Much research has argued for the importance of state's administrative capacity for development. Disregard for the rule of law and failure to get corruption under control are seen as detrimental to economic and social development. The China paradox refers to the fact that in all commonly used measures of levels of corruption and the quality of government, China is a country that scores quite low. China also lacks the Weberian model of bureaucracy that is seen as central for development. It is argued that this paradox is the result of disregarding the existence of a different public administration model in China—the cadre organization. Instead of rule following, this organization is marked by high commitment to a specific policy doctrine. The argument is that while very different from Weberian bureaucracy, this organization is well suited for effectively implementing policies for economic and social development.  相似文献

This paper presents an empirical analysis of individuals in policy formulating and policy implementing roles. Data for the comparison are from interviews with a random sample of 119 New Zealand middle-level public administrators from 27 government departments.The individuals in the policy formulating roles were slightly younger; however, those in the formulating and implementing roles varied little from each other in terms of social background, educational attainment and career patterns. Few differences were evident in regard to job satisfaction, decisional authority, and hierarchical relations. Significant differences between policy formulators and policy implementors were discovered in terms of work load, career aspirations, and awareness of political influences in governmental policymaking.From the evidence of this study, the New Zealand administrative system does not allocate policy formulating roles to individuals different from those who implement policies. Differences between formulators and implementors in the New Zealand system appear to stem from the nature of the work of the two policy roles.  相似文献

Projects have become an important instrument of international assistance and of development administration because they seem to offer major advantages over other forms of planning and management. But projects have also come under increasing criticism in recent years. The benefits they offer to various interests involved in development ensure, however, that they are unlikely to be abandoned or to diminish in importance in the near future. Thus, ways must be found to make them more flexible and responsive methods of planning and managing social and human development activities. This can be done by planning, appraising and implementing projects as policy experiments, making their design and administration more learning-oriented, and using them as instruments of strategic planning and management.  相似文献

Abstract

The globalization of markets is calling national employment and social legislation increasingly into question, so that not only the international trade union organizations but also the Clinton Administration are calling for workers’ rights to be embodied in trade agreements. This paper deals with both the fundamental question of whether international labor standards serve a useful purpose and the more specific question of whether trade agreements are a suitable way of enforcing minimum standards. It will argue that international standards can plausibly be justified in terms of development theory. Core labor rights, furthermore, enjoy universal acceptance. A social clause can help in enforcing these rights. The procedures for negotiating social clauses and for implementing them as proposed by the international trade union movement do not lend themselves to protectionism.  相似文献

Governments globally have several responsibilities to its citizen, and one of these responsibilities is the improvement in the living standard and to stimulate social well‐being and sustainability in communities. A meta‐review of over a 100 article was conducted of both the qualitative and quantitative method related to the antecedents to business models, community economic development, and poverty alleviation. The Swedish system of social security has often been regarded as comprehensive and comprehensive and inclusive. During major reforms in the 1990s and 2000s, it has maintained its essential character as a popular and well-endowed provider of social security and stability. Employment-related benefits are generous in financial terms, but come with the need for recipients to remain actively engaged in the economic or educational field. However, Sweden’s geographical and demographic diversity made it necessary to increase the role of local authorities in implementing active labour market policies. This article tracks these developments since the mid-1990s, both with regard to changing the benefits system and with regard to changing local government involvement. It argues that backed by broad political support, the Swedish system has achieved the necessary modernization and adaptation to remain a viable alternative to more neo-liberal welfare retrenchment projects conducted in other European countries.  相似文献

经过30多年的努力,欧盟环境政策从产生到发展,不断拓展了环境保护的领域和视野。其广泛细致的环境立法、持续有效的环境行动计划和多元灵活的政策实施手段,是政策体系完善和政策实施效果的有力保证。本文简要介绍了欧盟环境政策的概念和发展历程,并试图从多方面分析欧盟环境政策得以成功实施的原因,着重介绍和分析了欧盟环境政策的多元化实施机制,以期为我国环境法的实施提供借鉴经验。  相似文献
