The 2014 elections were widely viewed as a referendum on the presidency of Barack Obama. Republicans ran against the incumbent president, and many view the Republican Party's victories in 2014 as a mass rejection of President Obama's policies. We argue that this account of the 2014 elections is incomplete. We advance the theory of racial spillover—that associating an attitude object with President Obama causes public opinion to polarize on the basis of racial attitudes—to explain both vote choice and referendum voting in the 2014 elections. In an analysis of the CCES and an original survey, we show that congressional vote choice was strongly racialized in 2014. We go on to show that perceptions of the election as a referendum on President Obama were also racialized, and that these perceptions mediated the link between racial animus and 2014 congressional vote choice. This represents the first study to show that racialized congressional evaluations continued into 2014 and we provide direct evidence that attitudes about President Obama mediated the effect of racial animus on congressional vote choice. We conclude by discussing the implications for referendum voting, racial spillover, and the 2014 midterm elections.  相似文献

Abstract

Despite the rich and growing body of research addressing how turnout and party choice depend on the institutional context, far less is known about the impact of the political environment on voters’ propensity to vote for candidates – not parties. Recent single-country studies have focused almost exclusively on individual-level resource- and identity-based differences in preference voting. Combining data from the Comparative Study of Electoral Systems (CSES) and Participation and Representation in Modern Democracies (PARTIREP) election studies in six countries, this article provides the first comprehensive, cross-national test of the impact of macro-contextual factors on a voter’s decision to indicate a candidate preference, instead of simply casting a party list vote. It demonstrates that both the failure of preference votes to affect the allocation of seats and choice overload dissuade voters from marking a candidate name on the ballot. These contextual factors affect informed and uninformed voters differently, moreover. The findings have important implications for electoral scholars and political practitioners when designing electoral systems.  相似文献

The Brexit referendum confronted British voters with a choice that could have profound consequences for the British economy in a context of high uncertainty. Drawing on important lessons from prospect theory, I argue that citizens who were in the domain of economic losses were more likely to take a risk and vote in favor of Brexit. On the contrary, I hold that citizens who were in the domain of economic gains tended to be more risk averse and were more likely to support ‘Remain’ in the referendum. Using data from several waves of the British Election Study 2014–2019 Internet Panel, I find strong support for these theoretical expectations. British voters who lived in declining areas were significantly more likely to think that leaving the EU would lead to improvements in the national economy. These prospective economic evaluations (captured about a month prior to the referendum) in turn are related to the ‘Leave’ vote in the Brexit referendum.  相似文献

Does context—racial, economic, fiscal, and political—affect whites’ votes on racially-related ballot propositions? We examine non-Hispanic whites’ voting behavior on three California ballot initiatives: Propositions 187, 209, and 227. Unlike previous analyses that lacked individual-level data and were therefore limited to ecological inference, we combine individual-level data from exit polls with county-level contextual variables in a hierarchical linear model. Racial/ethnic context affected whites’ votes only on Proposition 187, economic context had no influence on vote choice, and the effect of fiscal context was limited to Proposition 227. However, across the propositions, whites’ decisions were shaped by their political context. Thus, we do not find support for the “racial threat” hypothesis across all racially-charged issues.  相似文献

Whether from a sincere belief in the ability of the body politic to arrive at optimal decisions, or in an instrumental attempt to generate legitimacy for policy choices, a large number of jurisdictions use the referendum to settle political questions. This practice relies on assumptions about voter interest and competence that merit empirical testing. We conduct a series of survey experiments that leverage variation in wording from a set of arcane ballot provisions from elections in Texas. We find that (1) voters are largely confused about the meaning of such ballot provisions; (2) efforts to improve the wording of such provisions and educate voters has minimal impact on their comprehension; (3) voters are easily persuaded to change their vote when given the chance; and (4) voters rely heavily on default answers (especially “yes”) in casting their votes. On the whole, the evidence suggests that narrow referendum questions that lack clear ideological or informational cues overwhelm the limits of citizen competence, and are thus likely to result in unstable and unreliable decisions.  相似文献

A wealth of comparative scholarship indicates that a transformation in the value priorities of Western publics has been occurring during the last quarter century, and that value-based cleavages are increasingly coming to structure Western political behavior. The United States, however, has been conspicuous by its relative absence from this research enterprise. This paper attempts to partially fill this void in the literature by examining the impact of materialist-postmaterialist value priorities on American political behavior. Using data from the 1972 through 1992 American National Election Studies, we first compare the impact of the value-based cleavage on partisanship and presidential vote choice to that of other relevant sociodemographic variables. These analyses show that the effect of postmaterialism on American political behavior is not negligible. When the parties take distinct stances on postmaterial concerns, value type exerts a noticeable, though not overwhelming, influence on partisanship and vote choice. Further analyses show that the effect of value priorities on electoral behavior is mainly indirect, as they significantly shape attitudes on defense and racial issues, which in turn influence vote choice. Surprisingly, however, value type is not related to attitudes on cultural issues such as abortion and homosexual rights. Thus, although postmaterialism does have some relevance for American political attitudes and behavior, it does not seem to be pertinent to the cultural conflicts that are increasingly salient to American political life.  相似文献

Abstract.  This study investigates how the information environment in the Danish 2000 euro referendum campaign served to crystallize opinion on the issue within the context of a number of other hypothesized influences on the vote, based on previous studies of referendum voting. Our data include a nationally representative two-wave panel survey and a content analysis of news coverage during the referendum campaign. We develop a weighted measure of exposure to news on public and private television channels, that takes into account the volume and tone of the coverage towards the YES and NO campaigns, and using this we find that exposure to public television news significantly influences vote choice when controlling for other predictors. We also find varied levels of support for hypotheses concerning the influence of other key variables such as ideology, economic evaluations, government approval and issue-specific contextual variables. The findings emphasize the importance of considering the information environment during referendum campaigns.  相似文献

In this study, we investigate who would vote ‘none of the above’ (NOTA) if this were available on the ballot paper using original data from eight European countries. In particular, we examine whether NOTA would be used by abstainers and voters to protest within the electoral process. We also test whether socioeconomic factors and specific and diffuse support for democracy and its institutions correlate with a NOTA vote. We find that having NOTA on the ballot would reduce invalid balloting more than abstention and much more than protest party voting. Our results also suggest that NOTA is related to socioeconomic status, political interest, political knowledge and distrust in political institutions and authorities, but not to broadly undemocratic attitudes. These findings have important implications for our understanding of the increasingly large amounts of abstention and invalid voting, as well as the growing distrust of political institutions, in democratic countries. They also hold lessons for electoral reformers.  相似文献

Analyses of voting in European Union referendums typically distinguish between ‘second‐order’ effects and the impact of substantive ‘issues’. In order to explain change in referendum outcome, two types of substantive issues are distinguished in this article. Focusing on Irish voting in the Lisbon Treaty referendums and using data from post‐referendum surveys, it is found that perceptions of treaty implications outperform underlying attitudes to EU integration in predicting vote choice at both referendums, and perceptions of treaty implications are strong predictors of vote change between the referendums. The findings have broadly positive implications for normative assessments of the usefulness of direct democracy as a tool for legitimising regional integration advance.  相似文献

Under what conditions do citizens favor deciding political issues by popular vote? Models of support for popular vote processes usually consider the influence of individual attitudes such as political trust and interest in politics. But much less is known about the effect of institutional variables on support for popular vote processes. This article builds on research showing that disaffection with elected officials shapes support for referendums by considering the influence of the party system. First, an analysis of multilevel data from twenty-four European democracies indicates that individuals are more supportive of referendums in countries with fewer effective political parties. Second, a mediation analysis provides evidence that the number of parties influences referendum support through individual-level political trust and external efficacy. Where there are fewer viable parties, feelings that elected officials are unresponsive tend to increase popular support for referendums. These findings suggest a trade-off between available representation by political parties and support for direct influence over public policy.  相似文献

We examine group mobilization in direct democracy elections by assessing the conditions under which interests will actively support or oppose ballot measures. Motivating our analysis is that the decision to mobilize is driven by the costs and benefits of group participation, a calculus shaped by issue characteristics, state political institutions, and the electoral context. Using data from initiative and referendum measures appearing on statewide ballots from 2003 to 2008, we find that ballot measures involving social and tax issues are likely to produce competition among groups and increase the overall number of groups involved. In addition, we find that group competition and levels of mobilization increased in response to how difficult it would be for the legislature to undo the change brought about from passage of a ballot measure. Lastly, group competition and levels of mobilization increased for ballot measures appearing in nonpresidential election years and for ballot measures featuring a close election. Taken together, our results suggest that groups engage strategically in direct democracy elections to pursue a mix of policy and political goals.  相似文献

This survey examines the background to and the campaign preceding Malta's EU accession referendum. The result of the referendum, which was held on 8 March 2003, and which was the first of the EU accession referendums of 2003, was a 53.65% vote in support of membership, on a turnout of close to 91%. Explaining both the relatively low support for EU accession and the high turnout on referendum day involves weighing up the relative impact of distinctive features of Malta's political culture and institutional framework against more immediate campaign effects. While the conclusion is that the high turnout in the Maltese EU accession referendum can be traced to Malta's political culture, the relatively low but positive vote in favour of membership can only be fully understood by focusing on a range of factors, including campaign-related factors, such as the credibility of the arguments presented by the ‘yes’ and ‘no’ camps and the balance of resources available. The most important factor explaining the result of the Maltese referendum are, however, the cues provided by the political parties prior to and over the course of the referendum campaign.  相似文献

This paper reassesses the claim that electronic voting systems help voters to avoid common mistakes that lead to their votes remaining uncounted. While prior studies have come to mixed conclusions, I provide new, more robust evidence based on a case study of extended Internet voting trials in Geneva canton, Switzerland. The trials almost exclusively involved referendum votes. For causal identification I exploit the unique circumstance that federal safety legislation created a near-natural experiment, with some of the canton’s municipalities participating in the trials and others not. Using difference-in-differences estimation, I find that the residual vote rate decreased by an average of 0.3 percentage points if municipalities offered the possibility to vote online in addition to (mostly optically scanned) paper ballots. For cantonal measures, which are located towards the bottom of ballot papers in Geneva, the reduction increases to 0.5 percentage points. These remain relatively modest effects, and I find no evidence for a knock-on effect on electoral outcomes. However, on average only around 20% of votes were cast online where the opportunity existed, and online voting was most popular among voters with high levels of education. Despite the small effect sizes, the results of this study therefore point to the potential of Internet and, more generally, electronic voting technology to reduce avoidable voter mistakes.

Using panel surveys conducted in Great Britain before and after the 1997 general election, we examine the relationship between voting behavior and post-election economic perceptions. Drawing on psychological theories of attitude formation, we argue that those who voted for Labour and the Liberal Democrats perceived the past state of the British economy under the Tory government more negatively than they had prior to casting their ballot in the 1997 election. Similarly, we posit that Labour supporters would view the future state of the national economy under Labour more positively than they had before the election. This indicates that, contrary to many assumptions in the economic voting literature, voting behavior influences evaluations of the economy as voters seek to reduce inconsistencies between their vote choice and evaluations of the economy by bringing their attitudes in line with the vote they cast in the election. It also means that voters’ post-election economic perceptions are, at least in part, influenced by and thus endogenous to their vote choice. This finding has two major implications: first, cross-sectional models of economic voting are likely to overestimate the effect of economic perceptions on the vote. Second, the endogeneity of economic perceptions may compromise the quality of economic voting as a mechanism for democratic accountability.  相似文献

Relatively little is known about how voters behave under dual ballot voting systems. Do voters follow different decision rules at each ballot? Do they weigh relevant considerations differently on the second ballot, as compared to the first ballot? Does political sophistication condition the way people vote on the first and second ballots? Using survey data from five French presidential elections, we examine these questions and find that voters in France do indeed treat first and second ballots differently. More precisely, we find that both partisanship and ideology matter more on the second ballot. Demographics, socioeconomic status, and political issues, on the other hand, weigh more heavily in the first round. Political sophistication, for its part, does not condition nor reinforce these effects.  相似文献

In this article, we argue that when patron‐client relations are grounded in economic relationships, such as between landlord and worker, we should expect clientelism to influence not just how public policy, the state, and the political system work, but also how the economy works. We develop a simple model of the economic consequences of electoral clientelism when voting behavior can be observed. Landlords/patrons provide economic rents to workers, and in exchange workers vote for parties favored by landlords. As votes are used by the landlords to accumulate political rents, vote control increases the demand for labor and for land. The model implies that the introduction of the Australian ballot, which destroys this form of clientelism, should lead to a fall in the price of land in those areas where patron‐client relationships are strongest. We test the predictions of the model by examining in detail the evolution of land prices in Chile around May 31, 1958, for which we collected original data. A characteristic of rural Chile at this time were patron‐client relations based on the inquilinaje system, by which a worker, the inquilino, entered into a long‐term, often hereditary, employment relationship with a landlord and lived on his landlord’s estate. We show that the introduction of the Australian ballot in 1958 led to a fall of about 26% in land prices in the areas where these patron‐client relationships were predominant.  相似文献

European Union referendums invite national electorates to vote on transnational cooperation and regional integration, thereby creating tension between transnational ballot issues and domestic electoral mobilisation. Because of the tension, domestic political parties are forced to confront a two-dimensional political space in EU referendums. In the referendum-generated political space, unless integration issues are more salient than domestic concerns, intra-divided and inter-converged mainstream parties tend strategically to abstain from the campaigns. Yet, explicit inter-party collusion may allow the pro-integration mainstream to form a party cartel in EU referendums. Suggestive evidence is drawn from a case study of the two Irish referendums on the Nice Treaty. Based on a party-candidate survey, Irish parties are mapped onto a latent two-dimensional political space. The findings shed new light on the initial abstention of Irish mainstream parties in the first Nice campaign and their subsequent mobilisation in the second referendum.  相似文献

We study the primacy effects that occur when voters cast their votes because a candidate or party is listed first on a ballot. In the elections that we analyzed, there are three potential types of such effects that might occur when voters vote for (1) the first candidate listed on the ballot in single-member district (SMD) elections (candidate primacy); (2) the first party listed on the ballot in open-list proportional representation (OLPR) elections (party primacy); or (3) the first candidate on a party list in OLPR elections (list primacy). We estimated the party primacy effect (2) and established that there was no interaction between (2) and (3). A party primacy effect is especially difficult to estimate because parties’ positions on ballots are typically fixed in all multi-member districts (MMDs) and it is impossible to separate the first-position “bonus” from a party’s normal electoral performance. A rare natural experiment allowed us to estimate the primacy party bonus between 6.02 and 8.52% of all votes cast for the 2014 Polish local elections. We attribute the large size of such bonus to the great complexity of voting in the OLPR elections, especially the much longer ballots, voting in many simultaneous elections, and ballot design as a booklet rather than a sheet.

Despite the debate about mass polarization, most scholars agree that parties in Congress have become increasingly polarized over time. Scholars have sought to connect party polarization to the beliefs and perceptions of individual citizens, but little work exists on the relationship between polarization and the vote choices made by ordinary citizens. In this article, I examine the link between party polarization at the elite level, the use of ideology by citizens, and their vote choices in Congressional elections. I argue that the increased polarization that has occurred over time has led people to place more weight on ideology when casting their votes in U.S. House elections. My hypothesis stems from work on group conflict theory, which suggests that when people sense a high degree of conflict between two groups, a cue from elites, they will be more likely to rely on their own relevant characteristics or attitudes when making choices. This study differs from previous work on Congressional elections in that I examine variation in the effect of ideology on vote choice over multiple elections rather than just in one or two elections. I argue that an exploration of the political context (or the political context perceived by voters) is necessary in order to more fully understand the use of ideology in U.S. elections. To the extent that polarization facilitates the use of information shortcuts among voters, it might be viewed as a positive development within the context of electoral politics.  相似文献

Despite extensive research on campaign effects, the issue of whether information can actually influence vote choice in a campaign remains debatable. This study provides novel evidence of how issue-based arguments influenced voting preferences in the campaign for the 2014 Scottish independence referendum. The findings, based on a lab experiment and a follow-up survey with the experimental subjects, show that provision of information lead to a one-sided persuasion effect, by increasing the support for independence mainly through reduction of indecision. This effect occurred regardless of the possibility to select the arguments and found further confirmation in the actual increase of Yes votes in the referendum. Additional analyses reveal that personal economic expectations significantly moderated the effect of information, since the support for independence increased only among those who did not expect future economic gains. In line with prospect theory, these results suggest that risk-based calculations and economic perceptions prove important determinants of voting decisions, especially in a context of asymmetrical vote choice between an uncertain “Yes for a change” and a safe “No for the status quo”.  相似文献
