This article contributes to our understanding of public service motivation and leadership by investigating ways in which organizational leaders can reinforce and even augment the potential effects of public service motivation on employees’ attraction to the organization’s mission (mission valence). The results contribute to two research questions. First, the findings provide new evidence on the sources of public service motivation. The authors find that transformational leadership is an organizational factor associated with higher public service motivation. Second, the article examines the relationship between transformational leadership and mission valence. The authors find that transformational leadership has an important indirect effect on mission valence through its influence on clarifying organizational goals and fostering public service motivation.  相似文献

The goal of this article is to understand which combinations of explanatory conditions account for the qualitative differences within forms of democratic breakdown (i.e., transition from democracy to a hybrid or authoritarian regime) and democratic regression (i.e., transition within democracy through a loss of democratic quality). The analysis focuses particularly on the specific features of those processes of change ending up with a transition from democratic rule, compared to those producing a simple loss of democratic quality within the democratic regime. Applying two‐step fuzzy‐set Qualitative Comparative Analysis (fsQCA), the study aims to integrate different types of explanatory factors, offering a fresh and comprehensive perspective on this phenomenon.  相似文献

While many aspects of the dramatic shifts caused by digital government have made enormous progress, the leadership of those who serve the public via electronic means has yet to take a significant step forward. This article addresses three questions: How significant has e‐leadership become? What are the challenges in trying to create a more comprehensive model of defining and measuring e‐leadership? And, based on current knowledge, what skill and behavioral elements are candidates for a concrete e‐leadership model? The authors develop and test an original model that focuses on e‐leadership as a competence in virtual communications (i.e., the use of ICT‐mediated communications) and the digital opportunities and challenges that are created. The results provide strong support for the proposed model. The article concludes with a discussion of a future agenda for e‐leadership research that can be developed in a manner that is fruitful for theory and practitioners.  相似文献

How does international migration impact the composition of the demos? Constitutional doctrines and democratic theories suggest contrasting responses: an insular one excludes both non‐citizen immigrants and citizen‐emigrants; a deterritorialised one includes all citizens wherever they reside; a postnational one includes all residents and only these. This article argues that none of these predicted responses represents the dominant pattern of democratic adaptation, which is instead a level‐specific expansion of the national franchise to include non‐resident citizens and of the local franchise to include non‐citizen residents. This is demonstrated by analysing an original dataset on voting rights in 31 European and 22 American countries, and outlining a level‐sensitive normative theory of citizenship that provides support for this pattern as well as a critical benchmark for current franchise policies. The findings can be summarised in two inductive generalisations: (1) Voting rights today no longer depend on residence at the national level and on citizenship of the respective state at the local level; (2) Voting rights do, however, generally depend on citizenship of the respective state at the national level and on residence at the local level. In the article, these are called the patterns of franchise ‘expansion’ and ‘containment’. The former supports the idea of widespread level‐specific expansion of the franchise and refutes the insular view of the demos. The latter signals corresponding level‐specific restrictions, which defeats over‐generalised versions of deterritorialised or postnational conceptions of the demos. In order to test how robust this finding is, cases are analysed where the dominant patterns of expansion have been resisted and where unexpected expansion has occurred. With regard to the former, the article identifies constitutional and political obstacles to voting rights expansion in particular countries. With regard to the latter, the article shows that even where national voting rights have been extended to non‐citizen residents, containment remains strong through indirect links to citizenship.  相似文献

Scholarly literature finds positive motivational effects of matching workers and missions. However, the psychological mechanisms behind this matching effect have not been explored. This article develops and tests a moderated mediation model of mission matching in which meaningfulness serves as an intervening mechanism that explains the association between mission matching and effort. It also considers how individual differences in prosocial motivation influence the intervening role of meaningfulness. Using a real‐effort laboratory experiment with monetary incentives, the article shows that matched subjects exert more effort than mismatched subjects, that this effect is mediated by increases in meaningfulness, that prosociality moderates the effect of a match on meaningfulness, and that the indirect effect of a match on effort through increases in meaningfulness varies as a function of prosociality. These results contribute to a more nuanced understanding of mission matching and suggest that matching may be particularly important for certain types of workers.  相似文献

In Gilligan and Krehbiel's models of procedural choice in legislatures, a committee exerts costly effort to acquire private information about an unknown state of the world. Subsequent work on expertise, delegation, and lobbying has largely followed this approach. In contrast, we develop a model of information as policy valence. We use our model to analyze a procedural choice game, focusing on the effect of transferability, i.e., the extent to which information acquired to implement one policy option can be used to implement a different policy option. We find that when information is transferable, as in Gilligan and Krehbiel's models, closed rules can induce committee specialization. However, when information is policy‐specific, open rules are actually superior for inducing specialization. The reason for this surprising result is that a committee lacking formal agenda power has a greater incentive to exercise informal agenda power by exerting costly effort to generate high‐valence legislation.  相似文献

Building on the counterintuitive findings of recent empirical studies that transparency in political decision making may have a negative effect on public legitimacy beliefs, this article suggests that transparency has different effects depending on the policy area. Specifically, it argues that transparency is less effective in policy decisions that involve trade‐offs related to questions of human life and death or well‐being. Using an experiment that involved 1,032 participants, the effect of transparency is tested in two policy areas that represent routine priority setting (culture and leisure) and policy decisions implicitly related to human life and well‐being (traffic security). Results indicate that transparency can increase public acceptance of political decisions, but this effect is moderated by the type of policy area. Furthermore, a limited type of transparency in which decision makers provide justifications for their decisions can result in benefits while avoiding potential costs.  相似文献

This article examines the recoupling mechanism of campaign‐style enforcement and its effects on environmental regulatory compliance. Drawing on the policy implementation literature and institutional theory, the authors develop a conceptual model of campaign‐style enforcement in which both resource mobilization and power redistribution are theorized to address decoupling problems in regulatory compliance. The two‐pathway recoupling mechanism is evidenced by an empirical investigation of the implementation of China's energy conservation and emission reduction policy as part of that country's 11th Five‐Year Plan. Findings suggest that campaign‐style enforcement can effectively improve regulatory compliance when it addresses the efficiency/legitimacy conflict by providing policy incentives and reorganizing a clear hierarchy of political authority. The article concludes with a discussion of the strengths and limitations of campaign‐style enforcement.  相似文献

Implementing e‐government in the contemporary American state is challenging. E‐government places high technical demands on agencies and citizens in an environment of budget austerity and political polarization. Governments developing e‐government policies often mobilize frontline workers—also termed “street‐level bureaucrats”—to help citizens gain access to services. However, we know little about how frontline workers cope in these challenging circumstances. This article fills this gap by examining frontline workers implementing the Patient Protection and Affordable Care Act. Based on a qualitative analysis, the authors find that frontline workers “move toward clients” when coping with stress: they bend the rules, work overtime, and collaborate in order to help clients. They are less inclined to “move away” or “move against” clients, for instance, through rigid rule following and rationing. In other words, frontline workers try to serve clients, even “when the server crashes.” Frontline workers, then, can play a vital role in the successful implementation of e‐government policies.  相似文献

A key issue for interest groups and policymakers is the ways through which organized interests voice their interests and influence public policy. This article combines two perspectives on interest group representation to explain patterns of interest group access to different political arenas. From a resource exchange perspective, it argues that access to different political arenas is discrete as it is determined by the match between the supply and demands of interest groups and gatekeepers—politicians, bureaucrats, and reporters. From a partly competing perspective, it is argued that access is cumulative and converges around wealthy and professionalized groups. Based on a large‐scale investigation of group presence in Danish political arenas, the analyses show a pattern of privileged pluralism. This describes a system where multiple political arenas provide opportunities for multiple interests but where unequally distributed resources produce cumulative effects (i.e., the same groups have high levels of arena access).  相似文献

Can stereotypes of ethnic groups have an indirect impact on voters' judgments even if voters reject them? We examine the case of Jewish leaders and hypothesize that acceptable political stereotypes (Jews are liberal) are linked in voters' minds to unacceptable social stereotypes (Jews are shady); consequently, a cue to the candidate's shadiness works indirectly by increasing the perception that the candidate is liberal, even as the shady cue is rejected. Using three national survey‐experiments we randomly varied a candidate's Jewish identity, ideology, and shadiness. The cue to the rejected social stereotype indeed activates the more legitimate political stereotype. Moreover, voters give more weight to the candidate's perceived liberalism in their evaluation. Consequently, the candidate's support suffers. However, when the candidate takes a more extreme ideological position on issues, the effects disappear. The indirect influence of discredited stereotypes and the limits of those stereotypes have implications for our understanding of voting and of the legacies of discrimination.  相似文献

A large body of research focuses on the institutional factors that shape country‐level corruption and the effectiveness of macro‐level anticorruption measures; however, corruption at the individual level remains understudied and thus poorly understood. This article examines the underlying causes of and mechanisms through which individual government bureaucrats engage in corruption. The researchers develop a framework that incorporates intrinsic motivations, work‐related opportunities, and work‐related well‐being to test the ways in which these micro‐level factors shape bureaucrats' propensity to engage in corrupt behaviors (or corruptibility). Using survey data from more than 1,300 Chinese public employees, the authors identify direct and indirect effects on corruptibility and discuss theoretical and practical implications.  相似文献

This article advances our understanding of the effects of monetary rewards on public employee performance and of the contingencies that may moderate these effects. In a randomized control‐group experiment with nurses working at a local health authority in Italy, performance‐related pay (PRP) had a larger effect on task performance when the rewards were kept secret than when they were disclosed. The negative interaction between PRP and visibility was stronger among participants who were exposed to direct contact with a beneficiary of their efforts, which heightened their perception of making a positive difference in other people's lives. These results are consistent with theoretical predictions that monetary incentives for activities with a prosocial impact may crowd out employee image motivation. There were no crowding‐out effects when a symbolic reward was substituted for the monetary incentive.  相似文献

Research shows that peacekeepers reduce conflict intensity; however, effects of deployment on nonpolitical violence are unknown. This article focuses on criminal violence and proposes a twofold mechanism to explain why peacekeeping missions, even when effectively reducing conflict, can inadvertently increase criminal violence. First, less conflict opens up economic opportunities (so‐called peacekeeping economies) and provides operational security for organized crime, thus increasing violent competition among criminal groups. Second, demobilized combatants are vulnerable to turn to crime because of limited legal livelihood opportunities and their training in warfare. While UN troops may exacerbate these dynamics, UN police's peculiar role is likely to successfully contain criminal violence. Cross‐national and subnational empirical analyses show that large UN military deployments result in higher homicide rates, whereas UN police, overall, moderate this collateral effect.  相似文献

Enhanced participation has been prescribed as the way forward for improving democratic decision making while generating positive attributes like trust. Yet we do not know the extent to which rules affect the outcome of decision making. This article investigates how different group decision rules affect group trust by testing three ideal types of decision rules (i.e., a Unilateral rule, a Representative rule and a ‘Non‐rule’) in a laboratory experiment. The article shows significant differences between the three decision rules on trust after deliberation. Interestingly, however, it finds that the Representative rule yields more trust than the Non‐rule and also significantly more trust than the Unilateral rule, when analysing the results at group level. These findings challenge the theoretical understanding by, for example, deliberative normative theorists that more inclusive, consensual and non‐hierarchical decision‐making procedures enhance trust vis‐à‐vis other more hierarchical decision‐making procedures.  相似文献

How do incumbent parties strategize against challengers when a new partisan cleavage cuts across the incumbent's electoral coalition? This article argues that a two‐dimensional extension of Riker's anticoordination thesis conflicts with Downsian extensions. It shows that when voters coordinate on a single challenger based on their shared preference on a cross‐cutting cleavage, a vote‐maximizing incumbent party should move away from the challenger on the primary dimension of competition, even at the risk of abandoning the center. The article develops this hypothesis with reference to dominant parties in competitive authoritarian regimes where challenger parties constantly attempt “heresthetical” moves by mobilizing regime issues into the partisan debate, and it tests the predictions with an original sample survey of national leaders of Mexico's Revolutionary Institutional Party (PRI). It also spells out the implications of the findings for dominant party survivability in democratic transitions and, more broadly, for incumbents' spatial strategies in the face of new partisan cleavages.  相似文献

How can autocrats be restrained from rigging elections when they hold a huge military advantage over their opponents? This article suggests that even when opposition parties have no military capacity to win a revolt, opposition unity and a consequent threat of massive civil disobedience can compel autocrats to hold clean elections and leave office by triggering splits within the state apparatus and the defection of the armed forces. Opposition unity can be elite‐driven, when parties unite prior to elections to endorse a common presidential candidate, or voter‐driven, when elites stand divided at the polls and voters spontaneously rebel against fraud. Moreover, the article identifies some conditions under which autocrats will tie their hands willingly not to commit fraud by delegating power to an independent electoral commission. The article develops these ideas through a formal game and the discussion of various case studies.  相似文献

Do specific and difficult job goals have a positive, negative, or negligible effect on higher levels of performance in the form of organizational citizenship behavior (OCB) among government employees? Importantly, how do they influence OCB: directly and/or indirectly through psychological empowerment? This article on a small group of Australian federal government employees draws from the goal‐setting and self‐determination theories to provide a better understanding of how goal setting affects OCB. Findings show that goal specificity largely influenced OCB indirectly through psychological empowerment. In contrast, goal difficulty raised OCB directly and through the partial mediating effect of psychological empowerment.  相似文献

This article examines the single‐issue party thesis for the specific case of contemporary extreme right parties (ERPs) and the immigration issue. I define the single‐issue party as (1) having an electorate with no particular social structure; (2) being supported predominantly on the basis of one single issue; (3) lacking an ideological programme; and (4) addressing only one all‐encompassing issue. On the basis of a comprehensive analysis of electoral studies and party literature the single‐issue party thesis is rejected on all counts. At best, immigration has been a catalyst for most ERPs in certain periods of time. Their ideology and broader programe will keep ERPs in the political arena for some time to come, even in the unlikely event that immigration would cease to be an important political issue.  相似文献
