The extent to which municipal policy is determined by the preferences of residents is a topic of growing importance. Recent work on the subject has challenged conventional wisdom and found that municipal policy is often, but not always, responsive to the ideology of residents. This paper takes up an important potential implication of these findings, exploring how resident ideology may interact with issue severity in the adoption of municipal policy. Hypotheses suggest that resident preferences will have the greatest effect in the presence of high issue severity and that issue severity will have the largest impact when residents have ideological preferences in line with policy solutions. I test hypotheses using municipal water rates, with models showing that the effects of resident ideology and water scarcity interact with each other to influence water conservation policy.  相似文献

Local governments have emerged as important players in climate change governance, both at home and on the international stage. Likewise, action by states and provinces has been increasingly highlighted, particularly as national actors have moved slowly to reduce greenhouse gas emissions. But to what extent do local governments act independently from state and provincial governments in the area of climate change mitigation? Using an explicit process tracing approach, the article tests two hypotheses regarding the influence of upper level subnational governments on local policy. In Vancouver, British Columbia, Canada, a city that is a climate change leader, provincial government intervention cannot explain the results of climate change mitigation policy making. This suggests that local governments can exercise an important degree of autonomy over climate change policy, but also implies that where municipalities are less independently committed to climate action, active upper level government intervention will likely be needed.  相似文献

Policy narratives play an important role in the policy process. Often policy narratives originate from advocacy coalitions seeking increased support from the public for their policy stance. Although most Narrative Policy Framework studies have focused on national policy issues, this study examines a state and local economic development project by exploring the policy narratives from competing coalitions in favor and opposed to the project. Specifically, in the Portland–Vancouver area of Oregon and Washington, local policy discussions have been dominated by a proposal for a new mega bridge on Interstate‐5 connecting the two cities across the Columbia River. A new government agency (CRC—Columbia River Crossing) was formed for the implementation of this project. Upon approval of a proposal, CRC experienced heavy backlash from citizens, local businesses, community leaders, and other stakeholders leading to the formation of two competing coalitions in opposition and support of the bridge. This study, using content analysis of 370 public documents, finds that competing coalitions utilize policy narratives in strategic ways to characterize the opposing coalition, themselves, and other actors in the policy subsystem. This study also suggests that the strength and cohesion of a coalition's narrative contributes to its policy success and the winning/losing status of a coalition potentially determines the types of strategies they will use. Last, this study introduces and tests a new narrative strategy called the impotent shift testing a coalition's strategic use of the victim character.  相似文献

Self‐driving cars (also known as driverless cars, autonomous vehicles, and highly automated vehicles [HAVs]) will change the regulatory, political, and ethical frameworks surrounding motor vehicles. At the highest levels of automation, HAVs are operated by independent machine agents, making decisions without the direct intervention of humans. The current transportation system assumes human intervention though, including legal and moral responsibilities of human operators. Has the development of these artificial intelligence (AI) and autonomous system (AS) technologies outpaced the ethical and political conversations? This paper examines discussions of HAVs, driver responsibility, and technology failure to highlight the differences between how the policy‐making institutions in the United States (Congress and the Public Administration) and technology and transportation experts are or are not speaking about responsibility in the context of autonomous systems technologies. We report findings from a big data analysis of corpus‐level documents to find that enthusiasm for HAVs has outpaced other discussions of the technology.  相似文献

In response to calls from previous scholarship for further bottom‐up examination of local government roles in environmental policy, the authors revisit local air agencies to examine two separate phenomena occurring in environmental federalism: one from the top down (second‐order devolution) and one from the bottom up (local activism). Using survey data from local air agencies on devolved authorities to set air quality standards and to enforce federal and/or state standards, the authors identify three different types of local agencies: state administrative subunits (only enforcement authority), fully devolved agencies (authority to both set and enforce standards), and activist agencies (neither authority). Further findings indicate that state administrative subunits and fully devolved agencies are likely functions of second‐order devolution, while activist agencies are likely functions of local activism. Conclusions suggest that both top‐down and bottom‐up approaches to environmental federalism are shaping local government roles in environmental management.  相似文献

Studies show that women and girls consistently demonstrate higher levels of concern for the environment than men and boys. Separately, research also indicates that women officeholders pay particular attention to the issues prioritized by their female constituents. Interestingly, despite the consistency of the gender gap in attitudes to environmental issues the literature has paid scant attention to the role of women officeholders in the adoption of environmental policy. The goal of this paper was to start to address that lacuna. Using pooled cross‐sectional time series analyses of environmental standards in 18 Western parliamentary democracies (1990–2012), our initial findings indicate women officeholders are associated with the adoption of higher environmental standards.  相似文献

Our article explores the contribution of local initiatives to the creation of path dependencies for energy transition in Germany and Japan in the face of resistance from entrenched incumbents at the national level. We use a process‐tracing methodology based partly on interviews with local participants. In particular, we explore the role of local initiatives in securing “socio‐political space” for the expansion of renewable energy (RE) and in embedding themselves in “ecosystems” of public and private institutions. German energy activists were more successful than their Japanese counterparts in expanding this space and creating positive feedback in part because they were able to build horizontal networks that anchored the energy transition firmly in local communities. Although problems with grid technology have led to retrenchment in both cases, Japanese activists' reliance on vertical networks has limited their ability to weather a backlash from national government and utility actors. Our study demonstrates the interaction of political, economic/technological, and legitimation paths to energy transition and highlights the importance of the latter two.  相似文献

Across many social–ecological systems, policy makers and scholars increasingly call for science to inform policy. The science–policy interface becomes especially complex as collaborative approaches include multiple stakeholders working together across jurisdictions. Unfortunately little is known about how much and how science is used in collaborative governance for social–ecological systems. This exploratory study examines instrumental, conceptual, and symbolic use of science in a science‐rich collaborative planning case in the Puget Sound, USA. It also examines the influence of science, relative to other factors, in collaborative planning, and what factors affect it. Results from a survey and document analysis indicate the prevalence of conceptual use of science, with relatively little symbolic use. Some factors promoting conceptual and instrumental use discourage symbolic use. Overall, while science is seen as influential in this science‐rich context, its influence is balanced by local stakeholder preferences and contextual information.  相似文献

Governments play an active role in promoting corporate social responsibility and specifically environmental management system (EMS) programs, but few studies have examined the impact of such support on the decision of businesses to adopt EMS programs. We ask two questions in this paper: how does government support for EMS programs affect adoption of such programs? Second, what effect does this government support have on the pace of adoption of such programs? The answer to the first question can reveal how effective government programs are in boosting membership in EMS programs. The answer to the second reveals to what extent businesses within EU member states are converging upon particular EMS standards. We examine these questions in the context of the European Union’s Eco‐Management and Audit Scheme (EMAS), 2010–2014. There is significant variation in government support of EMAS across the EU and at the same time, EMAS competes for business attention with the more established ISO 14001. Our quantitative and qualitative analyses therefore reveal the effectiveness of government programs in boosting adoption, but also to the extent to which such programs cause convergence upon EMAS in the face of a competing standard such as ISO 14001.  相似文献

Innovation is the central element of climate change policy in many jurisdictions. Reduced to technology development and linked to market‐driven priorities, innovation accommodates the interests of large emitters in the energy sector and underpins a sustainable development discourse that denies ecological limits to economic growth. This study examines the use of innovation as a key component of climate change policy in the case of Alberta's Climate Change Emissions Management Corporation, utilizing a political economy approach to explain the drivers of government funding priorities. An analysis of this technology fund's investments over nine years, under two different governments, revealed that nearly half of the revenue has been used to subsidize R&D in the fossil fuels industry in the name of clean energy development, and that this priority has continued despite recent government commitments under the Paris CoP agreement. The carbon levy system that generates revenue for the fund has been unsuccessful in incentivizing facility reductions, pointing to the need for more stringent regulation. Innovation as a framework for transition to a post‐carbon economy is severely limited by its exclusion of the roles of social knowledge and citizen participation in envisaging and designing paths for change.  相似文献

The adoption of climate policies with visible, substantial costs for households is uncommon because of expected political backlash, but British Columbia's carbon tax and California's cap‐and‐trade program imposed such costs and still survived vigorous opposition. To explain these outcomes, this article tests hypotheses concerning policy design, framing, energy prices, and elections. It conducts universalizing and variation‐finding comparisons across three subcases in the two jurisdictions and uses primary sources to carry out process tracing involving mechanisms of public opinion and elite position‐taking. The article finds strong support for the timing of independent energy price changes, exogenous causes of election results, reducing the visibility of carbon pricing, and using public‐benefit justifications, as well as some support for making concessions to voters. By contrast, the effects of the use of revenue, industry exemptions/compensations, and making polluters pay are not uniform, because the effects of revenue use depend on how it is embedded in coalition building efforts and a middle path between exempting or compensating industry and burdening it appears to be more effective than pursuing just one or the other approach.  相似文献

This article investigates whether different political institutions such as executives, legislatures, parties, party systems, judiciaries, decentralization, constitutionalism, and referendums across 24 Western democracies are venues for debate across five individual morality policies. Using data since 1945, the article compares three theories of morality policy—(1) Policy Type leading to different institutional venues; (2) Two Worlds of religious/secular party systems; and (3) U.S./European exceptionalism. In order, the most frequently debated issues are abortion, same sex marriage, euthanasia, stem cells/assisted reproductive technology (ART), and capital punishment. There is considerable variation in the institutions and country groups that debate them although fewer differences in the Two Worlds model. Abortion, euthanasia, and same sex marriage are the most convergent issues across institutions, party systems, and country groupings while capital punishment and stem cells/ART show the most diverse patterns of deliberation. The general Policy Type model of morality policy is upheld, but varies institutionally by specific issues. The Two Worlds model is of some importance, but only on three issues. There also are regional differences between the United States, Europe, and non‐European democracies.  相似文献

Energy transitions are fiercely contested. The incumbents of the fossil‐ and nuclear‐based energy systems have much to lose from a transition to a sustainable and decentralized energy system. They therefore employ their material and political resources to reverse, halt, or slow down this transition. They also attempt to stop and reverse the decentralization of energy production. This article provides a framework that can be used to analyze the contestation that surrounds energy transitions. The analytical framework breaks apart the macro paths of energy transitions, and differentiates between three meso‐paths (political, economic‐technological, and legitimation), emphasizes the feedback processes between these paths, and acknowledges the crucial role that actors play in engendering these feedback processes. It uses Germany as a case study to illustrate the analytical model. It also provides hypotheses that will be tested in the subsequent contributions to this special issue.  相似文献

A frequent lament among researchers is that public policy makers should pay more attention to scientific and technical information (STI). If there is any single area where one might expect STI to be used in public policy making and agenda setting it is in science and technology policy. Many of the policy makers in science and technology policy are themselves scientists or researchers and presumably would prove especially receptive to STI. However, STI is only one of many types of information used in policy making and policy actors often differ in the extent to which they view STI as credible, particularly compared to other types of potentially policy‐relevant information. Research on credibility (the believability of information, information types, and media) has shown variance and policy makers’ “credibility maps.” Thus, some policy makers have preference for formal information generally and STI specifically, but others privilege raw data, personal experience, authority, history and anecdote, analogical reasoning, or conformance to ideology, to name just a few of the information choices. Here, we build on the current researchers’ previous bibliometrics‐based work and use data from 41 semi‐structured elite interviews with National Research Council (NRC) executives and staff and NRC committee members concerning the use of STI in reports issued by the NRC. Findings show that the use of STI in NRC reports varies according to the nature of the inquiry and the sponsor. Information used in the reports is based on not only the assessed credibility of information but also its perceived direct relevance and the availability of STI as compared to other types of information. In general, the amount of STI in the NRC reports tends to have modest effects on the likelihood that reports will be used in policy making or by the mass media. More important factors include the timing of the report with respect to political agendas, the party requesting the report, and the enacted roles of NRC staff members and committee chairs.  相似文献

Increasingly severe wildfires have focused attention on forested watershed vulnerabilities, causing significant changes to policies and governance. We utilized the Multiple Streams Approach (MSA) to understand institutional innovations of federal agency–large water provider partnerships in Colorado to protect watersheds through joint planning and funding. Ambiguous problem definition and focusing events were significant aspects of these partnerships. We interviewed individuals in the partnerships, with MSA ideas of how solutions to policy problems develop, and the role of policy entrepreneurs. We found that wildfires served as focusing events, creating space and time for learning, collaboration and new problem framing, increased political attention, and institutional innovation. In this study, windows of opportunity stayed open longer, policy entrepreneurs and agencies played larger roles in communication and coupling streams and the context of fast‐moving, unpredictable ecological crises changed responses to issues. Our findings also have implications for broader policy studies and environmental governance scholarship.  相似文献

In 2014, the U.S. Food and Drug Administration (FDA) proposed taking a more active role in the regulation of laboratory‐developed tests (LDTs). Meanwhile, the U.S. House of Representatives embarked upon the 21st Century Cures initiative to develop legislation to expedite the development of new biotechnology innovations. During that initiative and in the public comments responding to the draft guidance, there was significant disagreement as to whether the increased FDA regulation of LDTs was beneficial or detrimental to biotechnology. Both the FDA guidance document and the 21st Century Cures Act came about due to the opening of a window of opportunity created by the convergence of circumstances. The question is whether the windows of opportunity are competing and how to resolve this competition. This study will investigate these questions through a qualitative case study. It will also provide recommendations for resolving policy disputes involving wicked problems like biotechnology policy.  相似文献
