Abstract

This article explores two critical approaches to the study of the continuing relevance of the North—South divide. One is based on a postcolonial politics of difference and stresses the fundamental geographic divergences between the North and South. The other, referred to as the global capitalism school, argues that the North—South divide is rendered obsolete by social divisions, represented by the rise of a transnational capitalist class. I criticize the former due to its dismissal of the idea of capitalism as a universal force. In regards to the latter, to determine whether the primary fault line in global capitalism revolves around transnationally organized classes, I conduct an interpretive analysis of the world views of capitalist elites in Latin America. My findings demonstrate the complex, intersecting nature of different axes of identity, and contradict this literature by suggesting the continuing relevance of a place-based North—South divide. In other words, neither position can by itself elucidate the contours of our contemporary global economic system. What I propose is a framework that captures the intersectionality between the social and geographic within a universal story of capitalist globalization. The key is to conceptualize how global capitalism operates as a universalizing force, but not a homogenizing one.  相似文献

This article evaluates the results and impacts of administrative modernization in Germany after more than 10 years of New Public Management experience, concentrating on the most advanced level of public sector reform: local authorities. Drawing on a broad empirical basis, the authors pursue the following questions: Do “Weber‐ ian” administrative structures and processes continue to characterize the German public sector, or have the reforms left behind lasting traces of a managerial administration? Are local authorities performing better today, and if so, can this be attributed to the New Public Management modernization? The presented results show that no paradigm shift from the “Weberian” bureaucracy to New Public Management has occurred so far. Performance improvements notwithstanding, the new mix of steering instruments causes numerous unintended consequences, causing “Weberian” administration to reemerge.  相似文献

Abstract

This study aims to empirically test a widespread assumption that fiscal crises instigate administrative reforms. The empirical analysis relies upon an international comparative study of the responses of 14 European governments to the fiscal crisis of 2008–2013. It is found that fiscal crisis and public administration reforms are not necessarily closely connected. In the majority of cases, the fiscal crisis did not have an instant effect of triggering structural public administration reforms or substantial shifts in existing reform trajectories. The crisis intensified the pressure to reform public administration to some extent, but the European governments’ responses predominantly followed a combination of straightforward cutbacks and incremental change. More substantial reforms were carried out in countries most severely hit by the crisis and/or where administrative reforms were conditioned by international financial assistance.  相似文献

This article surveys the policy feedback framework developed in political science and clarifies its implications for public administration. A feedback perspective encourages us to ask how policy implementation transforms the webs of political relations that constitute governance. Administrators play a key role in shaping the political conditions of bureaucratic performance and the organization of power in the broader polity. At the same time, this perspective underscores that policies are more than just objects of administrative action. Policies are political forces in their own right that can alter key components of administration, including phenomena such as organizational capacity, structures, routines, authorities, motivations and cultures. These sorts of administrative themes have received little attention in policy feedback research, just as the political effects of policies have been overlooked in public administration studies. Bridging these perspectives offers a basis for exciting new agendas and advances in public administration research.  相似文献

The idea of administrative limits—in the sense of constraints or bounds on what can be achieved by the activity of administration in general and public administration in particular—is important for a proper understanding of twenty‐first‐century public administration. What are the effective limits of taxable capacity in the modern state, as debt‐ridden governments seek to reduce debt levels and budget deficits after the financial crashes and economic recession of the late 2000s? What are the limits of safety and security that can be realistically achieved by administrative structures and procedures in a so‐called risk society? What are the limits to the achievement of ambitious social engineering to improve the human lot by conventional organizations and bureaucracies? Such issues are not new. Questions of this kind have long been asked by scholars in the intersecting fields of public administration, policy studies, and political science. Nonetheless, the author argues, they address issues that are of continuing, central importance to government and society in today’s world.  相似文献

To what extent were Woodrow Wilson’s ideas about public administration informed by German organic political theory? Drawing on the writings of Wilson, Lorenz von Stein, and Johann K. Bluntschli on public administration, and comparing American and German primary sources, the author offers insights into Wilson’s general concept of public administration, as well as his understanding of the politics–administration dichotomy. With regard to current administrative research, this study underscores how the transfer of ideas profoundly contributes to advancing comparative public administration and helps clarify terminological difficulties and conflicting perspectives among diverse administrative science traditions.  相似文献

A public agency's capacity to implement policy and achieve valued public outcomes has been a long-running area of research in public administration. Many articles provide theory and empirics regarding the capacity to implement policy, but relatively few examine multiple types of agency capacity within the same analysis. This article develops a model based on the election administration literature in political science and public administration to examine the effects of managerial capacity, financial capacity, and technology on the election management outcome of the residual vote rate in North Carolina election jurisdictions. The results indicate that higher levels of management capacity and technology significantly reduce problems with voting as measured by the residual vote rate. Financial capacity shows a negative association with the residual vote rate but is not significant. The article concludes by discussing how studying election administration provides an important and uniquely good administrative context for developing administrative theory.  相似文献

The claim that perceived organizational red tape hampers public services has become a central theme in public administration research. Surprisingly, however, few scholars have empirically examined the impact of perceived red tape on organizational performance. This article empirically analyzes how perceived organizational red tape among managers and frontline staff relates to objectively measured performance. The data consist of survey responses from teachers and principals at Danish upper secondary schools combined with grade‐level administrative performance data. Based on theories of red tape and motivation crowding, the authors hypothesize that perceived organizational red tape reduces performance within such organizations. The empirical result is a small negative relationship between staff perception of red tape and performance and no relationship between manager‐perceived red tape and performance.  相似文献

Scholars of public administration in the United States traditionally view the 1920s as a decade when the administrative orthodoxy, emphasizing efficiency and organizational structure, dominated the field. This viewpoint recently has been challenged by arguments that the social justice–oriented views of women progressives and the philosophy of pragmatism also influenced public administration. However, no one has examined how women public administrators implemented exceptions to the prevailing, masculine viewpoints of administrative objectivity and the strict dichotomy between politics and administration during the 1920s. Using Mary Anderson (1872–1964), the longtime director of the U.S. Department of Labor's Women's Bureau, as a case study, this article examines how her experiences as a woman worker and labor organizer influenced her advocacy of an alternative view of public administration, and how, from 1920 through 1930, she established the Women's Bureau within the prevailing orthodoxy yet also made the government agency a notable exception through its vigorous support of social justice feminism, particularly during and after the 1926 national Women's Industrial Conference.  相似文献

This case study is based on an evaluation report of a German project for development co-operation in the field of public administration in the Republic of North Yemen. It describes the history, the efforts and the problems of the project which operated within the framework of the National Institute of Public Administration in Sana'a and in order to understand the project there is an outline of the public administration of North Yemen. The paper also describes the structure of the German side of the administration of development policy, the Ministry of Economic Co-operation, the German Society for Technical Cooperation and the Public Administration Promotion Centre in Berlin. Both the practical problems of administrative co-operation and of undertaking evaluation are analysed and a practical approach to evaluation and evaluation techniques is presented for discussion. The paper argues the merits of providing aid in support of training in order to improve public administration, and specifically emphasises the value of preparatory courses which link the educational system within the occupational system of the public sector by preparing university graduates for the profession of public administration.  相似文献

Behavioral public administration is the analysis of public administration from the micro‐level perspective of individual behavior and attitudes by drawing on insights from psychology on the behavior of individuals and groups. The authors discuss how scholars in public administration currently draw on theories and methods from psychology and related fields and point to research in public administration that could benefit from further integration. An analysis of public administration topics through a psychological lens can be useful to confirm, add nuance to, or extend classical public administration theories. As such, behavioral public administration complements traditional public administration. Furthermore, it could be a two‐way street for psychologists who want to test the external validity of their theories in a political‐administrative setting. Finally, four principles are proposed to narrow the gap between public administration and psychology.  相似文献

What should be done to advance the study of public administration? A strong argument is advanced by outgoing PAR managing editor Jos C. N. Raadschelders that the field benefits significantly from greater attention to ontology and epistemology. To be sure, empirical, evidence‐based research has its place, but its basis and the meaning of findings seldom are questioned. Why? Many public administration scholars seek “scientificness” through a disciplinary type of methodology. However, working within an inherently interdisciplinary field, public administration scholars cannot reduce the complex, wicked problems of society and government to mere empirical measurement. The author lays out five critical challenges confronting today’s public administration—both its study and research—requiring the field’s urgent attention in order to meet the comprehensive and rapidly expanding needs of specialists and generalists, practitioners and academicians, as well as the general public.  相似文献

Recent literature in public administration emphasizes enhanced collaboration between elected and administrative officials. The complementarity view is presented as an alternative to the traditional politics–administration dichotomy. At the center of this new perspective lies the concept of shared roles between elected officials and public administrators with respect to policy making and administration. This article expands the emerging literature on role sharing by proposing and testing new variables to understand what enhances the policy‐making role of city managers and the administrative role of elected officials. Employing data collected from a nationwide survey of city managers and utilizing structural equation modeling methodology, this research finds that the council’s expectations and the city manager’s role conception significantly influence the city manager’s involvement in policy making, while the context of policy making, the city manager’s support, and the council’s access to resources affect elected officials’ involvement in administration. This article aims to make a cumulative contribution to the literature on role sharing.  相似文献

Although social equity has been a formal pillar of public administration for decades, identifying mechanisms through which public officials inadvertently reproduce unfair conditions remains a relevant topic. In particular, it is important to understand how the habits and practices of street‐level bureaucrats may result in an unjust allocation of public resources. This article provides evidence on how the administrative discretion conferred on school principals may result in an efficient but unfair condition regarding the allocation of students across schools, thus undermining social equity. By exploiting a natural experiment, we are able to provide reliable evidence on how controlling administrative discretion decreases the segregation of students based on their socioeconomic status.  相似文献

When addressing administrative reform, many scholars have referred to the fact that governments confront multiple internal challenges such as fiscal stress, distrust of bureaucracy, and higher demands for public services (Peters and Savoie 1995). Externally, governments become more sensitive to global issues and tend to be more influenced by international environments (Garcia-Zamor and Khator 1994). Faced with internal and external challenges, governments seek new paradigms for governance (Ingraham and Romzek 1994) and often initiate administrative reform (AR) aimed at enhancing governmental performance and improving the administrative system through technological advances, managerial improvements, administrative innovations and continued enhancement of administrative capabilities (Caiden 1991). Administrative reform and its diffusion among Western countries are well documented in the literature (Campbell and Peters 1988; Savoie 1994; Halligan 1996; Peters and Savoie 1995). However, studies are skewed toward Western countries and little attention has been paid to Asia. Even less attention has been paid to comparative studies on Asian administrative reform, even though many Asian countries have developed their own AR trajectories to improve public efficiency and productivity (Burns 1994; Zhang, De Guzman, and Reforma 1992). As many students of comparative public administration (CPA) understand, it is always a challenging task, both methodologically and theoretically, to examine a group of different countries (Aberbach and Rockman 1987; Heady 1996a; 1996b; Peters 1988; Peters 1996). It is an even more challenging and controversial task to develop a single comparative framework from which we can examine different countries. This article attempts to fill a gap in the literature by examining Asian AR from a comparative perspective. First, we propose an exploratory theoretical framework, a Political Nexus Triad (PNT). PNT is an extended model, which adds civil society as the third dimension to the traditional politics-administration model. We suggest the PNT and its dynamic trajectory as a building block of the comparative study of Asian administrative reform. This is similar to the power interaction models in which Peters (1988) addresses the power interactions between politicians and bureaucrats. 1 Peters (1988) suggests the “pursuit of power” as one of the following four dependent variables for the comparative study of public bureaucracy: an individual level, an organizational level, a behavioral level and a power level. With respect to the power level, Peters develops five ideal-type models: a formal/legal model, a village life model, a functional village life model, an adversarial model and an administrative state model.

Researchers have examined the impact of the politics‐administration dichotomy on the practice and theory of public administration within the United States. But the dichotomy also influenced patterns of international engagement by American experts in the 1920s and 1930s. Americans believed that they could set politics aside and collaborate on administrative questions with regimes that did not respect democracy and human rights. This belief was tested after the rise of Adolf Hitler. American experts in public administration engaged with the Nazi regime for three years, ignoring the rising controversy over Nazi policies. The breaking point came in 1936. American experts finally recognized that it was impossible to ignore political questions and became forthright proponents of “democratic administration.” This struggle to define the boundaries of international engagement is relevant today, as specialists in public administration again find themselves in a world in which a shared commitment to democracy and human rights cannot be taken for granted.  相似文献

The politics–administration dichotomy has been one of the most disputed theories of public administration. Despite serious critiques, neither the theoretical utility nor the normative power of the dichotomy has totally disappeared over the past decades. The dichotomy has been advocated on the grounds that the dichotomous division of labor and authority between elected and administrative officials increases the democratic accountability and planning ability of public administrators. This article first builds a theoretical model of the politics–administration dichotomy and then evaluates the model using empirical data collected from a nationwide sample of city managers serving in council-manager local governments. Results of structural equation modeling illustrate that the politics–administration dichotomy fails to obtain its predicted tendencies in actuality. The authors interpret the findings in light of the contemporary public administration literature. The article aims to make a theoretical-empirical contribution to one of the most challenging questions in public administration.  相似文献
