by focusing on two specific cases on homeland security and telecommunications.  相似文献

Changes are afoot in Australia's federal arrangements concerning competition policy. While many of the proposals to enlarge the Commonwealth's sphere of influence are played out in the media, other shifts are more subtle. This article examines one of those areas of change. It looks at National Competition Policy and in particular, its regulatory reform components. It argues that the approach adopted in the 1995 agreement, which was characterised by broad principles, meticulous monitoring and substantial financial carrots, has provided the Commonwealth with a useful tool for effectively intervening in areas that have been until now, matters of state responsibility.  相似文献

The media play an important role for the political agenda. It is less clear, however, how strong the media impact is on political decisions. This article pursues a different approach from the one commonly used in the media–policy research tradition. Instead of focusing on the relationship between the content of the media agenda and the political agenda, it is argued here that from a broader policy perspective, media pressure on the incumbents is a more relevant variable. Media pressure is measured as media competition and media coverage. Furthermore, the article investigates the effect of media variables on budgetary decisions in different spending areas, and compares the relationships between media pressure and policy under various economic, political and institutional conditions. This allows the authors to investigate which factors hinder and promote media influence on policy. The units of analysis are the Danish municipalities, which are similar political units with different newspaper coverage. Coverage by local newspapers is intense in some municipalities, but absent in others. As expected, the authors find that in municipalities with intensive coverage from local newspapers, local politicians do feel a stronger media pressure. However, when it comes to budgetary decisions, almost no observable effects of media pressure are found, either generally or in favourable political, economic or institutional settings.  相似文献

The notions of "policy learning" and "policy transfer" have become increasingly influential in the public-policy literature. By utilizing a comparative analysis of regulatory change in the railways in Britain and Germany, it is argued that an institutional approach adds to the understanding of "learning" and "transfer" processes, as well as explaining which institutions mattered as Britain and Germany adopted distinctively different regulatory regimes. The institutional approach points to the constraints involved in the selection of regulatory design ideas and, by assessing three institutional factors that structure relationships between the policy domain and its environments, suggests that in the case of railway privatization in Britain and Germany in the 1990s, it was the structure of the political-administrative nexus that centrally shaped why particular policy options were selected while others were neglected.  相似文献

This article examines the recoupling mechanism of campaign‐style enforcement and its effects on environmental regulatory compliance. Drawing on the policy implementation literature and institutional theory, the authors develop a conceptual model of campaign‐style enforcement in which both resource mobilization and power redistribution are theorized to address decoupling problems in regulatory compliance. The two‐pathway recoupling mechanism is evidenced by an empirical investigation of the implementation of China's energy conservation and emission reduction policy as part of that country's 11th Five‐Year Plan. Findings suggest that campaign‐style enforcement can effectively improve regulatory compliance when it addresses the efficiency/legitimacy conflict by providing policy incentives and reorganizing a clear hierarchy of political authority. The article concludes with a discussion of the strengths and limitations of campaign‐style enforcement.  相似文献
