This paper centers on the challenge that fundamentalist groups – such as the Israeli ultra-Orthodox community (the Haredim) – pose for citizenship. It focuses on two issues: challenges centering on contribution to and sacrifice for the Israeli nation-state; and alternatives that fundamentalism poses to definitions of citizenship. Empirically, it is based on research in three arenas: service in the Israeli military; a voluntary organization aiding state agencies after terror attacks (ZAKA), and a charitable association offering help in health and social welfare (Yad Sarah). Two trends – challenges to concepts of security and the state, and the weakening of the state in the economic sphere and social services – have opened up spaces for fundamentalist groups to operate in civil society and complement the state. The Haredi community has gradually developed a new concept of inclusion that both fits the state-centred view of citizenship and their own fundamentalist perspective.  相似文献

This article analyses strategies of material commemoration in contemporary urban spaces. Deploying a philosophical and social-theoretical interpretation systematised by, in particular, Multimodal Critical Discourse Studies and its analysis of material commemoration, the article compares the semiotics of modes of commemorating through monuments and counter-monuments. As is argued, counter-monumental commemoration aligns much better than the traditionally static and non-dialogic monuments with the ongoing post-modern transformation and fluidity of contemporary urban spaces. By the same token, counter-monuments also allow commemoration of complex and difficult past events – such as the Holocaust – that are traditionally surrounded by multiple interpretations and often-conflicting attempts to commemorate them. The analysis at the core of the paper looks in-depth at counter-monumental installations known as Stolpersteine, or Stumbling Blocks, developed since the early 1990s by the German artist Gunter Demnig as a form of commemoration of victims of National Socialism and especially the Holocaust. As is suggested, counter-monuments such as the Stolpersteine carry multiple meanings and have multiple functions which allow for diverse patterns of interaction with past/present. They also allow embedding the dialogue between forms of commemoration (monument/counter-monument) various recipients (locals/tourists, spectators/passers-by) as well as their varied interpretations and expectations of commemoration in the discourse of contemporary urban space.  相似文献

Important product and process innovations are often developed in “public spaces” that promote collaboration and provide shelter from market competition. Given that most collaborative spaces are costly to establish, the possible implications are bleak for economically strapped developing countries. This paper highlights a less conspicuous – if not unknown – source of collaborative space: the regulatory process. Regulators can induce innovation by promoting collaboration across organizational, sectoral, and disciplinary boundaries in the interest of regulatory compliance. This paper documents the innovative consequences of efforts to regulate the use of lead‐based glazes in the Mexican ceramics industry and reconsiders several recent studies of upgrading in other countries that appear to have been driven, at least in part, by the regulatory process. Drawing on these cases, this paper makes four primary points: (i) that innovation in regulatory spaces is more common than previously acknowledged and is producing meaningful improvements in product quality and working conditions in developing economies; (ii) that promoting innovation in these regulatory spaces is an important developmental tool for countries that are “regulation‐takers” and have many low‐tech sectors; (iii) that this dynamic extends current conceptions of regulatory discretion, as well as development literature on state‐society synergies; and (iv) that establishing collaborative public spaces as a common conceptual framework is a critical step toward understanding the consequences of social regulation on upgrading.  相似文献

Abstract

This article examines the interplay between security sector developments and national unity in East Timor since the Indonesian occupation ended in 1999. Particular attention is paid to the regional distinction between Loromonu and Lorosae – people from the west and east of East Timor, respectively. In 2006, East Timor experienced a crisis that saw the disintegration of the military and police forces, and widespread violence that led to massive internal displacement. It was during this crisis that the Loromonu–Lorosae distinction first emerged as a major societal cleavage. The article argues that the independence cause and the guerrilla force Falintil had been an important focus of East Timorese national unity in 1999. In the years that followed, however, the implementation of flawed security policies led to new military and police forces that were politicized, factionalized and lacking in cohesion. Prior to the 2006 crisis, the LoromonuLorosae distinction was primarily an issue within the army. As the crisis escalated, however, the violence was to a large extent framed by the east–west dimension, and popular perceptions of the military as ‘eastern’ and the police as ‘western’ hardened. A year after the crisis, little if any progress had been made towards reducing the increased salience of the LoromonuLorosae distinction in society. The main internal security challenges – gang activity, the unresolved issue of the so-called ‘petitioners’, and the destabilizing role played by fugitive former head of military police Alfredo Reinado – all had an east–west dimension. The article also finds that new initiatives aimed at reforming East Timor's military and police forces appeared to be lacking in both depth and relevance for addressing the country's new level of internal division, and its immediate, internal security challenges.  相似文献

Drawing on a database of 26 hours of video-recorded Finnish conversations from three different settings – everyday conversations among family and friends, instrumental lessons and church workplace meetings – we consider the ways in which singing can be used as an interactional resource to enact the three basic communicative motives of humans: requesting, informing, and sharing. Singing has the potential to initiate joint activities, which allows the participants to share their emotional stances. The usage of singing is, however, more limited in requesting or informing – a disadvantage which people, especially in musical settings, need to deal with. There are, nevertheless, situations where the possibility to choose to perform such actions through singing can help maintain mutual solidarity between participants. We argue that people's distinct ways of interpreting spoken and sung utterances can be best understood from the perspective of participants' orientations to agency and accountability.  相似文献

Abstract

This paper is about the role of guilt in relation to practical reason. It analyses guilt not as a passive emotion but as a particular kind of strategy at the level of subjective rationality. The concept of guilt occupies a complex and contested semantic space with other concepts, most notably shame. There have been many attempts – philosophical, psychological, sociological – to define these concepts in relation to each other. This paper suggests that whilst guilt is a moral concept that is oriented towards a certain kind of legalism, shame is a moralistic concept. As such, the relations between guilt and shame are discussed in relation to some literary examples, for instance Macbeth's guilt and Conrad's Lord Jim. The conclusion is that on the one hand our confusion over the concept of guilt comes down not least to what may be our confusion over the difficult concept of law and that on the other hand this has consequences that can ultimately be political.  相似文献

Requirements for a decent life are to be found in the dimensions both of human time and ecological space. While the latter has attracted attention from some global justice theorists, the former is a comparably neglected matter. This paper aims to integrate temporal and ecological perspectives in order to provide an enriched conceptual framework for grasping what global justice means today. We begin by showing that while contemporary political philosophy tends to assume a somewhat undifferentiated conception of time, treating temporal justice as a future-oriented concern distinct from issues of intra-generational justice, there are richer understandings to be found in some influential schools of critical social theory. Drawing then, particularly, on Alf Hornborg’s theory of ‘unequal exchange of time and space’, and supplementing this with insights from David Harvey, we analyse three ways in which disadvantage can be perpetrated in the dimension of time. We then show how those categories of temporal disadvantage broadly correspond with the three basic rights identified by Henry Shue. On this basis, we claim there is a strong argument for regarding temporality as an integral aspect of global justice here and now, for the generation already – although too often precariously – living.  相似文献

Abstract

This paper examines the nexus between food security and sustainability governance through a case study of palm oil. Palm oil's advocates claim that campaigns against palm oil and actions to halt its expansion due to sustainability concerns can undermine its food security role. However, palm oil expansion more directly undermines the food and livelihood security of rural and indigenous communities when land that rightfully belongs to, or has been used by, these communities is alienated to firms for oil palm cultivation with little or no consultation or compensation provided or alternatives considered. It is in this context that the paper examines whether the multi-stakeholder Roundtable on Sustainable Palm Oil (RSPO) is able to ensure that this commodity is cultivated in ways that minimise environmental damage and livelihood disruption, thereby safeguarding palm oil's contribution to food security. The findings are mixed. RSPO certification provides fairly comprehensive and progressive socio-environmental regulation that has enhanced sustainable production practises in this industry especially by the larger transnational plantation companies mindful of their global reputation. The RSPO is also far more responsive than governments have been to the land rights of rural and indigenous communities, providing due process for land claimants as well as recognising that these communities may have legitimate rights to land even if companies were awarded legal title by governments. However, multi-stakeholder regimes can be fragile, requiring a great deal of internal accommodation and trade-offs to work. Already, different interests in the RSPO are pulling in different directions while national certification systems have emerged that are less onerous compared to the RSPO even as the latter seeks to further enhance its sustainability credentials.  相似文献

‘Non-traditional security’ (NTS) is prominently featured in the agenda of the Association of Southeast Asian Nations (ASEAN) and other ASEAN-led institutions in the Asia-Pacific. ‘NTS’ brings together a series transnational and non-military security threats that are considered common among regional states, urgent for them to attend to, and non-sensitive all at the same time. This a priori makes it a self-evident focus of attempts to bring regional security cooperation ‘to a higher plane’. However, this paper reveals that the uncontroversial character of NTS is overestimated, by shedding light on the co-existence of divergent – and potentially contradictory – interpretations of its meaning and implications in ASEAN and the wider region. In a context where ASEAN's relevance to the pursuit of regional security is increasingly being measured against its (in)ability to provide a coherent approach to security challenges that affect the region, the contested nature of NTS has important implications for the grouping's resilience in the twenty-first century.  相似文献

ABSTRACT

This article contributes to conceptualizations of the pedagogical state by analyzing judicial spaces, beyond the courtroom, as key sites of citizenship formation. I explore pedagogical sessions organized by a judicial structure in France, whose geographical proximity to seemingly non-integrated populations in the banlieue allows it to teach them the laws, rules, and institutions that support citizenship. I argue that the pedagogical court seeks to construct governable ‘passive ordinary citizens’ whose main duty is to embody and practice the basic rules of socialization – respect for others and the rule of law – in their ordinary lives as a strategy of crime prevention. In that sense, courts are able to redefine not only the procedural but the substantive elements of citizenship as well.  相似文献

There is much concern in the social sciences and humanities today about how people are connected with and responsible to those who live in distant places. Recent examples are abundant: from climate change to the cyclone that hit Burma in 2008. At the same time, new forces and personalities in the social sciences and humanities are seeking to ‘open out’ understandings of ‘the spatial’ as a concept. There is a movement to view ‘space’ as something which is more than a pre-defined container of territorial politics; instead, as often the sphere of multiplicity, difference, affect and/or post-territorial interconnections. This brief paper talks about the “Space of Democracy and the Democracy of Space” global network, which seeks to explore how these new forces of interrogation into the spatial, materiality, political and ethical connectivity are having an influence upon how people perceive of and constitute new spaces of politics and democracy today.  相似文献

ABSTRACT

The success of space-based communications, navigation and reconnaissance programs – in both the commerical and military arenas – presents a significant vulnerability. Intuitively, as the economic importance and military indispensability of space systems grows, so will their attractiveness as targets. Although attacks against satellites would involve significant operational challenges, economic costs and diplomatic risks, it is well within the realm of technological possibility. For example, China's decision to research ASATs is an indication of its long-term strategic goal of weakening America's monopoly on military space capabilities. This essay describes the current capabilities of anti-satellite (ASAT) technology, assesses its military impact and considers its broader policy and security implications. In light of the broad implications of ASAT weapons on the debate about missile defense in particular and space weaponization in general, the author concludes that the best way to protect America's space-related economic and military functions is to avoid ASATs development.  相似文献

This paper explores the content of the Australian foreign and defence policy agenda over the past 50 years, finding evidence of both continuity and change. Australian political leaders have generally committed to cooperation with international institutions, wealth creation through engagement with Asian economies in particular, and security through the American alliance. In this period, changes in foreign policy approach either concerned marginal issues or were driven significantly by exogenous factors: by changes in the international environment or by global events that propelled a reconsideration of Australian foreign and defence policy interests. However, periods of policy change and significant public attention in – particular around the Vietnam and Iraq wars – illustrate the continued relevance of political choices and agency. Both conflicts and debates around them ushered in changing foreign and defence policy considerations, and both raised fundamental questions about Australian security and independence in the context of the American alliance.  相似文献

Since the end of the Cold War, security studies have broadened to take into account a wide range of non‐military threats ranging from poverty to environmental concerns rather than just national defence. Security scholars, backed by international organizations and a growing number of national governments, have developed the concept of ‘human security’, focusing on the welfare of ordinary people against a broad range of threats. This has aroused vigorous debate. The first part of this article proposes an analytical model of human security. The second part argues that it is important to measure how ordinary people perceive risks, moving beyond state‐centric notions of human security. New evidence is examined that draws upon survey items specially designed to monitor perceptions of human security, included for the first time in the sixth wave of the World Values Survey (WVS), with fieldwork conducted in 2010–12. The third part demonstrates that people distinguish three dimensions – national, community and personal security – and then explores some structural determinants driving these perceptions. The fourth part discusses why perceptions of human security matter, particularly for explaining cultural values and value change around the world. The conclusion argues that the shift from a narrow focus on military security toward the broader concept of human security is a natural response to the changing challenges facing developed societies, in which the cost‐benefit ratio concerning war has become negative and cultural changes have made war less acceptable. In this setting, valid measures of perceptions of human security have become essential, both to understand the determinants of the concept among ordinary people and to analyze their consequences.  相似文献

Abstract

Via an analysis of the trans-ASEAN gas pipeline project (TAGP), in this article we argue for a reconceptualising of the regional dynamics of Southeast Asia and the forces shaping them. For this task, we propose an analytical framework based upon social conflict theory that delves within and beyond the state, and which places emphasis upon the roles of both material and ideological factors operating across time in the reordering of particular geographical spaces. The framework reveals that the tensions acting within and upon ASEAN and the TAGP influence regionalism in such a way that the gas pipeline project – much like other ‘regional’ projects – is unlikely to ever come close to fulfilling its brief of enhancing regional security and cohesion. What is more probable is that the project's form will continue to be conditioned by entrenched politico-economic realities and the influence of dominant ideologies – factors which have the capacity to exacerbate existing regional animosities and disparities.  相似文献

Drawing upon qualitative fieldwork, this paper analyzes the occupation of an abandoned park in the south of Buenos Aires by the city's urban poor, delineating the implications of this incident for notions of citizenship in the context of deeply fragmented social rights. While public space has historically been understood as an expression of the universality of rights bearing membership in a political community, I show how this universalism became the object of struggle during a conflict over the park between the local middle class and squatters, many of which were of immigrant origin. The discourses mobilized by various social groups blurred the distinction between citizenship as a set of legal–formal rights versus a project of normative inclusion. While public space is juridically constructed as universal, particularistic claims to these spaces are imbued with increased legitimacy in a context in which social rights – conceived as a set of provisions guaranteed by the state under a regime of liberal citizenship – are unrealizable. By claiming this space for particularistic uses, squatters drew attention to the contradictions embedded in public space's democratic pretensions in a setting in which putatively universal rights are ignored by the state.  相似文献

This paper focuses on the Department of Homeland Security (DHS) in order to theorise the spatialities of post-9/11 security knowledge and practice in the US. It analyses the organisational discourses that animate homeland security work, such as preparedness, vulnerability, the new threat environment, risk analysis and capabilities-based planning, and considers the implications of these practices for contemporary geographies of security. It is argued that DHS operates through a virtual ontology of threat, whereby potential, future threats are addressed as present possibilities that emerge in the spaces of everyday life. The sources of American freedoms and insecurities, the everyday, emerging circulations of goods and people, present DHS with a terrain of shifting threats from which both emergencies and preparedness may materialise. Disaster looming, the potential suspension of everyday life forms the basis for security practice as the emergency becomes a fact of life itself. The spatialities of this environment of imminent threat are considered and it is argued that the everyday emergency operates topologically as a continuous process of spatialisation.  相似文献

ABSTRACT

The military intervention in Afghanistan in 2001 was portrayed as a fight to oust the extremist Taliban. But the Taliban have long been regaining influence, with the military victory of the Afghan government and its foreign allies now seeming less likely than ever. In light of these developments, this article investigates what the affected people – rather than the foreign interveners – think about the Taliban, and whether they perceive them as coercive or legitimate. Building on a conceptual understanding of legitimacy that has been adjusted to the dynamics of conflict-torn spaces, the article suggests that people judge the Taliban on the basis of how their day-to-day behaviour is perceived. While the Taliban are a coercive threat in urban centres and other areas where they launch attacks, they nonetheless manage to construct legitimacy in some of the places which they control or can access easily. A major source of their legitimacy in these areas is the way in which they provide services – such as conflict resolution – which some people consider to be faster and fairer than the state’s practices.  相似文献

ABSTRACT

Critical theorists such as Slavoj ?i?ek have for some years discussed the ideological significance of cynical or “blank” irony in fairly general terms. Less attention has been paid to the practical implications of such irony for critical semiotic analysis. With this in mind, this paper discusses the problems that sexist and “classist” jokes – specifically jokes about “chavs” – pose for the critical analyst. On the one hand, they seem to be saying deeply ideological things. On the other, their ironic nature means that they evade the claim that they are really saying, asserting, meaning anything. Theirs is a kind of blank irony which can be identified in all kinds of contemporary semiotic practice and is therefore an important phenomenon for critical analysts to get to grips with. The paper attempts to get to grips with it by outlining some semiotic clues to blank irony, and, more importantly, by suggesting some ways in which we might try to bring a critical perspective to bear in cases of cynical irony.  相似文献

The Edward Snowden leaks challenge policy makers and the public's understanding and perspectives on the role of security intelligence in liberal democratic states. This article explores the challenges confronting security intelligence collection by the ‘Five Eyes’ countries – particularly those most affected by the leaks. We argue that the debate now needs to move beyond simplistic notions of privacy vs. security to a more detailed understanding of the policy and ethical dilemmas confronting policy makers and intelligence agencies. To that end, we provide a schematic framework (methods, context and target) to promote a better understanding of the practical, policy and ethical problems for security intelligence collection emerging post Snowden. The framework is a first step in identifying common principles that could be used develop an ethically informed set of policy guidelines to help decision makers better navigate between citizen's two basic rights: security and privacy.  相似文献
