Over the past decade, Britain and Germany have both made fundamental changes to their financial regulatory regimes with the creation of single powerful regulators. In both cases, this meant either ending or severely limiting the regulatory role of central banks. This article argues that the creation of these new regulatory actors cannot be understood without reference to the preferences of domestic political actors responding to the increased political salience of financial regulation as a policy issue. The result was distinct partisan differences about institutional design and responsibilities with centre-left parties seeking regulatory actors clearly accountable to government and parliament. Such an account of institutional change is in contrast to previous accounts of the evolution of financial regulation that are largely exogenous to domestic politics.  相似文献

The article investigates the processes driving the ongoing Danish reform of the structure of the public sector with the purpose of understanding the factors rendering the reform possible at this particular juncture in time. For this reason, the article applies a theoretical framework consisting of John Kingdon's 'Multiple Streams' perspective combined with the Institutional Rational Choice approach developed by Fritz Scharpf, among others. As a heuristic tool for the analysis, the policy process is divided into the three phases of initiation, estimation and decision making. The analysis points to a rather complex process influenced by institutional and situational factors, including those of coincidence and external events. The process can be understood as a series of interrelated games in which bounded rational actors pursue their interests. In conclusion, the article finds that the speed and tight steering of the process left relatively little room for a broader public and political debate. The process leading to what has become the largest public sector reform in Denmark was in actuality determined by relatively few actors involved in decisive moments.  相似文献

This article assumes that bureaucrats, like other actors, follow their interests. However, it is also recognized that bureaucrats in political environments face a multilevel game situation with unstable property rights, where priorities between institutional position and more pecuniary goods, e.g. budget maximization, especially in reform situations have to be made. Thus, bureaucrats realize that in order to obtain the latter, the precondition is a secured institutional position and that this position has to be obtained through a bargaining process involving transaction costs, externally due to negotiations with the political principals, and internally through union organization. Empirically, the phenomenon it examined in the case of the Danish day care system which went through a reform period during the late eighties and early nineties. It suggests that although demand for day care rose significantly during this period, day care workers (and their unions) worked for – and succeeded in – securing their institutional position.  相似文献

Abstract. Competition policy has become a salient issue in the last decade. The purpose of this article is to widen discussion amongst political scientists of an issue that has been dominated by the disciplines of economics and law. The concept of a competition policy is the foundation stone of the entire European Union. It lies at the very heart of efforts to establish a common market and within the EU competition policy arena the decision making powers have laid firmly with the supranational institutions. This article provides an overview of the issue; it traces the constitutive foundations of policy and discusses the functions of the core EU competition policy actors. It is primarily concerned with the European Commission, in particular, DGIV. The paper accounts for DGIV's metamorphosis in the 1980s and the myriad of problems now confronting its procedures and efficiency in the 1990s. Whether these defects can be resolved will ultimately determine the fate of DGIV. Arguments for institutional reform are raging through the European institutions and DGIV provides no exception. The paper concludes with a discussion on the plausibility of the creation of an independent European Competition Office, modelled on the role of the German Federal Cartel Office.  相似文献

This research examines the extent to which political similarities—that is, homophily between political actors at the local level—affect patterns of interorganizational collaboration in an emergency response situation. While the field of emergency management has focused on implementation‐oriented arrangements among key stakeholders, few studies have systemically investigated the creation and development of interorganizational collaborations led by political actors, especially following catastrophic events. The analysis reveals that a dyadic tie with political homophily boosts local responders’ ties with other agencies during emergencies. Findings indicate that political solidarity, formulated by chief elected officials of municipalities and council members, can broaden the scope of interorganizational collaboration by mitigating institutional collective action problems at the local level. This research presents a critical recommendation for emergency managers that interlocal collaboration for timely response to a disaster is attributable to political similarities that facilitate frequent interlocal interactions through formal and/or informal agreements.  相似文献

In a review of five recent works on Scandinavian politics and public policy, it is shown that the basis for talking about a Scandinavian model is unfounded. Politics and policies diverge from country to country and within each country from sector to sector as a result of institutional variation. This variation is embedded in institutional history which accounts for strong national path dependency in public policies. However, the institutional set-up at a given point in time also provides political actors with incentives for change. Two of the works reviewed take up this lead as they argue for institutional reform, in one case to protect the welfare state against political erosion, in the other case to facilitate renewed economic growth and improved living standards. The review concludes by arguing for the positive prospects for systematic comparative analysis of Scandinavian politics, providing a mixture of institutional and political similarities combined with theoretically relevant variation.  相似文献

Research on gender equality policy has generally focused on actors and institutions at the national and international levels. This article considers the role of local‐level actors and institutions in explaining different policy responses to violence against women and girls (VAWG). The literature on gender policy trajectories identifies the particular importance of executive actors in influencing “status policies” like VAWG. Quantitative data are analyzed to show how local Police and Crime Commissioners in England and Wales have responded to demands for policy action. The focus is on the interaction between the 41 elected commissioners and the new institutional arrangements for police governance introduced in 2012. The article shows that variation in policy outcomes is related (a) to the gender of executive actors and (b) to the way in which actors interpret elements of the institutional framework, regardless of their own gender.  相似文献

This article first outlines the differences in outcome of pension reform in Germany and Austria. The 2001 German pension reform cut benefits very little, but it started a system changing transformation process by strengthening the second (occupational pensions) and third pillar (private pensions). The 2003 Austrian pension reform, pushed through against major opposition from the labour unions, contains very few elements of policy innovation, but benefits have been cut back much more significantly than in the German case. The paper explains the difference in outcomes (system change in Germany, retrenchment in Austria) by looking at the structure of political institutions. The federal government in Austria is much less constrained by formal veto players than the German government, which had to engage in extensive coalition-building to get the pension bill through the second chamber of parliament. Therefore the influence of informal veto players (mainly unions) was much higher in Germany. The impact on the reform outcome was the positive discrimination of occupational pensions and less severe cuts in the benefit levels. The concluding thesis is that for successful and long-term sustainable welfare state reform, a small number of formal veto players is a valuable resource. A large number of formal veto players is an obstacle to retrenchment reforms, although it might encourage policy innovation, because political actors will look for other policy venues to increase their leverage.  相似文献

Attempts in recent years to reform the Spanish Senate have proven futile. Using an institutionalist approach, this article highlights some of the weaknesses of the Spanish Senate in terms of its constitutional design and institutional development. The article explains how attempts at reforming political institutions are influenced by the historical context in which the institution was originally designed and the political context in which it has subsequently developed. The debate over Senate reform is analysed by examining the Senate's institutional setting and its relationships to broader political settings such as the legacy of the transition to democracy, political party discourse, and a competitive culture in Spain's system of intergovernmental relations.  相似文献

Despite political scientists' growing appreciation of the ways in which institutions influence political processes, the “new institutionalism” has so far had a limited impact on the comparative study of welfare state development. This article discusses some broad issues concerning institutions and public policy by exploring the implications of one set of institutions — those associated with federalism — for the politics of social policy. Federal institutions encourage three distinctive dynamics: they influence the policy preferences, strategies, and influence of social actors; they create important new institutional actors (the constituent units of the federation); and they generate predictable policymaking dilemmas associated with shared decision-making. Comparisons between social policy development in Canada and the United States are used to demonstrate that while federalism clearly matters, how it matters will depend on the characteristics of a particular federal system and the ways in which federal institutions interact with other important variables.  相似文献

This article analyzes how the EU's vocational education and training (VET) policy is reflected in domestic reforms in Germany and Austria. It perceives Europeanization as a heuristic concept to disentangle a twofold process of institutional change: The first process, the "Europeanized" arena of change, concerns change initiated by the reactions of domestic actors to EU initiatives; the second process of change—the "domestic" arena of change—concerns the ongoing incremental endogenous change in domestic institutions beneath and independent from the Europeanized arena of institutional change. This procedure allows us to differentiate between two modes of Europeanization: In Germany, Europeanization occurs as reform policies and politics; in Austria, Europeanization occurs more as institutional change by default, hence without strategically enacted reform initiatives shaped by the EU and as domestic institutional change that occurs anyway. The article combines the case-oriented method of difference with process tracing.  相似文献

This article addresses the development of new performance management systems related to public sector reforms. One such system is Management by Objectives and Results (MBOR), based on an official OECD model. Such a system tries to establish unambiguous goals, objectivity, and incentive elements into often traditionally trust-based systems embedded in a complex political-administrative context. To analyze such performance management systems and how they work in practice, we focus on a recent reform of the hospital structure in Norway. Using a broad institutional perspective, we argue that the MBOR-system in Norway is a mixed and complex system encompassing different kinds of logic. These include instrumental elements from the new performance management systems combined with ad hoc preventive efforts by the political leadership, the influence of cultural constraints, elements of rather inappropriate self-interested action, and pressure from the environment. The study reveals that the hospital reform in Norway in practice can be seen as an integrated model, combining informal trust-based approaches and formal performance management measures. It also shows that negative side effects and dysfunctions might occur.  相似文献

As stated elsewhere in this issue, we cannot claim to explain an institution's origin just by the functions it serves. In part thismay be because of the cognitive limitations of those actors who are instrumental in institutional formation and institutional change. But even more clearly, it is the case that rational instrumental choice does not imply functional institutions. Just as rational choice in a prisoner's dilemma may result in inefficient policies, rational choice by actors with conflicting preferencesfor institutions may result in institutions that are suboptimal. Examples of rational choice explanations of dysfunctional institutions are provided in the area of bureaucracy, regulation, healthcare, and budgeting. I argue that the paradoxes and impossibility results of rational choice theory offer the best insights currently available into the persistent inefficiencies of the world ofpolitics.  相似文献

There have been growing calls for reform of the United Nations Framework Convention on Climate Change (UNFCCC). How have governments met the demand for action on climate change despite the lagging pace of UNFCCC reform? New qualitative data demonstrate that the institutional, sectoral, and technical characteristics of multilateral institutions have guided government choices in managing climate change issues. Institutional resources and sectoral participation in multilateral institutions have enabled governments to handle climate change issues outside the UNFCCC, reducing the need to invest in its reform as demand for action has grown. These specialized institutions are able to mitigate political disputes and facilitate greater efficacy in handling specific issues such as financing and emissions mitigation. They have mandates that overlap with the cross‐cutting nature of climate change, requiring no new mandates, which mitigates political disputes in managing specific climate issues.  相似文献

This article investigates the implications of political and economic internationalization on patterns of governance from a statecentric perspective. The actual patterns of governance in internationalized environments can be related to the respective governance capacity of public and private actors, which hinges in turn on the strategic constellation underlying the provision of a public good. The specific strategic constellation varies in three dimensions: the congruence between the scope of the underlying problem and the organizational structures of the related actors, the type of problem, and the institutional context, all of which involve a number of factors. With this concept in mind, we identify four ideal-typed patterns of governance, enabled by different configurations of public and private capacities to formally or factually influence in various ways the social, economic, and political processes by which certain goods are provided.  相似文献

Security sector reform (SSR), targeting security forces and their management and oversight institutions, has become a major feature of international peace- and statebuilding activities. The article draws on policy transfer research to assess substantive and procedural changes in how international actors intervene in the security governance of fragile or post-conflict states. By comparing transfer processes in Liberia, Timor-Leste and the Palestinian Territories, the article shows that despite variations across political, economic and strategic factors in each domestic context, external SSR interventions showed distinct similarities. SSR interventions expanded their substantive scope over time; less directly coercive mechanisms of persuasion and socialization increasingly replaced the direct imposition of external models of security governance; and the influence of domestic elite actors on transfer processes increased over the duration of interventions.  相似文献

This article explores the role of the jurisprudential discourse and the federal labor court on the transformation of collective bargaining in Germany. The gap between rules and behavior contains a source of institutional change. Political actors have to construe the meaning of an institution which means that it can be exposed to incremental change. In this process, the importance of lawyers as institutional entrepreneurs is crucial as they offer interpretations of the meaning and the scope of institutions and thereby shape political action.  相似文献
