Proponents of the behavioral public administration movement call for greater use of theories from psychology and experimental research designs to improve the rigor of public administration research. We agree that the use of such theories and methods will provide much-needed reinforcements to public administration research, but the approach taken so far might be too narrow and might unnecessarily alienate scholars using other perspectives and research approaches. Reflecting on our own training and experiences, we suggest that adopting a more inclusive approach that employs insights and research tools not only from psychology but also from other disciplines will provide public administration scholars with a stronger footing in their efforts to generate actionable knowledge for public managers and policy makers. We also identify some key methodological issues that behavioral public administration scholars need to consider and address as the use of experiments becomes more common in public administration research. Finally, we encourage public administration scholars interested in behavioral research questions to do more to contribute to broader management and organizational behavior research.  相似文献

In recent electoral politics, one of the most striking internet-related developments is the increasingly widespread use of Voting Advice Applications (VAAs). In this introduction to the symposium devoted to analysing the design, purpose, and effects of voting advice applications, we briefly discuss the literature on these tools for voters, articulate the aims of the symposium, and summarise the six contributions. These papers represent the leading edge of an emerging subfield of electoral research, which has not only significant practical relevance but also research links with many other fields in political science.  相似文献

This article provides a comprehensive overview of how policy makers, practitioners, and scholars can fruitfully use behavioral science to tackle public administration, management, and policy issues. The article systematically reviews 109 articles in the public administration discipline that are inspired by the behavioral sciences to identify emerging research trajectories, significant gaps, and promising applied research directions. In an attempt to systematize and take stock of the nascent behavioral public administration scholarship, the authors trace it back to the seminal works of three Nobel Laureates—Herbert Simon, Daniel Kahneman, and Richard Thaler—and their work on bounded rationality, cognitive biases, and nudging, respectively. The cognitive biases investigated by the studies reviewed fall into the categories of accessibility, loss aversion, and overconfidence/optimism. Nudging and choice architecture are discussed as viable strategies for leveraging these cognitive traps in an attempt to alter behavior for the better, among both citizens and public servants.  相似文献

The last decade has seen remarkable growth in the field of behavioral public administration, both in practice and in academia. In both domains, applications of behavioral science to policy problems have moved forward at breakneck speed; researchers are increasingly pursuing randomized behavioral interventions in public administration contexts, editors of peer-reviewed academic journals are showing greater interest in publishing this work, and policy makers at all levels are creating new initiatives to bring behavioral science into the public sector. However, because the expansion of the field has been so rapid, there has been relatively little time to step back and reflect on the work that has been done and to assess where the field is going in the future. It is high time for such reflection: where is the field currently on track, and where might it need course correction?  相似文献

Specifically, it discusses research that describes new measures of bureaucratic ideology and agency performance. What lessons can we draw from a symposium on public administration in Asia? Does Australia share common problems with our Asian neighbours? Are Asian countries adopting similar patterns of public sector reform, or diverging in their responses to contemporary problems? In this commentary David Corbett reviews the contributions to this symposium and finds Asian nations grappling with local issues and problems. And yet he considers there are many continuities which run across cultural and historical differences. Asia provides a patchwork of different public sector cultures and experiences on which, he suggests, there is much to reflect.  相似文献

Other social science fields are increasingly conducting research using Amazon’s Mechanical Turk (MTurk)—an online crowdsourcing platform—but how might MTurk be useful to public administration and management research? This article provides an introduction of the platform and considers both the opportunities and limitations for using MTurk in public administration and management scholarship. We find that MTurk might be relevant for examining particular types of research questions. We identify five areas where MTurk data may complement and enhance public administration and management research: (1) exploratory analyses and survey construction; (2) measurement refinement of latent constructs; (3) experiments; (4) longitudinal research and data collection; and (5) collection of data from citizens. The article emphasizes how a key requisite conditions both the applicability of MTurk data and the validity of MTurk-based findings: the researcher must understand the boundaries and potential of the platform, since the issues related to representativeness, participation, and data quality are non-trivial.  相似文献

Nearly 70 years ago, Dahl noted the difficulty of constructing a science of public administration that was plagued by three interrelated problems: values, behavior, and culture. Underlying all three problems was the presumption that public administration could establish a set of universal principles independent of moral or political ends, individual human differences, or social influences. In discussing these three broad and easily accessible themes, Dahl did more than identify and critique the field's problems and presumptions. He also provided a road map to move the field forward and establish a science of public administration. Drawing on the framework provided by Dahl, this article argues that the field has made considerable progress in recognizing, if not addressing, each problem raised by Dahl. Even so, several current presumptions or omissions are also identified that, if challenged, can provide additional possibilities to advance the science of public administration.  相似文献

A public agency's capacity to implement policy and achieve valued public outcomes has been a long-running area of research in public administration. Many articles provide theory and empirics regarding the capacity to implement policy, but relatively few examine multiple types of agency capacity within the same analysis. This article develops a model based on the election administration literature in political science and public administration to examine the effects of managerial capacity, financial capacity, and technology on the election management outcome of the residual vote rate in North Carolina election jurisdictions. The results indicate that higher levels of management capacity and technology significantly reduce problems with voting as measured by the residual vote rate. Financial capacity shows a negative association with the residual vote rate but is not significant. The article concludes by discussing how studying election administration provides an important and uniquely good administrative context for developing administrative theory.  相似文献

It is puzzling that although human rights pervade nearly all actions that affect the public, so little attention is devoted to their administration. The absence of books, chapters or even courses describing human rights administration is a silent reproach to our profession. To suggest how such a study might proceed, this article considers three questions: (1) how rights like those outlined in the Universal Declaration of Human Rights are converted to policies; (2) how human experiences can suggest priorities in their administration; and (3) how to improve the performance of the ‘virtual bureaucracy’ that is carrying the related administrative responsibilities. Serious studies of human rights administration must deal with three critical problems: their complexity as they infuse other public policy issues; their universality as they interact at all levels of public and private society; and their ubiquity, which renders coherent bureaucratic structures and reforms difficult. Such studies are justified because large‐scale efforts to provide education in rights administration can make important contributions to the realization of human dignity. Public choice theory (PCT) has had a powerful influence on political science and, to a lesser extent, public administration. Based on the premise that public officials are rational maximizers of their own utility, PCT has a quite successful record of correctly predicting governmental decisions and policies. This success is puzzling in light of behavioral findings showing that officials do not necessarily seek to maximize their own utility. Drawing on recent advances in behavioral ethics, this article offers a new behavioral foundation for PCT's predictions by delineating the psychological processes that lead well‐intentioned people to violate moral and social norms. It reviews the relevant findings of behavioral ethics, analyzes their theoretical and policy implications for officials' decision making, and sets an agenda for future research.  相似文献

There is a striking lack of research on the utilisation of expert knowledge in public policy debates and party political mobilisation. Existing contributions in related fields of scholarship generate rather contradictory expectations. On the one hand, political communications literature points to the dumbing down of political debate, implying a limited role for expert knowledge. On the other hand, a number of prominent sociologists have noted the centrality of science in political debate on the politics of risk. This article suggests that the two theses are not necessarily incompatible. For knowledge to be reported in the media, it clearly needs to conform to criteria of novelty, drama and scandal, but scientific findings can and often do meet these criteria, especially in areas of risk, where there is enormous potential to scandalise government actions or omissions. The article illustrates these tendencies through an analysis of the use of expert knowledge in UK debates on migration from 2002 to 2004. It explores how research was used in parliamentary debates, speeches and newspaper coverage of three prominent episodes in the politics of migration. The examples demonstrate well how the mass media utilises research to expose political scandal. The analysis also suggests the ambivalence of political actors and especially incumbents in drawing on research. While governments are keen to utilise research to legitimise policies, they are also aware of the limitations of science in underpinning risky decisions. The article concludes with a discussion of how politics has responded to this dilemma.  相似文献

In comparison with the other social and behavioral sciences, there has been a general lack of anthropological input or interest in public policy.
This absence from the public policy arena has been the result of both historical developments and theoretical biases within the field. Nevertheless, there have been certain periods when significant numbers of anthropologists have worked in policy areas-the 1930s. World War Il-but even then their influence was not great. However, in recent years we have witnessed a rapidly growing emphasis on public policy in applied anthropology which promises to give the discipline the opportunity to become atruly holistic policy science.
In addition to the discussion of the factors which have impeded and, more recently, contributed to anthropological involvement with public policy, each of the symposium papers is briefly introduced.  相似文献

Public administration is an interdisciplinary field, building on a variety of disciplinary approaches and values. But how well does the field of public administration reflect those values and processes? In contrast to previous arguments regarding the degree to which the field does or should incorporate values and lessons from other academic disciplines, this study provides a systematic assessment of the field’s reliance on research and theory from the fields of law, management, and political science. An analysis of journal citations across these fields suggests that research in public administration is largely isolated from the three disciplines that are commonly believed to form its foundation.  相似文献

Better health depends on how well federal public health organizations perform both scientifically and organizationally. The performance challenges of public health science organizations are not carbon copies of those facing public service organizations. This article examines how one federal science agency in the public health field has instituted a performance orientation over a dozen years, offering a detailed illustration of how the in-principle advantages of the "managing for performance" approach can be realized in practice. In taking science more seriously as a basis for public policy, the new administration should not lose sight of lessons it can learn from its predecessors about managing science organizations for performance.  相似文献

Survey research is a common tool for assessing public opinions, perceptions, attitudes, and behaviors for analyses in many social science disciplines. Yet there is little knowledge regarding how specific elements of survey research methodology are applied in practice in public administration. This article examines five mainstream public administration journals over an eight‐year period regarding current methodological practice, organized around the total survey error framework. The findings show that survey research in the field of public administration features mainly small‐scale studies, heavy reliance on a single data collection mode, questionable sample selection procedures, and suspect sample frame quality. Survey data largely are analyzed without careful consideration of assumptions or potential sources of error. An informed evaluation of the quality of survey data is made more difficult by the fact that many journal articles do not detail data collection procedures. This study concludes with suggestions for improving the quality and reporting of survey research in the field.  相似文献

During the last two decades, governments have restructured their public services. Public administration has been largely replaced by public management, reflecting a more market oriented approach. In line with this pattern of change, the Australia public services at both state and Commonwealth levels, since the early 1980s, have undergone significant change. The aim of this symposium is to explore the dimensions, detail and impact of these developments, tracing the implications of public service reorganisation and operations for public sector industrial relations. The contributions therefore focus on government policies, management and industrial relations and implications for collective organisation and action. In recent studies of public management reform in France, Italy, and Spain inspired by historical institutionalism, the Napoleonic tradition is cast as a causal factor whose overwhelming strength explains how these countries' reforms proceed and finish. This symposium pursues the same research interest in the politics of public management reform and goal of understanding how reforms begin, proceed, and finish in these countries. However, the features of this research project include (1) a focus on instances of public management policymaking, (2) original research on public management reform episodes in each country, and (3) explanatory research arguments that place causation within events. Based on a comparison of explanatory research arguments developed in each case study, the symposium's conclusion extends earlier institutional processualist accounts of causal tendencies of public management policymaking and offers a critique of the historical institutionalist studies mentioned earlier.  相似文献
