Drawing from group theories of race-related attitudes and electoral politics, we develop and test how anxiety influences the relative weight of prejudice as a determinant of individuals’ support for racial policies. We hypothesize that prejudice will more strongly influence the racial policy preferences of people who are feeling anxious than it will for people who are not. Using an experimental design we manipulate subjects’ levels of threat and find significant treatment effects, as hypothesized. We find that individuals’ racial policy attitudes are partially conditional on their affective states: individuals who feel anxious report less support for racial policies than those individuals who do not feel anxious, even when this threat is stimulated by non-racial content. More broadly, we conclude that affect is central to a better understanding of individuals’ political attitudes and behaviors.  相似文献

Why do some individuals engage in more religious activity than others? And how does this religious activity influence their economic attitudes? We present a formal model in which individuals derive utility from both secular and religious sources. Our model, which incorporates both demand‐side and supply‐side explanations of religion, is unusual in that it endogenizes both an individual's religious participation and her preferences over economic policy. Using data on over 70 countries from the pooled World Values Survey, we find that religious participation declines with societal development, an individual's ability to produce secular goods, and state regulations on religion, but that it increases with inequality. We also find that religious participation increases economic conservatism among the poor but decreases it among the rich. Our analysis has important insights for the debate about secularization theory and challenges conventional wisdom regarding the relationship between religious participation and economic conservatism.  相似文献

Although the allure of consumption is the engine of globalization, political economists have tended to ignore varying consumer tastes as a potential source of beliefs about trade policy. This article develops a theory of trade policy preferences that adds the notion of varying consumer tastes to the standard labor-market application of the Heckscher-Ohlin trade model. The theory, which can explain trade preferences both across individuals and countries, is supported by an empirical analysis of survey data from 41 nations. Heavy consumers of exportables are found to be more protectionist than heavy consumers of imports and import-competing goods. Moreover, citizens in countries with expensive tradable goods see trade liberalization as a remedy to the rents they pay for protectionism. Other findings also support the more conventional labor-market side of the Heckscher-Ohlin model.  相似文献

Recent studies of welfare state attitudes in the knowledge economy find very high generalized support for generous welfare state policies, both among the working and the middle classes. Has class become irrelevant as a predictor of social policy preferences? Or do we simply mis-conceptualise today's class conflict over social policy? To what extent has it changed from a divide over the level of social policy generosity to a divide over the kind of social policy and – more specifically – over the relative importance that should be given to different social policies? Answering these questions is not only relevant to understand welfare politics in the twenty-first century, but electoral politics as well: only when we understand what working- and middle-class voters care about, can we evaluate the role distributive policies play in electoral processes. We use original survey data from eight West European countries to show that middle- and working-class respondents indeed differ in the relative importance they attribute to social investment and social consumption policies. Middle-class respondents consistently attribute higher absolute and relative importance to social investment. We also show that this emphasis on investive policies relates to the middle class expecting better future economic and social opportunities than the working class. This divide in anticipated opportunities underlies a new kind of working- versus middle-class divide, which contributes to transforming the class divide from a conflict over the level of social policy to a conflict over the priorities of social policy.  相似文献

This article examines the prevalence and consequences of authoritarian attitudes among elites in Argentina, Brazil, Chile, Colombia, Mexico, and Venezuela. We focus on the connection between antidemocratic elite attitudes and support for democracy; the causes and effects of authoritarian attitudes among elites and their implications for authoritarianism; and the impact of authoritarian attitudes beyond social policy preferences to other policy areas that have indirect implications for order. Contrary to some of the literature, we find that antidemocratic attitudes affect elites' support for democracy. Our analysis also speaks to the debate on the origins of authoritarianism. Much of the evidence supports Altemeyer's notion that perceived threat raises levels of authoritarianism, rather than Feldman's contention that threat strengthens the influence of authoritarian attitudes. Finally, we demonstrate that there is a broader influence of authoritarian attitudes on economic policy preferences, but only where those policies appear to have implications for social order.  相似文献

We suggest a probabilistic voting model where voters’ preferences for alternative public goods display habit formation. Current policies determine habit levels and in turn the future preferences of the voters. This allows the incumbent to act strategically in order to influence the probability of reelection. Comparing to a benchmark case of a certain reelection, we demonstrate that the incumbent’s optimal policy features both a more polarized allocation between the alternative public goods and a debt bias.  相似文献

Most analyses of preferences for government-supplied goods disregard the fact that in a democratic society, these preferences are revealed by an individual choice: the vote. In this paper this is taken account of in a model, explaining the dynamics in voting behavior in a multi-party system. The model assumes that voters may be categorized into K groups of individuals, pursuing the same interests, who remember how parties do in representing these interests (given the level to which they are held responsible for government policy). The model allows one to estimate party identification, sensitiveness to economic performances, time preference, and relative preferences for public versus private goods, all for each of the groups. Furthermore, the model allows for an estimation of the level to which various parties are held responsible for government policies.An empirical application of the model to the Netherlands is presented, albeit that data restrictions did not allow a distinction of more than one group. The results in terms of significance of the coefficients as well as the interpretation of the original parameters are promising. The two main conclusions are that the relative preference for private versus collective consumption is lower than the existing ratio in the Netherlands, and that two parties forming a government coalition are not held equally responsible for the policies.  相似文献

Do “niche” parties—such as Communist, Green, and extreme nationalist parties—adjust their policies in response to shifts in public opinion? Would such policy responsiveness enhance these parties' electoral support? We report the results of statistical analyses of the relationship between parties' policy positions, voters' policy preferences, and election outcomes in eight Western European democracies from 1976 to 1998 that suggest that the answer to both questions is no . Specifically, we find no evidence that niche parties responded to shifts in public opinion, while mainstream parties displayed consistent tendencies to respond to public opinion shifts. Furthermore, we find that in situations where niche parties moderated their policy positions they were systematically punished at the polls (a result consistent with the hypothesis that such parties represent extreme or noncentrist ideological clienteles), while mainstream parties did not pay similar electoral penalties. Our findings have important implications for political representation, for spatial models of elections, and for political parties' election strategies.  相似文献

In the years following 9/11, surveys have revealed high levels of public support for policies related to the war on terror that, many argue, contravene long‐standing American ideals. Extant research would suggest that such preferences result from the activation of authoritarianism. That is, the terrorist attacks caused those predisposed toward intolerance and aggression to become even more intolerant and aggressive. However, using data from two national surveys, we find that those who score high in authoritarianism do not become more hawkish or less supportive of civil liberties in response to perceived threat from terrorism; they tend to have such preferences even in the absence of threat. Instead, those who are less authoritarian adopt more restrictive and aggressive policy stands when they perceive threat from terrorism. In other words, many average Americans become susceptible to “authoritarian thinking” when they perceive a grave threat to their safety.  相似文献

Using data from a new household survey on environmental attitudes, behaviors, and policy preferences, we find that current weather conditions affect preferences for environmental regulation. Individuals who have recently experienced extreme weather (heat waves or droughts) are more likely to support laws to protect the environment. We find evidence that the channel through which weather conditions affect policy preference is via perceptions of the importance of the issue of global warming. Furthermore, environmentalists and individuals who consult more sources of news are less likely to have their attitudes toward global warming changed by current weather conditions. These findings suggest that communication and education emphasizing consequences of climate change salient to the individual's circumstances may be the most effective in changing attitudes of those least likely to support proenvironment policy. In addition, the timing of policy introduction could influence its success.  相似文献

How does the Prime Minister organize her government so that she can implement her policy agenda? In our model, a Prime Minister appoints individuals to her cabinet, allocates their portfolios, and assigns their policy tasks—that is, she decides the relevant jurisdiction of departments and the type of proposals a minister can make. Upon appointment, ministers obtain expertise on policies specific to their jurisdiction and strategically communicate this information to the Prime Minister before a policy is implemented. Assignment allows the Prime Minister to implement her agenda even when she is constrained to appoint ministers whose policy preferences are far from her own. A Prime Minister weakly prefers a diverse cabinet. In equilibrium, the Prime Minister is indifferent between delegating policy or implementing policy herself.  相似文献

We argue that making lawmakers more accountable to the public by making it easier to identify their policy choices can have negative consequences. Specifically, we analyze a model of political agency with a single lawmaker and a representative voter. In our model, the lawmaker has better information than the voter about the appropriateness of alternative policy courses. In addition, the voter is uncertain about the incumbent's policy preferences – specifically, the voter is worried the incumbent is an ideologue. Our model suggests that when lawmakers expect their policy choices to be widely publicized, for those lawmakers sufficiently concerned about reelection, the desire to select policies that lead the public to believe they are unbiased will trump the incentive to select those policies that are best for their constituents. Hence, lawmakers who would do the right thing behind close doors may no longer do so when policy is determined in the open.  相似文献

How do policies in international organizations reflect the preferences of powerful institutional stakeholders? Using an underutilized data set on the conditions associated with World Bank loans, we find that borrower countries that vote with the United States at the United Nations are required to enact fewer domestic policy reforms, and on fewer and softer issue areas. Though U.S. preferences permeate World Bank decision making, we do not find evidence that borrower countries trade favors in exchange for active U.S. intervention on their behalf. Instead, we propose that U.S. influence operates indirectly when World Bank staff—consciously or unconsciously—design programs that are compatible with U.S. preferences. Our study provides novel evidence of World Bank conditionality and shows that politicized policies can result even from autonomous bureaucracies.  相似文献

Typically, associations between being unemployed and policy attitudes are explained with reference to economic self-interest considerations of the unemployed. Preferences for labour market policies (LMP) and egalitarian preferences are the prime example and the focus of this study. Its aim is to challenge this causal self-interest argument: self-interest consistent associations of unemployment with policy preferences are neither necessarily driven by self-interest nor necessarily causal. To that end, this article first confronts the self-interest argument with a broader perspective on attitudes. Given that predispositions (e.g., value orientations) are stable and influence more specific policy attitudes, it is at least questionable whether people change their policy attitudes simply because they get laid off. Second, the article derives a non-causal argument behind associations between unemployment and policy attitudes, arguing that these might be spurious associations driven by individuals’ socioeconomic background. After all, the entire socioeconomic background of a person is simultaneously related to both the risk of getting unemployed (‘selection into unemployment’) and distinct political socialisation experiences from early childhood onwards. Third, this article uses methods inspired by a counterfactual account on causality to test the non-causal claims. Analyses are carried out using the fourth wave of the European Social Survey and applying entropy balancing to control for selection bias. In only two of the 31 analysed countries do unemployment effects on egalitarian orientations remain significant after controlling for selection bias. The same holds for effects on active LMP attitudes with the exception of six countries. Attitudes towards passive LMP are to some degree an exception since effects remain in a third of the countries. Robustness checks and Bayes factor replications showing evidence for the absence of unemployment effects support the general impression from these initial analyses. After discussing this article's results and limitations, its broader implications are considered. On the one hand, the article offers a new perspective on the conceptualisation and measurement of unemployment risk. On the other hand, its theoretical argument, as well as its treatment of the resulting selection bias, can be broadly applied. Thus, this article can contribute to many other research questions regarding the (ir)relevance of individual life events for political attitudes and political behaviour.  相似文献

The paper argues that in the context of public choice for non-market goods, two assumptions of the simple model of the rational economic actor may not hold. The assumptions are that there is a direct connection between choice and outcome, and that preferences are not affected by the act of making a choice. Consequently, to understand people's preferences for public goods, it is important to measure their beliefs and values separately rather than simply to observe their choice behavior or to ask them what they would be willing to pay for the public good. In an example study, people's preferences for U.S. policies toward Nicaragua were measured and further analyzed into their beliefs about the effects of those policies on Nicaraguan outcomes, and their evaluations of the Nicaraguan outcomes. It was shown that the process of making a two-person choice changed the preferences, and that the separate measures or beliefs and values gave insight into the process of the change that would not have been available had only the preferences been measured. Implications for the contingent valuation method are explored and an alternative approach is proposed.  相似文献

Does policy responsiveness on the part of incumbent legislators affect their prospects for reelection? Recent studies of congressional campaigns demonstrate that incumbents who support policies that are more congruent with their constituents' preferences face fewer reelection obstacles. The present analysis considers this question in state legislative elections where voter knowledge of legislator activities is generally quite low. The findings demonstrate that incumbents positioned farther from the average citizen and toward their party's base are only slightly more likely to be challenged than other incumbents. However, more partisan voting incumbents do attract challengers capable of raising and spending larger amounts of money. Interestingly, incumbents positioned closer to their party's base actually receive a greater share of the vote in most contested elections. Only when challengers spend significant amounts of money do we see the positive effects of partisan voting by incumbents diminished. Overall, these findings demonstrate the mechanisms by which policy positions of incumbents in a low‐information environment affect the challengers that emerge and the level of voter support received.  相似文献

Some scholars argue that the author of the majority opinion exercises the most influence over the Court's opinion-writing process and so can determine what becomes Court policy, at least within the limits of what some Court majority finds acceptable. Other students of the Court have suggested that the Court's median justice effectively dictates the content of the majority opinion: whatever policy the median justice most wants, she can get. We test these competing models with data on Supreme Court decision making during the Burger Court (1969–86). While we find substantial evidence for both models, the agenda control model gains greater support. This suggests that opinions on the Court on each case are driven, in general, by the interaction of three key variables: the policy preferences of the majority opinion author, the policy preferences of the median justice, and the location of the legal status quo .  相似文献

There is a joint development towards Europeanisation of public policies and an increasing visibility and politicisation of European issues in EU member states. In this context, the degree of fit between individuals’ policy preferences and European norms could be expected to influence support for the EU: this support might increase when Europeanisation makes the desired policies more likely, and decrease when it hinders these policies. Multilevel analyses of the 2014 wave of the European Election Study confirms the existence of such instrumental support for the EU. The findings demonstrate that this support is shaped by policy preferences on state intervention, immigration, moral issues and environmental protection. The results also show that the impact of these policy preferences is modulated by the level of integration of the designated policy, by the weight of the policy issue in the country and, in some cases, by the level of individual political knowledge.  相似文献

In this article, we seek to advance scholarship on the origins and consequences of policy devolution by analyzing state decisions to give local authorities control over welfare policy. The first part of our analysis explores the political forces that systematically influence state decisions to cede policy control to lower-level jurisdictions. In this context, we propose a general Racial Classification Model of how race influences social policy choice. Our findings support this model as well as social control perspectives on welfare provision. Building on these results, we then show how modest but consistent racial effects on policy choices concatenate to produce large disparities in the overall policy regimes that racial groups encounter in the federal system. The empirical findings illuminate the fundamental role that federalism plays in the production of contemporary racial disparities and in the recent turn toward neoliberal and paternalist policies in American poverty governance.  相似文献

This contribution develops a theory of the impact of differentiation on integration and unity among EU member states and discusses empirical evidence from four policy areas. According to the theory, the centripetal effects of closer co‐operation among willing EU members on initially unwilling non‐participants are strongly influenced by the character of the respective policy area in terms of public goods theory. The eventual participation of initially reluctant member states, which leads to the re‐establishment of long‐run unity despite short run differentiation, is most likely in policy areas involving excludable network effects, and most unlikely in areas dealing with common pool resource problems (the four remaining types of goods ranking in between these two extremes). The theoretical conclusions are supported by empirical evidence from four EU‐related policies: the successful three show strong characteristics of excludable network goods (EMU, Schengen and the Dublin Convention), while the one which has proved extraordinarily difficult so far involves a common pool resource problem (tax harmonisation).  相似文献
