Fiscal federalism predicts local governments will avoid social welfare expenditures, owing to capital mobility across local jurisdictions. Yet Census of Governments data consistently show that many local governments provide one or more social welfare functions, and moreover many jurisdictions provide these functions without federal or state intergovernmental support. This article finds evidence that, while local expenditures are largely driven by fiscal capacity and federal and state assistance, local decisions on providing social welfare functions and participating in intergovernmental revenues are primarily affected by degree of capital mobility and by local political factors. Consequently, local governments exercise much greater autonomy over social welfare policymaking than fiscal federalism suggests.  相似文献

Although social capital has made inroads into the public administration literature, little is known about the gender dimensions of social capital in the context of a disaster. This article examines what kind of benefits, if any, social capital offers for women who are affected by disasters. Studying this question is important because it would help public administrators overcome the unique vulnerabilities of women and strengthen their capabilities in preparing for, responding to, and recovering from disasters. This case study of the city of Gölcük, Turkey, suggests that social capital offers benefits for women affected by disasters because it is therapeutic in nature and helps women gain empowerment and avoid the stigma of public assistance. The article offers lessons on how public administrators could build social capital in disaster‐stricken communities by enabling face‐to‐face interaction, initiating leadership programs, and putting in place institutions and policies that are conducive to collective action.  相似文献

This article advances a resource endowment theory of human capital and performance in government organizations. Building on research on human capital and firm location in business economics and task complexity in public management, the authors argue that an agency's ability to implement policy is determined both by its scale and by the human capital of the population from which it draws its employees. The authors cast labor as a factor of production in public agencies and argue that access to higher‐quality labor improves government effectiveness. The effect of human capital on performance is especially pronounced when agencies are charged with the implementation of technically complex tasks. The empirical subject is U.S. municipal water utilities’ compliance with the Safe Drinking Water Act. Comparing records of compliance with more and less complex regulatory requirements provides evidence consistent with the general model. The findings carry important implications for public management and policy design.  相似文献

This article examines the impact of income inequality and welfare state context on the extent to which the rich and poor share similar attitudes towards redistribution. It asks whether and how differences in attitudes, particularly those between income groups, are shaped by inequality and redistributive efforts. Based on a multi‐level analysis of individual survey data across 47 countries at three points in time, the article shows that such an interaction of individual characteristics and the macro‐context indeed matters considerably. While material self‐interest, unsurprisingly, explains part of the individual differences, the analysis also shows, for the first time, that both high inequality and strongly redistributive policies divide public opinion along the lines of socioeconomic position. Put differently, while market inequality may be associated with less cohesive attitudes, a highly redistributive welfare state does not seem to foster agreement among the public, either. These findings have important policy implications for advanced welfare states, including a renewed emphasis on ‘predistribution’ (i.e., policies that influence the primary distribution of income) in order to avoid the scenario of intensified redistributive conflicts.  相似文献

ABSTRACT

This study explores the determinants of structural changes and continuities of public sector organizations in Korea using longitudinal data. Focusing on the political costs of termination, we examine external and internal factors that are closely linked to the political incentives to terminate quangos. This article primarily addresses the following question: What determines the termination of public sector organizations? The model suggests that survivability of public sector organizations largely depends on external factors such as political, institutional, and social changes. Specifically, quangos are more likely to be terminated during political turnovers and the period when presidential power is maximized. Termination seems easier for politicians when social demands are mature enough to blow away political burdens and cynicism. Although organizations with fewer resources are more vulnerable to external pressures and shocks, none of the quango-specific factors significantly affect the survivability of Korean quangos.  相似文献

This article examines the funding of two key components of state government total compensation: pensions and other postemployment benefits (OPEB), the latter consisting primarily of retiree health care. A brief overview of the economic, political, and legal environments of state pensions and OPEB is followed by an analysis of the unfunded liabilities for these respective benefits. Regression results suggest the importance of state management capacity, per capita income, and public employee density in understanding differences in the states' pension and OPEB funding performance. Additionally, employers' level of pension contributions, legislative professionalism, and fiscal constraint are significantly related to pension funding, while political ideology and levels of state pension funding are significantly related to OPEB funding. The article concludes by discussing the tensions that states face in attempting to balance the fiscal imperative of funding retiree benefits liabilities with the human capital challenge of attracting and retaining a professional workforce. Existing studies examining social capital and housing instability have overlooked structural factors such as discrimination, providing an incomplete explanation of the relationship between social capital and housing instability. This study addresses this limitation by exploring how discrimination and social capital are related to housing instability. This study is a secondary analysis of data collected during the Atlanta Neighborhood Pilot study. The sample consists of mostly African American adults who resided in the Atlanta metropolitan area in 2013 (n = 691). After controlling for sociodemographic characteristics, residential mobility, and public assistance, stepwise logistic regression identified social capital and discrimination as significant predictors of housing instability. Lower social capital and higher everyday discrimination scores were associated with increased odds for housing instability. Individuals 35 or older, those with annual incomes between $25,000 and $50,000, and those who reported receiving public assistance during their lifetime also had increased odds for housing instability. Findings identify characteristics of individuals vulnerable to housing instability and suggest that social capital development as a housing intervention warrants further exploration. These findings can be utilized by policymakers and practitioners to better target funding and to create efficient systems better equipped to deploy early homelessness prevention interventions.  相似文献

Abstract

Does UN human rights technical assistance weaken or strengthen authoritarian dictatorship in Egypt? Drawing on interviews with UN, donor and domestic human rights non-governmental organization representatives conducted in Egypt in 2007 and 2010, this article focuses on the United Nations Development Programme (UNDP)/Egypt's BENAA Human Rights Capacity Building Project. The UNDP partnered with the Egyptian government to train public officials in human rights protections and to facilitate elite socialization, a strategy recommended by social constructivism. Critics, however, assert that such technical assistance strengthens rather than weakens authoritarianism. This article explores conflicts between UN and state goals in implementing technical assistance projects, as well as competing assumptions about norm diffusion and internalization held by supporters and critics of the programme.  相似文献

Collaborations between nonprofit and public sector organizations have become an increasingly important phenomenon in state and local public service delivery since the publication of the Winter Commission report in 1993 . This article focuses on one of the less studied types of public–nonprofit collaborations, those in which philanthropic support from nonprofit organizations supplements the resources and activities of public agencies. Drawing on the case of “nonprofit‐as‐supplement collaborations” that support park services in New York City, this article documents the benefits and drawbacks associated with such collaborations. While they can provide increased resources and encourage management innovations, they also can lead to inequities in the availability and quality of services, the preponderance of particularistic goals over the broader public interest, and the politicization of previously bureaucratic decision making. The authors offer two strategies for public managers to realize more effectively the benefits yet mitigate the shortcomings of these collaborations.  相似文献

This article provides a comprehensive overview of how policy makers, practitioners, and scholars can fruitfully use behavioral science to tackle public administration, management, and policy issues. The article systematically reviews 109 articles in the public administration discipline that are inspired by the behavioral sciences to identify emerging research trajectories, significant gaps, and promising applied research directions. In an attempt to systematize and take stock of the nascent behavioral public administration scholarship, the authors trace it back to the seminal works of three Nobel Laureates—Herbert Simon, Daniel Kahneman, and Richard Thaler—and their work on bounded rationality, cognitive biases, and nudging, respectively. The cognitive biases investigated by the studies reviewed fall into the categories of accessibility, loss aversion, and overconfidence/optimism. Nudging and choice architecture are discussed as viable strategies for leveraging these cognitive traps in an attempt to alter behavior for the better, among both citizens and public servants.  相似文献

Although research‐extensive universities in the United States produce similar outcomes—research, teaching, and service—they vary substantially in terms of the publicness of their environments. In this article, the authors adopt a public values framework to examine how regulative, normative/associative, and cultural cognitive components affect realized public outcomes by faculty. Using survey data from a random sample of faculty scientists in six fields of science and engineering at Carnegie Research I universities, findings show that organizational and individual public values components are associated predictably with different realized individual public outcomes. For example, individual support from federal resources and affiliation with a federal lab (associative) are related to increased research outcomes, while tuition and fee levels (regulative) explain teaching outcomes, and perceived level of influence in the workplace (cultural cognitive) explains teaching and service outcomes.  相似文献

The emergence of behavioral public administration has led to increasing calls for public managers and policy makers to consider predictable cognitive biases when regulating individual behaviors or market transactions. Recognizing that cognitive biases can also affect the regulators themselves, this article attempts to understand how the institutional environment in which regulators operate interacts with their cognitive biases. In other words, to what extent does the “choice architecture” that regulators face reinforce or counteract predictable cognitive biases? Just as knowledge of behavioral insights can help regulators design a choice architecture that frames individual decisions to encourage welfare-enhancing choices, it may help governments understand and design institutions to counter cognitive biases in regulators that contribute to deviations from public interest policies. From these observations, the article offers some modest suggestions for improving the regulatory choice architecture.  相似文献

The constitutionality of public school finance systems has been challenged in 43 states in the 25 years since the landmark Serrano decision. Using data on revenues from more than 16,000 school districts over the 1972-1992 period, this article assesses the impact of court-mandated reform on the role of the states in school finance. We find that resources from the state increased while revenues from local districts were roughly unchanged after successful litigation. States also followed a more aggressive redistribution policy in the aftermath of court-mandated reform; after successful litigation, state aid to the poorest districts increased and aid to the wealthiest districts remained unchanged. Finally, we find that reforms that were initiated by the states without judicial prodding were typically ineffective.  相似文献

This article deploys Q methodology in an exploration of the public service orientation in the context of American postsecondary leadership. Thirty‐seven senior college administrators were asked to rank a series of statements regarding the administrative values, motives, and attitudes that underlie their own subjective views on administrative conduct. Analysis proceeded in two stages: (1) factor analysis of the administrative perspectives offered by participants and (2) qualitative comparison of these perspectives to extant scholarly portrayals of the public service orientation. Results indicate the existence of two dominant perspectives among participants. Factor 1, Societal Trusteeship, is fundamentally oriented toward the needs of external society and expresses a willingness to leverage institutional resources to improve the human condition. Factor 2, Organizational Stewardship, by contrast, is an internally oriented perspective that emphasizes institutional performance. Importantly, the factors are not dichotomous and suggest considerable cognitive complexity in the professional orientations of college executives.  相似文献

This article compares three different forms of volunteering: formal volunteering which is typically carried out in formalized organizations; informal practical help which is most often provided in a face-to-face context and requires the giving of time; and economic assistance which requires neither the co-presence of actors nor the giving of time. The different nature and structuring of these formal and informal ways of contributing to society suggest that they require different resources. Grounded in sociological theory we argue that three sets of factors are particularly relevant for explaining volunteering: personal or ‘human capital’ factors, social network resources, and civic values. We test in a multivariate analysis how various indicators of these personal and social resources relate to the different forms of volunteering. The study relies on a comprehensive survey of the Danish adult population. The findings, therefore, are interpreted in the light of this particular institutional environment which forms the backdrop for individual choices about volunteering. We find that the different forms of formal and informal volunteering seem to form a continuum of civic engagement going from the most public to the most private. Furthermore, compared to informal ways of volunteering, formal volunteering seems to be more contingent upon access to and supply of different forms of personal and social resources.  相似文献

This article seeks to understand the role of being a senior manager in Indigenous community governance, particularly though not exclusively in remote Aboriginal communities. It argues against the tendency of would‐be reformers of Indigenous community governance to focus on the competence and ethical qualities of those who occupy these roles and asks instead how can isolated managerialism in Indigenous community governance be overcome? The article begins with an overview of Ralph Folds' analysis of relations between Pintupi settlements and the larger Australian polity. While taking much from Folds' analysis, the article argues that ultimately he relies too heavily on the idea of antithetical worldviews across the settlement interface, on a problematic distinction between the official and private uses of publicly allocated resources and on too idealist a view of the Australian state. The article argues that the state's allocation of public resources inevitably involves a flow of private benefits and that public purposes and private benefits are not different phenomena, but rather different perspectives on state action. In contrast to Folds' idealism about the state, the article outlines a more thoroughly realist or materialist analysis of being a good senior manager in Indigenous community governance. In its concluding section, the article makes some suggestions for overcoming isolated managerialism in Indigenous community governance oganisations.  相似文献

The growing phenomenon of government-supporting charities prompts the question of whether these institutions help or hinder public values of equity in service access. Logit and tobit regression analysis using multiple data sources from the California and Florida state parks systems compares public parks with and without supporting “friends” groups. The results suggest that while parks philanthropy has produced real benefits in rallying citizen support for improved public spaces, it also introduces some distributional consequences that policy makers should not ignore. Namely, a philanthropic failure hypothesis is supported whereby wealthier Florida counties with greater income inequality are more likely to benefit from a charity supporting a nearby state park. Finding no similar result in California, the authors conclude that the association between community wealth and park charity presence may also depend on state characteristics such as the funding structure of each state park system, not just community wealth differences.  相似文献

Recent literature in public administration emphasizes enhanced collaboration between elected and administrative officials. The complementarity view is presented as an alternative to the traditional politics–administration dichotomy. At the center of this new perspective lies the concept of shared roles between elected officials and public administrators with respect to policy making and administration. This article expands the emerging literature on role sharing by proposing and testing new variables to understand what enhances the policy‐making role of city managers and the administrative role of elected officials. Employing data collected from a nationwide survey of city managers and utilizing structural equation modeling methodology, this research finds that the council’s expectations and the city manager’s role conception significantly influence the city manager’s involvement in policy making, while the context of policy making, the city manager’s support, and the council’s access to resources affect elected officials’ involvement in administration. This article aims to make a cumulative contribution to the literature on role sharing.  相似文献

Among the numerous studies of the development of welfare states, less attention has been paid to the smaller European democracies. In an attempt to address this problem, this article investigates the development of public assistance programmes in the Netherlands. The historical record shows that the development of the Dutch public assistance programme has been more contentious than the development of similar programmes in other countries. An explanation for political controversy surrounding Dutch public assistance focuses on the manifestation of corporatism in a policy area that involved private charity organisations, rather than labour and capital interests. The incorporation of private charities permitted them to slow state encroachment on their activities. Implications of the case for the study of corporatism in other countries are discussed.  相似文献

This article explores how local economic structure directly and indirectly affects community philanthropy. Drawing on campaign data for local United Way (UW) affiliates at three points in time (1990, 2000, and 2010), the article tests the degree to which the relationship between economic structure and community philanthropy is mediated through local stocks of human resources and social capital. The results suggest that retail employment and industrial concentration negatively affect local UW campaigns, while nonlocal ownership positively affects UW campaign size. These measures of economic structure also indirectly influence local UW fund‐raising activities by affecting the levels of human resources and social capital. In the midst of global efforts to increase community‐based philanthropy, these findings have important policy implications for efforts to promote community solutions to social issues in changing economies.  相似文献
